    The Defense Threat Reduction Agency (DTRA) Chemical and Biological Technologies (CBT) were established by the Department of Defense (DoD) to provide state-of-the-art defense capabilities to allow military forces of the United States to operate and to successfully complete their missions in chemical and biological warfare environments. The scope of mission efforts and the priorities assigned to specific projects are influenced by changes in military and civilian Chemical and Biological Defense (CBD) science and technology, advanced developments, operational requirements, military threat assessments, and national defense strategies. To keep pace with defense capability requirements, the CBD as part of its mission, routinely promulgates chemical and biological research. The comprehensive research program encompasses both intramural and extramural sources, and the role of each is vital to the fulfillment of the Program objectives.

The AIMM initiative was created to accelerate transformational biomedical research for our Armed Forces and Nation. The mission of the AIMM initiative is to encourage, identify, and enable innovative research that leads to cross-cutting solutions to military health threats. The AIMM Research Award is intended to support highly creative and conceptually innovative high-risk research with the potential to accelerate critical discoveries or major advancements that will significantly impact military health and medicine. AIMM initiative funding supports novel research concepts and other efforts that initiate or enhance potential game-changers that may not be supported by other funding mechanisms or core programs.

    The Program is pleased to announce that it is seeking proposals for funding to support forensic and biometric research and its application. The requested proposals should focus on DFBA activities and needs of the Program's other customers (AFMES, DC3, JPAC-CIL). Forensic research proposals should focus on the creation of new and improved field or laboratory functional capabilities that result in faster, more robust, more informative, less costly, or less labor-intensive recognition, identification, collection, preservation, and/or analysis of forensic evidence. Biometric research proposals should contribute to biometric applications or operations, including military functions such as combat identification (friend, foe, or neutral), offensive operations (intelligence support to targeting), force protection (physical access control), detention operations, civil-military operations (track target members of a population), personnel recovery and identification, and recognition and recovery of human remains. Proposals that will assist the DoD in achieving these goals are solicited, particularly proposals involving the development of equipment that is portable, sustainable, and useful in an expeditionary or field environment. The expeditionary and field environments require systems that are lightweight, portable, inexpensive, fast, and capable of operating in extreme environments of temperature, dust, humidity, etc. The systems must also be capable of secure data communications.

    The ReVector program aims to develop methods to use human skin microbiomes to modulate chemical signatures in order to avoid mosquito attraction and feeding and reduce the threat of mosquito-borne disease to Warfighters. Human skin associated microbes interact with metabolites from the body and influence the personal chemical signature of each individual, making some individuals more attractive to mosquitoes. This program seeks to develop advanced data analytics and microbiome modulation tools for engineering skin microbiomes and provide new options for the readiness and resiliency of military personnel.

    The NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.
