This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the research, development, piloting, testing, and scaling of innovative, practical and cost-effective interventions to leverage the enormous potential of Science, Technology, Innovation and Partnership (STIP) to help solve humanity's greatest challenges. The United States Agency for International Development (USAID) invites organizations and companies to participate with USAID in response to STIP BAA Addenda issued under this BAA, as described below, to apply STIP approaches to support sustainable development outcomes. This BAA serves to inform the public of the opportunity for funding for STIP in USAID.

The Experimental Program to Stimulate Competitive Research (EPSCoR) is designed to fulfill the mandate of the National Science Foundation (NSF) to promote scientific progress nationwide. A jurisdiction is eligible to participate in EPSCoR programs if its level of NSF research support is equal to or less than 0.75 percent of the total NSF research and related activities budget for the most recent three-year period. Through this program, NSF establishes partnerships with government, higher education, and industry that are designed to effect sustainable improvements in a jurisdiction's research infrastructure, Research and Development (R&D) capacity, and hence, its R&D competitiveness. RII Track-2 FEC builds inter-jurisdictional collaborative teams of EPSCoR investigators in themes consistent with NSF priorities. Projects are investigator-driven and must involve a collaborative team of investigators from at least two EPSCoR jurisdictions. The Science, Technology, Engineering, and Mathematics (STEM) research and education activities should specifically broaden participation through the inclusion and integration of different types of individuals, institutions, and sectors throughout the project. Proposals must describe a comprehensive and integrated vision to drive discovery and build sustainable STEM capacity that exemplifies diversity of all types (individual, institutional, geographic, and disciplinary).

Awards will be made as grants, cooperative agreements, and inter- or intra-agency transfers depending on the nature of the proposing organization and/or project requirements. The period of performance for an award is up to 5 years. Note that it is NASA policy that all investigations involving non-U.S. organizations will be conducted on the basis of no exchange of funds. Prospective proposers are requested to submit any questions in writing to NASAMIRO@nasaprs.com no later than 10 business days before the proposal due date so that NASA will be able to respond. Every effort will be made to answer any questions received after that date, but there is no guarantee that an answer will be provided. Only Minority Serving Universities that are legally recognized by the Department of Education are eligible to apply for this NASA Research Announcement (NRA). No later than the due date for proposals, proposers to this NRA are required to have: 1) a Data Universal Numbering System (DUNS) number, 2) a valid registration with the System for Award Management (SAM) [formerly known as the Central Contractor Registry (CCR)], 3) a valid Commercial And Government Entity (CAGE) Code, 4) a valid registration with NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) (this also applies to any entities proposed for subawards or subcontracts.) The Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP) seeks to increase the number of students (U.S. citizens or permanent residents) receiving associate or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). Type 1 proposals are solicited that provide for full implementation efforts at academic institutions. Type 2 proposals are solicited that support educational research projects on associate or baccalaureate degree attainment in STEM.

The EHR Core Research (ECR) program of fundamental research in STEM education provides funding in critical research areas that are essential, broad and enduring. EHR seeks proposals that will help synthesize, build and/or expand research foundations in the following focal areas: STEM learning, STEM learning environments, STEM workforce development, and broadening participation in STEM.

AAUW Community Action grants provide funds to individuals, AAUW branches, AAUW state organizations, and community-based nonprofit organizations to support innovative programs or non-degree research projects that promote education and equality for women and girls. Special consideration is given to projects focused on the achievements of K-12 girls and community college women in science, technology, engineering, or math.

The ONR seeks proposals for developing innovative solutions that directly support the development and maintenance of a robust STEM workforce. The goal of any proposed effort should be to provide "game changing" solutions that will establish and maintain a diverse pipeline of U.S. citizens who are interested in uniformed or civilian DoN (or Navy and Marine Corps) STEM related workforce opportunities. While this announcement is relevant for any stage of the STEM pipeline, for FY15, funding efforts will be targeted primarily towards High School, Post-Secondary education, and outreach designed to enhance the DoN (or Naval) STEM workforce and its mission readiness. Emphasis will be given both to key engineering and scientific areas outlined in the Naval S&T Strategic Plan such as our National Naval Responsibilities (see ONR website), and to identified STEM related workforce gaps and new strategic goals on the uniformed and civilian side. The Science, Technology, and Society (STS) program supports research that uses historical, philosophical, and social scientific methods to investigate the intellectual, material, and social facets of the scientific, technological, engineering and mathematical (STEM) disciplines. It encompasses a broad spectrum of STS topics including interdisciplinary studies of ethics, equity, governance, and policy issues that are closely related to STEM disciplines, including medical science.

The Science, Technology, and Society (STS) program supports research that uses historical, philosophical, and social scientific methods to investigate the intellectual, material, and social facets of the scientific, technological, engineering and mathematical (STEM) disciplines. It encompasses a broad spectrum of STS topics including interdisciplinary studies of ethics, equity, governance, and policy issues that are closely related to STEM disciplines, including medical science. The program’s review process is approximately six months. It includes appraisal of proposals by ad hoc reviewers selected for their expertise and by an advisory panel that meets twice a year. The deadlines for the submission of proposals are February 2nd for proposals to be funded as early as July, and August 3rd for proposals to be funded in or after January. There is one exception: Doctoral Dissertation Improvement Grant proposals will have only one deadline per year, August 3rd. The Program encourages potential investigators with questions as to whether their proposal fits the goals of the program to contact one of the program officers.

The Advancing Informal STEM Learning program invests in research and development of innovative and field-advancing out-of-school STEM learning and emerging STEM learning environments. 

The program challenges students in grades six to eight working in teams of three to four with an adult coach to identify a problem in their community and apply the scientific method to create an innovative solution to that problem. The program can be implemented in science or social studies classes, for cross-curricular use in team teaching or block-scheduled classes, or as an afterschool program.

The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and  mathematics (STEM) disciplines. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM,  at those institutions.

This document lists virtually all programs and competitions under which the Department (we) has invited or expects to invite applications for new awards and provides actual or estimated deadline dates for the transmittal of applications under these programs. The lists are in the form of charts -- organized according to the Department's principal program offices -- and include programs and competitions we have previously announced, as well as those we plan to announce at a later date.

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

The Science and Technology Centers (STC): Integrative Partnerships program supports innovative, potentially transformative, complex research and education projects that require large-scale, long-term awards. STCs conduct world-class research through partnerships among academic institutions, national laboratories, industrial organizations, and/or other public/private entities, and via international collaborations, as appropriate. They provide a means to undertake significant investigations at the interfaces of disciplines and/or fresh approaches within disciplines. STCs may involve any area of science and engineering that NSF supports

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this NIH R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nation's biomedical, behavioral and clinical research needs and foster a better understanding of biomedical, behavioral and clinical research and its implications. To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on developing courses for skills development, specifically,  training modules for graduate students, postdoctoral fellows, and beginning investigators designed to enhance data reproducibility.

The program offers one-year grants of up to $7,000 to support community-based projects and two-year grants of up to $10,000 to provide start-up funds for new projects that address the particular needs of the community and develop girls' sense of efficacy through leadership or advocacy opportunities. Project topic areas are unrestricted but should include a clearly defined activity that promotes education and equity for women and girls. Special consideration will be given to projects focused on the achievements of K-12 girls and community college women in science, technology, engineering, or math.

PAESMEM recognizes individuals for their mentoring of persons from underrepresented racial and ethnic groups, women, persons with disabilities, persons from disadvantaged socioeconomic backgrounds, and early career scientists and engineers. Historically underrepresented racial and ethnic groups in science, technology, engineering and mathematics (STEM) fields include African-Americans, Hispanic Americans, Native Americans, Pacific Islanders, Native Hawaiians, and Native Alaskans. These are groups who might not otherwise have considered or had access to opportunities in STEM education or careers. 

The mission of the Simons Foundation is to advance the frontiers of research in mathematics and the basic sciences. To that end, the foundation is inviting applications for the 2015 Simons Fellows Programs in both mathematics and theoretical physics. Through the two programs, the foundation will award grants of up to $100,000 to university faculty for a research leave from classroom teaching and administrative obligations of up to a semester in order to help boost their creativity and/or provide intellectual stimulation. The goal of the program is to make it easier to take such leaves, or to extend sabbatical leaves by an extra half year.

The National Science Foundation (NSF) Directorate for Engineering (ENG), Office of Emerging Frontiers in Research and Innovation (EFRI)continually seeks to further the progress in EFRI topic areas while broadening participation of underrepresented groups in science, technology, engineering, and mathematics (STEM) fields. This letter seeks to call your attention to an opportunity to pursue both of these goals through supplements to active EFRI research awards. Awardees with active EFRI research grants may apply for supplemental funding for this Research Experience and Mentoring (REM) program. REM funding will support costs associated with bringing Research Participants (RPs) into the laboratory over the summer to participate in research aligned with the EFRI-supported research goals. REM funds may also be used to extend the duration of structured mentoring into the academic year.
