The commission meetings are not open to the public.

My sense is that the path followed in Japan closely resembles the path that evolved after Chernobyl. And there are more regrettables than nonregrettables. It seems like frankly it’s difficult to understand what’s going on and what’s not going on. From my point of view the absolute priority is women of reproductive age… No registry of pregnant women as far as I know… very little concentration on these aspects… everything is concentrated on cancer…children beyond the scope of thyroid cancer are very important…

  • Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima's heavily damaged Daiichi nuclear power plant."How much radioactive materials have been released from the plant?" asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo's Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan's House of Representatives. "The government and TEPCO have not reported the total amount of the released radioactivity yet," said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant. There is widespread concern in Japan about a general lack of government monitoring for radiation, which has caused people to begin their own independent monitoring, which are also finding disturbingly high levels of radiation. Kodama's centre, using 27 facilities to measure radiation across the country, has been closely monitoring the situation at Fukushima - and their findings are alarming.According to Dr Kodama, the total amount of radiation released over a period of more than five months from the ongoing Fukushima nuclear disaster is the equivalent to more than 29 "Hiroshima-type atomic bombs" and the amount of uranium released "is equivalent to 20" Hiroshima bombs.

He believes that 20mSv is too high, especially for children who are far more susceptible to radiation.

  • An August 1 press release from Japan's MHLW said no radioactive materials have been detected in the tap water of Fukushima prefecture, according to a survey conducted by the Japanese government's Nuclear Emergency Response Headquarters. The government defines no detection as "no results exceeding the 'Index values for infants (radioactive iodine)'," and says "in case the level of radioactive iodine in tap water exceeds 100 Bq/kg, to refrain from giving infants formula milk dissolved by tap water, having them intake tap water … "
  • Yet, on June 27, results were published from a study that found 15 residents of Fukushima prefecture had tested positive for radiation in their urine. Dr Nanao Kamada, professor emeritus of radiation biology at Hiroshima University, has been to Fukushima prefecture twice in order to take internal radiation exposure readings and facilitated the study.
  • The risk of internal radiation is more dangerous than external radiation," Dr Kamada told Al Jazeera. EPA Finds Compound Used in Fracking in Wyoming Aquifer [10Nov11]f - 0 views

  • As the country awaits results from a nationwide safety study on the natural gas drilling process of fracking, a separate government investigation into contamination in a place where residents have long complained [1] that drilling fouled their water has turned up alarming levels of underground pollution. A pair of environmental monitoring wells drilled deep into an aquifer in Pavillion, Wyo., contain high levels of cancer-causing compounds and at least one chemical commonly used in hydraulic fracturing, according to new water test results [2] released yesterday by the Environmental Protection Agency.
  • The findings are consistent with water samples the EPA has collected from at least 42 homes in the area since 2008, when ProPublica began reporting [3] on foul water and health concerns in Pavillion and the agency started investigating reports of contamination there. Last year -- after warning residents not to drink [4] or cook with the water and to ventilate their homes when they showered -- the EPA drilled the monitoring wells to get a more precise picture of the extent of the contamination.

Fukushima: Towards the Formation of a Radioactive Graveyard in the Pacific Ocean? [22Oc... - 0 views

  • No one wants to think about the massive aqueous deposition of radioactive materials into the Pacific Ocean, that much is now clear. By September estimates of released contamination had risen to over  3,500 terabecquerels of cesium-137 released into the sea directly from the plant between March 11 and the end of May. Another 10,000 terabecquerels of cesium fell into the ocean after escaping from the reactors in the form of steam.
  • Initially reports had quieted concerns by stating that the materials would be diluted so vastly that the radioactivity would not be able to accumulate, and would not affect the environment.  The experts claimed they would track the deposition and floating radioactive debris field making its way on a trans-Pacific trip to the United States. Apparently, the experts in Japan didn't get the message.  The Japanese regularly tested the seawater only for 'popular' Iodine and Cesium isotopes instead of all known fission-produced radioactive materials, for the first 3 months after the disaster.  By March 31st, radioactive contamination concentration was 4,385 times the legal limit, up from 3,355 times on Tuesday, according to Kyodo. In response, the government had pledged to increase radiation monitoring on land and by sea and to consider increasing the evacuation zone — however time has shown little action would follow these vows.

  • TEPCO intentionally dumped radioactive materials into the ocean, as they had no additional room for storage, the levels showed no signs of decreasing, and all desalination hopes were falling woefully short.  It would also be found that many leaks around, and inside of the reactors were also finding their way into the Pacific, but the public was told that there would not be any risk to them, or the living creatures in the sea. After 7 months however, impact can be found all over the island nation, and spreading throughout the ocean, despite the expectations it would merely be diluted exponentially. In September, scientists from the government's Meteorological Research Institute and the Central Research Institute of the Electric Power Industry announced their findings at a meeting of the Geochemical Society of Japan, adding that some of the cesium will also flow into the Indian Ocean and, eventually, reach the Atlantic.
  • Floating Radioactive Debris Reaching Hawaii Sooner Than Expected The researchers believed that the cesium had initially dispersed into the Pacific from the coast of Fukushima Prefecture but would be taken to the southwest by the prevailing currents at a depth of around 1,300 feet.   • The Public Concern Was Never Really An 'Official' concern In the first few days after the March 11 earthquake and tsunami that damaged the Fukushima Daiichi power plant, government authorities and the company were criticized for not providing information in a timely fashion. A Kyodo News survey released Sunday found that 58% of respondents did not approve of the government's handling of the crisis at the nuclear plant. More than two weeks later, updates provided via news conferences, press releases, data charts and Twitter feeds have become very frequent and very technical. To a lay person, the onslaught of numbers and unfamiliar terms can feel indecipherable.

  • This ruse would only work, if the officials could hold off on monitoring and tracking the deposition as long as possible, until the plume had finally moved away from the coastline. TEPCO had intentionally dumped over 11 tons of water in the first few weeks, all of which contained high concentrations of radioactive materials. There would be further reports that would be difficult to quantify, including unknown amount of contaminated water leaked into the ocean from a damaged reservoir, and a plethora of uncharted and un-monitored leaks from the reactors. After dealing with the spring, the tsunami season arrived and even more contamination entered the sea through fallout from the air, and through precipitation runoff.
  • By March 26th, the news broke that levels near the reactor were 1,250 times the legal limits, as the levels of I-131 reported just a few hundred meters offshore boomed to ten times the already increased levels in a matter of days.  Tepco also reported levels of caesium-137 - which has a longer half life of about 30 years - almost 80 times the legal maximum. Findings throughout the summer challenged experts and officials however, as radiation levels found contamination in some parts had risen over 3,000 times the normal levels. "This is a relatively high level," nuclear safety agency official Hidehiko Nishiyama said in a televised news conference. Drinking 500ml of fresh water with the same concentration would expose a person to their annual safe dose, Mr Nishiyama said, but he ruled out an immediate threat to aquatic life and seafood safety.

The government eased restrictions on land use outside the 20-kilometer no-entry zone around the plant in September. It will now test waters 20-30 km from the plant for radiation, and eventually survey seawater beyond 280 km from the coast using more accurate instruments, officials said.

Citizens' forum queries nuclear 'experts' [23Oct11] - 0 views

  • To whom does scientific debate belong? That was a central question raised by many of the 200-plus people who attended a citizens' forum in Tokyo on Oct. 12, as they criticized the ways in which the Japanese government and radiation specialists working for it are assessing and monitoring the health effects of the ongoing nuclear disaster at the Fukushima No. 1 nuclear power plant. The daylong conference, organized by the Japanese citizens' groups SAY-Peace Project and Citizens' Radioactivity Measuring Station (CRMS), featured experts who dispute much of the evidence on which the government has based its health and welfare decisions affecting residents of Fukushima Prefecture and beyond. Organizers of the event were also demanding that the government take into consideration the views of non-experts — and also experts with differing views from those of official bodies such as the International Commission on Radiological Protection (ICRP). The Japanese government has constantly referred to the ICRP's recommendations in setting radiation exposure limits for Fukushima residents.
  • One of the driving forces for the citizens' forum was a desire to challenge the conduct and much of the content of a conference held Sept. 11-12 in Fukushima, titled the "International Expert Symposium in Fukushima — Radiation and Health Risk." That conference, sponsored by the Nippon Foundation, involved some 30 scientists from major institutions, including the ICRP, the World Health Organization, the International Atomic Energy Agency and the United Nations Scientific Committee on the Effects of Atomic Radiation. Although the proceedings were broadcast live on U-stream, the event itself was — unlike the Tokyo forum — closed to the public. Some citizens and citizens' groups claimed that this exclusion of many interested and involved parties — and the event's avowed aim of disseminating to the public "authoritative" information on the health effects of radiation exposure — ran counter to the pursuit of facilitating open and free exchanges among and between experts and citizens on the many contentious issues facing the nation and its people at this critical time.
  • In particular, there was widespread criticism after the Fukushima conference — which was organized by Shunichi Yamashita, the vice president of Fukushima Medical University and a "radiological health safety risk management advisor" for Fukushima prefectural government — that its participants assumed from the outset that radioactive contamination from the plant's wrecked nuclear reactors is minimal. So it was that those two citizens' groups, angered by these and other official responses to the calamity, organized the Oct. 12 conference held at the National Olympics Memorial Youth Center in Shibuya Ward. Among the non-experts and experts invited to attend and exchange their views were people from a wide range of disciplines, including sociology, constitutional law and pediatrics. On the day, some of the speakers took issue with the stance of the majority of official bodies that the health damage from Chernobyl was observed only in a rise in the number of cases of thyroid cancers.

  • Eisuke Matsui, a lung cancer specialist who is a former associate professor at Gifu University's School of Medicine, argued in his papers submitted to the conference that the victims of Chernobyl in the neighboring present-day country of Belarus have suffered from a raft of other problems, including congenital malformations, type-1 diabetes and cataracts. Matsui cited a lengthy and detailed report of research by the Russian scientists Alexey V. Yablokov, Vassily B. Nesterenko and Alexey V. Nesterenko that was published in 2007, and republished in English in 2009 by the New York Academy of Sciences under the title "Chernobyl: Consequences of the Catastrophe for People and the Environment." Matsui stressed that, based on such evidence, the Japanese government should approve group evacuations of children — at the expense of the plant's operator, Tokyo Electric Power Co. — from certain parts of Fukushima Prefecture. He cited some areas of the city of Koriyama, 50 to 60 km from the stricken nuclear plant, where soil contamination by radioactive cesium-137 has reached 5.13 Curies per sq. km. That is the same as in areas of Ukraine where residents were given rights to evacuate, Matsui said. In fact in June, the parents of 14 schoolchildren in Koriyama filed a request for a temporary injunction with the Fukushima District Court, asking it to order the city to send their children to schools in safer areas.
  • In the ongoing civil suit, those parents claim that the children's external radiation exposure has already exceeded 1 millisievert according to official data — the upper yearly limit from all sources recommended by the ICRP for members of the public under normal conditions. Following a nuclear incident, however, the ICRP recommends local authorities to set the yearly radiation exposure limit for residents in contaminated areas at between 1 and 20 millisieverts, with the long-term goal of reducing the limit to 1 millisievert per year. Meanwhile, Hisako Sakiyama, former head researcher at the National Institute of Radiological Sciences, delved into the non-cancer risks of exposure to radiation. In her presentation, she referred to a report compiled in April by the German Affiliate of International Physicians for the Prevention of Nuclear War (IPPNW). Titled "Health Effects of Chernobyl: 25 years after the reactor catastrophe," this documents an alarmingly high incidence of genetic and teratogenic (fetal malformation) damage observed in many European countries since Chernobyl.
  • Sakiyama also pointed out that the German report showed that the incidence of thyroid cancer due to radiation exposure was not limited to children. For instance, she cited IPPNW survey findings from the Gomel district in Belarus, a highly-contaminated area, when researchers compared the incidence of thyroid cancer in the 13 years before the Chernobyl explosion and the 13 years after. These findings show that the figures for the latter period were 58 times higher for residents aged 0-18, 5.3 times higher for those aged 19-34, 6 times higher for those aged 35-49, and 5 times higher for those aged 50-64. "In Japan, the government has a policy of not giving out emergency iodine pills to those aged 45 and older (because it considers that the risk of them getting cancer is very low),"' Sakiyama said. "But the (IPPNW) data show that, while less sensitive compared to children, adults' risks go up in correspondence with their exposure to radioactivity."
  • Further post-Chernobyl data was presented to the conference by Sebastian Pflugbeil, a physicist who is president of the German Society for Radiation Protection. Reporting the results of his independent research into child cancers following the Chernobyl disaster, he said that "in West Germany ... with an exposure of 1 millisievert per year, hundreds of thousands of children were affected." He noted, though, that any official admissions regarding health damage caused by the 1986 disaster in the then Soviet Union came very slowly and insufficiently in Europe. Indeed, he said the authorities denied there were health risks for years afterward. In response, an audience member who said he was a science teacher at a junior high school in Kawaguchi, Saitama Prefecture, asked Pflugbeil to exactly identify the level of exposure beyond which residents should be evacuated. While acknowledging that was a very difficult question, the German specialist noted later, however, that he would think pregnant women should probably leave Fukushima — adding, "I have seen many cases over the years, but I come from Germany and it's not easy to judge (about the situation in Japan)."
  • At a round table discussion later in the day, as well as discussing specific issues many participants made the point that science belongs to the people, not just experts — the very point that underpinned the entire event. As Wataru Iwata, director of the Fukushima-based citizens' group CRMS, one of the forum's organizers (which also conducts independent testing of food from in and around Fukushima Prefecture) put it: "Science is a methodology and not an end itself." In the end, though the citizens' forum — which ran from 9:30 a.m. to 10 p.m. — arrived at no clear-cut conclusions, organizers said that that in itself was a good outcome. And another conference involving citizens and scientists is now being planned for March 2012.

  • Apparently Noguchi was not aware of the fact that the radiation has to wash somewhere, and it is likely that wherever it ends up will end up accumulating from other hot spots, spreading to wider areas and concentrating in even greater hot-spots.  But the cesium in the dirt is a big problem when its undetected on sports fields where children play, because Noguchi doesn’t think  people will purposefully eat it, but who has ever gotten dirt in their mouth when playing baseball, or is that not ‘eating’ the dirt? Last month, a local government in a Tokyo ward found a pile of composted leaves at a school that measured 849 becquerels per kilogram of cesium 137, over two times Japan’s legally permissible level for compost.
  • And on Wednesday, civilians who tested the roof of an apartment building in the nearby city of Yokohama — farther from Fukushima than Tokyo — found high quantities of radioactive strontium. Short-Termism and Energy Revolutions [30Sep11] - 0 views

  • The calls these days for a technological “energy revolution” are widespread. But how do you spark breakthroughs when the natural bias of businesses, investors and governments is toward the here and now? In governance, politics creates a bias toward the short term. This is why bridges sometimes fall down for lack of maintenance. That’s also why it’s so hard to sustain public investment in the research and intellectual infrastructure required to make progress on the frontiers of chemistry, biology and physics, even though it is this kind of work that could produce leaps in how we harvest, harness, store and move energy. (This is why I asked, “Are Chemists and Engineers on the Green Jobs List?” back in 2008.)
  • To get the idea, you only have to look at the sputtering state of President Obama’s mostly unfunded innovation hubs, or look once again at the energy sliver in the graph showing America’s half-century history of public investment in basic scientific research. (There’s not much difference in research patterns in most other industrialized countries.) You can also look at the first Quadrennial Technology Review produced by the Department of Energy (summarized by Climate Progress earlier this week). The review was conducted after the President’s Council of Advisers on Science and Technology wisely recommended regular reviews of this sort as part of its prescription for accelerating change in energy technologies.

  • There are some very curious omissions from the report, such as more detail on the need to both generate and report on jobs created in this sector — a political ‘must’ these days (see, e.g., the “green jobs” review by the Renewable and Appropriate Energy Laboratory at Berkeley) — and straightforward comparisons in the way of ‘report cards’ on how the US is stacking up relative to other key players (e.g. China, Germany…).
  • given the state-by-state laboratories we already have of differing approaches to energy efficiency, the logic of spending in this area remains to be proven (as much as we all rightly love and value and benefit from energy efficiency).
  • Near-term electric vehicle deployment. A similar story could be told here. As the director of the University of California at Berkeley’s Transportation Sustainability Research Center (http://tsrc.berkeley.edu) I am huge believer in electric vehicles [EVs]. However, the review does not make clear what advances in this area are already supported through [the Advanced Research Projects Agency for Energy], and what areas of near-term research are also not best driven though regulation, such as low-carbon fuel standards, R&D tax credits, ‘feebates’ that transfer funds from those individuals who purchase inefficient vehicles to those who purchase efficient ones. Similar to the story in energy efficiency, we do have already an important set of state-by-state experiments that have been in place for some time, and these warrant an assessment of how much innovation they have driven, and which ones do and do not have an application in scale-up at the federal level.
  • Finally, the electric vehicle landscape is already very rich in terms of plans for deployment by automakers. What are the barriers five-plus years out that the companies see research-versus-deployment and market-expansion support as the most effective way to drive change in the industry? Where will this focus put the U.S. industry relative to China?
  • Following record levels funding made available to the energy industry through the [stimulus package of spending], what are the clearly identified market failures that exist in this area that added funding will solve? Funding is always welcome, but energy efficiency in particular, can be strongly driven by regulation and standards, and because good energy efficiency innovations have such rapid payback times, would regulatory approaches, or state-federal partnerships in regulation and incentives not accomplish a great deal of what can be done in this area? Congressman Holt raises a number of key questions on related issues, while pointing to some very hopeful experiences, notably in the Apollo program, in his 16 September editorial in Science.
  • Here’s Robert Atkinson: If DOE is shifting toward a more short-term focus, this is quite disturbing.  It would mean that DOE has given up on addressing the challenge of climate change and instead is just focused on the near term goal of reducing oil imports and modestly reducing the expansion the coal fired power plants. If DOE thinks it is still focused on climate change, do they think they are fighting “American warming”?
  • If so, cutting the growth of our emissions make sense.  But its global warming and solving this means supporting the development of scalable, cheap low or no-carbon energy so that every country, rich and poor, will have an economic incentive to transitioning to cheap energy.  Increasing building efficiency, modernizing the electric grid, alternative hydrocarbon fuels, and increasing vehicle efficiency do virtually nothing to meet this goal. They are “American warming” solutions.
  • This is also troubling because (as you point out) who else is going to invest in the long-term, more fundamental, high risk, breakthrough research than the U.S. government.  It certainly won’t be VCs. And it won’t be the Chinese who are principally interested in cutting their energy imports and exporting current generation clean energy, not developing technology to save the planet.  Of course all the folks out there who have been pushing the mistaken view that we have all the clean technologies we need, will hail this as the right direction.  But it’s doing what the rest of the market has been doing in recent years – shifting from high risk, long-term research to short-term, low risk.  If the federal government is doing this it is troubling to say the least.

  • Members of the ruling Democratic Party of Japan opposing nuclear power are finding themselves increasingly isolated and frustrated as the party appears set to return to pushing for nuclear power under the new administration. “There are now no venues where we can have our voices heard,” said one of four DPJ members who attended a study meeting earlier this month on the nuclear accident. “I wonder if the party has the will to grapple with the nuclear accident as a political party.” A project team to address the impact of the accident at the Fukushima No. 1 nuclear plant, set up under the previous administration, was abolished after Yoshihiko Noda replaced Naoto Kan as prime minister. Satoshi Arai, former state minister in charge of national policy, and Upper House member Kuniko Tanioka are among DPJ members opposing nuclear power. Arai headed the project team, which the party formed in April. The team, comprising about 30 members, held 34 general meetings on the issue. Kyushu Electric submitted the report to the government the same day making no clear reference to whether the governor bears any responsibility for the problem, prompting Edano to brand it “out of the question” and say his ministry may urge the company to refile it.

Nuclear radiation from Fukushima twice more than estimated: report [28Oct11] - 0 views

  • The Fukushima nuclear disaster released twice as much of a radioactive substance into the atmosphere as Japanese authorities estimated, reaching 40% of the total from Chernobyl, a preliminary report says. The estimate of much higher levels of radioactive cesium-137 comes from a worldwide network of sensors. Study author Andreas Stohl of the Norwegian Institute for Air Research says the Japanese government estimate came only from data in Japan, and that would have missed emissions blown out to sea. The study did not consider health implications of the radiation. Cesium-137 is dangerous because it can last for decades in the environment, releasing cancer-causing radiation.
  • The long-term effects of the nuclear accident are unclear because of the difficulty of measuring radiation amounts people received. In a telephone interview, Stohl said emission estimates are so imprecise that finding twice the amount of cesium isn’t considered a major difference. He said some previous estimates had been higher than his. The journal Atmospheric Chemistry and Physics posted the report online for comment, but the study has not yet completed a formal review by experts in the field or been accepted for publication.
  • Last summer, the Japanese government estimated that the March 11 Fukushima accident released 15,000 terabecquerels of cesium. Terabecquerels are a radiation measurement. The new report from Stohl and co-authors estimates about 36,000 terabecquerels through April 20. That’s about 42% of the estimated release from Chernobyl, the report says. An official at the Nuclear and Industrial Safety Agency, the Japanese government branch overseeing such findings, said the agency could not offer any comment on the study because it had not reviewed its contents. It also says about a fifth of the cesium fell on land in Japan, while most of the rest fell into the Pacific Ocean. Only about 2% of the fallout came down on land outside Japan, the report concluded.

  • Experts have no firm projections about how many cancers could result because they’re still trying to find out what doses people received. Some radiation from the accident has also been detected in Tokyo and in the United States, but experts say they expect no significant health consequences there. Still, concern about radiation is strong in Japan. Many parents of small children in Tokyo worry about the discovery of radiation hotspots even though government officials say they don’t pose a health risk. And former Prime Minister Naoto Kan has said the most contaminated areas inside the evacuation zone could be uninhabitable for decades.
  • Stohl also noted that his study found cesium-137 emissions dropped suddenly at the time workers started spraying water on the spent fuel pool from one of the reactors. That challenges previous thinking that the pool wasn’t emitting cesium, he said.
