The ARI program addresses the security, prevention and protection per the PPD-8 by seeking novel cross-cutting research that will enhance national security's capability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear terrorism or radiological attacks.

The U.S. Department of State Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that address the needs of Syrians survivors of torture and other gross human rights violations (GHRV), including released political prisoners and their families. Projects should focus on the mental health and psychosocial support (MHPSS), medical, legal, and human rights documentation sectors, with specific attention focused on issues faced by recently released political prisoners and other Syrian survivors of gross human rights violations.

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations. These targeted LGUs and local community NGOs will be from Basilan, Maguindanao, and Zamboanga.

Many first responders and victim service providers are affected by vicarious trauma, defined as the exposure to the traumatic experiences of other people, because of their repeated exposure to crime victimization. The purpose of this solicitation is to build upon existing evidence-based resources and expertise (at the national, regional, tribal, state, and local levels), weave these resources together with in-depth and tailored technical assistance, based on the unique needs and resources in a particular community, and provide free and accessible support and technical assistance that results in a robust established and sustained response to vicarious trauma. Through this solicitation, BJA seeks a provider to operate a National Training and Technical Assistance Center (National TTA Center) that will assist and guide states, tribes and local governments to grow and enhance cross system responses between local law enforcement and their mental health and IDD service delivery partners; and to address local response, needs and outcomes for people with mental illness and intellectual and developmental disabilities. This National TTA Center is critical to assisting jurisdictions by organizing the structure of the National TTA Center and responding to the focus of policy and practice as outlined in this solicitation.

The purpose of the Adult Drug Court TTA Program is to assist operational adult drug treatment court programs in the development and implementation of improved program practices for increased program effectiveness and long-term participant success. BJA envisions a collaborative model of cooperating partners to assist operational courts with their individual goals of building and maximizing capacity; ensuring potential drug court participants are identified and assessed for risk and need; ensuring drug court participants receive targeted research-based services; enhancing the provision of recovery support services; ensuring the provision of community reintegration services to achieve long term recovery; and assisting in collecting and reporting on performance measures and identify and explain trends.

NIJ is seeking applications for the funding of research and program evaluation projects that inform efforts to prevent and reduce intentional, interpersonal firearm violence and public mass shootings in the United States. NIJ will support scientifically rigorous research and evaluation projects designed to strengthen the knowledge base and produce findings with the high practical utility to improve public safety. While NIJ will consider applications for relevant, scientifically rigorous research and evaluation projects designed to produce findings that address firearm violence, NIJ is particularly interested in applications in the following four areas: (1) Evaluate prevention or intervention programs and/or policies aiming to reduce firearm violence; (2) Examine the defensive use of firearms and its impact on firearm violence; (3) Examine the impact of plea bargaining firearm charges on firearm violence, and (4) Improve the understanding of mass shooters and mass shooting incidents to inform prevention efforts at a local level. This solicitation supports the U.S. Department of Justice’s priority to prevent and reduce gun crimes, gun violence related victimization, and the wide range of criminal activities related to firearm violence.

The Smart Supervision Program seeks to improve the capacity and effectiveness of community supervision agencies to increase probation and parole success rates and reduce the number of crimes committed by those under probation and parole supervision, which would in turn reduce admissions to prisons and jails and save taxpayer dollars. Funds will be awarded in two categories. In Category 1, state and local agencies will be selected to improve supervision using evidence-based supervision strategies or to innovate new strategies to improve outcomes for supervisees. For example, agencies may test supervision strategies with offenders at high risk of committing or being victimized by violence and may shift supervision strategies from time focused to goal focused and from mass supervision to focus on individualized supervision. In Category 2, a TTA provider will work with three sites to develop a model for law enforcement and prosecutors to work with probation departments with regard to high risk, violent offenders. The TTA provider will select three sites in concert with BJA and pass through funds to support their work.

The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications from a non-profit entity that is described in Section 501(c)(3) with expert knowledge and extensive experience in community mobilizing using the Seven Strategies for Community Change. Applicants must have served as an essential partner in assisting the Drug-Free Communities (DFC) Support Program with technical assistance to community coalitions in their substance use prevention efforts and have experience training youth to be substance abuse prevention leaders.

: Veterans treatment courts respond to the unique circumstances of veterans entering the justice system. The first veterans treatment court was established in 2008. As of this writing, there are more than 350 in the country, with scores more being planned. The rapid proliferation of veterans treatment courts has created a heightened need for evidence-based tools to identify the criminogenic risks and clinical needs of court-involved veterans and to promote best practices such as multidisciplinary case planning and client monitoring.

Currently, crime and forensics labs across the country are overwhelmed. This backup can often lead to delays in forensic lab testing and analysis, leading to a ripple effect of delayed prosecution and adjudication throughout the system. While some forensic analysis must be conducted in a laboratory environment, other methods are emerging, like rapid drug testing, that can be performed in the field. Currently, a lack of training and technical assistance related to the development and implementation of these technologies and techniques at the local level exists. This program seeks to fill that void. Under this program, BJA will select an applicant to establish a pilot program to develop a nationwide training model, led by an accredited institution of higher learning, pertaining to available rapid identification technology and scientifically sound field collection and testing methods which can be used when drugs are discovered in the field. The training should support evidence collection and testing technologies and methods that are reliable within State and Local court system.
