The Defense Advanced Research Projects Agency (DARPA) will host the Cyber Grand Challenge (CGC), an unmanned cyber defense tournament. In support of this challenge, DARPA is soliciting innovative proposals from teams that will develop and field autonomous Cyber Reasoning Systems capable of comprehending and protecting software during a live exercise. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

The scope is science and technology development, experimentation, and demonstration in the areas of improving and personalizing individual, team, and larger instructional training methods to include the following: - Competency definition and requirements analysis - Measuring, diagnosing, and modeling human expertise and performance - Rapid development of models of human cognition - Specifying and validating, both empirically and practically, new classes of synthetic, computer-generated agents and teammates - Training and rehearsal strategies and models - Environments that support learning and proficiency achievement and sustainment during non-practice or under novel contexts

The Air Force Office of Scientific Research (AFOSR) is seeking proposals to provide independent, objective analysis of scientific and technical topics of relevance to the Air Force and national defense. The activity would include refining areas of interest provided by the Air Force into organized, rigorous studies concerning, for many scientific and technical fields, determining the state of the art, projecting trends, utilizing science and technologies for national defense purposes, and identifying promising or necessary areas of additional study. This announcement solicits proposals for up to five (5) years of performance and up to $25M of funding, dependent on the needs of the Air Force and the availability of funding. All proposals must be unclassified, but work under any award may be classified.

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals in the area of autonomous molecular design to accelerate the discovery, validation and optimization of new, high-performance molecules for Department of Defense (DoD) needs. Specifically, DARPA seeks to develop new, systematic approaches that increase the pace of discovery and optimization of high-performance molecules through development of closed-loop systems that exploit, build and integrate tools for: 1) extracting existing data from databases and text; 2) executing autonomous experimental measurement and optimization; and 3) incorporating computational approaches to develop physics-based representations and predictive tools. Such methods will ultimately enable AI-based design and discovery of completely new molecules that are optimized across multiple molecular properties for specific DoD applications. AR is an immersive technology which combines virtual computer-generated information with the real environment in the real-time performance, enhancing the user's perception of reality and enriching the provided information content. Such information can assist project managers and engineers with the delivery and accuracy of their construction projects, safer and in a timely manner resulting in greater efficiency. With the capability of navigating through all phases of a construction project, managers would be able to catch any errors or mistakes before they present themselves or change and augment the design and construction details. They may also be able to use these tools for training or project outreach. Considering its benefits and success in the entertainment and video game industries, leveraging AR could be the next big development in construction management of highway infrastructure assets.

The Proposers Day will be held via prerecorded webcast on February 20, 2019 at 11:00AM and will repost at 3:00 PM. Advance registration is required for viewing the webcast. This BAA is intended for industry and academia submissions and considerations related to advanced research technology development, innovative commercial technologies, development not related to the development of a specific system or hardware procurement. However, submissions may be directly relevant to enhancing mission effectiveness of military personnel and the supporting platforms, systems, components, or material proposed to be acquired or developed by the Department of Defense, or improvement of platforms, systems, components, or materials in use by the armed forces. Work funded under this BAA may include applied research and advanced technology development that may or may not be related to the development of a specific system or hardware procurement.

The goal of the Sensing, Learning, Autonomy, and Knowledge Engineering (SLAKE) program is to advance Air Force sensing capabilities by employing diverse sensor processing results at a representational or product level that is abstracted from the direct sensing output yet retains crucial information and corresponding uncertainties. Key research areas under SLAKE include development of sensor product representations suitable for efficient storage, efficient communication, and efficient resource allocation; robust conversion of sensor processing output to novel representation formats; accurate characterization of sensing uncertainties; rigorous incorporation of sensing uncertainties within novel algorithms for sensor resource management, task allocation, and information fusion; development and employment of virtual environments suitable for exercising specific algorithms and for analyzing specific system concepts; and sustained, efficient descriptions of mission context and mission operating environment. In support of technology maturation and transition, SLAKE also includes small unmanned aerial system (SUAS) integration and operation, advanced demonstration and validation.

The Advanced Manufacturing (AM) program supports the fundamental research needed to revitalize American manufacturing to grow the national prosperity and workforce, and to reshape our strategic industries. The AM program accelerates advances in manufacturing technologies with emphasis on multidisciplinary research that fundamentally alters and transforms manufacturing capabilities, methods and practices. Advanced manufacturing research proposals should address issues related to national prosperity and security, and advancing knowledge to sustain global leadership. Areas of research, for example, include manufacturing systems; materials processing; manufacturing machines; methodologies; and manufacturing across the length scales. Researchers working in the areas of cybermanufacturing systems, manufacturing machines and equipment, materials engineering and processing, and nanomanufacturing are encouraged to transcend and cross domain boundaries. Interdisciplinary, convergent proposals are welcome that bring manufacturing to new application areas, and that incorporate challenges and approaches outside the customary manufacturing portfolio to broaden the impact of America's advanced manufacturing research. Proposals of all sizes will therefore be considered as justified by the project description. DARPA is soliciting innovative research proposals in the area of advanced design and analysis tools that can establish cyber resiliency as an explicit system property. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems.

The objective of the CLOVIS effort is to develop, parametrically optimize, and assess extensible algorithms that can classify and identify mechanically operating systems utilizing measurements from an airborne LiDAR vibrometer. The overall goal is to develop a near real-time (i.e. identification result is available <1 second after data is available) suite of robust algorithms that can be efficiently and dynamically programmed to classify and identify a number of mechanical systems for the purpose of demonstrating the combat identification capability of airborne vibration sensors.

The CHASE program will address the challenges of protecting dozens of enterprise networks in a coordinated manner. Each month, users within enterprise networks generate an order of magnitude more cyber-relevant data than the total storage available for cyber security purposes, and the fraction of cyber data stored within distributed databases still exceeds analysis capabilities. Proposed research should focus on dynamic approaches to accelerate cyber hunting via extraction of the right data from the right device at the right time.

This BAA has two primary goals; (a) substantially improve the fidelity of one and two-qubit operations over current state-of-the-art performance, and (b) design and test qubits with built-in error protection. While proposals that advance both primary goals in an integrated approach are encouraged, proposers may focus on either goal individually, given the state-of-the-art of their approach.
