The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

The Unitarian Universalist Service Committee (UUSC) invites applications for its 2018 Innovation Fellowship on the subject "Resisting Criminalization." UUSC and the Unitarian Universalist Association (UUA) are engaged in a joint campaign that aims to "resist the harm created by criminalization" and to "create more safe, just, welcoming, and sustainable communities." The UUSC Human Rights Innovation Fellowship is a one-year $25,000 grant, awarded to an individual or non-governmental organization, designed to bring about systemic change by creating, nurturing, or spreading an innovation in human rights. For this year's theme, UUSC invites applications from individuals or organizations working on projects that seek to combat the systemic criminalization of immigrant communities, communities of color, Muslims, and LGBTQI communities in the United States - and individuals and communities at the intersections. These innovations may be legal strategies, methods of mobilization, methods of community outreach, technological or financial products or apps, path breaking applied research, advances in corporate accountability, or other new approaches. The successful proposal will be rights-based, align with UUSC's values and approach, positively impact and engage at-risk communities, and provide a new, different, and timely solution.

This initiative is intended to support or expand on federal, state, local, and tribal efforts to enforce crime victims’ rights. Applicants may apply under the following purpose areas: victims’ rights legal clinics that will provide legal representation to victims and train allied professionals in an effort to enforce victims’ rights in the criminal justice process (Purpose Area 1), and one training and technical assistance provider to provide support to the selected legal clinics (Purpose Area 2). OVC anticipates making up to eight awards under purpose area 1 and one award under purpose 2 of up to $1 million each. The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State's efforts to strengthen citizen security and combat drug trafficking and transnational crime. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. The resources entrusted to us enable INL to deliver technical assistance and capacity to: enhance international drug control through interdiction and supply reduction; develop civilian law enforcement capacity, regional partnerships, and information sharing; and further the administration of justice and corrections under the rule of law with respect for human rights. This mission supports peace and security by stabilizing and strengthening security institutions and by combating narcotic-trafficking and other transnational crimes such as money laundering, criminal gangs, and wildlife trafficking. It promotes governing transparently and democratically by strengthening justice sector institutions, good governance, and respect for human rights and gender equality.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that advance human rights and rule of law; support civil society engagement and leadership on peacebuilding, coexistence, and conflict mitigation in Syria; provide support for survivors of torture and sexual and gender-based violence (SGBV); and promote peaceful coexistence, transitional justice, and accountability.

OVC will award one cooperative agreement to conceptualize, develop, and produce a comprehensive kit in English and Spanish that will serve as a resource for the victim services field to support efforts to heighten public awareness of crime victim issues nationwide during National Crime Victims' Rights Week in April 2019, and throughout the year. This year, the development of the NCVRW Theme Video will be included in the solicitation. The recipient will collaborate with OVC to develop a creative plan, identify key people and events to interview and videotape, explore additional resources for images and sound (such as news footage, radio reports, still photographs, victim impact statements, etc.) and produce a compelling NCVRW Theme video that succinctly captures the importance of victims' rights and services. Additionally, based on usage and download trends since 2012, the grantee will make a recommendation for translating components of the Resource Guide into Spanish. This award amount recommended in this program plan assumes the entire Resource Guide and Theme Video subtitles will be translated. Funding will also include the creation of the 2020 theme narrative.

The Foundation looks for strategic points where its funds can make a significant difference and improve lives through policy and system reform that results in transformative change. We focus on three program areas: Criminal Justice, Youth Justice and Workers' Rights.

INL is currently seeking an organization with the requisite capability and experience to support the Armenian Justice Academy to develop quality curriculum and content for continuing education of investigators, prosecutors, and judges, with a focus on anti-corruption, human rights protection of vulnerable populations, and pretrial detention alternative courses.

DRL seeks proposals for an 18 - 24 month project for $800,000 to support effective action by Nicaraguan civil society to collectively defend democracy and human rights according to the international commitments made by the Government of Nicaragua.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to strengthen the ability of criminal justice institutions to combat transnational organized crime. INL is operationalizing this policy goal in Guinea. Helping to build the architecture of democracy, INL's goal is for the Government of Guinea to provide citizen security in a manner that respects human rights and the rule of law. Supporting the Ministry of Justice's (MOJ) strategic reform agenda is a key component of our program.

MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

As part of broader university-wide diversity and inclusion efforts, the Office of the President and the Office for the Advancement of Research and Scholarship (OARS) have issued a special call for proposals to conduct research, scholarship, or creative activities in the areas of social justice, human rights, diversity, and inclusion. Proposals may be submitted in any of these areas, but must address a scholarly question that will lead to testable objectives or measurable outcomes.
