The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. This Annual Program Statement (APS), entitled Volunteers for International Security and Prosperity (VISP), is a mechanism through which USAID will maximize development impact and efficient resource use by mobilizing the creative capacity of volunteers globally. Volunteers and the principle of volunteerism maximize USAID's development programs through bringing in non-traditional partners and new solutions and ideas, increasing peer-to-peer learning, building community, advancing diplomacy, and leveraging resources. Under the APS, USAID intends to support a variety of creative approaches towards the design and implementation of activities addressing USAID Operating Units' (OU) development objectives. This APS offers USAID OUs (Mission, Bureau, or Independent Office) an easy-to-use mechanism to facilitate access to volunteers across any sector while upholding U.S. foreign policy objectives of promoting national security, advancing American values, and supporting global prosperity and self-reliance.

An APS is issued when USAID intends to support a variety of creative approaches towards developing methodologies to assess and implement development objective activities. The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks at U.S. academic institutions beginning in June 2016, pending the availability of FY 2016 funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Four of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Journalism and Media, U.S. Culture and Society, U.S. Foreign Policy, and U.S. National Security Policymaking, each with a total duration of six weeks.

An initiative of the National Security Education Program, the Boren Awards provide funding for United States undergraduate and graduate students to study in regions of the world critical to U.S. interests, including Africa, Asia, Central and Eastern Europe, Eurasia, Latin America, and the Middle East. Boren scholars and fellows represent a variety of academic backgrounds but are all interested in studying less commonly taught languages, including but not limited to Arabic, Chinese, Korean, Portuguese, Russian, and Swahili.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

Nigeria has sought to tackle corruption through traditional legal, law enforcement, and governance-focused interventions. The United States seeks to support the Government of Nigeria (GON) to institutionalize a culture of accountability at the federal, state, and local levels of government through support for prevention and enforcement activities. The purpose of this program is to develop strategic national, state, and local level anti-corruption programming to complement traditional anti-corruption efforts led by the GON and donors. The project will work at the national, state, and local level, in each geopolitical zone, and in coordination with relevant civil society stakeholders thereby creating networks of change and collective action throughout Nigeria. Particular attention should be paid to anti-corruption efforts related to security and justice sectors.

Raise awareness and understanding of science and technology and their potential to address a global challenge. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. To that end, it is inviting concept papers for its grants program. Through the program, grants will be awarded in support of proposals and programs in which the chief purpose is to advance engineering for the welfare of humanity. Proposals must be consistent with the mission of UEF and its priorities for giving, which include programs focused on diversity in the profession, K-12 education, and engineering ethics, safety, security, and leadership. Preference will be given to proposals for programs that are innovative and aim to integrate multiple fields and subspecialties of engineering; proposals for programs that include outreach to the community; collaborative proposals submitted on behalf of a group; and proposals that specify that grant funds will not be used to offset existing staff salaries.

The NSF INCLUDES Big Idea is a comprehensive national initiative to enhance U.S. leadership in science, technology, engineering, and mathematics (STEM) discoveries and innovations focused on NSF's commitment to diversity, inclusion, and broadening participation in these fields. COMAC builds upon previous USAID/Afghanistan programming, including the current Afghan Civilian Assistance Program (ACAP III) activity, which ends in February 2018. The original ACAP program supported Afghan civilian families and communities that have suffered losses as a result of the being caught between fighting among Afghan National Security Forces (ANSF), Afghan National Army, and Resolute Support (RS) troops against the Taliban and other anti-government elements (AGEs). COMAC will provide tailored, small-scale assistance packages to eligible families to mitigate the immediate impact of the ongoing conflict on their lives. No cash disbursements are foreseen. Assistance will be provided based on individual family needs. COMAC's funding directive is to assist Afghan civilian victims harmed by military operations.

The Peace Development Fund is committed to supporting organizations and projects that recognize that peace will never be sustained unless it is based on justice and an appreciation of both the diversity and unity of the human family. Our Community Organizing grants are PDF's open door to any and all who wish to apply. Groups should have budgets less than $250,000 and be located in the U.S., Mexico or Haiti. Deadline for this cycle is January 12, 2018 at 5 p.m. PST. Grants are in the $2,500 to $10,000 range, and average $5,000. PDF is particularly interested in receiving applications from new or emerging organizations; efforts that have difficulty securing funds from other sources; community organizations working on climate change issues at the local policy level; groups that have a genesis in Occupy or Movement for Black Lives; collaborative peace initiatives led by women; or issues that are not yet recognized by progressive funders.

To be eligible, applicants must have no more than thirty-six months of postdoctoral research experience (in a research laboratory) at the time of application and not be more than five years from his/her PhD; be nominated by a qualified mentor at the degree-granting institution where the applicant will conduct his/her postdoctoral/fellowship training; have secured a postdoctoral position with funding (including support from the mentor's existing research grants) at a degree-granting institution in the United States or Canada; and be an underrepresented member of a minority group (i.e., American Indian or Alaska Native, black or African American, Hispanic, or Native Hawaiian or other Pacific Islander).

Objectives: To build on Mission India's existing Emerging Leaders Engagement Strategy (a strategic priority for Mission India) this program aims to strengthen our engagement with the next generation of India's emerging youth and political leaders. The core objective of this program is to invest in the next generation of Indian leaders and to provide a platform for youth to identify and discuss global political and economic trends related to the U.S.-India bilateral relationship.
