The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

The American Psychological Foundation is accepting applications for its APF Annette Urso Rickel Foundation Dissertation Award for Public Policy. The $1,000 scholarship supports dissertation research on public policy that has the potential to improve services for children and families facing psychosocial issues such as prevention of child abuse, school programs for children with psychological issues, services for youth in the criminal justice system, healthy parenting, math and science education, and contributions to the adoption of sound policy affecting children, youth, and families. To be eligible, applicants must be a graduate student in psychology enrolled full time in a regionally accredited institution located in the U.S. or Canada; have completed his/her doctoral candidacy, including dissertation approval by a doctoral committee; and have demonstrated research competence and commitment to the field.

The U.S. Consulate Fukuoka Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This annual notice of funding opportunities outlines our funding priorities and areas of interest, as well as procedures for submitting requests for funding. Please note that this notice supplements specific notices of funding opportunities that may be posted both here and on other relevant sites throughout the year. Any organization interested in applying for funding should carefully follow all instructions.

Applicant organizations for NEA Big Read must be a 501(c)(3) nonprofit; a division of state, local, or tribal government; or a tax-exempt public library. Eligible applicants include organizations such as literary centers, libraries, museums, colleges and universities, art centers, historical societies, arts councils, tribal governments, humanities councils, literary festivals, and arts organizations. Note: K-12 schools, school districts, boards of education, or other school governing bodies, whether public or private, are not eligible applicants, but may partner with eligible applicants. NEA Big Read supports organizations across the country in developing community-wide reading programs which encourage reading and participation by diverse audiences. These programs include activities such as author readings, book discussions, art exhibits, lectures, film series, music or dance events, theatrical performances, panel discussions, and other events and activities related to the community's chosen book or poet. Activities focus on one book or poet from the NEA Big Read library.

We call for proposals to investigate key challenges faced by literacy, communication, rhetoric, and writing instructors and administrators in their classrooms and programs. Proposals should directly address the impact that their research might have on disciplinary and public conversations about these topics. They must also convey results in at least two final products: one that is addressed to a scholarly audience of researchers and teachers in the field and one for a clearly specified audience beyond those in the field. This year's research topics focus on persistent gaps in our research as we seek evidence to support new and revised position statements related to these issues, particularly evidence that can be made available to and inform public stakeholders outside of academic audiences: Understanding the implications of class size Grading diverse learners in classrooms that enact students' right to their own languages Assessing students' transfer of writing knowledge from dual-credit programs Working with diverse learners in writing and communication programs (e.g., neurodiversity, linguistic diversity, economic diversity, sociocultural diversity) Centering writing and communication research in two-year colleges Developing and engaging literacy in diverse contexts (e.g., K-12 classrooms, workplaces, churches, bars, prisons, sporting events, courts) and navigating the relationship between these contexts

Many U.S. communities are increasingly contending with issues related to preventing, withstanding, and recovering from disruptions caused by extreme weather and other environmental hazards (U.S. Department of Commerce FY2014-FY2018 Strategic Plan). These hazards include but are not limited to severe storms, tornadoes, hurricanes, flooding, heavy precipitation events, persistent drought, heat waves, increased global temperatures, acidification of the ocean, and sea level rise (Weather-ready Nation: NOAA's National Weather Service Strategic Plan 2011; Melillo et al., 2014). These extreme weather and climate events put stress on infrastructure, ecological systems, and the humans that live in the impacted places.

Dollar General Literacy Foundation Youth Literacy Grants provide funding to schools, public libraries, and nonprofit organizations to help students who are below grade level or experiencing difficulty reading. Grant funding is provided to assist in the following areas: Implementing new or expanding existing literacy programs Purchasing new technology or equipment to support literacy initiatives Purchasing books, materials or software for literacy programs

The W.K. Kellogg Foundation is accepting applications from nonprofit organizations working to promote new ideas about how to engage children and youth in learning and ways to bring together community-based systems that promote learning. The foundation will consider grants in four priority areas: Educated Kids; Healthy Kids; Secure Families; and Civic Engagement. Educated Kids: To ensure that all children get the development and education they need as a basis for independence and success, the foundation seeks opportunities to invest in early child development (ages zero to eight) leading to reading proficiency by third grade, graduation from high school, and pathways to meaningful employment. Healthy Kids: The foundation supports programs that work to ensure that all children grow and reach optimal well-being by having access to fresh, healthy food, physical activity, quality health care, and strong family supports. Secure Families: The foundation supports programs that build economic security for vulnerable children and their families through sustained income and asset accumulation. Civic Engagement: The foundation partners with organizations committed to inclusion, impact, and innovation in solving public problems and meeting the needs of children and families who are most vulnerable.

The European Institutes for Advanced Study (EURIAS) Fellowship Programme is an international researcher mobility programme offering 10-month residencies in one of the 16 participating Institutes: Berlin, Bologna, Brussels, Budapest, Cambridge, Delmenhorst, Freiburg, Helsinki, Jerusalem, Lyon, Marseille, Paris, Uppsala, Vienna, Wassenaar, Zürich. The Institutes for Advanced Study support the focused, self-directed work of outstanding researchers. The fellows benefit from the finest intellectual and research conditions and from the stimulating environment of a multi-disciplinary and international community of first-rate scholars. EURIAS Fellowships are mainly offered in the fields of the humanities and social sciences but may also be granted to scholars in life and exact sciences, provided that their proposed research project does not require laboratory facilities and that it interfaces with humanities and social sciences. The diversity of the 16 participating IAS offers a wide range of possible research contexts in Europe for worldwide scholars. Applicants may select up to three IAS outside their country of nationality or residence as possible host institutions. The Programme welcomes applications worldwide from promising young scholars as well as from leading senior researchers. The EURIAS selection process has proven to be highly competitive. To match the Programme standards, applicants have to submit a solid and innovative research proposal, to demonstrate the ability to forge beyond disciplinary specialisation, to show an international commitment as well as quality publications in high-impact venues. For the 2014-2015 academic year, EURIAS offers 39 fellowships (20 junior and 19 senior positions).

ACLS invites applications for the ninth annual competition for ACLS Collaborative Research Fellowships, which support small teams of two or more scholars collaborating intensively on a single, substantive project in the humanities and related social sciences. The goal of the project should be a tangible research product (such as joint print or web publications) for which at least two collaborators will take credit. The program is funded by a generous grant from The Andrew W. Mellon Foundation.

The Foundation's Innovations in Reading Prize recognizes exceptional initiatives and programs that have created and sustained a lifelong love of reading: thoughtful, groundbreaking projects that generate excitement and passion for literature and books. The Foundation is particularly interested in applications from those that have developed interdisciplinary approaches and incorporate innovative thinking in design, technology, social change, social entrepreneurship, or other fields. Potential candidates can enter themselves for consideration or be nominated by others. Winners receive $2,500 each and are featured prominently on the Foundation's website and in other digital publicity that reaches around the world.

The U.S. Embassy Tallinn Public Affairs Section (PAS) of the U.S. Department of State seeks proposals for programs that expand English language education and enrichment in the northeast region of Estonia. Ideas for proposals could include the establishment an after-school enrichment program for disadvantaged youth, an English-language youth leadership development summer camp for Estonian and Russian speaking youth, or the establish an English language entrepreneurship and technology program for teachers and students.

The Public Affairs Section of the U.S. Embassy in Rangoon announces an open competition for a cooperative agreement to develop and implement a six-day workshop (inclusive of arrival and departure days) in Rangoon on Media Literacy for the Young Southeast Asian Leaders Initiative (YSEALI), pending the availability of funds. The program will bring together 50 to 60 YSEALI members from the eleven YSEALI member countries, namely, the ten ASEAN member states and Timor-Leste, who have backgrounds or current experience working in media, the opportunity to act as trainers or educators on the issue of media literacy, and leadership potential.

The Oakland-based Kenneth Rainin Foundation is committed to change through inquiry, creativity, and compassion and works to enhance quality of life by championing the arts, promoting early childhood literacy, and supporting research on chronic diseases. In support of this mission, the foundation is accepting applications for its Open Spaces Program. Through the program, grants ranging between $50,000 and $200,000 over twenty-four months will be awarded to nonprofits prepared to partner with artists in the Bay Area to create temporary, place-based art projects that are responsive to issues relevant to communities in San Francisco and Oakland. The program is intended to strengthen the Bay Area as a center for arts experimentation and aims to support collaborations across various disciplines, diverse media, and technology; projects taking place outdoors at sites accessible by public transportation; and projects that compensate artists at a significant level.

The English Access Micro-scholarship Program for Central and Southern Iraq will provide a foundation of English language skills to non-elite, 13 to 18 year-old students through after-school classes and intensive summer activities over a two-year period. Access Program students also gain an appreciation for American culture and democratic values, increase their ability to participate successfully in the socio-economic development of their countries, and gain the ability to compete for and participate in future U.S. Government-sponsored educational programs. Subject to the availability of funds, the Embassy expects to award a grant up to $380,000 to carry out the English Access Micro-scholarship Program for Central and Southern Iraq over a twenty-four month time frame.

For applications requesting Museums for America funding of more than $25,000, you must provide funds from non-federal sources in an amount that is equal to or greater than the amount of the request. No cost sharing is permitted for applications requesting amounts of $5,000-$25,000. Program Overview: The Museums for America (MFA) program supports projects that strengthen the ability of an individual museum to serve its public. MFA has three project categories: Learning Experiences, Community Anchors, and Collections Stewardship

The Dollar General Literacy Foundation was established in 1993 in honor of Dollar General's co-founder, J.L. Turner, a farmer's son who dropped out of school when his father was killed in an accident and was functionally illiterate. But with hard work and determination, he began what is now a hugely successful company. The foundation currently is accepting applications for its Youth Literacy Grants program. Through the program, grants of up to $4,000 will be awarded to schools, public libraries, and nonprofit organizations in support of programs that help students who are reading below grade level or are experiencing difficulty reading, including those with individualized education plans (IEPs). The program supports the implementation of new or the expansion of existing literacy programs; the purchase of new technology or equipment; and/or the purchase of books, materials, or software for literacy programs.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan, is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to teach English for Specific Purposes (ESP) to select Ministry of Foreign Affairs (MFA) employees. The successful applicant is expected to administer and conduct ESP courses at the intermediate and advanced levels to select employees of the MFA. The recipient will also be expected to administer TOEFL iBT prep courses. This project aims to provide MFA employees with the necessary language skills to communicate in English at the intermediate and advanced levels. The course will introduce topics and vocabulary relevant to foreign affairs professionals into the course curriculum. This is a 12-month project for 120 participants (60 participants per each 6-month semester) which will improve participants' overall English ability in terms of reading, listening, speaking, writing, and presentation skills.
