But so far, the information is unsubstantiated (i.e. not admitted, or denied, by officials at TEPCO or the government). Speaking of the government, it will allow the residents in Okuma-machi and Futaba-machi, where the plant is located, to temporarily return to their homes later this month now that the plant is stable.

Tritium from Vt nuke plant in Connecticut River [18Aug11] - 0 views

  • MONTPELIER, Vt. — Vermont health officials say radioactive tritium from the Vermont Yankee nuclear plant has reached the Connecticut River. Dr. Harry Chen, the state health commissioner, said late Wednesday that samples of water taken July 18 and July 25 from the river — at the point where contaminated groundwater flows from the shoreline into the river — confirmed the migration of the substance. Chen says health officials have been tracking the plume of tritium-contaminated groundwater as it moved towards the river and that the readings confirm it has reached the river.

Japanese Government Will Lift Shipping Ban on Cows from Fukushima and Miyagi (Hello #Ra... - 0 views

  • Nothing coming out of Japan makes sense any more, so this news is simply adding to that growing list. The national government will lift the ban on sales and shipment of meat cows raised in Fukushima and Miyagi Prefectures because the government is satisfied that the radioactive rice hay is now separated from other feed - either under the tarp or buried - so that it will not be fed to the cows. If I remember right, the worry was not the rice hay but the meat itself, which tested high in radioactive cesium all over Japan as the cows from these two prefectures (and several more in Tohoku) had been sold far and wide because of the suddenly "affordable" price. They were particularly favored by certain cost-conscious municipalities (most notably Yokohama City) that fed the suspected meat to the kindergarteners and school children in school lunches, ignoring protests from the parents. Humans eat beef not rice hay, as far as I know. But now the ban will be lifted because of ... rice hay storage procedure?

For everywhere else in Fukushima Prefecture, the first cow to be shipped from a cattle farm will be tested. If that passes the test, all cows can be sold.
  • Even when they do test, they will just do the simple test using "affordable" instruments that cost only a few thousand dollars and take only 15 minutes to test, and as long as the number is below 250 becquerels/kg they won't test further. Only if it goes above 250 becquerels/kg, they will use expensive instruments that cost hundreds of thousands of dollars and take 1 hour to test. What about the news at the end of July that radioactive cesium is NOT distributed evenly in the meat, not even within the same part?

  • Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima's heavily damaged Daiichi nuclear power plant."How much radioactive materials have been released from the plant?" asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo's Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan's House of Representatives. "The government and TEPCO have not reported the total amount of the released radioactivity yet," said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant. There is widespread concern in Japan about a general lack of government monitoring for radiation, which has caused people to begin their own independent monitoring, which are also finding disturbingly high levels of radiation. Kodama's centre, using 27 facilities to measure radiation across the country, has been closely monitoring the situation at Fukushima - and their findings are alarming.According to Dr Kodama, the total amount of radiation released over a period of more than five months from the ongoing Fukushima nuclear disaster is the equivalent to more than 29 "Hiroshima-type atomic bombs" and the amount of uranium released "is equivalent to 20" Hiroshima bombs.

  • Prime Minister Kan's office told Al Jazeera that, for their ongoing response to the Fukushima crisis, "the government of Japan has conducted all the possible countermeasures such as introduction of automatic dose management by ID codes for all workers and 24 hour allocation of doctors. The government of Japan will continue to tackle the issue of further improving the health management including medium and long term measures". Shikata did not comment about Kodama's findings.
  • Nishio Masamichi, director of Japan's Hakkaido Cancer Centre and a radiation treatment specialist, published an article on July 27 titled: "The Problem of Radiation Exposure Countermeasures for the Fukushima Nuclear Accident: Concerns for the Present Situation". In the report, Masamichi said that such a dramatic increase in permitted radiation exposure was akin to "taking the lives of the people lightly". He believes that 20mSv is too high, especially for children who are far more susceptible to radiation.
  • Kodama is an expert in internal exposure to radiation, and is concerned that the government has not implemented a strong response geared towards measuring radioactivity in food. "Although three months have passed since the accident already, why have even such simple things have not been done yet?" he said. "I get very angry and fly into a rage."

"At that time, the chief cabinet secretary, Mr Edano, told the Japanese people that there would be no immediate harm to their health."

The government defines no detection as "no results exceeding the 'Index values for infants (radioactive iodine)'," and says "in case the level of radioactive iodine in tap water exceeds 100 Bq/kg, to refrain from giving infants formula milk dissolved by tap water, having them intake tap water … "
  • Yet, on June 27, results were published from a study that found 15 residents of Fukushima prefecture had tested positive for radiation in their urine. Dr Nanao Kamada, professor emeritus of radiation biology at Hiroshima University, has been to Fukushima prefecture twice in order to take internal radiation exposure readings and facilitated the study.
  • The risk of internal radiation is more dangerous than external radiation," Dr Kamada told Al Jazeera. "And internal radiation exposure does exist for Fukushima residents."According to the MHLW, distribution of several food products in Fukushima Prefecture remain restricted.     An anonymous reader tips news of 7th grader Aidan Dwyer, who used phyllotaxis - the way leaves are arranged on plant stems in nature - as inspiration to arrange an array of solar panels in a way that generates 20-50% more energy than a uniform, flat panel array. Aidan wrote, "I designed and built my own test model, copying the Fibonacci pattern of an oak tree. I studied my results with the compass tool and figured out the branch angles. The pattern was about 137 degrees and the Fibonacci sequence was 2/5. Then I built a model using this pattern from PVC tubing. In place of leaves, I used PV solar panels hooked up in series that produced up to 1/2 volt, so the peak output of the model was 5 volts. The entire design copied the pattern of an oak tree as closely as possible. ... The Fibonacci tree design performed better than the flat-panel model. The tree design made 20% more electricity and collected 2 1/2 more hours of sunlight during the day. But the most interesting results were in December, when the Sun was at its lowest point in the sky. The tree design made 50% more electricity, and the collection time of sunlight was up to 50% longer!" His work earned him a Young Naturalist Award from the American Museum of Natural History and a provisional patent on the design.

  • The Kingdom of Saudi Arabia (KSA) plans to build 16 nuclear reactors over the next 20 years spending an estimated $7 billion on each plant. The $112 billion investment, which includes capacity to become a regional exporter of electricity, will provide one-fifth of the Kingdom’s electricity for industrial and residential use and, critically, for desalinization of sea water.

At the same time, a former Saudi ambassador to the United States , Prince Turki al-Faisal (served 2005-2006), has warned that a regional nuclear arms race could start if Iran does not curb its nuclear efforts. He told the Wall Street Journal on July 20, “It is in our interest that Iran does not develop a nuclear weapon, for their doing so would compel Saudi Arabia … to pursue policies that could lead to untold and possibly dramatic consequences.”

  • The main driver for KSA’s plans to build reactors is that at the rate that it is burning its own oil, it may have substantially less to export in just a decade or so. At a minimum, it may lose the excess capacity the rest of the world relies on when there are disruptions in supplies from other countries. One scenario suggested by energy analysts that follow oil markets is that within two decades most of the KSA output would be used for domestic consumption. Total Saudi reserves are estimated at 267 billion barrels. Debates rage in the news media over so-called peak oil, but energy experts discount them as speculative at best, and fantastic or worse on the downside.
  • Current production estimates put total KSA production capacity at 12.5 million barrels a day with a maximum output of 15 million barrels a day. The Wall Street Journal reported in April 2011 that production was running at 8 million-9 million barrels a day compared to 11 million barrels a day in 2010 reported by the Energy Information Administration. The difference is the global economic downturn has reduced demand. What’s got the attention of energy planners is that domestic use in KSA could grow from 3.4 million barrels of oil a day in 2009 to 8.3 million barrels a day by 2028.
  • The official Saudi press agency said in April 2010 that it was “alarmed” by increasing oil and gas consumption for domestic use and the resulting impact on export revenues. Reduction of consumption, which pushes up use of fossil fuel to produce electricity, is not an option for both economic and political reasons. In 2011, the Saudi government has increased its subsidies of energy supplies by $100 million for domestic use, in part to dampen any possibilities of social unrest like that which toppled regimes in Tunisia and Egypt.
  • Like other Arab countries, KSA has a large population of unemployed young people who have better than average educations.  This is a volatile mix and the arch conservatives that run KSA have defused it with lavish subsidies.
  • Electricity demand is predicted to increase from 75 GWe by 2018 to more than 120 Gwe by 2030. This growth can’t be sustained by fossil fuel alone and also maintain the income stream the nation depends on from oil exports. Nuclear reactors are an obvious choice to intervene in an unsustainable growth scenario.
  • This outlook is sending the Saudi government down a path to develop nuclear energy. In April, it announced that it was setting up the King Abdullah City for Atomic and Renewable Energy (KA-CARE) to pursue this objective. Saudi Arabia is building up its transmission and distribution grids to interconnect with the UAE on the east and Oman to the south.  It is developing its so-called empty quarter which Middle East experts point out isn’t as empty as it sounds.
  • The new city’s charter states that nuclear and renewable energies, especially solar, would be developed to ensure continued supplies of drinking water and electricity to its growing population and save hydrocarbon resources such as petroleum and gas for use by future generations. The objective is to make them a source of income for a much longer period.

The Intermittency of Fossil Fuels & Nuclear [19Aug11] - 0 views

  • You’ve likely heard this argument before: “The wind doesn’t always blow and the sun doesn’t always shine, so we can’t rely on renewable energy.” However, a series of recent events undermine the false dichotomy that renewable energies are unreliable and that coal, nuclear and natural gas are reliable.
  • There are too many reasons to list in a single blogpost why depending on fossil and nuclear energies is dangerous, but one emerging trend is that coal, natural gas and even nuclear energy are not as reliable as they are touted to be. Take for instance the nuclear disaster still unfolding in Japan. On March 11, that country experienced a massive earthquake and the resulting tsunami knocked out several nuclear reactors on the coast. Three days later, an operator of a nearby wind farm in Japan restarted its turbines - turbines that were intentionally turned off  immediately after the earthquake. Several countries, including France and Germany, are now considering complete phase-outs of nuclear energy in favor of offshore wind energy in the aftermath of the Japanese disaster. Even China has suspended its nuclear reactor plans while more offshore wind farms are being planned off that country’s coast.
  • In another example much closer to home, here in the Southeast, some of TVA’s nuclear fleet is operating at lower levels due to extreme temperatures. When the water temperatures in the Tennessee River reach more than 90 degrees, the TVA Browns Ferry nuclear reactors cannot discharge the already-heated power plant water into the river. If water temperatures become too high in a natural body of water, like a river, the ecosystem can be damaged and fish kills may occur. This problem isn’t limited to nuclear power plants either.

  • Texas has been experiencing a terrible heat wave this summer - along with much of the rest of the country. According to the Dallas Morning News, this heat wave has caused more than 20 power plants to shut down, including coal and natural gas plants. On the other hand, Texan wind farms have been providing a steady, significant supply of electricity during the heat wave, in part because wind farms require no water to generate electricity. The American Wind Energy Association (AWEA) noted on their blog: “Wind plants are keeping the lights on and the air conditioners running for hundreds of thousands of homes in Texas.”
  • This near-threat of a blackout is not a one-time or seasonal ordeal for Texans. Earlier this year, when winter storms were hammering the Lone Star State, rolling blackouts occurred due to faltering fossil fuel plants. In February, 50 power plants failed and wind energy helped pick up the slack.
  • Although far from the steady winds of the Great Plains, Cape Wind Associates noted that if their offshore wind farm was already operational, the turbines would have been able to harness the power of the heat wave oppressing the Northeast, mostly at full capacity. Cape Wind, vying to be the nation’s first offshore wind farm, has a meteorological tower stationed off Nantucket Sound in Massachusetts. If Cape Wind had been built, it could have been using these oppressive heat waves to operate New England’s cooling air conditioners. These three examples would suggest that the reliability of fossil fuels and nuclear reactors has been overstated, as has the variability of wind.
  • So just how much electricity can wind energy realistically supply as a portion of the nation’s energy? A very thorough report completed by the U.S. Department of Energy in 2008 (completed during President George W. Bush’s tenure) presents one scenario where wind energy could provide 20% of the U.S.’s electrical power by 2030. To achieve this level, the U.S. Department of Energy estimates energy costs would increase only 50 cents per month per household. A more recent study, the Eastern Wind Integration and Transmission Study (EWITS), shows that wind could supply 30% of the Eastern Interconnect’s service area (all of the Eastern U.S. from Nebraska eastward) with the proper transmission upgrades. As wind farms become more spread out across the country, and are better connected to each other via transmission lines, the variability of wind energy further decreases. If the wind isn’t blowing in Nebraska, it may be blowing in North Carolina, or off the coast of Georgia and the electricity generated in any state can then be transported across the continent. A plan has been hatched in the European Union to acquire 50% of those member states’ electricity from wind energy by 2050 - mostly from offshore wind farms, spread around the continent and heavily connected with transmission lines.
  • With a significant amount of wind energy providing electricity in the U.S., what would happen if the wind ever stops blowing? Nothing really - the lights will stay on, refrigerators will keep running and air conditions will keep working. As it so happens, wind energy has made the U.S. electrical supply more diversified and protects us against periodic shut downs from those pesky, sometimes-unreliable fossil fuel power plants and nuclear reactors.

Time to review energy plan - Korea Times [17Aug11] - 0 views

  • In South Korea and neighboring countries, the nuclear renaissance will continue to flourish, regardless of the grave risk of a nuclear accident. Korea, with 21 reactors and seven more under construction, has made a strong commitment to nuclear power. China has 13 reactors in operation and at least 25 more under construction. Beijing plans to have more than 100 reactors by 2020. Taiwan is building its fourth reactor. Russia, in addition to 32 reactors, will operate a floating nuclear plant near the Kamchatka Peninsula from 2014, according to Russia’s Itar-Tass news agency. Moscow plans to build seven floating nuclear plants over the next 10 years.
  • Such a move indicates that they think what happened in Japan five months ago is just a one-off and that it changes nothing. Near-neighbors need to adopt common safety guidelines as nuclear safety issues extend beyond borders. The joint checklist should address risks from not only natural disasters but also cyber attacks and their effects on operational safety, among others.
  • The nuclear renaissance fits President Lee Myung-bak’s green growth policy, but cannot ensure the safety of people as wished by the Japanese farmer. It is time for the government to revise its basic energy plan to curb nuclear energy and focus more on clean and renewable energy sources. Reports say Japan plans to install solar panels on the roofs of about 10 million houses in a move toward alternative energy.

Renewable Energy Consumption Tops Nuclear for First Time [16Aug11] - 0 views

  • According to a new report from the U.S. Energy Information Administration (EIA), the consumption of energy from renewable sources recently topped both the current and the historical consumption levels for nuclear energy. The shift was immediately caused by nuclear outages that coincided with the high-water season for hydropower generation. But there’s a long-term upward trend in renewables which can be seen here, too, thanks to the increased consumption of biofuels and wind capacity additions.
  • In the short-term, the switch from nuclear to renewables was influenced by U.S. weather trends. The Western U.S. saw record-breaking snowfall this year, which led to hydroelectric plants running at maximum capacity and for longer than usual. This occurred while many nuclear facilities were shut down for regular maintenance and refueling, as is typical for this time of year. (Nuclear plants shut down twice per year, once in the spring, once in the winter).
  • However, the charts provided by the EIA show a long-term shift towards renewables is underway as well, indicating that this was not a fluke occurrence caused by coincidental timing of weather and plant shutdowns. To compare the various sources, the energy consumed is measured in BTUs (British thermal units). In January, renewable energy consumption was at 724 trillion BTUs, while nuclear consumption was at 761 trillion BTUs. By March, renewables had reached 795 trillion BTUs compared with 687 trillion BTUs for nuclear. And by April, it was 798 trillion BTUs for renewables vs. 571 trillion BTUs for nuclear.

  • Renewable energy doesn’t just mean sun, wind, water and geothermal sources, the EIA reminds us. It also includes biofuels, like ethanol and biodisel, and biomass, like wood and wood wastes. This shift in energy consumption doesn’t mean that renewables are now our main source of electricity, however. Outside of electricity generation, the generated energy is also used for transportation, heating and industrial steam production. Below, you can see that renewable energy is still slightly below that of nuclear for now. But assuming these trends continue, renewables should pass nuclear here, too, sometime in the next few years.

THIS IS NOT A REPRESENTATION OF THE RADIOACTIVE PLUME CONCENTRATION. Since we do not know how much contaminated water and at what concentration was released into the ocean, it is impossible to estimate the extent and dilution of the plume. However, field monitoring by TEPCO and modelling by the Sirrocco group in University of Toulouse, France both show high concentration in the surrounding water (highest rate at 80 Bq/L and 24 Bq/L for respectively I-131 and C-137) . Assuming that a part of the passive biomass could have been contaminated in the area, we are trying to track where the radionuclides are spreading as it will eventually climb up the food chain.

  • The dispersal model is ASR’s Pol3DD. The model is forced by hydrodynamic data from the HYCOM/NCODA system which provides on a weekly basis, daily oceanic current in the world ocean. The resolution in this part of the Pacific Ocean is around 8km x 8km cells. We are treating only the sea surface currents. Particles in the model are continuously released near the Fukushima Daiichi power plant since March 11th. The dispersal model keeps a trace of their visits in the model cells. The results here are expressed in number of visit per surface area of material which has been in contact at least once with the highly concentrated radioactive water.”

Japan - Nationwide Soil Testing Project [20Aug11] - 0 views

  • As our first work of our Nationwide Soil Testing Project, we tested soil samples from 150 areas in the Tokyo metropolitan area. This project is the first unified investigation on the diffusion of radioactive particles in the metropolitan area including Tokyo, Chiba, Saitama, Kanagawa, and Ibaraki prefectures, whereas the national and local governments are separately performing their investigations.
  • Local participants of this project collected soil samples from their preferred locations, and sent them to the same laboratory to test radioactive particles (Iodine-131, Cesium-134, and Cesium-137.) As a result, we discovered that the radioactive fallout in the metropolitan area was quite significant. Some of the extremely high numbers show that there are severely contaminated “hotspots” within the city.
