    The FOA will support early-stage research that spans the Solar Energy Technologies Office (SETO) portfolio, seeking to advance both solar photovoltaic (PV) and concentrating solar thermal power (CSP) technologies and to facilitate the swift integration of those technologies into the nation's electricity grid. It also is designed to support efforts that prepare the workforce for the solar industry's future needs. The FOA is organized into the following high level Topic Areas: Topic 1: Advanced Solar Systems Integration Technologies describes SETO research priorities in the seamless integration of high penetrations of solar energy onto the nation's electricity grid.     The Smart and Autonomous Systems (S&AS) program focuses on Intelligent Physical Systems (IPS) that are capable of robust, long-term autonomy requiring minimal or no human operator intervention in the face of uncertain, unanticipated, and dynamically changing situations. IPS are systems that combine perception, cognition, communication, and actuation to operate in the physical world. Examples include, but are not limited to, robotic platforms, self-driving vehicles, underwater exploration vehicles, and smart grids. Most current IPS operate in pre-programmed ways and in a limited variety of contexts. They are largely incapable of handling novel situations, or of even understanding when they are outside their areas of expertise. To achieve robust, long-term autonomy, however, future IPS need to be aware of their capabilities and limitations and to adapt their behaviors to compensate for limitations and/or changing conditions.

The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on teaming arrangements. Note that it is NASA policy that all research involving non-U.S. organizations will be conducted on the basis of no exchange of funds. Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of hardware for science experiments and/or flight). The funds available for awards in each program element offered in ROSES-2018 range from less than one to several million dollars, which allows for selection from a few to as many as several dozen proposals, depending upon the program objectives and the submission of proposals of merit.     Amendment 1 to the NASA ARMD Research Opportunities in Aeronautics (ROA) 2019 NRA has been posted on the NSPIRES site. University Student Research Challenge (solicitation NNH19ZEA001N-USRC) seeks to challenge students to propose new aeronautics ideas/concepts that are relevant to NASA Aeronautics. USRC will provide students, from accredited U.S. colleges or universities, with grants for their projects and it includes the challenge of raising a modest amount of cost share funds through crowdfunding platform. The process of creating and preparing a crowdfunding campaign acts as a teaching accelerator - requiring students to act like entrepreneurs and taking action. Crowdfunding also raises awareness about students' research among the public. The solicitation goal can be accomplished through project ideas such as advancing the design, developing technology or capabilities in support of aviation, by demonstrating a novel concept, or enabling advancement of aeronautics-related technologies. There have been a number of changes from the previous USRC pilot project, including NASA providing a larger share of funds and half of that being provided upfront. Notices of Intent (NOIs) are not required for this solicitation. Proposals can be submitted at any time and will be evaluated in three cycles: October 30, 2019, February 26, 2020, and June 24, 2020.

ASED will do this by mediating communications between users and potential attackers with bots that actively detect attacks and coordinate investigations to discover the identity of the attacker.
