2018 Mathematical Multifaceted Integrated Capability Centers (MMICCs) - 0 views

    The Office of Advanced Scientific Computing Research (ASCR) of the SC, U.S. Department of Energy (DOE), hereby invites applications for basic research that address fundamental challenges within DOE's mission areas of energy, environment and security, and from a perspective that requires new integrated efforts across multiple mathematical, statistical and computational disciplines. This solicitation is for new Mathematical Multifaceted Integrated Capability Centers (MMICCs) to enable greatly enhanced scientific discovery, design, optimization or decision-support capabilities for the increasingly complex systems, processes, and problems that arise in science and energy research. Proposed research tightly focused on the solution of a particular science or engineering problem are outside the scope of this solicitation.These MMICCs will enable applied mathematics researchers to work together in large, collaborative teams to develop the mathematics needed to address significant scientific computing research challenges. The MMICCs allow researchers to take a broader view of the problem as a whole, and devise solution strategies that attack the problem in its entirety by building fundamental, multidisciplinary mathematical capabilities and tools cognizant of both existing and emerging computing paradigms. The MMICCs teams will have the flexibility and technical expertise to consider all aspects of the problem-solving process simultaneously - ranging from the mathematical formulation to the development, analysis, integration of appropriate models and methods, and demonstration of results and capabilities.

    The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, or an insurance program. The Consolidated Appropriations Act, 2018 (the Act) requires applicants for these grants to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. The Act provides that applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

    The purpose of this Notice of Opportunity for Technical Assistance (NOTA) is to perform techno-economic studies, power market analyses, financial analyses, and a valuation analysis to evaluate the long-term benefits and costs of two selected PSH projects. These studies will provide PSH developers with a number of analyses to estimate the value of a proposed PSH project, including: value of bulk power/storage capacity; energy arbitrage; value of ancillary services; power system stability; and transmission benefits. The studies will also investigate and compare PSH financial revenue streams under current market structures relative to the economic value of PSH to the grid. Total Technical Assistance is valued at $3,000,000. DOE will provide the funding to the team that will provide the Technical Assistance for the selected projects.     : The purpose of this Funding Opportunity Announcement (FOA) is to solicit proposals for a grant to develop and expand text and chat-based capabilities for child maltreatment prevention, resource sharing, detection, and reporting. In doing this work, the grantee is required to (1) Determine best practices and protocols pertaining to the use of text and chat-based technology within the child abuse and neglect reporting context; (2) Identify effective strategies for appropriate communication, identity verification, and privacy protection for youth who may be victims of maltreatment; and (3) Develop strategies for effectively sharing resources with youth who may be experiencing maltreatment. The protocols and strategies should be widely disseminated and applicable to national hotline environments. Applicants must possess the capacity to coordinate with hotlines administered by the Administration for Children and Families (ACF) such as the National Domestic Violence Hotline and the National Human Trafficking Hotline. This grant will be for one 24-month project period.

    The Research and Development program supports projects that address major challenges in preserving or providing access to humanities collections and resources. These challenges include the need to find better ways to preserve materials of critical importance to the nation's cultural heritage-from fragile artifacts and manuscripts to analog recordings and digital assets subject to technological obsolescence-and to develop advanced modes of organizing, searching, discovering, and using such materials. This program recognizes that finding solutions to complex problems often requires forming interdisciplinary project teams, bringing together participants with expertise in the humanities; in preservation; and in information, computer, and natural science. All projects must demonstrate how advances in preservation and access would benefit the cultural heritage community in supporting humanities research, teaching, or public programming. Research and Development offers two funding tiers in order to address projects at all stages of development and implementation. Tier I: Planning and Basic Research Tier I provides awards up to $75,000 for a period of performance of one to two years.

    The Mathematical Biology Program supports research in areas of applied and computationalmathematics with relevance to the biological sciences. Successful proposals are mathematically innovative and address challenging problems of interest to members of the biological community. Some projects of interest to the Mathematical Biology Program may include development of mathematical concepts and tools traditionally seen in other disciplinary programs within the Division of Mathematical Sciences, e.g., topology, probability, statistics, computational mathematics, etc. To receive appropriate and timely review, such proposals should be submitted directly to the relevant disciplinary program that has the earliest deadline, with other program(s) selected as secondary. Note that proposals that use established mathematical and computational tools to address problems in the biological sciences are typically not appropriate for submission to DMS.     This Other Transaction Solicitation (OTS) Call (70RSAT18R00000002) - Land Border Biometric Exit Facial Recognition Verification Technologies - is issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. The implementation of a biometric exit system at U.S. Ports of Entry (POEs) along land borders remains a challenge for several reasons including, but not limited to: environmental conditions, speed of travel, and lack of infrastructure. At land-based POEs, infrastructure is a key inhibitor to track the exit of travelers using biographic or biometric data. In addition, the need for uninhibited vehicle traffic flow at land borders is perhaps the greatest challenge for land-border POEs. To avoid having travelers in vehicles stop at border crossings, which could create significant traffic delays, U.S. Customs and Border Protection (CBP) is working to implement a face biometric entry-exit system in a way that poses the least impact on travel and trade. This call is looking for innovative solutions to capture facial recognition quality photos from travelers in order to facilitate identity checks without requiring occupants to leave the vehicle.

    This BAA is intended to solicit extramural research and development ideas, and is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation 6.102(d) (2) and 35.016. This announcement provides a general description of USSOCOM's research areas of interest, general information, evaluation and selection criteria, and proposal/application preparation instructions. In accordance with FAR 6.102, projects funded under this announcement must be for basic and applied research and that part of development not related to the development of a specific system or hardware procurement.
