The Labor-Management Cooperation Act of 1978 identifies the following seven general areas for which financial assistance would be appropriate: (1) to improve communication between representatives of labor and management; (2) to provide workers and employers with opportunities to study and explore new and innovative joint approaches to achieving organizational effectiveness; (3) to assist workers and employers in solving problems of mutual concern not susceptible to resolution within the collective bargaining process; (4) to study and explore ways of eliminating potential problems which reduce the competitiveness and inhibit the economic development of the company/plant, area, or industry; (5) to enhance the involvement of workers in making decisions that affects their working lives; (6) to expand and improve working relationships between workers and managers; and (7) to encourage free collective bargaining by establishing continuing mechanisms for communication between employers and their employees through Federal assistance in the formation and operation of labor-management committees. The primary objective of this program is to encourage and support the establishment and operation of joint labor-management committees to carry out specific objectives that meet the aforementioned general criteria. The term "labor" refers to employees represented by a labor organization and covered by a formal collective bargaining agreement. These committees may be found at the plant (company), area, industry, or public sector levels. A plant or company committee is generally characterized as restricted to one or more organizational or productive units operated by a single employer. An area committee is generally composed of multiple employers of diverse industries as well as multiple labor unions operating within and focusing upon a particular city, county, contiguous multicounty, or statewide jurisdiction. The Public Affairs Section of the U.S. Embassy in Rangoon announces an open competition for a cooperative agreement to develop and implement a six-day workshop (inclusive of arrival and departure days) in Rangoon on Media Literacy for the Young Southeast Asian Leaders Initiative (YSEALI), pending the availability of funds. The program will bring together 50 to 60 YSEALI members from the eleven YSEALI member countries, namely, the ten ASEAN member states and Timor-Leste, who have backgrounds or current experience working in media, the opportunity to act as trainers or educators on the issue of media literacy, and leadership potential.

The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a training program in collaboration with the U.S. Department of State and The University of Arizona. Funding will be made available from the U.S. Embassy in Pretoria. The Academy for Women Entrepreneurs (AWE) is an educational opportunity for potential women entrepreneurs that uses a facilitated Massive Open Online Course (MOOC) called DreamBuilder as the core training curriculum. AWE participants will engage in facilitated lessons on business management and network with like-minded entrepreneurs and mentors from their regions and the United States. Led by an in-person course facilitator, participants will learn how to create business plans, hire staff, and research the market for their product or service. Participants will gather in person to view each DreamBuilder session (ten in total) and/or to discuss the topic after each participant views the session online. Facilitators selected in collaboration with the U.S. Embassy or Consulate will lead the in-person discussions and serve as mentors for the participants. The implementing partner will also be expected to organize a pre-launch training program for facilitators throughout South Africa, to occur in Johannesburg. The Public Affairs Section of the U.S. Embassy in Pretoria seeks an implementing partner to establish and manage the training program and to design a follow-on engagement strategy for participants. The English Speaking Union of the United States each year sponsors a travel grant for study or research providing a stipend of up to $2,000. This competition is open to qualified under-graduate and post-graduate students, faculty, and others involved in academic pursuits that are in accord with the goal of the English Speaking Union of promoting education and understanding among the English speaking peoples of the world. The grant is designed to assist worthy individuals who are active in the fields of Business, the Humanities, Science and Engineering, Liberal, Fine or Applied Arts and who wish to study or conduct research either in the United States or in one of the countries of the British Commonwealth.
