The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.

This funding opportunity announcement (FOA) addresses the strong need for an electronic repository system in Rwanda. The system will be a web-based monitoring and reporting system to be used by all USG PEPFAR-funded agencies and implementing partners operating in the country, including the Rwandan Ministry of Health, the Rwanda Biomedical Center, and other PEPFAR implementing partners. An initial assessment of the existing electronic system will provide insights on whether or not maintenance, upgrade, or the development of a new platform will address the needs of PEPFAR Rwanda. A flexible and stable platform is needed and will serve as the unique repository of PEPFAR Rwanda program data at the country level. It will be used to generate PEPFAR periodic reports, including the semi-annual and annual progress reports and additional ad hoc requests. The purpose of this FOA is to develop a new system or upgrade and maintain the existing web-based reporting system that has been in place since 2008 and build local capacity within the USG team to manage and maintain the system. The system should include automated checks for data quality. In doing so, the system will add new functionality (e.g., dashboard to easily view achievement of indicators, etc.) as well as add additional data variables to be used for HIV program planning and implementation. The Division of HIV/AIDS at the Rwanda Biomedical Center (RBC) will be one of the major users of the data stored and managed on the system, and the successful applicant will be expected to work closely with this division to refine some of the data elements collected to ensure harmonization with the national system.

Google Research Awards are one-year awards structured as unrestricted gifts to universities to support the work of world-class full-time faculty members at top universities around the world. Faculty members can apply for Research Awards by submitting a proposal to one of our two 2014 funding rounds. Our 2014 deadlines are April 15 and October 15. Recipients are selected through a comprehensive internal review process and notified of their awards within 4 months of the initial submission. Faculty members can apply for up to 150,000 USD in eligible expenses, but actual award amounts are frequently less than the full amount requested. Most awards are funded at the amount needed to support basic expenses for one graduate student for one year. CISE's Division of Information and Intelligent Systems (IIS) supports research and education projects that develop new knowledge in three core programs: The Cyber-Human Systems (CHS) program; The Information Integration and Informatics (III) program; and The Robust Intelligence (RI) program. Proposals in the area of computer graphics and visualization may be submitted to any of the three core programs described above.

In 2013, a new NSF-funded petascale computing system, Blue Waters, was deployed at the University of Illinois. The goal of this project and system is to open up new possibilities in science and engineering by providing computational capability that makes it possible for investigators to tackle much larger and more complex research challenges across a wide spectrum of domains. The purpose of this solicitation is to invite research groups to submit requests for allocations of resources on the Blue Waters system. Proposers must show a compelling science or engineering challenge that will require petascale computing resources. Proposers must also be prepared to demonstrate that they have a science or engineering research problem that requires and can effectively exploit the petascale computing capabilities offered by Blue Waters. Proposals from or including junior researchers are encouraged, as one of the goals of this solicitation is to build a community capable of using petascale computing.

The Directorate for Engineering (ENG) and the Directorate for Computer and Information Science and Engineering (CISE), Research Experiences for Teachers (RET) in Engineering and Computer Science program supports the active involvement of K-12 science, technology, engineering, computer and information science, and mathematics (STEM) teachers and community college faculty in engineering and computer science research in order to bring knowledge of engineering, computer science, and technological innovation into their classrooms. The goal is to help build long-term collaborative partnerships between K-12 STEM teachers, community college faculty, and the NSF university research community by involving the teachers and community college faculty in engineering and computer science research and helping them translate their research experiences and new knowledge into classroom activities.

Submissions are being accepted for the Annals of Science best paper prize 2014. This prize is awarded annually to the author of an original, unpublished essay in the history of science or technology, which is not under consideration for publication elsewhere. The prize, which is supported by Taylor & Francis, is intended for those who are currently doctoral students, or have been awarded their doctorate within the past four years.

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of University Programs (OUP) requests applications from U.S. colleges and universities to serve as a lead institution for a Critical Infrastructure Resilience Center of Excellence (CIRC). OUP is also posting a separate FOA for eligible applicants to submit single project proposals for consideration as a partner to this Center of Excellence (COE). DHS may add individual project partners from applications received for either the Center Lead FOA or the Center Partner FOA to the Critical Infrastructure Resilience Center. The DHS COEs are university consortia that work closely with DHS to conduct research, develop and transition mission-relevant science and technology, and educate the next generation of homeland security technical experts. DHS COEs operate using a unique research management approach where researchers work alongside operational and decision-making personnel to explore opportunities and enhance capabilities.

As described in detail below, this program is intended to encourage collaborations by US and Israeli researchers focused on foundational research in all areas of cybersecurity that is likely to have impacts on the security and trustworthiness of cyberspace in the long term. NSF will fund the US researchers and BSF will fund the Israeli researchers. Proposals must be respondent to the Small category (up to $500,000 over 3 years for the NSF-funded portion) and the Trustworthy Computing (TWC) perspective specified in the NSF Secure and Trustworthy Cyberspace (SaTC) solicitation. US researchers should obtain pre-approval from NSF before submission. US and Israeli collaborative researchers must each submit the identical research description to NSF and BSF (respectively), with each budgeting for their own participants, and including a copy of the budget for the counterparts. US participants must include a release document. All proposals will be reviewed by NSF; those selected for funding will have separate agreements with NSF (for US researchers) and BSF (for Israeli researchers).

The Space/Time Analysis for Cybersecurity (STAC) program seeks to enable analysts to identify algorithmic resource usage vulnerabilities in software at levels of scale and speed great enough to support a methodical search for them in the software upon which the U.S. government, military, and economy depend. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. See the full DARPA-BAA-14-60 document attached.

The Preservation Technology and Training (PTT) Grants program provides funding for innovative research that develops new technologies or adapts existing technologies to preserve cultural resources. NCPTT does not fund "Bricks and Mortar" grants.

During 2015 - 2019, NHERI will be a distributed, multi-user, national facility to provide the natural hazards engineering community with access to research infrastructure (earthquake and wind engineering experimental facilities, cyberinfrastructure, computational modeling and simulation tools, and research data), coupled with education and community outreach activities. NHERI will enable research and educational advances that can contribute knowledge and innovation for the nation's civil infrastructure and communities to prevent natural hazard events from becoming societal disasters. NHERI will consist of the following components, established through up to ten individual awards: Network Coordination Office (one award), Cyberinfrastructure (one award), Computational Modeling and Simulation Center (one award), and Experimental Facilities for earthquake engineering and wind engineering research (up to seven awards, including one award for a Post-Disaster, Rapid Response Research Facility).

 A primary focus is on developing algorithms and prototyping products for combined use of data from Landsat and Sentinel-2toward global land monitoring. However, we also welcome proposals combining Landsat with other sources of moderate resolution data, such as IRS and/or CBERS. Proposals fusing optical sensor data as listed above with radar observations such as from Sentinel-1, as well as those pursuing innovative use of thermal infrared data to improve LCLUC monitoring, are also welcome. The ultimate goal is to develop multisensor methods based on increased temporal-spatial coverage and measurement spectral diversity to advance the virtual constellation paradigm for midresolution land imaging 

The Science and Technology Centers (STC): Integrative Partnerships program supports innovative, potentially transformative, complex research and education projects that require large-scale, long-term awards. STCs conduct world-class research through partnerships among academic institutions, national laboratories, industrial organizations, and/or other public/private entities, and via international collaborations, as appropriate. They provide a means to undertake significant investigations at the interfaces of disciplines and/or fresh approaches within disciplines. STCs may involve any area of science and engineering that NSF supports

In December 2011, the National Science and Technology Council (NSTC) with the cooperation of NSF issued a broad, coordinated Federal strategic plan for cybersecurity research and development to "change the game," minimize the misuses of cyber technology, bolster education and training in cybersecurity, establish a science of cybersecurity, and transition promising cybersecurity research into practice. This challenge requires a dedicated approach to research, development, and education that leverages the disciplines of mathematics and statistics, the social sciences, and engineering together with the computing, communications and information sciences.

This funding opportunity enables engineering departments to lead the nation by successfully achieving significant sustainable changes necessary to overcome long-standing issues in their undergraduate programs and educate inclusive communities of engineering students prepared to solve 21st century challenges.  Computer science departments, whether administratively located in or outside an engineering program, are included in RED, as they share the same challenges as traditional engineering departments.

The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process.

Hazards SEES seeks research projects that will productively cross the boundaries of the atmospheric and geospace, earth, and ocean sciences; computer and information science (including cyberinfrastructure); engineering; mathematics and statistics; and social, economic, and behavioral sciences. Successful proposals will integrate across multiple disciplines to promote research that advances new paradigms that contribute to creating a society resilient to hazards.
