Fossil Fuel Large-Scale Pilots - 0 views

    This FOA seeks applications for projects to design, construct, and operate large-scale pilots of transformational coal technologies aimed at enabling step change improvements in coal powered system performance, efficiency, and cost of electricity. The FOA will be carried out in three phases, with a down-select between phases. Phase I, Feasibility, will be aimed at supporting recipients' efforts to secure team commitments, including host sites and recipient cost share for Phase II, update the preliminary cost estimate and schedule for design, construction, and operation, and complete an environmental information volume. Projects selected for Phase II, Design, will complete a Front End Engineering Design study, secure construction-operation cost share funding, and complete the National Environmental Policy Act process. Finally, at least two projects will be selected for Phase III, Construction-Operation, which will support construction and operation of the large-scale pilot facilities. Any recipients proceeding to Phase III will be required to utilize domestic coal and/or domestic coal-derived fuels in the operation period. Applicants to Phase I who plan to primarily use other fuel sources during operations will be judged non-responsive. While only detailed Phase I applications are being solicited at this time, information relating to preliminary plans to carry out Phases II and III will be required to assess the potential viability of the overall project.

Formulation and Estimation of the Tradeoff between Fuels and Preparedness Budgets using... - 0 views

    The objectives of this research are to use simulated data from three or more national parks to econometrically estimate a production function where fuels and preparedness budgets are used to improve the value of the landscape. The landscape value is improved through fuel treatments aimed at hazardous fuel reductions and ecosystem improvement. It is also improved by preparedness through loss mitigation of fire affected values and by introducing fire in areas that promote ecosystem health. This research will, for the first time, quantify how the two programs (fuels and preparedness) interact to mutually improve the value of the landscape and associated natural and human resources. The second objective is to locate current programs on the econometrically derived value-added surface and to also identify how to manage increasing or declining budgets.

Combating Opioid Overdose through Community-Level Intervention - 0 views

    Undertake research activities that would entail implementing and evaluating community-based efforts to fight the opioid overdose epidemic; and Support and promote the partnership of law enforcement and public health agencies, whose collaboration is critical to reducing overdose and other harms of opioid (mis)use. This ongoing opioid overdose epidemic presents new challenges to public health and public safety officials, medical professionals, local communities, and other stakeholders invested in curbing rates of accidental death. Preparing regional and community leaders to respond effectively to the public health emergency that is today's opioid overdose crisis (and be prepared to take on that crisis as it evolves tomorrow) is essential for achieving the shared goal of preventing fatal overdose and saving lives. Drug Early Warning Signals from High Risk Populations - 0 views

    The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications from public nonprofit institutions/organizations (includes institutions of higher education and hospitals) to perform research and analysis of data to inform drug policy. This project seeks to further refine a methodology for obtaining drug early warning indicators from expanded testing of urine samples that were previously collected and tested as part of an existing drug test protocol. This method was initially developed using local criminal justice populations - including persons in pre-trial or lock-up, parolees or probationers, and drug court participants. In addition, this method was also tested in two trauma units, with promising results. This project will use similar methodology in criminal justice, health care, and other venues, to include opioid treatment admissions, trauma units or emergency departments, and criminal justice programs such as parole or probation, where biological samples are often collected from clients.

    Background: The BLM routinely requires assistance to implement prescribed fire projects. These projects are utilized to reduce accumulations of hazardous fuels, improve wildlife habitat, and reduce the negative effects of wildfire. The BLM would like to continue to utilize a qualified recipient for prescribed fire projects on BLM managed lands. Due to time constraints and rules and regulations inherent to prescribed fire operations, the recipient must be red carded at the appropriate levels for the assigned projects, and should be a close, available resource. The goal is to develop a good working relationship and understanding of the roles and responsibilities required to implement and manage prescribed fire operations. Objectives: Select parcels of BLM, Montana lands have been identified as candidates for fuels reduction treatments. Public Benefit: Reduce accumulations of natural and activity fuels on BLM managed lands across Montana as determined by the NEPA process.
