The 2017 Transparency International Corruption Perceptions Index Report indicated that "across Eastern and Southeast Europe, civil society organizations and independent media experienced challenges in their ability to monitor and criticize decision-makers." Moreover, perceived instances of selective justice in Moldova and widespread corruption are widely regarded as key impediments to substantive reform in the criminal justice system that also contribute to low public trust in justice sector institutions. An active civil society plays an important role in protecting fundamental rights by monitoring the local actions of law enforcement entities and justice sector institutions, which can contribute to productive communication and enhance public trust.

The Tribal Justice Corrections Capacity Building Training and Technical Assistance Program furthers the Department's mission by assisting federally recognized Indian tribes in strengthening their correctional system capacity to provide community supervision and implement reentry strategies to reduce crime, enhance public safety, and facilitate community reintegration efforts for justice-involved individuals.

The Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. The Colombia program builds on efforts begun under Plan Colombia, with a shift towards supporting the Colombian government's institutional reforms and strengthening the criminal justice system. The INL section in Embassy Bogota manages the justice sector program funded through the International Narcotics Control and Law Enforcement (INCLE) account and destined for Colombia.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for the FY 2018 National Initiatives: Preventing Violence Against Law Enforcement Officers and Ensuring Officer Resilience and Survivability (VALOR) Initiative. This national initiative furthers the Department mission by improving the criminal justice system; enhancing law enforcement safety, wellness, resilience, and survivability; and providing support to efforts including training and technical assistance programs strategically targeted to address law enforcement safety and wellness needs.

The purpose of this project is to support methodologically rigorous research and evaluations (ideally a randomized controlled demonstration field experiment) with practical implications for government-funded juvenile reentry including in areas not limited to screening and assessment, behavioral management, organizational or institutional capacity and structure, cross-system services and coordination, post-release services and supervision, and family engagement and support. OJJDP is particularly interested in studies that focus on effective strategies for juveniles with co-occurring substance abuse and mental health issues; gang involved juveniles; and older juveniles or young adults who are returning to communities struggling with violence and crime.

With this solicitation, NIJ seeks proposals for basic or applied research and development projects. An NIJ forensic science research and development grant supports a discrete, specified, circumscribed project that will: (1) increase the body of knowledge to guide and inform forensic science policy and practice, or (2) lead to the production of useful material(s), device(s), system(s), or method(s) that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research; research and development in broader scientific fields applicable to forensic science; and ongoing forensic science research toward the development of highly-discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes. Projects should address the challenges and needs of the forensic science community. The operational needs discussed at NIJ’s FY 2016 Forensic Science TWG meeting may be found on NIJ.gov. While the goals and deliverables of proposed projects do not necessarily need to result in immediate solutions to the posted challenges or needs, they should speak to them and produce knowledge that adds to work towards eventual resolutions.

The mission of the National Collaborative on Gun Violence Research (NCGVR) is to fund and disseminate nonpartisan scientific research that offers the public and policymakers a factual basis for developing fair and effective gun policies. NCGVR has issued its first Request for Proposals (RFP) to fund scientific research on selected topics likely to provide valuable information needed by the public and policymakers in their efforts to create programs and policies that will save lives and prevent violence. Both descriptive or basic science studies and applied or policy research will be supported. NCGVR encourages collaborations between researchers and practitioners, as well as research on multidisciplinary interventions, such as those that integrate medical systems and policing.

As part of this mission, the foundation is seeking applications for its annual Nathan Cummings Foundation Fellowship program, which provides three individuals with up to $150,000 each over eighteen months to pursue a visionary social justice, economic justice, and/ or climate change objective. The foundation is interested in projects that demonstrate exceptional vision and a willingness to disrupt entrenched systems and take risks. All proposed projects must relate to at least one of the major challenges the foundation is dedicated to addressing: inequality and climate change. Fellowship applications should align with at least one of the foundation's four focus areas within these two major issues: Inclusive Clean Economy; Racial and Economic Justice; Corporate and Political Accountability; and Voice, Creativity and Culture.

The Upholding the Rule of Law and Preventing Wrongful Convictions (URLPWC) Program is committed to protecting the integrity of the criminal justice system and the consistent application of due process for all. The URLPWC Program supports efforts by both conviction integrity or review units (CIUs) and wrongful conviction review entities (WCR entities) that represent individuals with post-conviction claims of innocence to review individual cases.

The field of corrections is constantly evolving, requiring continuous learning and professional development for its administrators. With responsibility for leading complex correctional systems, Correctional Executives are charged with managing human resources, developing and implementing agency policy and procedure, engaging with internal and external stakeholders, and administering significant fiscal resources - all while supporting strong business practices and delivering results. As such, it is imperative for Correctional Executives to stay current regarding critical issues facing the field and methods for effectively addressing areas of need. It is critically important for them to keep abreast of correctional best practices and emerging issues, as well as developing and maintaining a strong association participant's network of other correctional administrators. Further, other Correctional Executives provide vital assistance in gathering information, sharing perspectives, and providing possible solutions for their associate participants. . NIC has been committed for years to improving executive performance by providing excellent leadership and management training through previous Executive Excellence programs to corrections professionals. In an effort to expand on the resources NIC has provided the field with the document Correctional Leadership Competencies for the 21st Century, a portion of which specifically addresses the role of Correctional Executive. The next step is to continue to create an increasingly vital blended training curriculum for this position and the final phases for two program presentations

Countries in the East Asia and Pacific region (EAP) are increasingly focused on enhancing regional security. Transnational criminal organizations take advantage of porous borders and fragile rule of law to illegally traffic drugs, arms, people, and wildlife. While countries in EAP face a range of challenges in developing robust rule of law, commonalities provide the context for INL's regional rule of law programming. Interagency and international cooperation on cases remains limited. Corruption is pervasive in many countries in the region. Legal systems are overburdened, and professionals may not have the resources to address their caseloads fully. This project will pilot professional development opportunities for legal professionals in the first five years of their career. The project will focus on sustainable legal professional development for prosecutors, judges, and public defense attorneys involved in criminal cases in the proposed pilot country. In the second year of the project, the implementer will conduct an assessment of a proposed second country for expansion.

In response to the growing national interest in pretrial reform and demand for risk assessment to aid courts in making release or detention decisions, the Laura and John Arnold Foundation (LJAF) plans to dramatically expand access to its Public Safety Assessment (PSA) and broaden the level of research on its use and effectiveness. Since the PSA was launched in 2013, more than 600 jurisdictions have contacted LJAF about possibly using it. This intense level of interest reflects the nationwide momentum favoring evidence-based pretrial decisions. The PSA was developed to address the inequity in the system that causes the poor to be jailed simply because they're unable to make bail. The PSA is currently in use in about 40 cities, counties and states. "The call for change is clear and now is the time to act," said Laura Arnold, co-chair of the Laura and John Arnold Foundation. "Meanwhile, we must develop a deeper understanding of the effectiveness and impact of risk assessment."

The focus of this program is to enhance the capacity of state, local, tribal, and territorial criminal justice systems to prevent, investigate, respond, and prosecute economic, high-technology, and white collar crimes through specialized training and technical assistance. The program also supports the crime prevention of these types of crimes through education and training of law enforcement, corrections, probation/parole, prosecutors, first responders, and members of the community. The training classes are provided both in a classroom setting and online allowing state, local, tribal, and territorial officers, investigators, and prosecutors to attend the classes at no charge to their agency. The program also provides technical assistance to agencies, upon request, to assist with specific needs or investigative support.

The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs). The improved coordination of IP enforcement efforts among federal, state, and local authorities is a central goal of the Strategic Plan and is of primary importance to DOJ. As a result, projects funded under this solicitation must align with the mission of the DOJ IP Task Force, and establish and/or enhance state and local IP enforcement task forces that include relevant law enforcement agencies and federal agencies (to include, where appropriate, local offices of the Federal Bureau of Investigation [FBI], U.S. Immigration and Customs Enforcement's Homeland Security Investigation [ICE HSI], and U.S. Attorneys.

The intent of the BAA is to allow co-creation and co-design to the maximum extent to create high quality, effective partnerships with great efficiency in time and resources. USAID/Malawi will invite selected for-profit and non-profit, public and private organizations, as detailed below, to co-create research and development (R&D) solutions to the Problem and Challenge Statements stated in this BAA, including those organizations that have ideas, expertise, resources, and/or funding to add to potential solutions. Co-Investing: USAID/Malawi wants to align goals with the partners under this BAA, to facilitate shared responsibility, shared risk, and shared resourcing. Shared resourcing requires that cash and other resources, both tangible and intangible, such as in-kind contributions, expertise, intellectual property, brand value, high-value coordination, and access to key people, places, and information, are directed towards reaching the solution to the Problem/Challenge. Co-investing does not require equal shared resources (such as 1:1 leverage), but rather resource contributions that are appropriate to the specific project's objectives, considering the comparative advantages brought by the participation of each party. USAID/Malawi seeks expressions of interest to develop programming approaches to address the challenge through two themes: A. : Veterans treatment courts respond to the unique circumstances of veterans entering the justice system. The first veterans treatment court was established in 2008. As of this writing, there are more than 350 in the country, with scores more being planned. The rapid proliferation of veterans treatment courts has created a heightened need for evidence-based tools to identify the criminogenic risks and clinical needs of court-involved veterans and to promote best practices such as multidisciplinary case planning and client monitoring.

PSN is designed to create safer neighborhoods through a sustained reduction in gang violence and gun crime. The program's effectiveness is based on the cooperation and partnerships of local, state, and federal agencies engaged in a unified approach led by the U.S. Attorney (USA) in each district. One if the five core components of PSN is its provision of available training opportunities to PSN teams to assist them in the effective implementation of the critical components identified in their approved Strategic Action Plans. The Department will make available training and technical assistance (TTA) to our state, local, and tribal partners, to ensure they have the information they need to succeed. BJA will be seeking TTA providers who will develop criminal justice-related curricula and deliver TTA to state, tribal, and local law enforcement agencies, other justice system agencies, and communities.

The 2020 CPD program will fund projects that develop knowledge, increase awareness of effective community policing strategies, increase the skills and abilities of law enforcement and community partners, increase the number of law enforcement agencies and relevant stakeholders using proven community policing practices and institutionalize community policing practice in routine business. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the CPD solicitation to address critical topics in the law enforcement field by building on the principles of community policing. The 2020 CPD program has been established to fund specific projects related to the following topic areas: (1) Law Enforcement Injury Prevention and Rehabilitation Program Toolkit; (2) Recruiting the Next Generation of Officers and Deputies; (3) Promising Practices in Law Enforcement Victim Support; (4) Rural Law Enforcement Training Center; (5) Managing High-Risk Law Enforcement Vehicular Pursuits; (6) Implementing Successful Faith-Based Partnerships; (7) Police Academy Innovations; (8) Public Safety Implications of Driving Automation Systems for Motor Vehicles; (9) Open Category; and (10) Invitational Applications.
