The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP), which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, applicants must propose a development project that is aimed at improving technology solutions to improve assistive technology to promote independence and community living outcomes of people with disabilities. NIDILRR plans to make three DRRP awards under this grant competition. For this grant competition we are inviting both research applications and development applications. Rehabilitation Research Training Centers The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through advanced research, training, technical assistance, and dissemination activities in general problem areas, as specified by NIDRR. These activities are designed to benefit rehabilitation service providers, individuals with disabilities, and the family members or other authorized representatives of individuals with disabilities. Undergraduate Engineering Design Projects are also supported, especially those that provide prototype "custom-designed" devices or software for persons with disabilities.  The education of undergraduate engineering students is enhanced through Undergraduate Engineering Design Projects' awards supported by the GARDE program. 

This grant program awards stipends to graduate students to conduct research on ways to improve the disability determination process for SSA's two disability programs - Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI).  The application processes for SSI and SSDI are complex, and members of the public with health problems and economic hardships often find it difficult to navigate this process.  PRI hopes to improve the efficiency and reduce the complexity of disability determination processes by facilitating innovative research through stipends to a broad spectrum of graduate students and by allowing those students to access technical information on SSA disability program operations from disability experts.  In exchange, PRI expects students to produce a thesis or written product by June 30, 2014.

The objectives of this new funding opportunity is to provide financial assistance to the territories of American Samoa and Guam to provide, expand and improve the provision of independent living services in each respective territory. Centers for Independent Living (CILs) provide services to assist individuals with disabilities to achieve their maximum potential within their families and communities. CILs are consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agencies. Required core services include:•Information and referrals; •Independent living skills training; •Peer counseling;•Individual and systems advocacy; and •Services that facilitate from nursing homes and other institutions to the community, assistance to individuals at risk of entering institutions, and transition of youth to postsecondary life. The problem that will be addressed is that there is currently no center for independent living (CIL) funded in American Samoa or Guam. The target population is individuals with disabilities. The CIL shall use the funds to provide services to individuals with a range of significant disabilities. The CIL shall (1) facilitate the development and achievement of independent living goals; (2) work to increase the availability and improve the quality of community options for independent living; (3) provide independent living services; (4) conduct activities to increase the capacity of communities within the service area of the CIL to meet the needs of individuals with significant disabilities; and (5) conduct resource development activities to obtain other funding.

Since 1991, Administration for Community Living (ACL)/Administration on Aging (AoA) has supported the National Aging Information & Referral Support Center (the Support Center). The Support Center was established to assist the aging network of State Agencies on Aging, Area Agencies on Aging, Tribal organizations, and local aging information and referral (I&R) providers enhance the quality and professionalism of their information and assistance systems. Since 2003, the Support Center has provided technical assistance and training to Aging and Disability Resource Centers (ADRCs). The Support Center provides comprehensive information and technical assistance on a variety of issues relating to information and assistance on aging and more recently programs for people with disabilities. Aging and disability I&R programs and ADRCs continue to evolve and expand their ability to provide person-centered access to information and assistance. I&Rs and ADRCs are working to improve collaboration and coordination to better serve aging and disability populations, families, and caregivers. In addition, new media, mobile innovations, and other technologies have completely changed the way individuals expect to access and receive information. To assist the aging and disability networks, including ADRCs, to respond to these and other emerging issues ACL will fund a new Cooperative Agreement to provide technical assistance and training.

This initiative invites applications for support of analyses of existing data (or data whose collection will be completed by one year from the date of this FOA) from older populations with high prevalence of mobility disability, low muscle mass, and low muscle strength (weakness).  Interventions targeted at low muscle mass and/or weakness may prevent or reduce mobility disability in some older persons.  To assess the efficacy of such interventions against mobility disability, there is a need to test them in persons in whom muscle mass and/or strength are (or will be) sufficiently low to be likely contributors to disability.  Thus there is a need for evidence-based diagnostic cut-points to define target populations for treatments.

Under this particular DRRP priority, the objective is to improve long-term health outcomes of people with traumatic brain injury (TBI). The grantee will conduct research at the intervention-development stage, to directly inform and shape the development of chronic disease management approaches for meeting the complex and varied health care needs of people with TBI.

As a capacity-building strategy, ILA proposes that the Native American Independent Living Demonstration Project will support Native American Independent Living (IL) Specialists who have similar responsibilities to the non- Native American IL Specialist counterpart in the center for independent living, but with a focus in Indian Country. The Project will provide the independent living core services including: information and referral; skills training; peer counseling; individual and systems advocacy; and services that facilitate transition from nursing homes and other institutions to the community, assistance to individuals at risk of entering institutions and transition of youth to post secondary life. In addition, the Native American IL Specialist will conduct activities such as: • Serve as an information and resource specialist about disabilities to the Tribes in their Area• Gather information about IL needs in Indian Country• Gather data and information about disabilities in Indian Country• Gather information about current tribal efforts at providing assistance to tribal members with disabilities• Serve as a liaison between State IL Programs, the Statewide Independent Living Councils (SILCs) and Indian Country• Establish inter-agency coalitions in Indian Country to focus on serving the unmet needs of tribal members with disabilities• Serve as an effective advocate and liaison between ACL programs and services and Indian Country.

The purpose of NIDILRR's ARRT program, which is funded through the Disability and Rehabilitation Research Projects and Centers Program, is to provide advanced research training and experience to individuals with doctorates, or similar advanced degrees, who have clinical or other relevant experience. ARRT projects train rehabilitation researchers, including researchers with disabilities, with particular attention to research areas that support the implementation and objectives of the Rehabilitation Act, and that improve the effectiveness of services authorized under the Rehabilitation Act. ARRT projects must provide advanced research training to eligible individuals to enhance their capacity to conduct high-quality multidisciplinary disability and rehabilitation research to improve outcomes for individuals with disabilities in NIDILRR's major domain of health and function.

The Social Security Administration's (SSA's) Analyzing Relationships between Disability, Rehabilitation and Work (ARDRAW) Small Grant Program is a one-year $10,000 stipend program awarded to graduate-level students to conduct supervised independent research designed to foster new analysis of work, rehabilitation, and disability issues, which may develop innovative and fresh perspectives on disability. Potential research areas of inquiry include, but are not limited to: Working conditions of SSA beneficiaries Work accommodations and needs of SSA beneficiaries Non-competitive employment for SSA beneficiaries Vocational and other types of service use by SSA beneficiaries Non-SSA assistance provided to SSA beneficiaries

The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, technical assistance, and related activities to contribute to improved employment outcomes of people with intellectual and developmental disabilities.

The Safeway Foundation, the philanthropic arm of grocery-retailer Safeway, supports nonprofit organizations whose mission is aligned with the company's four priority areas: hunger relief, education, health and human services, and/or assisting people with disabilities. Hunger Relief: In-kind and cash grants are awarded in support of foodbanks and hunger relief organizations. Education: Grants are awarded in support of youth development organizations as well as a broad range of afterschool and physical education programs. Health and Human Services: Grants are awarded to organizations that are engaged in health research and nutritional programs, including medical research and programs that improve the lives of people living with cancer and neuromuscular diseases. Assisting People with Disabilities: Grants are awarded in support of community-based employment and job coaching organizations focused on serving people with disabilities. Grant amounts vary for organizations whose work is national in scope, but a first-time funded organization will typically receive a grant ranging between $10,000 and $25,000.

The Center for Retirement Research at Boston College works to promote research on retirement issues, transmit new findings to a broad audience, help train new scholars, and expand access to valuable data resources. The center is accepting applications for two funding opportunities: The Steven H. Sandell Grant Program provides funding opportunities for scholars from all academic disciplines and senior scholars working in a new area to pursue cutting-edge projects having to do with retirement income and disability insurance issues. Junior scholars within the first ten years of their academic career and tenured scholars entering a new field are encouraged to submit a proposal. The principal investigator and co-principal investigator, if applicable, are required to have a Ph.D. or comparable professional certification. Scholars must be employed full-time at an academic or research institution. Grants are not intended to fund dissertation research. Up to five grants of $45,000 will be awarded for projects of one year. The Dissertation Fellowship Program in Retirement Income and Disability Insurance Research provides funding opportunities for doctoral candidates to pursue cutting-edge research on retirement issues. Applicants are required to be enrolled in a qualified doctoral program at a United States university; have completed all coursework for a Ph.D. by the time funding starts; and have a dissertation advisor and/or committee. Doctoral candidates from all academic disciplines are encouraged to submit a proposal. Up to seven fellowships of $28,000 will be awarded. Priority research areas for both programs include Social Security and disability insurance, macroeconomic analyses of Social Security, wealth and retirement income, program interactions, international research, and demographic research.
