The Office of Planning Research and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) plans to award up to ten cooperative agreements to fund research to conduct secondary data analysis of archived data, specifically the Building Strong Families (BSF), Supporting Healthy Marriage (SHM), and Parents and Children Together (PACT) datasets. These datasets are from large-scale federal evaluation impact studies, which addressed questions related to healthy marriage and/or responsible fatherhood. Successful applicants will demonstrate a familiarity with the proposed data for their analysis and an adequate understanding of the variables, sampling, methodology, etc. used to construct the dataset necessary for completion of the work proposed in the application. Proposed research should address topics relevant to strengthening families to improve the lives of children and parents, as well as promote economic stability. The purpose of this funding opportunity announcement is to develop and test new and innovative strategies to prevent teen pregnancy, promote healthy adolescence and address youth sexual risk holistically. The goal is to improve healthy decision-making and future thriving by enhancing protective factors with youth, with supplementary focus possible at the systems-level, with families and among caregivers. Projects are expected to have high potential to enhance protective factors shown to improve the health of adolescents.

Target populations Applicant should target participants and communities most at risk. Applicants should select a population(s) within a community that has a teen birth rate, STD rate, sexual activity rate, or other measure of sexual risk that is either at or above the national average as published in a current federal report or one that has not experienced a decline commensurate with national declines. Each selected community must be defined by clear geographic boundaries in order to assure that the number of youth served can be identified and sexual risk rates can be monitored.

The Administration for Children and Families (ACF) is soliciting applications for the establishment of a Marriage Strengthening Research & Dissemination (MAST R & D) Center. The grantee will oversee a 60-month plan that aims to form a nexus between basic research on marriage and families in the United States and programmatic approaches to supporting healthy marriages and families, especially approaches fundable by the federal Healthy Marriage and Relationship Education (HMRE) program. The Center will contribute to the research base relevant to marriage/relationships (including current and future relationships among youth) and HMRE programs/practices; build and support capacity for demographic trends and practice-focused research; and translate and disseminate emerging research. The Center will be expected to have a primary focus on economically disadvantaged families and other under-studied population groups. The Center also will be expected to actively engage a range of stakeholders, including investigators, practitioners, program officials and policymakers, throughout the course of the project.

The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau announces the availability of funds under the Title V Competitive Sexual Risk Avoidance Education (CSRAE) Program. The purpose of the CSRAE is to fund projects to implement sexual risk avoidance education that teaches participants how to voluntarily refrain from non-marital sexual activity. The goals of CSRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, sexually transmitted infections (STIs), and youth engagement in other risky behaviors. Successful applicants must agree to use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity. The SRAE legislation requires unambiguous and primary emphasis and context for each of the topics to be addressed in program implementation. Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.

The Office of Refugee Resettlement (ORR), within the Administration for Children and Families (ACF), announces funding for the Refugee Agricultural Partnership Program (RAPP). Organizations funded under RAPP implement strategies that encourage the development of agricultural and food systems related services that will improve the livelihoods, physically and economically, of refugee families. These strategies work to provide sustainable and/or supplemental income, improved access to healthy foods and better nutrition, psychosocial development, and enhanced integration into communities by refugee families. Required activities under RAPP include: 1) Access to land; 2) Farming Production; 3) Training and Technical Assistance; and 4) Coordination with the Refugee Resettlement Community.

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Street Outreach Program (SOP). SOP WORKS to increase young people’s personal safety, social and emotional well-being, self-sufficiency, and to help them build permanent connections with families, communities, schools, and other positive social networks. These services, which are provided in areas where street youth congregate, are designed to assist such youth in making healthy choices and to provide them access to shelter and services which include: outreach, gateway services, screening and assessment, harm reduction, access to emergency shelter, crisis stabilization, drop-in centers, which can be optional, and linkages/referrals to services. THE AWARD process for FY2018 SOP allows for annual awards over a three-year project period, as funds are available.

The AABC Foundation, was established in 1994 by American Association of Birth Centers to advance public knowledge and understanding of issues related to family-centered childbirth. The foundation raises funds to support the advancement of the AABC birth center model as the standard to improve maternity and women's health care. Based on wellness model of pregnancy and birth, the birth center is a homelike facility, operating with a healthcare system. Birth centers are guided by principles of prevention of complication, sensitivity to the needs of the individual family, safety for both mother and baby, appropriate use of medical intervention, and cost effective care. Birth centers provide family-centered care for healthy women before, during, and after normal pregnancy, labor, and birth. To advance its mission, the foundation will award grants of up to $5,000 to support research projects on issues related to the birth center model of care. The program is open to individuals or organizations and nonprofit status or sponsorship is not required. However, applicants must demonstrate capacity and a plan to complete the research in accordance with the project's timeline.

The American Psychological Foundation is accepting applications for its APF Annette Urso Rickel Foundation Dissertation Award for Public Policy. The $1,000 scholarship supports dissertation research on public policy that has the potential to improve services for children and families facing psychosocial issues such as prevention of child abuse, school programs for children with psychological issues, services for youth in the criminal justice system, healthy parenting, math and science education, and contributions to the adoption of sound policy affecting children, youth, and families. To be eligible, applicants must be a graduate student in psychology enrolled full time in a regionally accredited institution located in the U.S. or Canada; have completed his/her doctoral candidacy, including dissertation approval by a doctoral committee; and have demonstrated research competence and commitment to the field.
