The objectives of this contract are: 1. For the Contractor to provide FDA with the expertise and support to establish infrastructure such as a Coordinating Center or similar organizational structure 2. To provide FDA with data sources including EHR data for millions of patients across a variety of healthcare settings (i.e., inpatient, outpatient, Emergency Department, etc.) that are readily accessible for use in automated reporting. 3. Develop new capabilities for FDA to conduct datamining and automated reporting of adverse event data, mined from records such as EHRs using accepted case definitions, other text information and codes

The Air Force Research Laboratory's (AFRL's) strategic vision for cyber superiority is to ensure the success of cyberspace-dependent missions in air, space, and cyberspace. This Other Transaction Solicitation (OTS) Call (70RSAT18R00000002) - Land Border Biometric Exit Facial Recognition Verification Technologies - is issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. The implementation of a biometric exit system at U.S. Ports of Entry (POEs) along land borders remains a challenge for several reasons including, but not limited to: environmental conditions, speed of travel, and lack of infrastructure. At land-based POEs, infrastructure is a key inhibitor to track the exit of travelers using biographic or biometric data. In addition, the need for uninhibited vehicle traffic flow at land borders is perhaps the greatest challenge for land-border POEs. To avoid having travelers in vehicles stop at border crossings, which could create significant traffic delays, U.S. Customs and Border Protection (CBP) is working to implement a face biometric entry-exit system in a way that poses the least impact on travel and trade. This call is looking for innovative solutions to capture facial recognition quality photos from travelers in order to facilitate identity checks without requiring occupants to leave the vehicle.

The BAA objective is to conceive, develop and demonstrate innovative and affordable technologies that provide network requirements of future autonomous swarm applications which will differ drastically from information exchange requirements for current applications. For example, many of the collaborative tasks defined in Part VIII-References [1] implicitly require communications to enable intra-agent collaboration in severely contested environments, something which existing military and commercial networking protocols are unable to achieve. New networking paradigms will be required before the Air Force can successfully implement future swarm-based autonomous missions. Therefore, the primary interest will be in techniques that will allow for the network-optimal use of existing point-to-point data links. This will primarily involve a combination of protocols at layer three and above, but will also include distributed beamforming techniques.

The Cross Domain Innovation & Science (CDIS) group of the Air Force Research Laboratory's Information Directorate is interested in new innovative technologies and capabilities within the Multi-Level Security (MLS) and cyber security environments, that promote the state of the art for secure, accreditable resilient and reactive capabilities to enhance the sharing of information between multiple security domains within both enterprise and mobile/tactical environments.
