    With this publication, HUD is making available up to $5,000,000 for Planning Grants, including Planning and Action Grants.1. Planning Grants are two-year grants that assist communities with severely distressed public or HUD-assisted housing in developing a successful neighborhood transformation plan and building the support necessary for that plan to be successfully implemented.2. Planning and Action Grants are three and a half year planning grants that pair planning with action. Experience shows that tangible actions taken early on help communities build momentum for further planning and the eventual transition from planning to implementation of that plan. These actions improve neighborhood confidence, which in turn sustains the community’s energy, attracts more engagement and resources, and helps convince skeptical stakeholders that positive change is possible. Under these grants, the planning process activities would take place during the first 24 months of the grant period. The planning process will identify Action Activities that will be carried out during the latter portion of the grant period. Action Activities must build upon the planning for the target housing and neighborhood.

    This effort is an open 2 Step BAA soliciting innovative research concepts for the overall mission of the Human-Centered Intelligence, Surveillance, & Reconnaissance (ISR) Division (711 HPW/RHX). The overall RHX research objective is to develop human-centered S&T that enables the Air Force to more effectively execute the ISR mission. This research objective is dual natured: (1) improve the capability to identify, track and locate human targets in the ISR environment and (2) improve the performance of humans who process, exploit, analyze, produce, and disseminate the ISR data and information. Human-centered ISR research encompasses three major research areas: (1) human signatures, (2) human trust and interaction and (3) human analyst augmentation. The human signatures research develops technologies to sense and exploit human bio-signatures at both the molecular level and macro (anthropometric) level. The human trust and interaction research develops technologies to improve human-to-human interactions as well as human-to- machine interactions. The human analyst augmentation research develops technologies to enhance analyst performance and to test the efficacy of newly developed technologies within a simulated operational environment.

    Announcement supports applied and translational research to advance the development of knowledge and materiel products for rehabilitation and restoration of function following TBI. PIs should explain how their work will inform the development, refinement, and/or revision of existing standards of care, clinical recommendations, or guidelines. TBI is defined as being caused by (1) a direct blow or impact to the head, (2) a penetrating head injury, or (3) an exposure to external forces such as blast waves that disrupt the function of the brain. Not all blows to the head or exposure to external forces result in a TBI. The severity of TBI may range from "mild," a brief change in mental status or consciousness, to "severe," an extended period of unconsciousness or confusion after the injury. Definitions of TBI severity can be found in Table 1 of the VA/DoD Clinical Practice Guideline for the Management of Concussion-Mild Traumatic Brain Injury. The FY17/18 PH/TBIRP CTRR-CRA supports clinical research but not clinical trials. Supported research can include observational research studies. The Clinical Research Award (CTRR-CRA) is intended to support clinical research focused on understanding the clinical sequelae and mechanisms of recovery associated with TBI and TBI rehabilitation interventions. The overarching goals of this award are to address TBI-related impairments and deficits including sensory, sensorimotor, and cognitive dysfunction to (1) develop and validate rehabilitation outcome measures; (2) define and evaluate mechanisms of injury progression or recovery associated with rehabilitation interventions; and (3) improve clinician-driven assessment strategies to guide return-to-duty decision making.
