The program focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community. Minerva brings together universities, research institutions, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense. The Minerva Research Initiative aims to promote research in specific areas of social science and to promote a candid and constructive relationship between DoD and the social science academic community.

This project will develop research-to-practice resources to advance the understanding, translation, and application of research and research-based strategies across four primary components of the juvenile justice system: (1) prevention and diversion, (2) community-based alternatives to placement, (3) detention and secure confinement, and (4) reentry. The intent of this project is to assist OJJDP, practitioners, and researchers with the translation and dissemination of research findings to be more understandable, useful, and strategically targeted. This project will collect and analyze current research findings on effective juvenile justice practices and develop innovative and easily accessible, consumable resources and tools for juvenile justice practitioners, administrators, and policymakers. The project will assist OJJDP in identifying and synthesizing relevant research into actionable, evidence-based practice tools to improve public safety and the effectiveness of the juvenile justice system.

The ARI program addresses the security, prevention and protection per the PPD-8 by seeking novel cross-cutting research that will enhance national security's capability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear terrorism or radiological attacks.

This solicitation seeks to build knowledge and evidence related to strategies, practices, and programs that serve victims of identity theft. The overall purpose of these services is to help victims minimize damage, restore the security of their accounts and personal information, and recover from the experience. This funding will support research and evaluation projects that build knowledge on the consequences of identity theft and improve the quality of services to victims of identity theft.

Citizen Security: Prevention and Drug Demand Reduction

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

This award will support the development and launch of a system that can be used to increase transparency around the disposition of assets returned by the United States to a recipient country. The system can either build upon an existing government platform or can stand alone. It should utilize technology, such as but not limited to Distributed Ledger Technology, to ensure transparency and security and allow vested stakeholders to track the movement and utilization of funds. The technology should provide real-time information regarding expenditures. This information can be public or shared with relevant stakeholders depending on the circumstances. The specific country will be determined in consultation with the Department of State and Department of Justice after the award is awarded.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

Nigeria has sought to tackle corruption through traditional legal, law enforcement, and governance-focused interventions. The United States seeks to support the Government of Nigeria (GON) to institutionalize a culture of accountability at the federal, state, and local levels of government through support for prevention and enforcement activities. The purpose of this program is to develop strategic national, state, and local level anti-corruption programming to complement traditional anti-corruption efforts led by the GON and donors. The project will work at the national, state, and local level, in each geopolitical zone, and in coordination with relevant civil society stakeholders thereby creating networks of change and collective action throughout Nigeria. Particular attention should be paid to anti-corruption efforts related to security and justice sectors.

The Bureau of International Narcotics and Law Enforcement Affairs (INL), plays a key role utilizing U.S. international drug and crime assistance to build the capacity of Peruvian institutions to more effectively improve counter-narcotics efforts, including citizen security, social inclusion, gender issues, and empowering communities and vulnerable populations. INL's Drug Demand Reduction (DDR) program aims to prevent drug-use, violence, and crime by youth populations. DDR works to reduce the impact of illegal drugs by providing effective foreign assistance and fostering multilateral cooperation as an integral part of a comprehensive criminal justice strategy. The United States Government, represented by INL and its office at the U.S. Embassy in Lima, Peru, is seeking applications from qualified civilian groups, NGOs, or educational institutions that will be responsible for conducting an evaluation study and the dissemination of the evidence-based principles of the Universal Prevention Curriculum (UPC).

NIJ is seeking applications for funding research and evaluation projects that will improve our knowledge on how to identify, prevent, and reduce white collar crime in the United States. There are many types of offenses that may be classified as white collar crime. This solicitation focuses on three types of white collar crime: health care fraud, cyber-crime against individuals, and elder fraud. NIJ will support scientifically rigorous research and evaluation projects that will advance our understanding of white collar crime and effective approaches for identifying, preventing, investigating and prosecuting white collar crime related to health care fraud, cyber crime against individuals, and elder fraud and financial exploitation. This solicitation supports the U.S. Department of Justice’s strategic goals associated with enhancing national security and promoting the rule of law, integrity and good government.

Jail administrators have an important role in ensuring that jail operations are conducted in a safe, secure, humane, and legal manner. The goal of the Jail Administration program is to provide jail administrators with information and tools that can be used to fulfill this role. Jail administrators must have knowledge and skills in a wide variety of areas to oversee operations and manage specific functions. Each module of the current program focuses on specific administrative responsibilities and tools including: action planning; using jail standards; managing risk; developing policy and procedure; determining staffing needs; managing the workforce; managing inmate behavior; developing a fire, safety and sanitation plan and; assessing jail operations.

This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. This solicitation will provide grants under the following categories. The DOE Isotope Program (IP), managed by SC Nuclear Physics (NP), hereby announces its interest in receiving applications for Research and Development (R&D) on novel methods to produce or improve production radioactive or enriched stable isotopes needed for a wide variety of research and applications. This announcement is administered under the NP Isotope Development & Production for Research and Applications (IDPRA) Sub-Program. The proposed R&D should generate data relevant to isotope production or lead to new and innovative technologies, or improvements to existing technologies to foster enhanced production of isotopes. Successful proposals will clearly describe how the outcome of the proposed work would support and enhance the production of isotopes used for research and applications in medicine, homeland security, the physical sciences, biological and geological sciences, energy, industry, etc. Applications incorporating effective ways to train personnel with essential knowledge and skills related to the production, processing, purification, and distribution of enriched stable and radioactive isotopes are strongly encouraged. Countries in the East Asia and Pacific region (EAP) are increasingly focused on enhancing regional security. Transnational criminal organizations take advantage of porous borders and fragile rule of law to illegally traffic drugs, arms, people, and wildlife. While countries in EAP face a range of challenges in developing robust rule of law, commonalities provide the context for INL's regional rule of law programming. Interagency and international cooperation on cases remains limited. Corruption is pervasive in many countries in the region. Legal systems are overburdened, and professionals may not have the resources to address their caseloads fully. This project will pilot professional development opportunities for legal professionals in the first five years of their career. The project will focus on sustainable legal professional development for prosecutors, judges, and public defense attorneys involved in criminal cases in the proposed pilot country. In the second year of the project, the implementer will conduct an assessment of a proposed second country for expansion.

The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs). The improved coordination of IP enforcement efforts among federal, state, and local authorities is a central goal of the Strategic Plan and is of primary importance to DOJ. As a result, projects funded under this solicitation must align with the mission of the DOJ IP Task Force, and establish and/or enhance state and local IP enforcement task forces that include relevant law enforcement agencies and federal agencies (to include, where appropriate, local offices of the Federal Bureau of Investigation [FBI], U.S. Immigration and Customs Enforcement's Homeland Security Investigation [ICE HSI], and U.S. Attorneys.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response.
