The purpose of this Polyplexus Pilot Topic Opportunity Notice is to provide public notification of a research and development funding opportunity on the Polyplexus online platform.

The U.S. Mission to UNESCO (USUNESCO) announces the Notice of Funding Opportunity (NOFO) for a new program to design and administer a three-year grants program aimed at identifying, developing, and expanding the most promising grassroots-led initiatives in Africa to help address the persistent gender gap in science, technology, engineering, arts/design, and math (STEAM) fields. The targeted African countries for the proposed grants program would be: Cameroon, Democratic Republic of Congo, Republic of Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Malawi, Mali, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zimbabwe. This program aims to make progress toward eventually achieving gender parity in STEAM-related fields so that more African women and girls are empowered by the socioeconomic benefits derived from acquiring expertise in these fields and so that more women and girls contribute to innovation by creating, rather than just using, technology.

Under this solicitation EPA is seeking grant applications from eligible applicants to support environmental education projects that promote environmental stewardship and help develop knowledgeable and responsible students, teachers, and citizens. This grant program provides financial support for projects that design, demonstrate, and/or disseminate environmental education practices, methods, or techniques, as described in this notice, and that will serve as models that can be replicated in a variety of settings. Under this solicitation EPA expects to award environmental education grants from the 10 EPA Regional offices and from Headquarters.

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is releasing a Cooperative Agreement Notice (NNH15ZDA004C) entitled NASA SMD Science Education. The goal of NASA SMD Science Education is to enable NASA scientists and engineers into the learning environment more efficiently and effectively for learners of all ages. This CAN is to meet the following NASA SMD Science Education Objectives: Enabling STEM education, improving U.S. science literacy; advancing National education goals; and leveraging science education through partnerships. NASA intends to select one or more focused, science discipline-based team(s). While it is envisioned that multiple agreements may be awarded, selection of a single award to support all of SMD science education requirements is not precluded. Awards are anticipated by September 30, 2015. Issuance of this CAN is dependent on programmatic factors, including NASA receiving an appropriation and operating plan containing adequate funding within the NASA budget. Any costs incurred by prospective investigators in preparing submissions in response to this CAN are incurred completely at the submitter's own risk. A virtual preproposal conference will be held on February 17, 2015, at 1:00 PM Eastern Time to provide interested parties with the opportunity to better understand the intent, scope, and selection criteria of this CAN. Only accredited American Indian and Alaskan Native Serving Institutions in the United States are eligible to apply for this NASA Cooperative Agreement Notice (CAN). Proposers to this CAN are required to have the following, no later than the due date: 1) a Data Universal Numbering System (DUNS) number, 2) a valid registration with the System for Award Management (SAM) [formerly known as the Central Contractor Registry (CCR)], 3) a valid Commercial And Government Entity (CAGE) Code, 4) a valid registration with NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) (this also applies to any entities proposed for sub-awards or subcontracts.) In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

The Islamic Republic of Iran continues to develop ballistic missile capabilities that threaten U.S. national security interests and are in violation of certain United Nations Security Council Resolutions (UNSCRs) and other international sanctions. This Notice of Funding Opportunity (NOFO) solicits proposals specifically aimed at countering the development and the advancements in Iran's ballistic missile program and improving international adherence to the appropriate UNSCRs, and other international multilateral and bilateral sanctions.

The objective of this FOA is to invite proposals from other than for-profit NFEs that can assist the Air Force in supporting the DoD STARBASE Program. The STARBASE Program is authorized by Section 2193b of title 10, United States Code (USC) as a DoD science, math, and technology education improvement program. The Office of the Assistant Secretary of Defense for Reserve Affairs administers policy and oversight; the DoD Components execute the program at DoD STARBASE Academies. STARBASE is funded by the Congress as a Civil Military Program. This requirement is being processed by the USAFA on behalf of Hanscom Air Force Base (HAFB) in Bedford, Massachusetts. Other than for-profit Non-Federal Entities (NFEs) will be eligible to submit proposals. The program cost reflects an estimated value for a five-year agreement only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this announcement until funds are available. The Government reserves the right to cancel this announcement, either before or after the closing date. Selected recipients have a demonstrated interest and the capacity to work cooperatively with the USFWS to develop and administer projects focused on providing employment, educational, and public-service opportunities for U.S. citizens, legal residents, and veterans between 18 and 35 years. Projects are developed based on needs identified by USFWS offices at the national, regional and local levels that will lead to the development of project scopes of work in consultation with the youth-serving organizations selected as program partners under Notice of Funding Opportunity F16AS00108. Funds under this award are to be used to place a Digital Media Ranger Intern and an Urban Wildlife Conservation Program Intern at FWS Headquarters, NWRS Visitor Services. An Urban Wildlife Conservation Program Intern (Intern) will be physically located at FWS Headquarters (40 hours per week for 52 weeks). The Intern will provide research assistance and gather recommendations on potential and existing partnerships. The Intern will travel to one or two urban wildlife refuges to work alongside field staff and partners directly connecting with communities. The Intern will provide technical assistance on websites, webinars and other media. A Digital Media Ranger (DMR Intern) Intern will be physically located at FWS headquarters (40 hours per week for 52 weeks. The DMR Intern will plan, create and deliver social media and youth engagement campaigns on multiple platforms; coordinate with other digital media rangers on collecting, cataloging the media produced on our over 560 wildlife refuges, and the DMR Intern will participate in migrating media to a new digital asset management system. The DMR Intern will travel to one or more national wildlife refuges to work alongside other digital media rangers, or assist with projects.

An "Ideas Lab" is a new merit review strategy being used at the National Science Foundation to address grand challenges in STEM research and education. The Ideas Lab process is modeled on the "IDEAS Factory" program http://www.epsrc.ac.uk/funding/routes/network/ideas/Pages/experience.aspx developed by the Engineering and Physical Sciences Research Council (EPSRC) of the United Kingdom. The Ideas Lab process starts with submission of a brief application to participate in the Ideas Lab, indicating a Principal Investigator's interest in and preliminary ideas regarding the specific Ideas Lab topic. A diverse sub-set of participants from a range of disciplines and backgrounds will be selected from the submitted applications by NSF and will be brought together in an intensive, interactive and free-thinking environment, where participants immerse themselves in a collaborative dialog in order to construct bold and innovative approaches. In the IDEAS Factory model, the five-day Ideas Lab culminates with the development of multidisciplinary collaborative concepts by teams of participants; a sub-set of these teams are then invited to submit full proposals. This Dear Colleague Letter only invites applications to participate in Phase I of the IUSE Ideas Labs (i.e., the 5-day immersive activity). Full proposals will not be invited at the end of the three IUSE Phase I Ideas Labs.

The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Building Technologies Office, a Funding Opportunity Announcement (FOA) entitled "Buildings University Innovators and Leaders Development (BUILD) - 2015." The BUILD FOA will have the following objectives: (i) Improving the competitiveness of American universities to conduct building energy-efficiency R&D (ii) Enabling American universities to develop stronger partnerships with industry (iii) Improving manufacturing education in American universities EERE envisions awarding multiple competitive financial assistance awards in the form of cooperative agreements with an estimated period of performance of approximately 2 years to USA-based university teams to research and develop innovative building energy efficiency technologies.  These student teams must include undergraduate students, and be led by faculty with relevant expertise in energy efficient technologies, manufacturing (for projects developing hardware), and commercialization.
