INL has provided extensive assistance to the General Police Inspectorate and the Ministry of Internal Affairs to further increase the level of public trust in the Moldovan police force, which is a major goal specified in the 2016-2020 Police Development Plan. While levels of public trust have increased, there is an opportunity to achieve further progress. INL plans to expand its partnership to Moldovan schools to facilitate collaboration between police officers and teachers in reaching out to young people. To support further progress in Moldova, the U.S. Department of State has allocated $650,000 USD in FY 2016 Law Enforcement Reform Funds for a program to support Moldovan communities in preventing juvenile delinquency and raising awareness about civic rights through educational activities for Moldovan youth in coordination with Moldovan law enforcement. The activity will also help to facilitate a fundamental shift of thinking within the police, courts, and community towards restorative justice elements and raise awareness among Moldovan youth about widespread problems such as domestic violence, sexual assault, and trafficking in persons. INL is looking for creative and proactive community-based models that focus on bringing Moldovan communities and law enforcement together in the schools.

The goal of the Immigration Litigation Fund, administered by Borealis Philanthropy, is to ensure that the nation's immigration enforcement system is fair, humane, and prioritizes the civil and human rights of those vulnerable to deportation. The Fund supports impact litigation efforts that challenge discriminatory, unlawful, and overly punitive immigration enforcement policies and practices at any stage of the enforcement trajectory from identification and apprehension, to detention and removal, as well as efforts to exclude certain immigrants from entering the country. Project support is provided for impact litigation costs and strategic convenings meant to advance coordination on an issue related to enforcement and impact litigation efforts. This funding will support United States government objectives under the U.S. Strategy for Central America (Strategy), and are accomplished through the promotion of prosperity, enhancement of security, and improvement of governance. These objectives are also included under the Central America Regional Security Initiative (CARSI), which is a component of the Strategy. Within Central America (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama), the United States works with partner nations to strengthen institutions to counter the effects of organized crime, uphold the rule of law, and protect human rights. Institution building is coupled with both prevention projects that dissuade at-risk youth from turning to crime and gangs and community policing projects that engage local communities on citizen security issues.

The Foundation for Improvement of Justice encourages improvement by recognizing and rewarding accomplishment in the following categories: Legal Reform, Crime Prevention, Child Protection, Speeding the Process, Crime Victims' Rights, Alternative Sentencing, Reducing Recidivism, Lowering the Cost, Effecting Restitution, and other significant efforts.

INL is one of the leading international foreign assistance providers in CAR, and has an excellent reputation among the CAR government and the UN mission as a committed partner to building the capacity of CAR's criminal justice institutions. INL has committed more than $40 million to help re-operationalize and re-establish CAR's law enforcement, justice, and corrections institutions during the past four years. This project seeks to provide training and technical assistance to strengthen the ability of CAR civil society organizations, lawyers, police investigators, prosecutors, and judges to ensure justice for SGBV survivors and crime victims in Bangui and CAR's provinces, while also providing urgently needed legal services to SGBV survivors and victims of other serious crimes and human rights violations .

The 2017 Transparency International Corruption Perceptions Index Report indicated that "across Eastern and Southeast Europe, civil society organizations and independent media experienced challenges in their ability to monitor and criticize decision-makers." Moreover, perceived instances of selective justice in Moldova and widespread corruption are widely regarded as key impediments to substantive reform in the criminal justice system that also contribute to low public trust in justice sector institutions. An active civil society plays an important role in protecting fundamental rights by monitoring the local actions of law enforcement entities and justice sector institutions, which can contribute to productive communication and enhance public trust.

Through this Leader with Associates Award, USAID will bring cutting-edge expertise in anticorruption to bear on USAID's global and mission-level biodiversity conservation, natural resource, and democracy, rights and governance programs. The overall program purpose is to combat wildlife trafficking and other environmental crimes by reducing corruption. The program aims to accomplish this purpose by: (1) building on global experience across sectors to provide thought leadership, best practices, tools, and opportunities to build partnerships to tackle corruption; and (2) supporting USAID Missions to better tackle corruption within their wildlife trafficking, natural resources management and biodiversity conservation portfolios.

Supporting civil society and creating a space for a diversity of people and ideas is a cornerstone of U.S. foreign policy abroad. To that end, the U.S. Mission to China (Embassy Beijing and Consulates General Chengdu, Guangzhou, Shanghai, Shenyang, and Wuhan) seeks to support activities that promote civic engagement, human rights, good governance, rule of law, environmental protection, education, and multilateral and economic engagement. Such programming will enhance and broaden the outreach of the U.S. Mission in China.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

The purpose of this project is the accreditation of management practices and delivery of law enforcement services of Mexican law enforcement agencies, emergency communications centers and police academies (here in after referred as Mexican agencies) according to standards that meet international standards. Participating Mexican law enforcement agencies are evaluated with regard to major law enforcement areas such as: 1) Roles, responsibilities and relationships with other agencies; 2) Organization, management and administration; 3) Personnel Administration; 4) Law Enforcement operations, operation support and traffic law enforcement; 5) Detainee and court-related services; and 6) Auxiliary and technical services. The accreditation process provides a structured mechanism for Mexican law enforcement agencies to improve their management practices and the delivery of law enforcement services to their communities. Subject to the availability of funds and pending Department of State management approvals, INL intends to issue an award in an amount not to exceed $7,000,000 in total funding. The U.S. Dollar amount will be funded from INL allocated funds, for an initial project period of five (5) years. INL reserves the right to fund any number of applications or none of the applications submitted and will determine the resulting level of funding for each award(s).

With this solicitation, NIJ requests proposals for research to evaluate the effectiveness of the Second Chance Act (SCA) grant program in improving reentry and reducing recidivism. To support this effort, NIJ will fund a phased research evaluation strategy that details and measures the implementation, processes, outcomes, costs, and impacts of the grants awarded under the SCA grant program. This solicitation supports DOJ Strategic Objective 3.1: Combat violent crime, promote safe communities, and uphold the rights of victims of crime.

Founded in 1922, PEN America champions the freedom to write, recognizes the power of the word to transform the world, and works to unite writers and their allies to celebrate creative expression and defend the liberties that make it possible. To that end, the organization is accepting applications for the PEN America Writing for Justice Fellowship, which seeks to harness the power of writers and writing in being witness to the societal consequences of mass incarceration by capturing and sharing the stories of incarcerated individuals, their families, communities, and the wider impact of the criminal justice system.
