U.S. Embassy Kyiv's Office of Assistance Coordinator announces an open competition for organizations to submit applications for the seventh round of the EDCP to continue building U.S. foreign assistance partnerships with 11 emerging donor governments (EDGs) in Central and Eastern Europe to share their transition and EU integration experiences with Ukraine. Program Objectives: The U.S. Department of State Office of the Assistance Coordinator for Europe and Eurasia (EUR/ACE) has launched the seventh round of the EDCP to continue building U.S. foreign assistance partnerships with 11 emerging donor governments in Central and Eastern Europe: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Through the EDCP initiative, the United States builds partnerships with these new donor countries by co-financing joint foreign assistance activities aimed at sharing the EDGs' transition and EU integration experiences with Ukraine.

The Fiscal Year (FY) 2020 Port Security Grant Program (PSGP) is one of four grant programs that constitute the Department of Homeland Security (DHS)/Federal Emergency Management Agency's (FEMA's) focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nation's critical infrastructure against potential terrorist attacks. PSGP provides funds to state, territorial, local, and private sector partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism. Among the five basic homeland security missions noted in the DHS Quadrennial Homeland Security Review, PSGP supports the goal to Strengthen National Preparedness and Resilience. The 2018-2022 FEMA Strategic Plan creates a shared vision for managing the risks posed by terrorism and sets an ambitious, yet achievable, path forward to unify and further professionalize emergency management across the country. PSGP supports the goals of Building a Culture of Preparedness and of Readying the Nation for Catastrophic Disasters. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects focused on understanding and exploring how communities define impact(s) related to democracy and human rights contexts.

MENA governments - especially in Jordan, Lebanon, Morocco, and Tunisia - have undertaken important reform initiatives to modernize their public administrations and pass access to information laws. Several have applied to join the Open Government Partnership (OGP), an international initiative that aims to leverage capabilities of new technologies to strengthen participatory governance and fight corruption. Further actions are required to sustain this progress and implement open government principles that foster civil society collaboration with government. This project will assist governments in developing action plans to improve management and governance activities such as: budgeting, human resources management, regulatory practices, public integrity, public procurement, digital government, open government and data, risk management, and innovations. By focusing on public governance areas and creating inclusive economies and societies, this project will guide governments to benchmark their countries' progress on public sector reforms at the national and regional levels, and to compare them against international standards. Additionally, it will create the first MENA long-term strategic partnership and governance network for policy dialogue and exchange of good practices. Finally, it will deliver ad hoc policy recommendations to advance public sector reform agendas in specific sectors at the national or regional level with a focus on policies pertaining to women and youth.

The National Endowment for Democracy is a private nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, the endowment makes more than twelve hundred grants to support the projects of nongovernmental groups abroad that are working for democratic goals in over nineties countries. To advance this mission, NED is seeking proposals for projects that advance democratic goals and strengthen democratic institutions. Grants of up to $50,000 over twelve will be awarded in support of nonpartisan programs that seek to promote and defend human rights and the rule of law, support freedom of information and independent media, and promote accountability and transparency. To be eligible, applicants must be nongovernmental organizations, including civic organizations, associations, independent media, and other similar groups. Applications are encouraged from organizations working in diverse environments, including newly established democracies, semi-authoritarian countries, highly repressive societies, and countries undergoing democratic transition.

DRL seeks proposals for an 18 - 24 month project for $800,000 to support effective action by Nicaraguan civil society to collectively defend democracy and human rights according to the international commitments made by the Government of Nicaragua.

The United States Agency for International Development (USAID) Mission for Sri Lanka and Maldives will support the Increased Demand and Engagement for Accountability (IDEA) activity for Sri Lanka. This is a three-year activity designed to ensure that Sri Lanka has a vibrant civil society which empowers citizen participation to advance democratic values and government accountability around a range of governance and reform issues. The activity will build upon civil society engagement for good governance and accountability and will complement other U.S. Government (USG) and USAID programming that supports democratic governance. Whereas much of USAID's assistance in Sri Lanka includes an element of support to civil society, this activity will focus on strengthening the civil society sector as a whole with an emphasis on working in all regions of Sri Lanka and supporting CSO participation in national and local governance processes.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) for programs that support the policy objective to foster respect for human rights in China.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence by rigorously evaluating primary prevention strategies, programs, and policies to address specific gaps in the prevention of teen dating violence, intimate partner violence, sexual violence, and youth violence. This initiative is intended to support the evaluation of primary prevention strategies, programs or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing the perpetration of youth violence and/or teen dating/intimate partner/sexual violence as detailed elsewhere in this announcement.

The U.S. Embassy Brussels Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. Applications for programs are accepted on a rolling basis until the deadline. Each quarter prior to the deadline, a grant review committee reviews applications. The deadline is necessary to provide sufficient time to process and award programs in advance of the end of our fiscal year on September 30, 2020. Please carefully follow all instructions below. Purpose of Grants: PAS Brussels invites proposals for projects that strengthen ties between the United States and Belgium by highlighting shared values and promoting bilateral cooperation. Grant proposals must convey an American cultural element, support a priority program area (see below), or include a connection with American expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives.
