    NineSigma, representing Wärtsilä Moss, seeks innovative technologies that can remove water vapor from a continuous air flow. Technologies based on new principles, even at a research stage, are especially welcomed. Wärtsilä provides environmentally and economically sound integrated solutions for various merchant vessels including LNG carriers. When LNG tanks are emptied they have to be aerated to remove all combustible gases. These tanks are however very cold (-40°C) and any vapor in the air will freeze inside the tank. The current air dehumidification method Wärtsilä Moss installs on LNG carriers is based on chillers that cool the air down to 5°C to remove most of the water vapor, followed by passing the air through a desiccant tower packed with activated alumina. Although this approach is effective it is not easy to scale and the installed capacity is not always used in an optimal way. Thus, the client seeks novel techniques which are being developed to dehumidify air or an inert gas like N2.

    Secretary of the Air Force Heather Wilson announced in September 2017 inception of the "S&T Strategy 2030" study. The study's objective is to update the Air Force methods for conducting research and development (R&D) to meet the projected national security challenges of 2030. Secretary Wilson appointed the Air Force Research Laboratory (AFRL) to lead this strategy development.The Air Force's goals for the study are: 1. Evaluate technical approaches and focus areas to advance the Air Force's mission through R&D; and 2. Improve Air Force processes and organizational structures to manage early stage research.

    This BAA for Transportation and Air Quality Near Road Cooperative Research evolved from recent experience with transportation and air quality research and practitioners in consideration of the current information needs and data gaps. A similar effort was undertaken by FHWA in 2009 related to the application of the latest modeling techniques and methodologies. Results of that effort proved fruitful in providing enhanced mechanisms to estimate emissions and expedited delivery of transportation projects. Based on the latest information at research conferences, current data gaps and research needs for highway projects related to air quality fall predominantly at the project-level. Addressing these needs will again aid in characterizing the potential for environmental/air quality impacts for projects in anticipation of moving a project forward in an efficient manner.

This announcement solicits proposals for up to five (5) years of performance and up to $25M of funding, dependent on the needs of the Air Force and the availability of funding.     The Air Force Office of Scientific Research (AFOSR) seeks unclassified proposals from educational institutions in the United States for a University Center of Excellence (UCoE) in Efficient and Robust Machine Learning (ERML). Proposals must not contain any proprietary information. This center is a joint project between AFOSR and the Air Force Research Laboratory, Information Directorate (AFRL/RI; http://www.wpafb.af.mil/afrl/ri.aspx). The center will extend the research capabilities of the Air Force Research Laboratory, and provide opportunities for a new generation of United States scientists and engineers to address the basic research needs of the Air Force. We will consider proposals for up to five (5) years with a three-year (3) base period and a two-year (2) option period. The total anticipated amount for the award is $4M. Each of the three (3) years base is anticipated to be funded at $1M each and $500K each for option years. All funding projections are based on availability of funds. We will evaluate proposals using peer review panels and the criteria specified in section F. Application Review Information. While AFOSR reserves the right to selected and fund all, some, or none of the proposals, we anticipate making one Corporative Agreement award under this competition.
