The Justice for Families Program was authorized in the Violence Against Women Reauthorization Act (VAWA) of 2013 to improve the response of all aspects of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking, or in cases involving allegations of child sexual abuse. The program includes purpose areas previously authorized under the Safe Havens and the Courts Programs, along with new purpose areas and applicant requirements.

Approximately 2.2 million people were incarcerated in federal, state, and local prisons and jails in 2013, a rate of 1 out of every 110 adults.1 For the first time since 2009, the state prison population grew between 2012 and 2013; many prison populations remain near all-time high levels and face crowding or resource challenges. And state spending on corrections has remained high. Over the last 25 years, state corrections expenditures have increased exponentially-from $12 billion in 1988 to more than $55 billion in 2013, a significant increase even accounting for inflation.2 Justice reinvestment emerged as a way to address these issues through a targeted, data-driven policymaking process. BJA, in a public/private partnership with The Pew Charitable Trusts, launched the Justice Reinvestment Initiative (JRI) in 2010 as a multistaged process in which a jurisdiction increases the cost-effectiveness of its criminal justice system and reinvests savings into high-performing public safety strategies.

The Defense Advanced Research Projects Agency (DARPA) Young Faculty Award (YFA) program aims to identify and engage rising stars in junior faculty positions in academia and equivalent positions at non-profit research institutions and expose them to Department of Defense (DoD) and National Security challenges and needs. In particular, this YFA will provide high-impact funding to elite researchers early in their careers to develop innovative new research directions in the context of enabling transformative DoD capabilities. The long-term goal of the program is to develop the next generation of scientists and engineers in the research community who will focus a significant portion of their future careers on DoD and National Security issues. DARPA is particularly interested in identifying outstanding researchers who have previously not been performers on DARPA programs, but the program is open to all qualified applicants with innovative research ideas.

BJA seeks applications for a Technical Assistance Provider (“TA Provider”) to assist in the establishment and facilitation of national-level technical assistance to approximately 20 to 25 demonstration sites in furtherance of the Sentinel Events Initiative (SEI). SEI is an effort led by the National Institute of Justiceâ€Â" the US Department of Justice’s research, development, and evaluation agencyâ€Â"to explore whether an all-stakeholder, forward-looking, non-blaming review of unanticipated events that signal an underlying system weakness in criminal justice can be used to understand areas of system risk and weaknesses, reduce the occurrence of these outcomes, increase safety, and augment the criminal justice system’s ability to fulfill its mission. Drawing heavily from similar successful efforts in the fields of medicine and transportation, this scientific inquiry aims to determine a) whether sentinel event reviews (SERs) can be implemented and routinized in a criminal justice context, b) whether these reviews can inform policy and practice improvements to mitigate the risk of analogous errors or weaknesses in the future, c) whether changes in policy and practice maximize the criminal justice system’s ability to meet its mission of reducing crime, protecting the public, and advancing the administration of justice, and d) whether these reviews are sustainable over time.

The Drug-Free Communities (DFC) Support Program was created by the Drug-Free Communities (DFC) Act of 1997 (Public Law 105-20). The DFC Mentoring (DFC-M) Program was established as a component of the DFC Support Program when the program was reauthorized in 2001 (Public Law 107-82, 115 Stat. 814). The DFC Mentoring Program was also included in the Office of National Drug Control Policy Reauthorization Act of 2006 (Public Law 109-469). The purpose of the DFC-M Program is to assist newly forming coalitions in becoming eligible to apply for DFC funding on their own. It is the intent of the DFC-M Program that, at the end of the Mentoring grant, each Mentee coalition will meet all of the statutory eligibility requirements of the DFC Support Program and be fully prepared to compete for a DFC grant on their own. Recipients will be expected to achieve this by meeting the following goals: 1. Strengthen the Mentee coalition's organizational structure. 2. Increase the Mentee coalition's leadership and community readiness to address youth substance use problems in the Mentee community. 3. Assist the Mentee coalition in working through a strategic planning process that will result in a comprehensive Action Plan.

Activities supported by this program are determined by statute, federal regulations, and OVW policies. If an applicant receives an award, the funded project is bound by the provisions of this solicitation, the DOJ Financial Guide, including updates to the guide after an award is made, the section of the Solicitation Companion Guide entitled "Post-Award Requirements for All FederalAward Recipients," and the conditions of the award.

As part of this mission, the foundation is seeking applications for its annual Nathan Cummings Foundation Fellowship program, which provides three individuals with up to $150,000 each over eighteen months to pursue a visionary social justice, economic justice, and/ or climate change objective. The foundation is interested in projects that demonstrate exceptional vision and a willingness to disrupt entrenched systems and take risks. All proposed projects must relate to at least one of the major challenges the foundation is dedicated to addressing: inequality and climate change. Fellowship applications should align with at least one of the foundation's four focus areas within these two major issues: Inclusive Clean Economy; Racial and Economic Justice; Corporate and Political Accountability; and Voice, Creativity and Culture.

The Upholding the Rule of Law and Preventing Wrongful Convictions (URLPWC) Program is committed to protecting the integrity of the criminal justice system and the consistent application of due process for all. The URLPWC Program supports efforts by both conviction integrity or review units (CIUs) and wrongful conviction review entities (WCR entities) that represent individuals with post-conviction claims of innocence to review individual cases.

The field of corrections is constantly evolving, requiring continuous learning and professional development for its administrators. With responsibility for leading complex correctional systems, Correctional Executives are charged with managing human resources, developing and implementing agency policy and procedure, engaging with internal and external stakeholders, and administering significant fiscal resources - all while supporting strong business practices and delivering results. As such, it is imperative for Correctional Executives to stay current regarding critical issues facing the field and methods for effectively addressing areas of need. It is critically important for them to keep abreast of correctional best practices and emerging issues, as well as developing and maintaining a strong association participant's network of other correctional administrators. Further, other Correctional Executives provide vital assistance in gathering information, sharing perspectives, and providing possible solutions for their associate participants. . NIC has been committed for years to improving executive performance by providing excellent leadership and management training through previous Executive Excellence programs to corrections professionals. In an effort to expand on the resources NIC has provided the field with the document Correctional Leadership Competencies for the 21st Century, a portion of which specifically addresses the role of Correctional Executive. The next step is to continue to create an increasingly vital blended training curriculum for this position and the final phases for two program presentations

To support a safer campus environment for all of Ohio's students, Governor John R. Kasich and the Ohio Department of Higher Education (ODHE) encourage immediate and thoughtful action to help prevent the occurrence of terrible crimes, and ultimately support every college and university's aim to provide an excellent and safe learning environment for students. With the goal of ending and preventing sexual violence on Ohio's campuses, the Chancellor of the Ohio Department of Higher Education is issuing this RFP for the development of a comprehensive, outcomes-based program to train coaches, staff, and faculty working with campus athletic programs. The program supports the following recommendations from the Changing Campus Culture report: · Empower staff, faculty, campus law enforcement, and students to prevent and respond to sexual violence through evidence-based training. · Communicate a culture of shared respect and responsibility. · Develop a comprehensive response policy. · Adopt a survivor-centered response. The Chancellor is seeking proposals from qualified vendor(s) and will review proposed model support services to implement comprehensive prevention and response training model for coaches, staff, and faculty working with campus athletic programs. The award of this RFP will result in a contract with the Chancellor.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The NIJ Graduate Research Fellowship (GRF) Program in Social and Behavioral Sciences is open to doctoral students in all social and behavioral science disciplines. This program provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the effective administration of criminal justice in the United States. Of particular interest is research on issues deemed critical by the U.S. Department of Justice: violent crime reduction, enhancing investigations and prosecutions, protecting police officers and other public safety personnel, combating the opioid epidemic, victimization, and addressing illegal immigration.

CT seeks proposals to strengthen the Bangladeshi capacity to successfully implement the Antiterrorism Act of 2009, amended in 2013, and adequately address the threat of terrorism and terrorist financing in a rule of law framework. This project will complement CT-funded assistance focused on Bangladeshi prosecutors, investigators, and regulators that is being provided through the Department of Justice's Office of Prosecutorial Development, Assistance, and Training (OPDAT). Project proposals should focus on building the capacity of judges, magistrates, law clerks, and other judicial personnel, to successfully adjudicate terrorism cases in accordance with the rule of law and should address all of the following areas: 1. Develop a unified judicial practice focused on terrorism, terrorism financing, and money laundering cases that adheres to the rule of law; 2. Strengthen their capacity to implement Bangladesh's Antiterrorism Act of 2009 laws through the effective adjudication of terrorism, money laundering, and terrorism financing cases; 3. Develop administrative capacity for courts to streamline case management for terrorism cases and address significant backlogs.

In 2012, the Ministry of Public Security of Costa Rica designed a model of the police service implemented by quadrant, which aimed to improve the quality of service provided to citizens by assigning specific responsibilities to police officers who serve in a small geographical area, called a quadrant. However, seven years later the police service model is not being implemented in all police stations in the country and, where it is being implemented, there is no evidence that the model has achieved its main objective. For this reason, the Directorate of Public Force has expressed the need to optimize this police service model by incorporating the principles of the problem-oriented policing (POP) and evidence-based policing. This will enable evidence with targeting and scientific methods to improve the quality of police services, reducing crime rates and increasing the confidence and perception of security in Costa Rica. The specific problem is that the current management model for the police force is ambiguous, inadequate and has no scientific basis, which makes the model urgent to be optimized in order to improve the police force's response to the population's security needs.

Preparing for Active Shooter Situations (PASS) program funds that are used to provide scenario-based training that prepares officers and other first responders to safely and effectively handle active-shooter and other violent threats. The 2020 PASS program will fund an applicant to train at least 20,000 first responders through scenario-based, multi-disciplinary training classes. Detailed descriptions are available in the application guide. There is up to $8,600,000 million in PASS funds available. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. Funding is limited, and it is expected that this solicitation will be very competitive. Each award or cooperative agreement is two years (24 months) in length. There is no local match. Each award will be in the form of a cooperative agreement, the funding instrument used for substantial federal involvement.

Tribal Resources Grant Program - Technical Assistance (TRGP-TA) program funds are used to provide funding to support tribal law enforcement agencies through training and technical assistance efforts around community policing topics. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the TRGP-TA solicitation to address tribal law enforcement training and technical assistance efforts. The 2020 TRGP-TA program has been established to fund specific projects related to the following topic areas: (1) Cold Cases and Missing or Murdered Indigenous Persons; and (2) Developing an Alaskan Law Enforcement Recruitment Strategy. Detailed descriptions of each of these topics are available in the application guide. There is up to $800,000 in TRGP-TA funds available. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. The justice system is an important target for HIV prevention and treatment, as an estimated 25% of all people living with HIV will pass through the justice system each year. As well, a high proportion of people with opioid use disorder (OUD) and people who inject drugs (PWID) pass through the justice system each year. OUD and injection drug use elevate HIV risk. Community re-entry from incarceration is a time of heightened risk for substance use relapse, opioid-related mortality, HIV risk behaviors, and discontinuation of HIV treatment. Justice involved people who have HIV, or who are at elevated risk for HIV, should have the opportunity to receive evidence-based HIV services appropriate to their level of risk. These include screening, initiation on Pre-Exposure Prophylaxis (PrEP) or highly active antiretroviral therapy (HAART), and engagement in related substance use disorder treatment services. HIV treatment-as-prevention can help reach the goal of ending the HIV epidemic in the United States. This initiative aligns with the NIH-OAR priority of reducing the incidence of HIV, and with the President's objective to End the HIV Epidemic by 2030.

The National Crime Statistics Exchange (NCS-X) Initiative is part of a national movement to expand the number of law enforcement (LE) agencies reporting crime data to the FBI’s National Incident-Based Reporting System (NIBRS). NCS-X seeks to transition a select sample of 400 LE agencies from across the country, including all of the largest agencies, to NIBRS, in order to use NIBRS data to generate national crime statistics. Under this funding announcement, BJS, in partnership with the FBI, seeks applications for funding to enable small and medium local LE agencies in the NCS-X sampleâ€Â"those agencies with fewer than 750 or more sworn officers that are currently not reporting incident-based data to the Uniform Crime Reporting (UCR) Programâ€Â"to report crime data to the FBI’s NIBRS, either through their state UCR Program or directly to the FBI. Enhancing the ability of LE agencies in the nation to submit incident-based data to their state UCR Program or to the FBI directly is an effort jointly supported by BJS and the FBI.

PAS Kabul invites all eligible organizations (see Section C for Eligibility Requirements) to submit a proposal for the development, coordination, and implementation of monthly Afghan National Police (ANP) Community Outreach Events in the following 20 provinces of Afghanistan: Ghazni, Paktika, Bamiyan, Farah, Faryab, Kunar, Jowzjan, Laghman, Nuristan, Takhar, Urozgan, Zabul, Baghlan, Paktia, Khost, Kandahar, Helmand, Sar-e Pol, Logar, and Nimroz. Community Outreach Events will be conducted in coordination with the Ministry of Interior and consist of spectator-friendly sports tournaments, followed by engagement meals between ANP and members of the local communities in which they serve. Tournaments will primarily feature cricket and football, but may include other sports depending on popularity in each province.
