The Second Chance Act Programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry and recidivism reduction. "Reentry" is not a specific program, but rather a process that starts when an individual is initially incarcerated and ends when he or she has been successfully reintegrated in the community as a law-abiding citizen. The reentry process includes screening and assessment in a pre-release setting, the delivery of evidence-based programming in a pre-release setting, and the delivery of a variety of evidence-based programming for every program participant in a post-release setting designed to ensure that the transition from prison or jail to the community is safe and successful. The Reentry Program for Adult Offenders with Co-Occurring Substance Abuse and Mental Health Disorders is designed to improve outcomes for adults with co-occurring substance abuse and mental health disorders through the screening and assessment of incarcerated individuals, availability of some pre-release programming, leading to the provision of appropriate evidence-based services and treatment after incarceration.

With this solicitation, NIJ seeks to build knowledge on best practices in offender reentry initiatives. Specifically, NIJ requests proposals for rigorous research to examine reentry initiatives that incorporate promising practices, strategies, or programs. For this solicitation, NIJ is interested in supporting evaluations of innovative reentry initiatives that focus on juveniles, young adults (aged 18-24), and adults with a moderate-to-high risk of reoffending. A particular focus on the risk of reoffending with a violent crime is encouraged. These initiatives may be applicable to juvenile residential facilities, institutional and/or community corrections.

The Second Chance Act (Pub. L. 110-199) seeks a comprehensive response to the increasing number of incarcerated adults and juveniles who are released from prison, jail, and juvenile residential facilities and return to their communities. There are currently over 2.2 million individuals serving time in our federal and state prisons, and millions of people cycling through local jails every year. Ninety-five percent of those incarcerated today will eventually be released and will return to communities. The coordination of reentry services for members of Native American tribes is even more complex given that they can return from federal, Bureau of Indian Affairs (BIA), state, local, and tribal facilities. The Second Chance Act Programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry and recidivism reduction. Developing a reentry approach for reducing recidivism is extremely challenging for even the most sophisticated correctional agency, requiring access to data and service delivery and coordination from multiple systems, including housing, health, employment, education, etc. This solicitation will provide funding for 12-month strategic planning grants during which time state-level participants will convene and work to 1) identify the drivers of recidivism in the state, 2) identify a target population and recidivism reduction goals for the state, 3) review the alignment of existing corrections programs and practices with evidenced-based practices, and 4) develop a plan to meet recidivism reduction goals using evidenced-based practices. Upon the completion of the Statewide Recidivism Reduction Strategic Plan, states will be invited by BJA to submit applications for implementation grants of up to $1 million with the potential for two supplemental awards of $1 million each. This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. ection 101 of the Second Chance Act authorizes the Department of Justice to award grants to counties and states to improve reentry outcomes for incarcerated youth. The Second Chance Act Program supports counties and states in refining and implementing improved collaborative strategies to address the challenges that reentry and recidivism reduction pose. Implementing a cooperative and wide-ranging plan for reducing recidivism is challenging for even the most sophisticated juvenile justice agencies and requires an intensive systemwide realignment to address gaps in programs and services to improve outcomes for youth in contact with the juvenile justice system. This program will provide grants to support counties and states that have developed a recidivism reduction plan to better align juvenile justice policy, practice, and resource allocation with what research shows works to reduce recidivism and improve outcomes for youth in contact with the juvenile justice system. OJJDP expects that a committee, task force, or working group will designate an agency to act as the legal applicant for this grant program. This solicitation will support counties and states that illustrate their readiness to implement a planning strategy developed and coordinated among multiple systems, to track implementation progress, and to show progress toward sustainable changes.

The purpose of this project is to support methodologically rigorous research and evaluations (ideally a randomized controlled demonstration field experiment) with practical implications for government-funded juvenile reentry including in areas not limited to screening and assessment, behavioral management, organizational or institutional capacity and structure, cross-system services and coordination, post-release services and supervision, and family engagement and support. OJJDP is particularly interested in studies that focus on effective strategies for juveniles with co-occurring substance abuse and mental health issues; gang involved juveniles; and older juveniles or young adults who are returning to communities struggling with violence and crime.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a guiding framework document of promising practices regarding children of incarcerated parents. This project will examine the points of the criminal justice continuum from arrest and jail incarceration through the pre-adjudication phase; including: pretrial, release, diversion, guilty adjudication, and reentry from local jails and how each of the decisions made throughout the pre-adjudication phase in the criminal justice system impacts this population. The project will further identify and highlight innovations and promising practices that have shown to positively impact children of incarcerated parents. This project will be a collaborative venture with the NIC Community Services Division.

This project will develop research-to-practice resources to advance the understanding, translation, and application of research and research-based strategies across four primary components of the juvenile justice system: (1) prevention and diversion, (2) community-based alternatives to placement, (3) detention and secure confinement, and (4) reentry. The intent of this project is to assist OJJDP, practitioners, and researchers with the translation and dissemination of research findings to be more understandable, useful, and strategically targeted. This project will collect and analyze current research findings on effective juvenile justice practices and develop innovative and easily accessible, consumable resources and tools for juvenile justice practitioners, administrators, and policymakers. The project will assist OJJDP in identifying and synthesizing relevant research into actionable, evidence-based practice tools to improve public safety and the effectiveness of the juvenile justice system.

Through this solicitation, NIJ will provide small planning grants to develop proposals for new and innovative criminal justice research projects involving federally recognized tribes (or tribally based organizations) and which represent a new tribal-researcher investigator partnership. The following research topics are of particular interest to the U.S. Department of Justice: (1) The impact of concurrent criminal jurisdiction on the administration of justice in Indian country and Alaska; (2) The effectiveness of the criminal justice response to the use and abuse of alcohol and other drugs [e.g., methamphetamine, heroin and other opioids including fentanyl, diverted pharmaceuticals, synthetic drugs, and analogues); (3) Crime prevention and intervention efforts; (4) Criminal offending; (5) Enhancing investigations and prosecutions; (6) Provision, role, and impact of forensic science services (including medico legal death investigation); (7) Murdered, missing, and trafficked women and girls; (8) Violent crime reduction; (9) Responding to and reducing victimization; (10) Strengthening tribal justice systems (e.g., evaluating tribal healing to wellness courts tribal-state collaborations, wellness court collaborations, technology-based court systems to improve court operations and outcomes, tribal-reentry programs); (11) Developing and testing tools and technologies to improve criminal justice policy and practice (e.g., unmanned aircraft systems, body-worn cameras, drug-detecting technology, location-based technology, digital devices or applications, victim technology-based services)

The Tribal Justice Corrections Capacity Building Training and Technical Assistance Program furthers the Department's mission by assisting federally recognized Indian tribes in strengthening their correctional system capacity to provide community supervision and implement reentry strategies to reduce crime, enhance public safety, and facilitate community reintegration efforts for justice-involved individuals.

In 2007, the National Institute of Corrections (NIC) launched the Transition from Jails to Community (TJC) Initiative to support the local reentry efforts of justice-involved adults. Under the Initiative, targeted technical assistance was provided to fourteen learning sites (including two jurisdictions selected in response to California Assembly Bill 109). Historically, community reintegration has proven complicated related to the brief length of stays in jails, the complex needs of justice-involved adults, and the lack of community-based coordination for supervision and/or post release treatment. These reintegration issues are more pronounced when considering the approximate 12 million adults transitioning through our nation's 3000+ local and community jails annually. The need exists for implementation of national strategy to increase public safety while enhancing evidence based programming to support the reintegration efforts of the men and women transitioning back into our nation's communities.

With this solicitation, NIJ requests proposals for research to evaluate the effectiveness of the Second Chance Act (SCA) grant program in improving reentry and reducing recidivism. To support this effort, NIJ will fund a phased research evaluation strategy that details and measures the implementation, processes, outcomes, costs, and impacts of the grants awarded under the SCA grant program. This solicitation supports DOJ Strategic Objective 3.1: Combat violent crime, promote safe communities, and uphold the rights of victims of crime.

SCA funding helps jurisdictions around the country develop, implement, and test strategies and programs to assist youth and adults as they transition out of detention and incarceration and reenter their communities. Using SCA appropriations, BJA and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) award grants directly to state and local governments, federally recognized Indian tribes, and nonprofit organizations to provide and improve reentry services with the goal of reducing recidivism.
