Jobs Plus Initiative - 0 views

    The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

Outcome 4: Increased awareness and adoption of tools to integrate child labor awareness and acceptable conditions of work into women's economic empowerment initiatives by a broad range of stakeholders.The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award.

The project should achieve the following outcomes: (1) Improved capacity of civil society to identify and document accurate, independent, and objective information on the nature and scope of child labor and/or forced labor, and violations of acceptable conditions of work in a sector and/or supply chain; (2) Improved capacity of civil society to raise awareness for the protection of workers from child labor and/or forced labor abuses, and violations of acceptable conditions of work; and (3) Improved capacity of civil society to implement initiatives to address child labor and/or forced labor and violations of acceptable conditions of work, including facilitated access to grievance mechanisms and/or remedy for victims of labor exploitation. Postdoctoral Fellowship Program - National Academy of Education - 0 views

    The National Academy of Education works to advance high-quality education research and its use in policy formation and practice. Founded in 1965, the academy comprises members in the United States and foreign associates who are elected on the basis of outstanding scholarship related to education. Since its establishment, NAEd has undertaken research studies that address pressing issues in education conducted by its members and other scholars with relevant expertise. As part of that mission, the NAEd/Spencer Postdoctoral Fellowship Program supports early-career scholars working in critical areas of education research. The non-residential postdoctoral fellowship funds proposals with the potential to make significant scholarly contributions to the field of education. The program also aims to develop the careers of its recipients through professional development activities involving National Academy of Education members. Fellows receive $70,000 for one academic year of research, or $35,000 for each of two contiguous years working half-time, and are included in professional development retreats with other fellows and NAEd members. The program is open to all eligible applicants regardless of race, national origin, religion, gender, age, disability, or sexual orientation. Applicants must have received their PhD, EdD, or equivalent research degree between January 1, 2012, and December 31, 2016. In addition, all applicants should have a demonstrated record of research experience in education.

Strengthening Child Welfare Systems to Achieve Expected Child and Family Outcomes - 0 views

    When children are placed in out-of-home care (also called foster care), it is important that child welfare agencies find safe, permanent homes for them as quickly as possible. In many circumstances, children can be reunited with their families, but in some cases, children find homes with relatives or adoptive families. Child and Family Services Reviews (CFSRs) have consistently found that many child welfare systems need to improve their adoption work, as evidenced by their difficulty in achieving substantial conformity on permanency outcomes. These shortcomings include failure to make concerted efforts towards timely permanency for adoption and preserving family connections; inadequate engagement of parents, children and youth in case planning; limited and ineffective service provision; insufficient frequency and duration of child visitations/parenting time; punitive uses of visitation/parenting time; delays in establishing the goal of adoption; a lack of meaningful concurrent planning; and lengthy appeal processes for contested termination of parental rights. These permanency outcomes relate to basic social work, legal, and judicial practices that impact adoption outcomes and also have effects on the safety and well-being of children in care. The purpose of this funding opportunity is to award up to five 5-year cooperative agreements for the development, implementation, and evaluation of strategies that focus on better adoption outcomes by improving basic social work, legal, and judicial practice in order to eliminate systemic barriers to: adoption; preventing entry into foster care; and other forms of permanency. Due to the intersection of permanency, safety, and well-being, an effective system reform effort focused on improving adoption outcomes by improving concurrent planning and reducing time to permanency will also require attention to safety and well-being outcomes.

    The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of approximately $5,900,000 to be competitively awarded for the purpose of operating a National Center on Parent, Family and Community Engagement (NC PFCE). The NC PFCE will provide training and technical assistance (TTA) that reflects current evidence, is research-informed and promotes best practices. The NC PFCE will strengthen professional development outcomes for staff and improve outcomes for children and families enrolled in Head Start and/or Early Head Start programs. The NC PFCE TTA efforts will lead to improved family outreach and recruitment; improved family well-being; expanded family engagement in children's learning and development; and enhanced community partnerships that support families. Because of the complex work the NC PFCE will conduct, the grantee will be expected to bring together knowledgeable subrecipients within the fields of human services, early childhood, social work, mental health, parenting, leadership, and family economic mobility.

Combating Forced Labor and Labor Trafficking of Adults and Children - 0 views

    The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $6,000,000 total costs for up to three cooperative agreements of up to $2,000,000 total costs each to fund technical assistance projects to improve the capacity of labor stakeholders to better understand and address indicators of forced labor and labor trafficking. Each cooperative agreement will fund a project in a country to be proposed by the applicant. Applicants must propose a country covered in the DOL's Findings on the Worst Forms of Child Labor in accordance with the Trade and Development Act of 2000 or on the List of Goods Produced by Child Labor or Forced Labor as mandated by Trafficking Victims Protection Reauthorization Act of 2005. Proposals for working in the fisheries sector in the Asia-Pacific region will not be considered. In each country, the project should achieve the following outcomes: * Improved understanding of indicators of forced labor and labor trafficking * Improved monitoring of working conditions by labor stakeholders to identify and address indicators and incidents of forced labor and labor trafficking * Strengthened capacity of the labor inspectorate to address forced labor and labor trafficking. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. Applicants may apply separately for cooperative agreements serving one or more of the countries listed above, up to a maximum of three applications, but may not combine proposals for more than one country in a single application. Each application should request no more than $2 million total costs in funding. For this FOA, DOL will make no more than one award per country.

Addressing Child Labor and Forced Labor in Coffee Supply Chains - 0 views

    The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $4 million total costs for up to two cooperative agreements of up to $2 million total costs each to fund technical assistance project(s) in two different countries to improve implementation of social compliance systems that promote acceptable conditions of work and the elimination of child labor and forced labor in coffee supply chains. Each cooperative agreement will fund a project in one of the following countries in the Latin America/Caribbean region, where DOL's List of Goods Produced by Child Labor or Forced Labor (TVPRA List) documents child labor and/or forced labor concerns: Colombia, Costa Rica, El Salvador, Guatemala, Honduras, or Nicaragua. Project outcomes include: 1) Adoption of a robust and sustainable social compliance system by private sector stakeholders in coffee supply chains; 2) Strengthened capacity of private sector stakeholders to implement a robust and sustainable social compliance system in coffee supply chains; and 3) New social compliance tools on child labor, forced labor, and acceptable conditions of work piloted in the coffee supply chain. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. Applicants may apply for one or two of the cooperative agreements listed above. No more than two applications per applicant will be accepted. If applying for two cooperative agreements, applicants should not combine countries in a single application, but must submit separate applications for each country. Each application should request no more than $2 million total costs in funding.

Community-based Approaches to Strengthening Economic Supports for Working Families - 0 views

    This notice solicits applications for projects under the Community-based Approaches to Strengthening Economic Supports for Working Families Initiative to serve low-income working families disproportionately at risk for adverse childhood experiences (ACEs), including racial and ethnic minority families. This initiative seeks to determine if implementation of earned income tax credit outreach and education activities in communities at higher risk for ACEs can result in (1) increased EITC receipt and (2) changes in risk and/or protective factors for ACEs. OMH expects recipients to demonstrate effective outreach strategies to communities disproportionately at higher risk for ACEs, including racial and ethnic minority communities, and a collaborative multi-sectoral approach which should include partners in community-level sectors and community-based organizations, such as social services agencies, child support agencies, home visiting programs, early childhood service providers, housing agencies, business/labor organizations, and health systems. In the long term, OMH expects projects to lead formalized and sustainable systems change and enhanced partnerships that foster economic stability in order to prevent ACEs. OMH anticipates funding up to six grants for $300,000 to $450,000 each per year, for up to three years.

    The Administration for Children and Families (ACF) plans to solicit applications for Child Care Policy Research Partnership grants. These four-year cooperative agreements will be conducted through partnerships between CCDF Lead Agencies in states, territories, or tribes and researchers from institutions of higher education, research organizations, and other eligible organizations. Applications are invited from CCDF Lead Agencies, institutions of higher education, research organizations, and other organizations with proven expertise conducting policy research. The work supported by this grant program should be collaborative from start to finish. Specifically, the CCDF Lead Agency and their research partners need to work together throughout all phases of the project. Child Care Policy Research Partnership grantees will be expected to pursue research questions of national and state relevance. Therefore, grantees are encouraged to include other local and state child care stakeholders. These projects are intended to add to our knowledge about the efficacy of child care subsidy policies and quality improvement initiatives that support employment and self-sufficiency outcomes for parents, increase low-income families' access to high quality child care programs, and promote positive learning and school readiness outcomes for children. Examples of priority questions include, but are not limited to: effects of policy changes since the Child Care and Development Block Grant (CCDBG) Act of 2014, supports for family child care providers, consumer education, licensing and monitoring, and efforts to build the supply of high-quality care. Funding is subject to availability of funds and the best interests of the federal government.

Child Welfare Training: The National Child Welfare Workforce Institute - 0 views

    The purpose of this FOA would be to establish, by awarding one cooperative agreement, a National Child Welfare Workforce Institute (NCWWI) to advance federal priorities to improve safety, permanency, and well-being by building the capacity of child welfare professionals and improving the organizations that recruit, train, supervise, manage, and retain them. The Workforce Institute will play a national leadership role in the field of child welfare in the following broad areas: (1)Demonstrating how university partnerships support workforce development; (2) Implementing organizational interventions to improve workforce recruitment and retention; (3) Providing leadership training across the child welfare career spectrum; (4) Developing cross system approaches to improve worker and child outcomes; and (5) Building evidence of best practices in workforce development. A broad range of activities will be undertaken by the Workforce Institute to promote effective child welfare practice, enhance agency efforts to create supportive work environments, and improve worker recruitment and retention outcomes by: Implementing an innovative, comprehensive and integrated organizational, educational, and professional development approach to effective child welfare workforce development building on the last two iterations of NCWWI work; Implementing effective workforce organizational interventions that result in improved agency climate, worker preparation, recruitment, and retention outcomes for agencies; such as reduction in emotional stress and worker burnout, increased length of stay for workers, changes in worker attitude and satisfaction, increased recruitment, etc.; Demonstrating expertise in collecting and disseminating information about effective and promising workforce practices in innovative ways;

Kasich and the Ohio Department of Higher Education (ODHE) encourage immediate and thoughtful action to help prevent the occurrence of terrible crimes, and ultimately support every college and university's aim to provide an excellent and safe learning environment for students. With the goal of ending and preventing sexual violence on Ohio's campuses, the Chancellor of the Ohio Department of Higher Education is issuing this RFP for the development of a comprehensive, outcomes-based program to train coaches, staff, and faculty working with campus athletic programs. The program supports the following recommendations from the Changing Campus Culture report: · Empower staff, faculty, campus law enforcement, and students to prevent and respond to sexual violence through evidence-based training. · Communicate a culture of shared respect and responsibility. · Develop a comprehensive response policy. · Adopt a survivor-centered response. The Chancellor is seeking proposals from qualified vendor(s) and will review proposed model support services to implement comprehensive prevention and response training model for coaches, staff, and faculty working with campus athletic programs. The award of this RFP will result in a contract with the Chancellor.

Partner Actions to Improve Oral Health Outcomes - 0 views

    The “Partner Actions to Improve Oral Health” program is a five-year competitive renewal to continue CDC investment in and support of oral health promotion and disease prevention programs. The purpose is to build the strength and effectiveness of state oral health programs recipients to prevent and control oral diseases and related conditions. Under component 1, recipient will work with all NOFO DP18-1810 funded programs to provide technical assistance, training, and capacity building resources for: 1) the Basic Screening Survey, 2) evidence-based oral health strategies (i.e., school sealant programs and community water fluoridation) and infection prevention and control practices, 3) oral health surveillance, 4) evaluation of oral health programs, and 5) reports on the oral health program capacity for all 50 states (CDC-funded and non-funded states). Under component 2, recipient will work with six programs selected NOFO DP18-1810 to integrate oral health with other chronic disease programs (i.e., medical/dental integration). Recipient will provide technical assistance for medical/dental integration programs, and compile examples of effective medical/dental integration programs and strategies. The proposed program will replace and build upon FOA 13-1313 [FY2013-FY2018]. Successful implementation and execution of the NOFO strategies will result in decreases in dental caries, oral health disparities, and co-morbid chronic diseases.

American Sign Language Conservation Corps Crew Working - 0 views

    The principal purpose of the project is to support the Government’s objective to provide opportunities for youth to learn about the environment as well as relevant job skills by spending time working on projects in National Parks. The Deaf and Hard of Hearing community often struggles to break into the job market, so crew participants in this project will particularly benefit from the professional development and job skills gained during this experience. The NPS receives the indirect benefit of completing conservation projects. The project engages crew participants, partners, and the Deaf/Hard of Hearing communities in shared resource stewardship. This project will align with DOI priorities such as Restoring Trust With Local Communities (in this case, the Deaf/Hard of Hearing community and rural New Mexican communities) and Modernizing Our Infrastructure (projects will address deferred maintenance whenever possible).

    The Administration for Children and Families' (ACF), Administration on Children, Youth and Families' (ACYF), Family and Youth Services Bureau (FYSB) will award funding for the Basic Center Program(BCP). The purpose of the BCP is to provide an alternative for runaway and homeless youth who might otherwise end up with law enforcement or in the child welfare, mental health, or juvenile justice systems. The BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. The programs provide youth up to age 18 with emergency shelter, food, clothing, counseling and referrals for health care. Most basic centers can provide 21 days of shelter for up to 20 youth at a time. There are exceptions for jurisdictions that have different standards for licensing. Basic centers seek to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.
