Community Corrections Supervision organizations are increasingly interested in adopting effective supervision interventions as a growing body of research indicates that staff, well trained in evidence-based practices, improve public safety outcomes. More specifically, the community corrections profession is investing in interventions that support behavior change and are moving away from using only control and containment supervision strategies. Research indicates, when community supervision staff employ evidence based approaches that reduce risk and need, coupled with skillful use of innovations such as Core Correctional Practices (i.e., effective reinforcement, cognitive restructuring and professional alliance), they become adept at helping persons under community supervision identify thinking errors, develop problem-solving skills and have the ability to reinforce these new skills.

The National Violence Against Women Law Enforcement Training and Technical Assistance Consortium (NLETC) to support the training and technical assistance (TTA) needs of state, tribal, territorial, and local law enforcement agencies, sworn officers, and civilian staff that will enhance and strengthen law enforcement responses to domestic violence, dating violence, sexual assault, and stalking. The NLETC will also provide targeted TTA to tribal law enforcement on sex trafficking. The NLETC reflects OVW's commitment to ensuring that law enforcement responses to and investigations of domestic violence, dating violence, sexual assault, and stalking are victim-centered, can aid in successful prosecution, and empower victims to heal and achieve safety and justice.

Law Enforcement Mental Health and Wellness Act (LEMHWA) funds are used to improve the delivery of and access to mental health and wellness services for law enforcement through training and technical assistance, demonstration projects, and implementation of promising practices related to peer mentoring mental health and wellness programs. The 2020 LEMHWA program will fund projects that develop knowledge, increase awareness of effective mental health and wellness strategies, increase the skills and abilities of law enforcement, and increase the number of law enforcement agencies and relevant stakeholders using peer mentoring programs. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the LEMHWA solicitation to address law enforcement mental health and wellness. The 2020 LEMHWA program has been established to fund specific projects related to the following topic areas: (1) Peer Support Implementation Projects; (2) National Peer Support Program for Small and Rural Agencies; (3) LEMHWA Coordinator Assistance Provider, and (4) Invitational Applications. OVC is seeking applications to implement projects intended to improve outcomes, minimize additional trauma, and restore safety and security to older adult victims of abuse and financial exploitation. OVC anticipates making up to 12 awards up to $500,000. OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2020. This solicitation seeks applications for funding to conduct an expansion or extension of one or more ongoing/existing longitudinal research studies that focus on delinquency and crime throughout the life-course, which may include childhood, adolescence, and young adulthood. Applicants are encouraged to adopt a holistic approach to the study of child and adolescent development and the emergence, persistence, and desistance of delinquent and criminal offending. The research findings are intended to identify malleable risk and protective factors, which can be effectively targeted in efforts to prevent the onset of delinquency and to intervene in the lives of juvenile and young adult offenders. This solicitation supports the U.S. Department of Justice strategic goal to reduce violent crime and promote public safety.

Tribal Resources Grant Program - Technical Assistance (TRGP-TA) program funds are used to provide funding to support tribal law enforcement agencies through training and technical assistance efforts around community policing topics. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the TRGP-TA solicitation to address tribal law enforcement training and technical assistance efforts. The 2020 TRGP-TA program has been established to fund specific projects related to the following topic areas: (1) Cold Cases and Missing or Murdered Indigenous Persons; and (2) Developing an Alaskan Law Enforcement Recruitment Strategy. Detailed descriptions of each of these topics are available in the application guide. There is up to $800,000 in TRGP-TA funds available. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. Funding is limited, and it is expected that this solicitation will be very competitive. Each award or cooperative agreement is two years (24 months) in length. There is no local match. Each award will be in the form of a cooperative agreement, the funding instrument used for substantial federal involvement.

OJJDP envisions a nation where our children are healthy, educated, and free from violence. If they come into contact with the juvenile justice system, that contact should be rare, fair, and beneficial to them. OJJDP supports states and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system so that it protects public safety, holds justice-involved youth appropriately accountable, and provides treatment and rehabilitative services tailored to the needs of youth and their families. This program will assist OJJDP in coordination and assessment of its juvenile justice reform programs.

The Intellectual Property Enforcement Program, administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address intellectual property criminal enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their intellectual property task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorneys' Offices (USAOs). This program is generally informed by section 401 of Public Law 110-403, which authorizes DOJ to provide funding to support state and local intellectual property theft enforcement efforts.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence that impacts children and youth, collectively referred to as Adverse Childhood Experiences (ACEs), including child abuse and neglect, teen dating violence, sexual violence, youth violence, and exposure to adult intimate partner violence. This initiative is intended to support the evaluation of primary prevention strategies, programs, or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing child abuse and neglect and at least one other form of violence affecting children and youth, including teen dating violence, sexual violence, youth violence and exposure to adult intimate partner violence as detailed elsewhere in this announcement.

This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. This solicitation will provide grants under the following categories. Category 1: Implementing Evidence-Based Substance Abuse and Mental Health Treatment Services Category 2: Reentry Antigang Strategies and Programs Category 3: Community Supervision Review and Enhancement Training and Technical Assistance

The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs). The improved coordination of IP enforcement efforts among federal, state, and local authorities is a central goal of the Strategic Plan and is of primary importance to DOJ. As a result, projects funded under this solicitation must align with the mission of the DOJ IP Task Force, and establish and/or enhance state and local IP enforcement task forces that include relevant law enforcement agencies and federal agencies (to include, where appropriate, local offices of the Federal Bureau of Investigation [FBI], U.S. Immigration and Customs Enforcement's Homeland Security Investigation [ICE HSI], and U.S. Attorneys.

This solicitation seeks applications for funding to study the root causes of school violence and evaluate the effectiveness of projects funded by the Bureau of Justice Assistance (BJA) or by the Office of Community Oriented Policing Services (COPS) under the STOP School Violence Act. NIJ anticipates that at least $2 million will be available to support this solicitation, with the potential for additional funding from the Bureau of Justice Assistance (BJA).

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $6,000,000 total costs for up to three cooperative agreements of up to $2,000,000 total costs each to fund technical assistance projects to improve the capacity of civil society to better understand and address child labor and/or forced labor abuses and promote acceptable conditions of work in a sector and/or supply chain. The project should achieve the following outcomes: (1) Improved capacity of civil society to identify and document accurate, independent, and objective information on the nature and scope of child labor and/or forced labor, and violations of acceptable conditions of work in a sector and/or supply chain; (2) Improved capacity of civil society to raise awareness for the protection of workers from child labor and/or forced labor abuses, and violations of acceptable conditions of work; and (3) Improved capacity of civil society to implement initiatives to address child labor and/or forced labor and violations of acceptable conditions of work, including facilitated access to grievance mechanisms and/or remedy for victims of labor exploitation. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award.
