This initiative encourages research that targets the reduction of health disparities among children. Specific targeted areas of research include biobehavioral studies that incorporate multiple factors that influence child health disparities such as biological (e.g., genetics, cellular, organ systems), lifestyle factors, environmental (e.g., physical and family environments) social (e.g., peers), economic, institutional, and cultural and family influences; studies that target the specific health promotion needs of children with a known health condition and/or disability; and studies that test and evaluate the comparative effectiveness of health promotion interventions conducted in traditional and nontraditional settings.

Another purpose of the FI Projects program is to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended. In carrying out a development activity under an FI Projects development grant, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols, that are beneficial to the target population. The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces funding for the Refugee Agricultural Partnership Program (RAPP). Organizations funded under RAPP implement strategies that encourage the development of agricultural and food systems related services that will improve the livelihoods, physically and economically, of refugee families. These strategies work to provide sustainable and/or supplemental income, improved access to healthy foods and better nutrition, psychosocial development, and enhanced integration into communities by refugee families. Required activities under RAPP include: 1) Access to land; 2) Farming Production; 3) Training and Technical Assistance; and 4) Coordination with the Refugee Resettlement Community.

The mission of the Administration for Community Living (ACL) Senior Medicare Patrol (SMP) program is to empower and assist Medicare beneficiaries, their families, and caregivers to prevent, detect, and report health care fraud, errors, and abuse. Through outreach, counseling, and education, the SMP program increases awareness and understanding of health care programs to protect Medicare beneficiaries from the economic and health-related consequences associated with Medicare fraud, errors, and abuse. ACL currently provides grant funding to support 53 SMP projects, including grantees in all 50 states, the District of Columbia, Puerto Rico, and Guam. The SMP projects use this funding to provide local outreach, education, and assistance to Medicare beneficiaries through a trained volunteer workforce. SMP projects teach Medicare beneficiaries to protect their Medicare numbers, to detect billing discrepancies on their quarterly Medicare Summary Notice statements, and to report suspicious activity for further investigation. In addition, SMP projects actively disseminate fraud prevention and identification information through the media, outreach campaigns, and community events.

The Office of Planning Research and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) plans to award up to ten cooperative agreements to fund research to conduct secondary data analysis of archived data, specifically the Building Strong Families (BSF), Supporting Healthy Marriage (SHM), and Parents and Children Together (PACT) datasets. These datasets are from large-scale federal evaluation impact studies, which addressed questions related to healthy marriage and/or responsible fatherhood. Successful applicants will demonstrate a familiarity with the proposed data for their analysis and an adequate understanding of the variables, sampling, methodology, etc. used to construct the dataset necessary for completion of the work proposed in the application. Proposed research should address topics relevant to strengthening families to improve the lives of children and parents, as well as promote economic stability. Topics of interest include, but may not be limited to the following: mediators of healthy marriage, relationship education, and/or fatherhood programs; measurement issues related to healthy marriage, relationship education and/or fatherhood programs with low-income families; or father involvement in low-income families. .

The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP), which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research and dissemination and utilization activities to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). The purpose of this particular DRRP is to maintain the Burn Model Systems National Database and to provide training, technical assistance and support for the Burn Model Systems Centers as they contribute data to this database.

The Administration for Children and Families (ACF) is soliciting applications for the establishment of a Marriage Strengthening Research & Dissemination (MAST R & D) Center. The grantee will oversee a 60-month plan that aims to form a nexus between basic research on marriage and families in the United States and programmatic approaches to supporting healthy marriages and families, especially approaches fundable by the federal Healthy Marriage and Relationship Education (HMRE) program. The Center will contribute to the research base relevant to marriage/relationships (including current and future relationships among youth) and HMRE programs/practices; build and support capacity for demographic trends and practice-focused research; and translate and disseminate emerging research. The Center will be expected to have a primary focus on economically disadvantaged families and other under-studied population groups. The Center also will be expected to actively engage a range of stakeholders, including investigators, practitioners, program officials and policymakers, throughout the course of the project.

The Community Economic Development Projects program supports innovative efforts to enhance job creation and business development for individuals with low income. The application deadline is June 15, 2018.

The purpose of this program is to enhance the quality and quantity of specialized services available to assist victims of human trafficking, as defined by the Trafficking Victims Protection Act of 2000, as amended. OVC is interested in supporting programs that focus on one or more of these priority areas: 1) housing services, 2) economic and leadership empowerment and/or education services, 3) mental health services, 4) substance abuse services, and 5) legal services. OVC expects to make up to 20 awards of up to $700,000, with an estimated total amount awarded of up to $14 million. The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of approximately $5,900,000 to be competitively awarded for the purpose of operating a National Center on Parent, Family and Community Engagement (NC PFCE). The NC PFCE will provide training and technical assistance (TTA) that reflects current evidence, is research-informed and promotes best practices. The NC PFCE will strengthen professional development outcomes for staff and improve outcomes for children and families enrolled in Head Start and/or Early Head Start programs. The NC PFCE TTA efforts will lead to improved family outreach and recruitment; improved family well-being; expanded family engagement in children's learning and development; and enhanced community partnerships that support families. Because of the complex work the NC PFCE will conduct, the grantee will be expected to bring together knowledgeable subrecipients within the fields of human services, early childhood, social work, mental health, parenting, leadership, and family economic mobility.

This Notice of Special Interest (NOSI) is intended to promote behavioral and social research on the dementia care workforce and the impact on outcomes for persons living with Alzheimer's disease or Alzheimer's disease-related dementia (AD/ADRD) and their families. Broad areas of interest include (1) how economic and policy factors drive the composition and quality of the dementia care workforce; (2) demographic and familial factors that influence demand for and supply of dementia care workers; (3) training and certification effects on quality and retention of dementia care workers; and (4) the development of data resources required to study these issues.

The Administration for Children and Families (ACF), Office of Planning, Research, and Evaluation (OPRE) anticipates soliciting applications for Behavioral Interventions Scholars grants to support dissertation research by advanced graduate students who are using behavioral science approaches to examine specific research questions of relevance to social service programs and policies. These grants are meant to build capacity in the research field to apply a behavioral lens to issues facing poor and vulnerable families in the United States, and to foster mentoring relationships between faculty members and high-quality doctoral students.Applicants will be required to demonstrate the applicability of their research to practice or policy serving low-income children, adults, and families, especially those that seek to improve their well-being

The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

The purpose of this FOA would be to establish, by awarding one cooperative agreement, a National Child Welfare Workforce Institute (NCWWI) to advance federal priorities to improve safety, permanency, and well-being by building the capacity of child welfare professionals and improving the organizations that recruit, train, supervise, manage, and retain them. The Workforce Institute will play a national leadership role in the field of child welfare in the following broad areas: (1)Demonstrating how university partnerships support workforce development; (2) Implementing organizational interventions to improve workforce recruitment and retention; (3) Providing leadership training across the child welfare career spectrum; (4) Developing cross system approaches to improve worker and child outcomes; and (5) Building evidence of best practices in workforce development. A broad range of activities will be undertaken by the Workforce Institute to promote effective child welfare practice, enhance agency efforts to create supportive work environments, and improve worker recruitment and retention outcomes by: Implementing an innovative, comprehensive and integrated organizational, educational, and professional development approach to effective child welfare workforce development building on the last two iterations of NCWWI work; Implementing effective workforce organizational interventions that result in improved agency climate, worker preparation, recruitment, and retention outcomes for agencies; such as reduction in emotional stress and worker burnout, increased length of stay for workers, changes in worker attitude and satisfaction, increased recruitment, etc.; Demonstrating expertise in collecting and disseminating information about effective and promising workforce practices in innovative ways;
