How to Source Radioactive Material-Free Food in Japan: Food Co-Op [08Sep11] - 0 views

  • Not all co-ops (grocery stores operated as cooperatives) are equal, but some are decidedly more customer-friendly (as opposed to producer-friendly) and take care in sourcing the food that are not contaminated with radioactive materials AND disclosing the detailed information of their testing.
  • One of the readers of this blog, William Marcus, has sent me his observations on sourcing the safe food in Japan. William currently lives in Osaka with his family with the toddler son. He says co-ops in Japan are not centralized (which I didn't know), and that more east and north you go co-ops tend not to disclose the details of the testing they do (if they do the testing) on the foodstuff they sell.
  • The particular COOP that he recommends is "Shizenha" co-op headquartered in Kobe, Hyogo Prefecture and has operations in Tokushima Prefecture in Shikoku region. The co-op, he says, has just started to accept membership from Kanto and Tohoku regions.

  • I live in Osaka and sourcing clean food for our toddler son has become the biggest concern of ours, after monitoring the fallout plumes and contamination in our vicinity (which thankfully, seems to be quite limited compared to California, my home state). We have always been interested in buying healthy food and have belonged to COOP for many years.
  • COOP is not centralized -- there is no national standard for COOPs; they are regionally managed, but their membership can be quite spread out; so we recently joined a COOP (Shizenha; based in Shikoku/West Japan) that is quite more transparent in testing and showing the results of these radiation tests. Our original COOP ("S-COOP") is also doing more testing and has invested another 5 million yen in more testing equipment and outsourcing their testing to a subcontractor as well, but they won't disclose the results of the testing -- only if it is above or below the current (inflated), permitted government safety limit. Shizenha has a different 'feel' to it, and discloses the results of their testing weekly both on their website and in the order forms that we receive weekly.
  • Basically, the story is this: the further north and east you go, the less likely the COOPs are to disclose testing results as this might well embarrass their long-standing farming/food sources, while to the south and west, this is less likely to happen as their food sources are generally less suspect.
  • the reports of contaminated food are then commented on by the readers as proof that sourcing food is dangerous and tricky, when actually, if one knows the resources, it is not the case. COOP generally charges 10-20% more than your typical retail supermarkets, but the more radical of the COOPs (like Shizenha) go further by indicating exactly who is tested and what is found. If those who are really concerned about finding safe food for their families are aware of this, they can also benefit from membership to the more transparent COOPs (others probably do exist which I'm not aware of). As of this week, Shizenha will allow shipping to the northern parts of Japan (for a bigger, refundable membership deposit of 20,000 yen vs. the regular 10,000), in an effort to obviously shame the other COOPs who are more hesitant to state reality as it really is, into being more forthcoming with the testing results.
  • There is a war on food truth that is building steam, and it is in the south and west of Japan that is pushing the envelop on that front, or so it seems to us here in Kansai, at least.
  • I was in Kyushu for a week last week, visiting in-laws and it was noted by my Japanese partner and in-laws how many people are migrating permanently from Tohoku and Kanto regions -- the cars were obvious and multiple: middle-class and upper-class vans and sedans; the well-heeled are evacuating -- lucky them. . . sad for those not able to do the same, which speaks to the class-based availability of safety recourse in Japan these days (and COOP membership to a degree also represents this with its mark-up).
  • The other notable thing in Kyushu was how prominently nearly all restaurants advertised their local sourcing of ingredients. This doesn't happen at all in Osaka/Kyoto, which is owing to a few different explanations: not to offend, not to heighten fear, or because the ingredients are suspect, etc.

  • While "Shizenha" co-op is not party to the Fukushima Prefecture's PR effort to push Fukushima produce, other co-ops are eagerly selling. One of my Japanese blog readers says her co-op in Kansai has been pushing Fukushima produce (vegetables and fruits) ever since this spring by holding special campaign events at the store. But as William says, each co-op is different, and it is worthwhile to investigate. It is also good to know that people in Kanto and Tohoku may now be able to purchase from a Kansai-based co-op.There is also a grassroots campaign to establish volunteer radiation measuring stations throughout Japan, modeled after the one in Fukushima City (Citizen's Radioactivity Measuring Station), where anyone can bring in a food item and have it tested.

Japanese Government Will Lift Shipping Ban on Cows from Fukushima and Miyagi (Hello #Ra... - 0 views

  • Nothing coming out of Japan makes sense any more, so this news is simply adding to that growing list. The national government will lift the ban on sales and shipment of meat cows raised in Fukushima and Miyagi Prefectures because the government is satisfied that the radioactive rice hay is now separated from other feed - either under the tarp or buried - so that it will not be fed to the cows. If I remember right, the worry was not the rice hay but the meat itself, which tested high in radioactive cesium all over Japan as the cows from these two prefectures (and several more in Tohoku) had been sold far and wide because of the suddenly "affordable" price. They were particularly favored by certain cost-conscious municipalities (most notably Yokohama City) that fed the suspected meat to the kindergarteners and school children in school lunches, ignoring protests from the parents. Humans eat beef not rice hay, as far as I know. But now the ban will be lifted because of ... rice hay storage procedure?

  • The Japanese government started to prepare for the total lifting of the shipping ban on meat cows raised in Fukushima and Miyagi Prefectures on August 18. The government will instruct the governors of the two prefectures as early as August 19. As radioactive cesium exceeding the provisional national safety limit (500 becquerels/kg) was found in the meat, the government banned the shipping of the cows in Fukushima, Miyagi, Iwate, and Tochigi Prefectures between July 19 and August 2. Fukushima and Miyagi would be the first to have the ban lifted.

  • The Ministry of Agriculture, Forestry and Fisheries, the Ministry of Health, Labor and Welfare, Fukushima Prefecture and Miyagi Prefecture have been discussing the ways to store the contaminated rice hay and to test radioactive materials after the cows are processed into meat. As the result, [the government is satisfied that] the contaminated rice hay has been confirmed to have been clearly separated from other feed and covered with plastic sheets or to have been buried in the ground so that it cannot be used as feed. As long as the meat tests below the provisional safety limit, the government will allow the shipping.

  • The Ministry of Health and Labor wanted the contaminated rice hay out of the cattle farms as a condition to lift the ban. On the other hand, the Ministry of Agriculture and Fukushima/Miyagi Prefectures insisted the rice hay remain within the farms as long as it was separated from the cows, because it would be hard for the farms to secure the storage space outside the farms.So the Ministry of Health and Labor lost. This is the Ministry that's supposed to protect consumers.
  • Will they test all the cows? No they won't. Not even in Fukushima. They only test the meat of the cows raised in the planned evacuation zone and evacuation-ready zone right outside the 20 kilometer radius from Fukushima I Nuke Plant. For everywhere else in Fukushima Prefecture, the first cow to be shipped from a cattle farm will be tested. If that passes the test, all cows can be sold.
  • Even when they do test, they will just do the simple test using "affordable" instruments that cost only a few thousand dollars and take only 15 minutes to test, and as long as the number is below 250 becquerels/kg they won't test further. Only if it goes above 250 becquerels/kg, they will use expensive instruments that cost hundreds of thousands of dollars and take 1 hour to test. What about the news at the end of July that radioactive cesium is NOT distributed evenly in the meat, not even within the same part?

Fukushima Government to Push Fukushima Rice in Restaurants and Schools [13Oct11] - 0 views

  • Now that the rice from all districts and cities in Fukushima Prefecture are declared "safe" (i.e. below the provisional safety limit of 500 becquerels/kg of radioactive cesium), the Fukushima prefectural government is gearing up for the PR campaign it plans to mount to promote Fukushima rice in restaurants and school lunches and to consumers in the Tokyo metropolitan area.

  • Fukushima Prefecture finished testing for radioactive materials in harvested rice. In all districts where rice was planted, the level of radioactive materials was lower than the national safety standard, and the shipment of rice is now allowed. Fukushima is planning to counter "baseless rumors" by appealing the safety of the rice to consumers.

  • The testing of harvested rice was completed on October 12 with Nihonmatsu City, and as rice from all districts tested lower than the national provisional safety limit the shipment of rice is allowed in all 48 municipalities that planted rice this year.

A government worker is waving a scintillation meter over a plastic bag that contains a small amount of brown rice. He spends about 2 seconds at most for each bag.
  • If you recall, waving a scintillation meter over the meat cow was how they were testing the meat for radiation at first. We know how that ended up. In the "main" test after the rice harvest, they tested 2 samples per district (villages and towns before they were incorporated into nearby large cities), except for one district in Shirakawa City where 500 becquerels/kg of cesium was detected in the preliminary test. There, if the testing was done according to what the Fukushima prefectural government had announced, samples from two locations per 15 hectares in the district were measured.
  • But good luck persuading the consumers who refuse to buy Fukushima rice, when a rice farmer in Fukushima is not sending his crop this year to his family members and relatives because of radioactive cesium, no matter how it is "below the safety limit". According to Asahi Shinbun (10/13/2011),
  • A man, aged 69, grows "Koshihikari" brand rice in Mizuhara district in Fukushima City where 104 becquerels/kg [of radioactive cesium] was detected in the "main" testing. He said, "I have no choice but to tell my grandchild who lives far away to buy rice somewhere else".
  • He always sends a year supply of rice to his second daughter's family who lives in Sapporo City. He also sends rice to relatives and acquaintances in Fukushima City. But this year, it will be difficult to do so [he probably won't send the rice this year].

#Radioactive Rice in Chiba and Ibaraki, but Not in Fukushima [26Aug11] - 0 views

  • Not to the extent that may cause "chaos" as Professor Kosako predicted, but the prefectural authorities have tested the early harvest and radioactive cesium has been found in Ibaraki and Chiba. The first to find radioactive rice was Ibaraki Prefecture, but the governor vows to fight the "baseless rumor" to promote rice from his prefecture. From Sankei Shinbun (8/19/2011):
  • As the brown rice grown in Hokota City in Ibaraki Prefecture was found with radioactive cesium, Governor of Ibaraki Masaru Hashimoto answered the reporters on August 19 and said "There is no problem with safety. After the formal testing is complete by the end of August, we will persuade the consumers that there's nothing to worry about consuming Ibaraki rice", and that he will do his best to counter the "baseless rumor".
  • Governor Hashimoto emphasized safety by saying "It is not the level to worry, even if you eat [the rice] for one whole year". At the same time, he said "Since radioactive cesium has been detected in vegetables, I wouldn't have been surprised to see it detected in rice".

Total 52 becquerels/kg of radioactive cesium was found, with 23 becquerels/kg of cesium-134 and 29 becquerels/kg of cesium-137. The amount was far below the national provisional safety limit (500 becquerels/kg total radioactive cesium).

  • Chiba Prefecture announced on August 25 that 47 becquerels/kg of radioactive cesium was found in the mochi-rice (glutinous rice) grown in Shirai City in Chiba Prefecture in the preliminary test before the harvest to survey the effect of radioactive materials from the Fukushima I Nuclear Power Plant accident. The amount of radioactive cesium was far below the national provisional safety limit (500 becquerels/kg). It is the second case of radioactive cesium detection in the country, the first one being in Hokota City in Ibaraki Prefecture.
  • According to the division for safe agriculture promotion in Chiba prefectural government, the brown rice taken at two locations within Shirai City on August 22 was tested. From one location, 47 becquerels/kg of radioactive cesium was detected, with cesium 134 22 becquerels/kg and cesium-137 25 becquerels/kg. The prefectural government plans to conduct the full survey on the brown rice after the harvest by the end of August, and if the rice tests under the provisional safety limit it will be allowed to be shipped.But in Fukushima, hardly any radioactive cesium was detected in the early harvest rice.

  • Fukushima Prefecture announced on August 26 the test results of the early-harvest rice harvested in a location in Nihonmatsu City, two locations in Motomiya City, and one location in Koriyama City.
  • From the location in Nihonmatsu City, 22 becquerels/kg of radioactive cesium was found. No radioactive cesium was detected in all the other locations. Based on the results, the prefectural government has allowed the rice harvested in these locations, except for one in Motomiya City, to be shipped. It will be the first shipment of rice from Fukushima after the Fukushima I Nuclear Power Plant accident.
  • According to Fukushima Prefecture, two types of early-harvest rice harvested on August 25 and 26 were tested. When the rice in the Nihonmatsu City location was milled, no radioactive materials were detected. As to the location in Motomiya City (Arai-mura), the testing was done on all rice fields. If the results show the level of radioactive cesium is less than the provisional safety limit, the rice will be allowed to be shipped.
  • These cities are located in "Naka-dori" (middle third) of Fukushima Prefecture where highly radioactive rice hay has been found. 500,000 becquerels/kg of cesium was found in rice hay in Koriyama City, and in Motomiya City, 57 kilometers west of Fukushima I Nuke Plant, the number was even higher at 690,000 becquerels/kg. Japan's National Tax Agency To Test Wines and Sake for Radiation [27Sep11] - 0 views

  • Now it is a season for Japanese sake and wine making, and the National Tax Agency announced on September 26 that it will conduct the test for radioactive materials in liquors before they are sold in the market, starting October.
  • All the brewers within the 150-kilometer radius from Fukushima I Nuclear Power Plant (part of Fukushima, Miyagi, Yamagata, Niitaga, Tochigi and Ibaraki) will be tested. Outside this area, randomly selected brewers, about 20 to 40% of the brewers, will be tested. The agency will test the liquors and the water that is used for brewing to see if radioactive materials are below the provisional safety limit for drinking water (including 200 becquerels/kilogram of radioactive cesium).

  • The test will be done according to the time of brewing. In October, fruit liquors including wines will be tested; from November to January next year will be sake, and beer in February.Rice for sake brewing is different from rice for eating, and each prefecture seems to have its specialty brand or two. Hyogo Prefecture's Nada district is the most famous place for sake brewing in Japan. In east Japan, Niigata Prefecture is famous, and unfortunately the prefecture has also been affected by the radioactive fallout from the plant accident.

No plans have been decided for the No.3 reactor due to high radiation levels in part of its building.

Citizen group wants radiation tests done in Canada following Fukushima nuclear disaster... - 0 views

  • A Vancouver woman wants Canadian governments held more accountable for protecting public health in the wake of the Fukushima nuclear crisis. In an August 8 interview at the Georgia Straight office, Isabel Budke pointed out that citizens and nongovernmental organizations can exert a great deal more pressure on Health Canada and other regulators to improve monitoring, measuring, and reporting on radiation levels in water, soil, and food.
  • “I really think we need to have localized and regional testing because, from what I understand, the plumes that have drifted over the Pacific Ocean with this radiation are touching down on different areas in different ways, depending on where the jet stream is going and what weather conditions are,” Budke said. “We can’t rely on testing results from the United States or testing that has been done somewhere else in the country. I think we need to have our own testing in B.C.”
  • Budke, who has an SFU master’s degree in environmental and resource management, said that if governments won’t do this work, she wants the public to work collaboratively to have food, soil, and water tested.   • Last week, the Straight reported that on March 20, a Health Canada monitoring station in Sidney, B.C., detected iodine-131 at more than 300 times the background level. Despite this, Health Canada spokesperson Stéphane Shank told the Straight on August 9 from Ottawa that air-monitoring stations have shown that radiation levels are “minute” and pose “no risk” to Canadians. “Levels that are being detected are within the natural background radiation fluctuations that we would see on a normal, average day,” he claimed.

Fukushima local government stopped urine test to measure internal exposure [20Dec11] - 0 views

  • Even though urine testing has been one of the most major way of measuring internal exposure, Fukushima local government decided to abandon the way. They have been “studying” about urine testing with the National Institute of Radiological Sciences but they reached the conclusion that it is not as accurate as WBC (whole body counting). WBC requires a facility which costs more than 10,000,000 JPY and can test only 40 people a day. They therefore have been trying to improve urine testing since June. The National Institute of Radiological Sciences explained to the Fukushima local government that urine testing needs 1.6 liters of urine to get as accurate result as WBC, also it takes a “long time”.

Japan - Nationwide Soil Testing Project [20Aug11] - 0 views

  • As our first work of our Nationwide Soil Testing Project, we tested soil samples from 150 areas in the Tokyo metropolitan area. This project is the first unified investigation on the diffusion of radioactive particles in the metropolitan area including Tokyo, Chiba, Saitama, Kanagawa, and Ibaraki prefectures, whereas the national and local governments are separately performing their investigations.
  • Local participants of this project collected soil samples from their preferred locations, and sent them to the same laboratory to test radioactive particles (Iodine-131, Cesium-134, and Cesium-137.) As a result, we discovered that the radioactive fallout in the metropolitan area was quite significant. West Coast fish to be tested for Fukushima radiation [19Aug11] - 0 views

  • The Canadian Food Inspection Agency plans to start testing fish off the coast of British Columbia for the presence of radiation stemming from the Fukushima nuclear disaster in Japan earlier this year. The agency has not yet released any specific details on the testing program, but did say it expects the test results to be well below Health Canada's actionable levels for radiation.
  • Fisheries activist Alexandra Morton with the Raincoast Research Society says she supports the testing, but calls the announcement a political move. Morton says millions of sockeye have started returning to the Fraser River and the fishing season is already well underway. Salmon are a particular concern to Morton and others because their wide-ranging migration patterns can take them right across the Pacific Ocean to the coast of Japan.

  • On September 16, Fukushima Prefecture announced its first result of the main survey of radioactive materials in the harvested rice. No radioactive cesium above the detection limit (between 5 to 10 becquerels/kg) was detected in the rice harvested between September 12 and 14 in 4 locations in Kitakata City, located in northwest Fukushima. Total 52 locations in the city are to be tested, and the results for the remaining locations will be announced later.
  • The prefectural government will allow the shipment of rice by the municipalities as long the density of radioactive cesium tests below the national provisional limit (500 becquerels/kg) in the designated locations within a city/town/village. [In case of Kitakata City, therefore] the September 16 survey result was not enough to allow the city to ship rice. Radiation at Thyroid Gland Found in 45% of 1,000 Children Tested in Fukushima [05Jul11] - 0 views

  • The Nuclear Safety Commission headed by Haruki "Detarame" Madarame disclosed on July 4 that the test conducted in late March had found 45% of 1,080 children tested in Fukushima Prefecture had internal radiation exposure at thyroid gland, according to Tokyo Shinbun. 3 months, that seems to be the amount of time that these government people must feel safe to disclose what they had known all along. After 3 months, people may forget, and/or people will give up because the disclosure is too late.
  • The NSC says the levels were low, and there was no need for more detailed evaluation. If you look at the numbers, though, you may wonder how they came to the conclusion. To them, 100 millisieverts per year body dose equivalent for 1 year old (or 0.2 microsievert/hour) was acceptable because the ICRP says so. Since the highest they found was 50 millisieverts per year body dose equivalent, they concluded there was no need for further testing.

  • So the Japanese government was secretly testing the children in Iitate-mura, as it scoffed at the suggestion by IAEA that the radiation level in the village was very high and evacuation should be considered. All back in late March when it could have made a difference. According to Tokyo Brown Tabby who read the Japanese post and called up the NSC, the NSC says the data was uploaded in May to the NSC website. So far I haven't managed to locate it. The NSC also says they informed the parents. I hope so.

Thus the time lag.At the Institute, it costs 65,000 yen (US$847) (pre-tax) to test one sample for strontium-90 (no separate testing for strontium-89), and it takes one week. No volume discount, the webpage says.The ratio of strontium-90 to cesium-137 in this case is about 0.58%. In comparison, the same ratio from the samples taken in Fukushima Prefecture was between slightly less than 0.1% to 8.2%. In other words, the ratio varies too much to discern any pattern.Yokohama City has said it is testing for strontium in the sample taken from the same apartment rooftop but with much higher cesium density (105,600Bq/kg total cesium). But remember there was no official announcement about this high cesium detection because "the apartment building is a private property", according to the city. We'll see if Yokohama will announce anything about strontium-90.

Fukushima: Towards the Formation of a Radioactive Graveyard in the Pacific Ocean? [22Oc... - 0 views

  • No one wants to think about the massive aqueous deposition of radioactive materials into the Pacific Ocean, that much is now clear. By September estimates of released contamination had risen to over  3,500 terabecquerels of cesium-137 released into the sea directly from the plant between March 11 and the end of May. Another 10,000 terabecquerels of cesium fell into the ocean after escaping from the reactors in the form of steam.
  • Initially reports had quieted concerns by stating that the materials would be diluted so vastly that the radioactivity would not be able to accumulate, and would not affect the environment.  The experts claimed they would track the deposition and floating radioactive debris field making its way on a trans-Pacific trip to the United States. Apparently, the experts in Japan didn't get the message.  The Japanese regularly tested the seawater only for 'popular' Iodine and Cesium isotopes instead of all known fission-produced radioactive materials, for the first 3 months after the disaster.  By March 31st, radioactive contamination concentration was 4,385 times the legal limit, up from 3,355 times on Tuesday, according to Kyodo. In response, the government had pledged to increase radiation monitoring on land and by sea and to consider increasing the evacuation zone — however time has shown little action would follow these vows.

  • TEPCO intentionally dumped radioactive materials into the ocean, as they had no additional room for storage, the levels showed no signs of decreasing, and all desalination hopes were falling woefully short.  It would also be found that many leaks around, and inside of the reactors were also finding their way into the Pacific, but the public was told that there would not be any risk to them, or the living creatures in the sea. After 7 months however, impact can be found all over the island nation, and spreading throughout the ocean, despite the expectations it would merely be diluted exponentially. In September, scientists from the government's Meteorological Research Institute and the Central Research Institute of the Electric Power Industry announced their findings at a meeting of the Geochemical Society of Japan, adding that some of the cesium will also flow into the Indian Ocean and, eventually, reach the Atlantic.
  • Floating Radioactive Debris Reaching Hawaii Sooner Than Expected The researchers believed that the cesium had initially dispersed into the Pacific from the coast of Fukushima Prefecture but would be taken to the southwest by the prevailing currents at a depth of around 1,300 feet. Researchers thought it would take years to reach the islands.   • The Public Concern Was Never Really An 'Official' concern In the first few days after the March 11 earthquake and tsunami that damaged the Fukushima Daiichi power plant, government authorities and the company were criticized for not providing information in a timely fashion. A Kyodo News survey released Sunday found that 58% of respondents did not approve of the government's handling of the crisis at the nuclear plant. More than two weeks later, updates provided via news conferences, press releases, data charts and Twitter feeds have become very frequent and very technical. To a lay person, the onslaught of numbers and unfamiliar terms can feel indecipherable.
  • "The question is, what is a reasonable interval to give people information?" said Dr. Robert Peter Gale, an American physician and expert on radiation who consulted on the 1986 nuclear disaster in Chernobyl and is now advising Japan's government.   • This ruse would only work, if the officials could hold off on monitoring and tracking the deposition as long as possible, until the plume had finally moved away from the coastline. TEPCO had intentionally dumped over 11 tons of water in the first few weeks, all of which contained high concentrations of radioactive materials. There would be further reports that would be difficult to quantify, including unknown amount of contaminated water leaked into the ocean from a damaged reservoir, and a plethora of uncharted and un-monitored leaks from the reactors. After dealing with the spring, the tsunami season arrived and even more contamination entered the sea through fallout from the air, and through precipitation runoff.
  • By March 26th, the news broke that levels near the reactor were 1,250 times the legal limits, as the levels of I-131 reported just a few hundred meters offshore boomed to ten times the already increased levels in a matter of days.  Tepco also reported levels of caesium-137 - which has a longer half life of about 30 years - almost 80 times the legal maximum. Findings throughout the summer challenged experts and officials however, as radiation levels found contamination in some parts had risen over 3,000 times the normal levels. "This is a relatively high level," nuclear safety agency official Hidehiko Nishiyama said in a televised news conference. Drinking 500ml of fresh water with the same concentration would expose a person to their annual safe dose, Mr Nishiyama said, but he ruled out an immediate threat to aquatic life and seafood safety.
  • "Generally speaking, radioactive material released into the sea will spread due to tides, so you need much more for seaweed and sea life to absorb it," Mr Nishiyama said. Pledges to Monitor and Track Contamination Left Unattended Japanese officials said they would check the seawater about 20 miles (30km) off the coast for radiation back in March, yet even though finding contamination, resumed testing withing 20 km, and downplayed the effects by stating they expected it to show there is no need to be concerned about any possible effect to fish.
  • By the time that current reaches the Central Pacific, there are branches heading more towards Alaska and the South—that gets harder to predict,” said Ken Buesseler, a senior scientist with the Woods Hole Oceanographic Institute told Jeff McMahon, a reporter for Forbes. “But that’s one of the things that several people hope to do by measuring these isotopes even at levels when they’re not harmful.   • The science ministry and the Fisheries Agency will strengthen testing on marine products and widen the survey for seawater for radiation contamination from the damaged Fukushima No.1 nuclear power plant. The tests on marine products will be conducted once a week, in principle, depending on the size of the fish hauls, in Fukushima, Miyagi and Ibaraki prefectures. The government eased restrictions on land use outside the 20-kilometer no-entry zone around the plant in September. It will now test waters 20-30 km from the plant for radiation, and eventually survey seawater beyond 280 km from the coast using more accurate instruments, officials said.

What are officials hiding about Fukushima? [23Oct11] - 0 views

  • The rainwater data is just one example of failings in how Canada monitored radiation from Fukushima. The accident has exposed a pattern of nonchalance and seeming willful ignorance on the part of Canadian health authorities when it comes to the dangers of nuclear power. Drinking water is another example. In Vancouver, the city did its first test of the drinking-water supply on March 16, a few days after the Fukushima accident on March 11. No radiation was detected in that day’s sample. But this was to be expected because it took until March 18 and 19 for the radioactive plume from Fukushima to first hit the west coast of Canada. Instead of continuing with frequent monitoring, the city didn’t do another radiation test until March 25—nine days after the first test. On March 25, testing detected alpha radiation at 0.11 becquerels per litre in the drinking water at the city’s Seymour-reservoir intake. Alpha radiation comes from isotopes like plutonium-238 and is the most dangerous form of radiation when ingested or inhaled. The level at the Seymour intake was lower than the current Canadian and World Health Organization guideline of 0.5 becquerels per litre in drinking water. On the other hand, the WHO guideline used to be 0.1 Bq per litre before it was adjusted higher in the mid-2000s.
  • That nine-day hole between March 16 and 25 is exactly when SFU prof Starosta found massive radiation spikes in rainwater in Burnaby. Did the alpha radiation ever surpass the ceiling? We can’t say for sure. Because of the long gap between tests, it’s not clear how high radiation levels may have gotten and for how long. When the city tested its drinking water again on March 28, the alpha radiation was no longer detectable. Food is another big question mark. The Canadian Food Inspection Agency briefly tested Japanese food imports from the area around Fukushima, but it dropped those measures in June. Canada now relies on Japanese authorities to screen contaminated food. But Japan’s food inspections have proven to be highly controversial since Fukushima. The country has no centralized food-inspection system, and poor monitoring after Fukushima allowed food contaminated with radiation to be sold to Japanese consumers.
  • Meanwhile, it’s becoming clear that the radiation has spread much farther across Japan than government officials have acknowledged. Citizen monitoring groups have found 22 “hot spots” in Tokyo where radiation levels are higher than the level at which zones were considered contaminated near Chernobyl, the New York Times reported on October 14. The CFIA also told the Straight it has no plans to monitor food products from the Pacific Ocean fishery. You’d think this would be a concern, because many fish caught in the Pacific still have large amounts of radiation months after the accident, according to data reported on the website of the Japanese government fisheries agency. In September, 21 Japanese fish catches exceeded the Japanese radiation ceiling—the same number as in August.   • Even fish caught far from Japan are contaminated. One sample of skipjack tuna caught 440 kilometres from Japan in late September had a cesium reading of 13.9 becquerels per kilogram, according to the Japanese fishery data. That’s below the Japanese ceiling of 500 Bq per kilogram, but it could still pose a health risk, especially when added to radioactive exposure from other fish or water. This is because there’s no safe level of radiation. The scientific consensus is that even small amounts are unsafe. For example, the Canadian radiation ceiling is set at a level that causes about 500 lifetime cancers per million people over 70 years of exposure, according to Health Canada’s website. That’s 17,000 lifetime cancers spread over 33 million Canadians.
