     This purpose of this grant is to: educate, train, and produce materials for law enforcement, criminal justice practitioners, and treatment providers to reduce justice costs, reduce recidivism, improve access to services and service delivery, and reduce disproportionality of punishment in the criminal justice system. The grant recipient shall:* Use expert practitioners in the fields engaged in law enforcement, criminal justice systems planning, and drug courts, specifically law enforcement, prosecutors, defense attorneys, judges, probation and parole officers, corrections officials, treatment providers, and criminal justice and public health policymakers. * Provide in-person training and jurisdiction-specific technical assistance to a variety of demographically-composed areas at the state, local, and tribal levels.* Include ONDCP policy priorities in the development and execution of training and technical assistance program and educational materials: o evidence-based treatment, medication-assisted treatment for opioid use disorders, o overdose prevention, o diversion programming with comprehensive case management and service provision* Collect and analyze data from jurisdictions engaged in grantee programming on alternatives to incarceration to determine the effectiveness of the trainings and on-site assistance.

Legal Socialization in Moldovan Schools - 0 views

    INL has provided extensive assistance to the General Police Inspectorate and the Ministry of Internal Affairs to further increase the level of public trust in the Moldovan police force, which is a major goal specified in the 2016-2020 Police Development Plan. While levels of public trust have increased, there is an opportunity to achieve further progress. INL plans to expand its partnership to Moldovan schools to facilitate collaboration between police officers and teachers in reaching out to young people. To support further progress in Moldova, the U.S. Department of State has allocated $650,000 USD in FY 2016 Law Enforcement Reform Funds for a program to support Moldovan communities in preventing juvenile delinquency and raising awareness about civic rights through educational activities for Moldovan youth in coordination with Moldovan law enforcement. The activity will also help to facilitate a fundamental shift of thinking within the police, courts, and community towards restorative justice elements and raise awareness among Moldovan youth about widespread problems such as domestic violence, sexual assault, and trafficking in persons. INL is looking for creative and proactive community-based models that focus on bringing Moldovan communities and law enforcement together in the schools.

Justice Sector Technical Assistance Program - 0 views

    The Higher Judicial Council (HJC) is the main body charged with improving and reforming the judiciary. However, the HJC admittedly does not have the technical expertise to make these wide-ranging, systemic reforms in the two areas indicated above. The technical expertise from an implementer would provide expert advice and training on how to prosecute and adjudicate complex criminal cases that involve the use of technical evidence and/or evidence derived from modern forensic techniques, especially as they relate to cases involving money laundering, cybercrime, and terrorism. Training, advice, and mentorship are also needed on the development and use of a plea bargaining system and on alternatives to incarceration that are written in the law, but implemented on an ad hoc basis. There are alternatives to incarceration laws on the books, i.e. setting bail and parole for minor misdemeanor cases, however they are either not used or used on an inconsistent basis. There is no law on plea bargaining.

    The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve both the capacity of civilian law enforcement to provide citizen security, as well as the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform program is to enhance the performance and capacity of Tunisia's corrections institutions. INL is initiating this notice of funding to provide continued assistance to the DGPR and to build upon previous efforts to implement the classification program system-wide in order to promote safe, secure, and humane prisons.

    The Drug-Free Communities (DFC) Support Program was created by the Drug-Free Communities (DFC) Act of 1997 (Public Law 105-20). The DFC Mentoring (DFC-M) Program was established as a component of the DFC Support Program when the program was reauthorized in 2001 (Public Law 107-82, 115 Stat. 814). The DFC Mentoring Program was also included in the Office of National Drug Control Policy Reauthorization Act of 2006 (Public Law 109-469). The purpose of the DFC-M Program is to assist newly forming coalitions in becoming eligible to apply for DFC funding on their own. It is the intent of the DFC-M Program that, at the end of the Mentoring grant, each Mentee coalition will meet all of the statutory eligibility requirements of the DFC Support Program and be fully prepared to compete for a DFC grant on their own. Recipients will be expected to achieve this by meeting the following goals: 1. Strengthen the Mentee coalition's organizational structure. 2. Increase the Mentee coalition's leadership and community readiness to address youth substance use problems in the Mentee community. 3. Assist the Mentee coalition in working through a strategic planning process that will result in a comprehensive Action Plan.

Professional Development for Young Legal Practitioners in East Asia and the Pacific - 0 views

    Countries in the East Asia and Pacific region (EAP) are increasingly focused on enhancing regional security. Transnational criminal organizations take advantage of porous borders and fragile rule of law to illegally traffic drugs, arms, people, and wildlife. While countries in EAP face a range of challenges in developing robust rule of law, commonalities provide the context for INL's regional rule of law programming. Interagency and international cooperation on cases remains limited. Corruption is pervasive in many countries in the region. Legal systems are overburdened, and professionals may not have the resources to address their caseloads fully. This project will pilot professional development opportunities for legal professionals in the first five years of their career. The project will focus on sustainable legal professional development for prosecutors, judges, and public defense attorneys involved in criminal cases in the proposed pilot country. In the second year of the project, the implementer will conduct an assessment of a proposed second country for expansion.

Prosecutor Support for Impaired Driving - 0 views

    NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nation's highways through education, research, safety standards and enforcement activity. States are responsible for laws regulating individual conduct and behavior within their jurisdictions. This includes the regulation of impaired driving. The DOT has a long history of development and evaluation of prosecutor training for the prosecution of impaired driving cases. Beginning in 1991, the DOT committed to developing a comprehensive prosecutorial impaired driving program and other highway safety issues to support States and provide prosecutor training. Previous efforts have created five (5) training courses that State prosecutors may use and developed the delivery of the training to States. These training courses include courtroom preparation for law enforcement as law enforcement and prosecutors work closely to reduce drug impaired driving through enforcement and adjudication. NHTSA's support for prosecutor training development has continued and this Notice of Funding Opportunity (NOFO) provides the opportunity to further develop and evaluate training that will increase the knowledge and skills of State and local prosecutors involved in impaired driving cases.

    The Support for Adam Walsh Act (AWA) Implementation Grant Program assists jurisdictions with developing and/or enhancing programs designed to implement requirements of SORNA. In summary, SORNA requires: (1) all States, the District of Columbia, the principal U.S. territories, and participating federally recognized Indian tribes to maintain a sex offender registry; and (2) sex offenders to register and maintain a current registration in each jurisdiction where the offender resides, is an employee, or is a student.     The purpose of this program is to support jurisdictions with an established gang presence to coordinate gang suppression efforts and activities by prosecutorial and law enforcement agencies. OJJDP has a long history of supporting community efforts to combat gang crime. Through OJJDP's Comprehensive Gang Model, communities can implement a comprehensive approach to gang crime and youth violence reduction. Suppression is a key component of OJJDP's Comprehensive Gang Model. Focused deterrence and suppression strategies can dissuade individuals and gangs from committing crimes. Such approaches highlight the punishments or legal recourse that will ensue in the commission of a crime and discourage the person or group from committing crimes in the future. These efforts, coupled with the other key components of the Comprehensive Gang Model, offer a holistic approach to support the efforts of law enforcement in combatting gang crime and promote public safety in communities. Eligible applicants will be required to implement OJJDP's Comprehensive Gang Model by working with the National Gang Center, and may use grant funds to support gang suppression activities.

    This solicitation will focus on targeted efforts to reduce gang activity by focusing on strategies to disrupt recruitment and incentivize desistance by supporting programs that offer alternative support mechanisms for youth.
