Department of Army Energetics Basic Research Center - 0 views

    The EBRC (Energetics Basic Research Center) is a basic research program initiated by the Combat Capabilities Development Command/Army Research Laboratory/ARO. It focuses on areas of strategic importance to U.S. national security. It seeks to increase the Army's intellectual capital in energetic materials (EM) and improve its ability to address future challenges. EBRC brings together universities, research institutions, companies, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of the Army (DA). The EBRC aims to promote research in specific areas of EMs and to promote a candid and constructive relationship between DA and the energetics research community. The future Army is projected to be unable to achieve dominance in range and lethality due to inadequate energetic formulations and form factor limitations associated with current weapon systems. Basic research generates new knowledge that may be exploited to develop and deliver new materials and technologies that contribute to enhanced lethal effects at the system level as well as increased range and a smaller payload. These, in turn, enable space for larger, mission-critical systems, and shorter time-to-target ensuring Army battlefield dominance in Multi-Domain Operations. Army research must encompass new ways to expedite the discovery, design, and scale-up of new materials and concepts which when integrated into newly designed weapons components (e.g. additively manufactured high strength steels with pre-formed fragmentation patterns, and structural reactive materials) developed at ARL and across the Army and DoD communities, will deliver decisive weapons overmatch.

Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (PASCC) - 0 views

    The USAFA is seeking unclassified research white papers and proposals (if requested) that do not contain proprietary information. If proprietary information is submitted it is the offerors responsibility to mark the relevant portions of their proposal as specified in USAFA-PASCC-BAA-2016 Amendment 0001. The United States Air Force's Institute for National Security Studies (INSS), in partnership with PASCC, invites white papers and proposals (if requested) for studies in many broad areas related to countering the threat posed by weapons of mass destruction (WMD). The Defense Threat Reduction Agency (DTRA) has requested that USAF INSS/PASCC issue a call for papers soliciting white papers outlining studies or strategic dialogues (also referred to as Track 2 dialogues). WMD are defined as chemical, biological, radiological, and nuclear weapons. With this Fiscal Year 2019 (FY19) call for papers, USAF INSS announces to academia, research institutions, and non-profit organizations it is soliciting white paper for studies and strategic dialogues that will help enable the DoD and the USG to ensure nuclear deterrence and to prepare for and combat WMD and improvised threats. The white papers should propose rigorous, innovative projects that: 1. Facilitate critical engagement between U.S. and foreign subject-matter experts (SMEs) on key WMD, CWMD, or nuclear deterrence issues; 2. Address current and emerging challenges facing CCMDs and DoD; or 3. Expand knowledge or develop new concepts relevant to the national security missions and requirements of DoD and the Armed Services.

    The ARI is a joint Domestic Nuclear Detection Office (DNDO) and National Science Foundation (NSF) program seeking novel cross-cutting research that will enhance the nation's ability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear or radiological attacks. This year's solicitation topics will encompass a range of subjects, with an emphasis on unconventional, multidisciplinary approaches to threat detection. A number of small to medium awards are intended in the areas of novel approaches to extremely low-cost threat detection, orthogonal and informatics approaches to threat detection, deterrence analytics, and advanced forensics techniques. A single large award is intended for an integrated, multidisciplinary approach to shielded special nuclear material detection. Primary objectives of the ARI include advancing fundamental knowledge in the above areas and developing intellectual capacity in scientific fields relevant to long-term advances in these areas. Proposals outside of the scope described in this solicitation will be returned without review. Research proposals specific to detection of biological, chemical, and conventional weapons are excluded from the scope of this solicitation, however approaches that consider explosives detection and nuclear or radiological materials detection are of interest.

    support U.S. national and nuclear security objectives in reducing global nuclear security threats through the innovation of unilateral and multi-lateral technical capabilities to detect, identify, and characterize: 1) foreign nuclear weapons programs, 2) illicit diversion of special nuclear materials, and 3) global nuclear detonations. Section 313 of the Omnibus Appropriations Act of 2009 (H.R. 1105, P.L. 111-8) created the Integrated University Program (IUP). DNN R&D is one of the three participants in this program and is continuing a nuclear science and engineering program, including nuclear security, to support multi-year research projects. The role of Institutions of Higher Education (IHE; as defined in Section III.A. of the FOA) for nuclear security research and development is to innovate and develop some of the most challenging basic aspects of new technology and methods. Once these basic aspects have been proven at the IHE level, the DOE/NNSA National Laboratories and/or National Security Sites/Complexes can fulfill their unique role to perform mission-specific research and development that improves on capabilities until they are either adopted by operational enterprises or transitioned into private industry for commercialization.
