UK public confidence in nuclear remains steady despite Fukushima [09Sep11] - 0 views

  • The accident at Fukushima in Japan in March this year seems to have had little overall impact on the UK public's confidence in nuclear power, according to a poll.The survey, carried out by Populus last month and commissioned by the British Science Association, found that 41% of respondents agreed the benefits of nuclear power outweighed the risks, up from 38% in 2010 and 32% in 2005. Those who said that the risks greatly or slightly outweighed the benefits of nuclear power in 2010 numbered 36%, and in 2011 this dropped to 28% of respondents.
  • "It's genuinely surprising to me that views have returned to these early 2010 levels quite so quickly and slightly more positively," said Nick Pidgeon of the University of Cardiff, who discussed the findings of the latest poll at a briefing to mark the launch of the British Science Festival, which starts in Bradford on Saturday. "There's been a lot of speculation about the impacts of Fukushima on public attitudes – this is the first fully independent study we've had in the UK."Though overall support was up, there was a striking difference between men and women, with 53% of men in favour of nuclear power but only 21% of women supportive. "If you dig into the data, you see that men in particular become much more confident about nuclear energy," said Pidgeon.Monbiot effectHe also said that blanket media coverage and commentary – something he referred to as the "George Monbiot effect" – may have had a positive effect on public attitudes because, despite the severity of the crisis, no one has so far died.

  • The focus of potential concerns has also shifted in the wake of Fukushima. "If you asked people why they were unhappy about nuclear energy a year ago, they would have brought waste up," said Pidgeon. "What is clear from other polling is that accidents have gone to the top of what people are now concerned about with nuclear energy, the waste has dropped further down."
  • Bryony Worthington, a Labour peer and environmental campaigner, said that for the general public the perception of the main cause of the Fukushima problem had not been the design of the reactor but the siting of the power plant. "Most people said, hang on, why did you put them all on that eastern seaboard, which is a seismically unstable region?"The withdrawal of support for future nuclear power stations by the German government, she said, was political. "For Angela Merkel to reverse her decision and phase out the nuclear, Fukushima gave her a good opportunity to do it. She was already under huge political pressure to do that and Fukushima was just the trigger she found politically expedient to do it."

Royal Society calls for long-term nuclear plans [13Oct11] - 0 views

  • The government must establish long-term plans for a new generation of nuclear power plants so future generations are not left dealing with its legacy, experts urged on Thursday.Ministers must work with the industry to create a "holistic" strategy which deals effectively with reprocessing and disposal of spent nuclear fuel and does not treat it simply as "an afterthought", they warned.The new build programme must also take into account the UK's stockpile of civil plutonium - the largest in the world - created as a waste fuel from nuclear reactors but which can potentially be reprocessed into new nuclear fuel.
  • The warning comes as the government pushes ahead with a new generation of nuclear power stations in a bid to meet electricity demand and cut carbon emissions from the energy sector.In a report from the Royal Society, the group of experts said the handling of nuclear fuel throughout its working cycle must be considered to reduce security risks and the danger of proliferation of nuclear weapons.Research and development programmes are needed from the outset of the new build project to ensure fuel is managed properly, they added.Roger Cashmore, chairman of the Royal Society working group and head of the UK Atomic Energy Authority, said: "The last time any UK government articulated a coherent long-term plan for nuclear power was in 1955.

East coast earthquake reveals faults in nuclear emergency planning [24Aug11] - 0 views

  • To say that Tuesday's east coast earthquake surprised everyone would be an understatement.
  • This is why our best bet is planning for the worst. And when we look at the US nuclear energy infrastructure, it becomes clear that we aren't planning for the worst – not even close
  • We had a pretty good warning earlier this year, when the tragic earthquake and tsunami in Japan caused an even bigger tragedy when the Fukushima nuclear power plant suffered a meltdown. Tuesday's earthquake was the worst on the east coast of the US since 1944, measuring at 5.8 on the Richter scale. And while we certainly avoided the kind of crisis that Japan has endured, two nuclear reactors near the site, at the North Anna nuclear power plant, were shut down following the quake. The plant temporarily lost power and halted operations until it switched to back-up generators. Twelve other plants around the country were put on alert following the quake.

  • We're also lucky that this particular plant isn't as close to an urban centre as many others in the US. It's nearly 50 miles from Richmond, and about 100 miles from Washington, DC. But the plant that the NRC deemed most at risk was the Indian Point 3 reactor in Buchanan, New York – just 38 miles from New York City. This is the primary reason why New York Governor Andrew Cuomo has called for the plant to be shut down. After Fukushima, everyone within 50 miles of the plant had to be evacuated. Right now, our evacuation plans for all our nuclear sites only cover a 10-mile radius. If something really bad were to happen at Indian Point, it could create the need to evacuate 21 million people
  • The North Anna plant is located about 15 miles from the epicentre of the quake in Mineral, Virginia. It was designed to withstand a 6.2-magnitude quake, according to its owner, Dominion Resources. The Nuclear Regulatory Commission lists the plant as one of the 10 US plants most at risk of damage in a seismic event. So, it seems like we got lucky in this case.

Most of the region's reactors were reportedly designed to withstand a 5.9 to 6.1 magnitude quake – which means Tuesday's quake was, for many, too close for comfort.

  • The residents of a picturesque village in the south of England will on Wednesday go to the high court in a last ditch attempt to prevent thousands of tonnes of radioactive waste being dumped into a nearby landfill site.
  • The case is being brought in the name of Louise Bowen-West on behalf of the King's Cliffe community near Peterborough against secretary of state for communities and local government, Eric Pickles.
  • The minister ruled in May in favour of a plan drawn up by waste management company, Augean, to allow 250,000 tonnes of nuclear materials to be placed in the East Northamptonshire Resource Management Facility.

  • The Mox nuclear fuel plant at Sellafield was closed on Wednesday , with the loss of around 600 jobs.The closure is a consequence of the Fukushima incident in Japan in March, which has closed down much of the nuclear industry there and led to a rethink of nuclear power around the world. But the government said the move had "no implications" for the UK's plans for new nuclear reactors.
  • Workers at the plant were told on Wednesday morning that there was "considerable scope" for them to be re-employed in other parts of the Sellafield complex.It will take several months for the plant to close fully.The west Cumbrian mixed-oxide fuel plant has cost the taxpayer £1.4bn since it was commissioned in the early 1990s.

The tsunami hit at more than double that level.The report criticised the use of the term soteigai, meaning unforeseeable, which it said implied authorities were shirking responsibility for what had happened. It said by labelling the events as beyond what could have been expected, officials had invited public distrust.

Hurricane Irene shuts down US nuclear reactors [29Aug11] - 0 views

  • A nuclear reactor in Maryland has been shut down because of wind damage, while others were either taken offline or operating at reduced capacity as precautionary measures before the arrival of hurricane Irene on Sunday.A reactor at the Calvert Cliffs nuclear plant in Lusby, Maryland, remained off-line on Sunday, after going into automatic shutdown when a piece of aluminum siding ripped from a nearby building damaged a transformer.Constellation Energy, which operates the Lusby plant, said the facility was safe and that a second reactor was operating at full capacity. No power outages were expected because of the shutdown.
  • Maryland state emergency agency said the plant would reopen after inspection. "Number one will stay offline until they have folks that will crawl over every inch of it," its spokesman, Quentin Banks said.It was the second complete shutdown caused by Irene, after authorities took a plant offline in New Jersey as a precaution before the storm.Exelon Corporation decided on Saturday afternoon to take its Oyster Creek generator offline as Irene blew in. "It's really as a precaution, a conservative action, because we do expect hurricane force winds," Marshall Murphy, an Exelon spokesman, told reporters.

  • IN a first for the UK, the two Magnox reactors at the decommissioned Berkeley nuclear power plant have been placed in "safestore". It means they will remain sealed and in a passive state until the site on the banks of the Severn estuary is finally cleared in about 65 years' time.
  • Berkeley was the first UK nuclear power plant to produce electricity and its two natural uranium-fuelled reactors came into service in 1962.
  • It was also the first to be decommissioned 20 years ago. Placing the two reactors in safestore is a first for the Nuclear Decommissioning Authority which now owns the site and the UK nuclear industry.   • The manufacture of mixed oxide (MOX) nuclear fuel at Sellafield is to stop "at the earliest practical opportunity" to reduce the financial risks to British taxpayers from events in Japan.  
  • The closure comes as a result of the Fukushima accident, which dramatically increased uncertainty for the ten Japanese utilities that had placed contracts for supplies of MOX fuel. This is made by combining uranium with plutonium recovered by reprocessing used nuclear fuel. The Nuclear Decommissioning Authority (NDA), which owns all the UK state's nuclear assets, said it reviewed the risk profile for operation of Sellafield MOX Plant (SMP) and "concluded that in order to ensure that the UK taxpayer does not carry a future financial burden from SMP that the only reasonable course of action is to close SMP at the earliest practical opportunity."
  • Separately Areva last week announced the cancellation of orders for uranium and nuclear fuel amounting to €191 million ($273 million) as a result of the shutdown of reactors in Japan and Germany.The NDA's move to close SMP will be a grave disappointment for the plant's 600 workers, who had celebrated success in raising performance to commercially acceptable levels. Despite being designed to produce 120 tonnes of fuel per year, it never operated properly and was downrated to just 40 tonnes per year. In its nine years of operation to 2010 it produced only 15 tonnes of fuel.

  • The two major elements in the UK's strategy for the back-end of the nuclear fuel cycle were SMP and the Thermal Oxide Reprocessing Plant (Thorp), at which used nuclear fuel is reprocessed to separate uranium and plutonium from wastes that go on to be vitrified ready for permanent disposal. A document released in March 2010 highlighted that Thorp would require refurbishment or replacement to handle the complete inventory of used nuclear fuel it was built to process - all that coming from the fleet of Advanced Gas-cooled Reactors (AGR) as well as international contracts. Some 6600 tonnes of AGR fuel remains outstanding, with options for storing it unclear until a permanent repository is available in about 2030.
  • Simultaneously, the UK is considering the future of some 100 tonnes of civil plutonium, which is currently classified as a 'zero value asset'. A public consultation on this ran from February to May. In late March the former science advisor to Tony Blair, Sir David King, presented a range of options which in essence showed it makes sense to produce MOX fuel from the plutonium. The question for the UK is whether it wants to offset the cost of this with extra savings and revenues from the potentially expensive return to the full nuclear fuel cycle that would come with a refurbishment of Thorp.
  • A cost-benefit analysis of a new MOX plant has been commissioned by the Department of Energy and Climate Change and a decision based on that is expected before the end of this year.

  • Consultants Parsons Brinckerhoff and Gardiner & Theobald have won a four-year contract with the nuclear Decommissioning Agency to help develop plans for a long-term “geological” storage facility for nuclear waste.

  • The reason for official reluctance to admit that the earthquake did direct structural damage to reactor one is obvious. Katsunobu Onda, author of TEPCO: The Dark Empire … who sounded the alarm about the firm in his 2007 book explains it this way: “If TEPCO and the government of Japan admit an earthquake can do direct damage to the reactor, this raises suspicions about the safety of every reactor they run. They are using a number of antiquated reactors that have the same systematic problems, the same wear and tear on the piping.”
  • Oddly enough, while TEPCO later insisted that the cause of the meltdown was the tsunami knocking out emergency power systems, at the 7:47 p.m. TEPCO press conference the same day, the spokesman in response to questions from the press about the cooling systems stated that the emergency water circulation equipment and reactor core isolation time cooling systems would work even without electricity
  • On May 15, TEPCO went some way toward admitting at least some of these claims in a report called “Reactor Core Status of Fukushima Daiichi Nuclear Power Station Unit One.” The report said there might have been pre-tsunami damage to key facilities including pipes. “This means that assurances from the industry in Japan and overseas that the reactors were robust is now blown apart,” said Shaun Burnie, an independent nuclear waste consultant. “It raises fundamental questions on all reactors in high seismic risk areas.”
  • Eyewitness testimony and TEPCO’S own data indicates that the damage [done to the plant by the quake] was significant. All of this despite the fact that shaking experienced at the plant during the quake was within it’s approved design specifications

  • A former nuclear adviser to Japanese Prime Minister Naoto Kan blasted the government’s continuing handling of the crisis, and predicted further revelations of radiation threats to the public in the coming months. In his first media interview since resigning his post in protest in April, Toshiso Kosako, one of the country’s leading experts on radiation safety, said Mr. Kan’s government has been slow to test for possible dangers in the sea and to fish and has understated certain radiation dangers to minimize what it will have to spend to clean up contamination.
  • And while there have been scattered reports already of food contamination—of tea leaves and spinach, for example—Mr. Kosako said there will be broader, more disturbing discoveries later this year, especially as rice, Japan’s staple, is harvested. “Come the harvest season in the fall, there will be a chaos,” Mr. Kosako said. “Among the rice harvested, there will certainly be some radiation contamination—though I don’t know at what levels—setting off a scandal. If people stop buying rice from Tohoku, . . . we’ll have a tricky problem.”

  • British government officials approached nuclear companies to draw up a co-ordinated public relations strategy to play down the Fukushima nuclear accident just two days after the earthquake and tsunami in Japan and before the extent of the radiation leak was known. Internal emails seen by the Guardian show how the business and energy departments worked closely behind the scenes with the multinational companies EDF Energy, Areva and Westinghouse… Officials stressed the importance of preventing the incident from undermining public support for nuclear power.
  • The Conservative MP Zac Goldsmith, who sits on the Commons environmental audit committee, condemned the extent of co-ordination between the government and nuclear companies that the emails appear to reveal.
  • The official suggested that if companies sent in their comments, they could be incorporated into briefs to ministers and government statements. “We need to all be working from the same material to get the message through to the media and the public
  • The office for nuclear development invited companies to attend a meeting at the NIA’s headquarters in London. The aim was “to discuss a joint communications and engagement strategy aimed at ensuring we maintain confidence among the British public on the safety of nuclear power stations and nuclear new-build policy in light of recent events at the Fukushima nuclear power plant”. Other documents released by the government’s safety watchdog, the office for nuclear regulation, reveal that the text of an announcement on 5 April about the impact of Fukushima on the new nuclear programme was privately cleared with nuclear industry representatives at a meeting the previous week. According to one former regulator, who preferred not to be named, the degree of collusion was “truly shocking”.

UK moves closer to long-term nuclear disposal [07Oct11] - 0 views

  • PARSONS BRINCKERHOFF has signed a deal with the UK’s Nuclear Decommissioning Authority (NDA) to provide technical support for the development of a long-term geological disposal site for nuclear waste.
  • The UK government started a consultation on potential sites earlier this year which closed on 30 September 2011. Any sites which are identified will need to be extensively assessed to determine their suitability, and a source tells tce that it is likely to be this work that Parsons Brinckerhoff assists with, through geological surveys and site analysis.
  • The multi-million pound project will provide a long-term disposal solution for both legacy and future waste from the UK’s planned new nuclear power stations. It is likely to be in operation for around 100 years, but the site will need to be engineered to last for centuries. The current favoured site is west Cumbria, in the north of England, which has already passed a sub-surface unsuitability test, but more may join the running following the consultation.
