This FOA invites Research and Development Center (P30) grant applications in the areas of demography and economics of aging, including relevant interdisciplinary areas rooted in population-based social science research. Areas of focus that are especially encouraged are: a) socioeconomic status (SES) disparities at older ages, including geographic disparities; b) the reasons for poor U.S. performance in health and mortality in international comparisons; c) trends and dynamics in old-age disability; d) cohort trends in obesity and its sequelae; e) family demography including the demography of care and caregiving for chronic disease, disability and Alzheimer's Disease and Alzheimer's-Related Dementias (AD/ADRD); and f) long-term supports and services for the disabled elderly population. Applications that wish to focus exclusively on AD/ADRD should submit to RFA-AG-20-002. Center grant applications must include two mandatory Cores and may choose among three optional Cores. Centers are required to work collaboratively with the Coordinating Center to be funded via RFA-AG-20-003.  

This funding opportunity announcement (FOA) invites applications for the next five-year cycle of the National Health and Aging Trends Study (NHATS), the leading nationally representative, longitudinal data resource in the US for research on trends, dynamics, and disparities in late-life disability, and for studies of the social and economic consequences of late-life disability for individuals, families and society, including caregiving and end-of-life issues. NHATS has conducted seven annual rounds of data collection to date (an eighth round is in process) and is linked to the separately funded National Study of Caregiving (NSOC). The goals of the next cycle are to: 1) Continue the current structure and design elements of NHATS; 2) Permit studies of long-term trends in disability prevalence; 3) Enrich measurement of cognitive capacity; 4) Enhance measurement of physical activity and sedentary behavior; 5) Continue linkages with administrative records; and 6) Augment data dissemination and user support.

As authorized under section 1110 of the Social Security Act, SSA announces the solicitation of applications for cooperative agreements to compete a Retirement and Disability Research Consortium (RDRC). SSA seeks applications in support of the RDRC that will continue to serve as a national resource fostering high quality research on matters related to retirement and disability policy. The Consortium may consist of one or more research "centers" - research organizations, universities, and associations of research organizations and universities in the United States that may include affiliates at other research institutions

The objective of this funding opportunity announcement is to build upon work previously done in this area by promoting continued and expanded engagement in national peer-to-peer networks, furthering the design and implementation of small grants demonstration programs at the community level, strengthening and refining evaluation and continuous improvement processes, and expanding dissemination activities. The goal of this 5 year project is to build upon proven models and approaches that can be used by states and communities across the country to involve people with disabilities and older adults in the design and implementation of coordinated transportation systems in ways that successfully make those systems responsive to the needs of these populations. The successful applicant will be expected to build upon the advancements made in this area over the previous 5 years by continuing to establish and expand the partnerships necessary to ensure full inclusion of person with disabilities and older adults in transportation policy and program development, further growing and developing peer-to-peer support networks for the purposes of knowledge sharing and capacity building, further stimulating inclusive transportation planning and service provision through the administration of a small grants demonstration program, and developing in collaboration with ACL a detailed evaluation program. Collect and synthesize information relevant to new and emerging practices experienced in the field.

Through this funding opportunity, the Administration on Aging (AoA), part of the Administration for Community Living (ACL), plans to award 2-3 cooperative agreements to domestic public or private non-profit entities. The intent of these awards is to strengthen integrated networks that address the behavioral and social determinants of health of older adults and adults with disabilities, and increase the number of these individuals who participate in evidence-based chronic disease self-management education and self-management support programs. Goal 1: Strengthen integrated state or regional networks that address the social and behavioral determinants of health of older adults and adults with disabilities. Goal 2: Significantly increase the number of older adults and adults with disabilities who participate in chronic disease self-management education and self-management support programs.

This funding opportunity is designed for applicants to propose how they will develop capacity for, deliver, and sustain evidence-based self-management education and support programs that address behavioral health and/or chronic pain among older adults and adults with disabilities. Goal 1: Through robust partnerships, develop a result-based, comprehensive strategy for addressing behavioral health and/or chronic pain among older adults and adults with disabilities living in your community. Goal 2: Significantly increase the number of older adults and adults with disabilities who participate in evidence-based self-management education and/or self-management support programs to empower them to better manage these chronic condition(s), while concurrently pursuing the sustainability of these programs beyond the end of the grant period.

The purpose of the Field Initiated (FI) Projects program is to generate new knowledge through research or to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities. Another purpose of the FI Projects program is to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended. In carrying out a research activity under an FI Projects research grant, a grantee must identify one or more hypotheses or research questions and, based on the hypotheses or research questions identified, perform an intensive, systematic study directed toward producing (1) new scientific knowledge, or (2) better understanding of the subject, problem studied, or body of knowledge. Please note that this will be the funding opportunity for FI Research proposals.

The Reducing Injury and Death of Missing Individuals with Dementia and Developmental Disabilities Program supports local jurisdictions’ efforts to reduce the number of deaths and injuries of individuals with forms of dementia such as Alzheimer’s disease or developmental disabilities such as autism who, due to their condition, wander from safe environments. It provides funding to law enforcement and public safety agencies to implement locative technologies to track missing individuals; and to such agencies and partnering nonprofit organizations to develop or operate programs to prevent wandering, increase individuals’ safety, and facilitate rescues.

The Administration on Aging (AoA), an agency of the Administration for Community Living (ACL) plans to award one cooperative agreement to support a National Resource Center on Chronic Disease Self-Management Education Programs (Center). The funding, from the 2013 Prevention and Public Health Funds (PPHF-2013), will support up to $730,000 for year 1 and up to $1 million each for years 2 and 3 of a three (3) year project period, contingent upon the continued availability of federal funds. The Center will assist states, the aging, disability and public health networks and their partners to increase access to and sustain evidence-based prevention programs, particularly Chronic Disease Self-Management Education (CDSME) programs, that improve the health and quality of life of older adults and adults with disabilities. The Center will serve as a national clearinghouse of tools and information on CDSMEs. The award will be made in the form of a cooperative agreement because AoA will be substantially involved.

This funding opportunity announcement (FOA)) invites applications employing secondary analysis of existing data sets or stored biospecimens, to address clinically-related issues on aging changes influencing health across the life span, and/or on diseases and disabilities in older persons. This FOA will support activities addressing specific hypotheses in clinical aging research and/or to inform the design and implementation of future epidemiologic or human intervention studies, or current geriatric practice in maintenance of health, management of disease, and prevention of disability. Existing data sets may also be used to develop and test new statistical analytical approaches. Costs for archiving of data to be made publicly available may be included in the budget, as long as the archival activities are pertinent to the proposed secondary analyses.

The purpose of this FOA is to encourage behavioral and social science research on the causes and solutions to health and disabilities disparities in the U. S. population. Health disparities between, on the one hand, racial/ethnic populations, lower socioeconomic classes, and rural residents and, on the other hand, the overall U.S. population are major public health concerns. Emphasis is placed on research in and among three broad areas of action: 1) public policy, 2) health care, and 3) disease/disability prevention. Particular attention is given to reducing health gaps among groups. Applications that utilize an interdisciplinary approach, investigate multiple levels of analysis, incorporate a life-course perspective, and/or employ innovative methods such as systems science or community-based participatory research are particularly encouraged.

In carrying out a development activity under an FI Projects development grant, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols, that are beneficial to the target population. The Administration on Aging (AoA) within the Administration for Community Living (ACL), U.S. Department of Health and Human Services (HHS) forecasts the possible availability of Fiscal Year (FY) 2018 funds to make three-year grants to approximately 10 entities to develop capacity, bring to scale, and sustain evidence-based programs that empower older adults and adults with disabilities to better manage their chronic conditions. ACL intends to compete these 10 grants via two options (both with 36-month grant periods): (A) Sustainable Systems Grants: approximately six grants of $500,000 to $900,000 focused on developing integrated, sustainable systems for delivering evidence-based chronic disease self-management education and self-management support programs. (B) Capacity-Building Grants: approximately four grants of $50,000 to $150,000 to build capacity to introduce and deliver evidence-based chronic disease self-management education and self-management support programs within underserved areas and/or populations.

This competitive funding opportunity will be for one cooperative agreement to fund the National Center for Benefits Outreach and Enrollment (NCBOE) which will provide technical assistance to States, AAAs, and other community service providers to provide outreach and benefits enrollment assistance, particularly to older individuals with greatest economic need, for Federal and state programs. The NCBOE was establish in 2006 when Congress amended the Older Americans Act with language directing AoA (now part of ACL) to work with an experienced entity to: (i) maintain and update web-based decision support and enrollment tools and integrated, person-centered systems designed to inform older individuals about the full range of benefits for which the individuals are eligible; (ii) utilize cost-effective strategies to find older individuals with greatest economic need and enroll the individual in the programs for with they are qualified; (iii) create and support efforts for Aging and Disability Resource Centers (ADRCs), and other public and private state and community -based organizations, including faith-based organizations and coalitions, to serve as benefit enrollment centers for the programs; (iv) develop and maintain an information clearinghouse on best practices and cost-effective methods for finding and enrolling older individuals with greatest economic need; and (v) provide training and technical assistance on effective outreach, screening, enrollment and follow-up strategies. In addition, the NCBOE grantee is expected to coordinate efforts to inform older Americans and beneficiaries with disabilities about the benefits available under Federal and state programs, with an emphasis on providing information on the Low-Income Subsidy and Medicare Savings Program benefits, and to serve as a technical assistance resource center for the MIPPA state grantees involving SHIPs, AAAs, ADRCs, and Benefits Enrollment Centers.
