    To improve understanding of the intersection of HIV/AIDS and drug abuse, this Funding Opportunity Announcement (FOA) is part of a multipronged 2014 expansion of HIV and AIDS related research within the context of drug and alcohol abuse among understudied populations and in understudied settings that show promise for the development of effective prevention and treatment efforts. In addition to this funding opportunity, others included in the 2014 expansion address HIV/AIDS and substance use among the homeless and unstably housed (RFA-DA-14-009); the integration of substance abuse and HIV prevention and treatment within HIV/AIDS service delivery settings (RFA-DA-14-011); exploratory research on comorbid HIV, chronic pain, and substance use among older adults (RFA-DA-14-012); and Seek, Test, Treat, and Retain Data Harmonization Coordinating Center (RFA-DA-14-007).

    Purpose: Through a collaborative FOA, CDC seeks to fund a consortium of public health oriented national networks to impact tobacco-related and cancer health disparities within specific target populations. The target populations are: 1). African Americans; 2). American Indians/Alaskan Natives; 3). Asian Americans/Pacific Islanders/Hawaiian Natives; 4). Latinos/Hispanics; 5). Lesbian, Gay, Bisexual and Transgender persons; 6). Persons with Low Socioeconomic Status; 7). Persons with Mental Health and Substance Abuse Disorders; and 8). Geographically Defined Populations with High Commercial Tobacco Use and Related Health Disparities. This tailored strategy is needed to achieve the benefits of an overall population-based approach to commercial tobacco use prevention and cancer prevention and control and the achievement of health equity for all populations.

    This FOA encourages research on stigma, particularly in health conditions, settings, and populations where it is not well characterized although the burden is high, and/or where the development and implementation of interventions to reduce its detrimental effects are now possible.  The R21 mechanism is intended to encourage new exploratory and developmental research projects. For example, such projects could assess the feasibility of a novel area of investigation or a new experimental system that has the potential to enhance health-related research. Another example could include the unique and innovative use of an existing methodology to explore a new scientific area. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact on a field of biomedical, behavioral, or clinical research.  Applications submitted under this mechanism should be exploratory and novel. These studies should break new ground or extend previous discoveries toward new directions or applications.

In this two-phase program, fellows will be supported from early postdoctoral training through several years of a tenure-track faculty position. In the first competition cycle, HHMI will select up to 15 fellows and invest a total of up to $25 million for their support over eight years.

The award is named for Darlene Clark Hine, a pioneer in African American women's and gender history and past president of the OAH (2001-2002).     The Heidelberg Centre for Transcultural Studies (HCTS) is an Institute for Advanced Studies at the University of Heidelberg. Building on the structures established by the Cluster of Excellence "Asia and Europe in a Global Context," it is open to scholars especially in the humanities and the social sciences. Founded in April 2013, the Institute assembles scholars from all over the world to engage in an interdisciplinary dialogue and to enhance their understanding of transcultural processes. The institute offers an M.A. and a Doctoral Programme in Transcultural Studies. In addition to five permanent fellows (the HCTS professorships in Transcultural Studies), a group of senior and junior fellows is invited each year to join the HCTS to pursue their own research and to engage in discussions with other fellows as well as graduate students around a common theme. Fellows can choose to be in residence in Heidelberg for a period ranging from between six months to two academic years.

    The Research on Education and Learning (REAL) program represents the substantive foci of three previous EHR programs: Research and Evaluation on Education in Science and Engineering (REESE), Research in Disabilities Education (RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is the emphasis placed on the accumulation of robust evidence to inform efforts to (a) understand, (b) build theory to explain, and (c) suggest interventions (and innovations) to address persistent challenges in STEM interest, education, learning, and participation. The program supports advances in research on STEM (science, technology, engineering, and mathematics) learning and education by fostering efforts to explore all aspects of education research from foundational knowledge to improvements in STEM learning and learning contexts, both formal and informal, from childhood through adulthood, for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in increased public understanding of science and engineering. The REAL program will fund research on, human learning in STEM; learning in STEM learning environments, and broadening participation research.

    For many decades, an increasing number of women have obtained STEM doctoral degrees, however, women, particularly women of color, continue to be significantly underrepresented in almost all STEM academic positions.  While the degree of underrepresentation varies among STEM disciplines, women's advancement to senior professorial ranks and leadership roles is an issue in all fields.  The underrepresentation of women is also a critical issue for the nation, at large, as its need to develop a globally competitive and diverse workforce increases. Research has shown that women's representation and advancement in academic STEM positions are affected by many external factors that are unrelated to their ability, interest and technical skills (Spencer, et al, 1999; Halpern and Tan, 2001; Hyde, 2005; National Academy of Sciences, 2007).  Such factors include, but are not limited to: stereotype threat, societal impacts, organizational constraints of academic institutions; differential effect of work and family demands; implicit and explicit bias; and lack of women in academic leadership and decision-making positions.  The cumulative effect of such diverse factors has been to create infrastructural barriers that impact the number of women entering, persisting and advancing in STEM careers. Thus, the goal of the ADVANCE program is to develop systemic approaches to increase the representation and advancement of women in academic STEM careers, thereby contributing to the development of a more diverse science and engineering workforce.  ADVANCE also has as its goal to seminally contribute to and inform the general knowledge base on gender equity in the academic STEM disciplines.
