Enhanced Training And Services To End Abuse In Later Life Program (Abuse in Later Life) provides or enhances training and services to address elder abuse, neglect, and exploitation, including domestic violence, dating violence, sexual assault, or stalking, involving victims who are 50 years of age or older. In FY 2017, OVW will fund projects that will focus on providing training to assist criminal justice and other professionals in recognizing and addressing instances of elder abuse; providing services for older victims of abuse in later life; and supporting multidisciplinary collaborative community responses to victims of abuse in later life.

The Field-Generated Innovations in Addressing Elder Abuse and Financial Exploitation Project solicitation seeks applications that are national in scope to develop or enhance promising practices, models, and programs that build the capacity of victim service and other ancillary providers in support of victims of elder abuse and financial exploitation. The ultimate aim is to enhance the provision of services and support to crime victims and ensure that victims are afforded the rights, services, and responses they are due. Innovation projects should focus on improving the capacity of the crime victims' field to provide trauma-informed, culturally competent, comprehensive services to victims of elder abuse and financial exploitation. Applicants must propose to provide enhanced or improved victim services for these victims through implementation or continuation of a demonstration project developed from a promising practice, model, or program in three distinct areas (Combating Elder Abuse and Financial Exploitation Through Technology, Increasing Justice for Older Americans, and Focusing on Victims by Identifying and Remedying Elder Abuse and Financial Exploitation).

The Native American Elder Justice Initiative (NAEJI) will address the need for more culturally appropriate information and community education materials on elder abuse, neglect, and exploitation in Indian Country. It is expected that activities carried out under NAEJI will address at least one (1) of the following needs: a) Identify, develop and disseminate information and strategies on effective collaborations between tribal and non-tribal entities to address suspected cases of abuse, neglect, or exploitation; b) Assist Tribes in the development of tribal codes that protect seniors, building on existing work to develop model codes and an implementation toolkit, and maintaining examples of tribal codes to share with those creating or updating their own codes; c) Identify and develop tribally produced elder abuse prevention resources, and other informational materials for professionals and tribal members on elder abuse, neglect, and exploitation that are culturally appropriate to Tribal perceptions of abuse and Tribal values;

To improve understanding of the intersection of HIV/AIDS and drug abuse, this Funding Opportunity Announcement (FOA) is part of a multipronged 2014 expansion of HIV and AIDS related research within the context of drug and alcohol abuse among understudied populations and in understudied settings that show promise for the development of effective prevention and treatment efforts. In addition to this funding opportunity, others included in the 2014 expansion address HIV/AIDS and substance use among the homeless and unstably housed (RFA-DA-14-009); substance use, HIV, and Black/African American women and young Men who have Sex with Men (MSM) (RFA-DA-14-010); the integration of substance abuse and HIV prevention and treatment within HIV/AIDS service delivery settings (RFA-DA-14-011) and Seek, Test, Treat, and Retain Data Harmonization Coordinating Center (RFA-DA-14-007).

NIJ seeks proposals for research and evaluation on the abuse, neglect, and exploitation of elderly individuals. NIJ is interested in research that either helps to define and operationalize polyvictimization among elderly individuals or to identify successful outcomes in elder abuse intervention research. These are two areas that have been identified as gaps for a number of years in the field.

The Enhanced Training and Services to End Violence Against and Abuse of Women Later in Life Program provides or enhances training and services to address elder abuse, neglect, and exploitation, including sexual assault, domestic violence, dating violence, or stalking, involving victims who are 50 years of age or older.

NIJ, in collaboration with other Federal agencies, is interested in funding a cooperative agreement to conduct a rigorous, multi-year demonstration project to prevent abuse, neglect, and/or financial exploitation among community-residing elderly individuals identified to be at risk. Ultimately, the demonstration project will include development and implementation of the intervention, and, pending funding, a rigorous scientific evaluation of its effectiveness. Successful proposals will develop an intervention that: 1) specifies a theory of change; 2) builds upon evidence-based violence prevention interventions in related areas; 3) identifies a rationale and strategy for selecting participants; and 4) is designed to be replicated, scaled up, and independently evaluated if the demonstration project indicates effectiveness in preventing elder abuse. Applicants may develop and test interventions to prevent either a single form or multiple forms of elder mistreatment. Initial funding under this solicitation will cover an 18-month planning phase. Upon successful completion of the planning phase, additional funding may become available to support the implementation of an 18-month pilot study.

The National Institute on Alcohol Abuse and Alcoholism (NIAAA) invites applications to evaluate the cumulative and progressive effects on brain structure and cognitive/behavioral function of combined HIV infection and alcohol abuse on older patients cohorts.

This solicitation seeks applications for funding for research and evaluation projects that expand understanding of the phenomena of elder abuse, in its many forms, and the effectiveness of strategies to prevent such abuse. NIJ anticipates at least $2 million will be available to fund multiple grant awards, with potential funding from the Office of Victims of Crime (OVC) and the USDOJ Civil Division.

In recent examinations of Adult Protective Services (APS) programs across the country, APS administrators reported that enhancing APS investigation and response and developing best practices for interventions and program operations were significant, unmet needs. In an effort to help address this gap, the Administration on Aging is holding a competition to continue the National Adult Protective Services Resource Center program. The purpose of this National APS Resource Center (NAPS RC) is to provide current and relevant information and support to enhance the quality, consistency, and effectiveness of elder abuse prevention activities conducted by APS programs across the country. Domestic public or private non-profit entities including state and local governments, Indian tribal governments and organizations (American Indian/Alaskan Native/Native American), faith-based organizations, community-based organizations, hospitals, and institutions of higher education, are eligible to apply under this program announcement. To be considered for funding under this program announcement, applicants must demonstrate the following: (a) understanding of and experience operating public health prevention programs; (b) history of work with adult protective services; (c) history of work in elder abuse, neglect, and exploitation issues; (d) experience operating a large resource center serving state-wide, regional, or national audiences and stakeholders; and (e) evidence of an organizational infrastructure capable of effectively supporting technical assistance locally, regionally, and nationally. The use of subcontractors, subgrantees, or consultants to execute the proposal's programmatic activities may not constitute more than 25% of the total level of effort required to carry out all programmatic activities at any time, as measured by the budget.

Increased longevity continues to become more prevalent in Native American communities. This trend has placed greater demands on service delivery systems, which are even more complex and fragmented than in non-Indian communities. In recognition of this, under the Older Americans Act (OAA) Amendments of 2006, Congress mandated the support of at least two (2), and not more than four (4), Resource Centers that will focus on issues and concerns affecting individuals who are older Native Americans. The primary goal of these Centers is to enhance knowledge about older Native Americans and thereby to increase and improve the delivery of services to them. The National Resource Centers on Native American Elders (Centers) will concentrate on the development and provision of technical information and expertise and best practices to Indian tribal organizations, Native American communities, educational institutions including Tribal Colleges and Universities, and professionals and paraprofessionals in the field. Each Center must have a national focus and direct its resources to one or more of the areas of primary concern on which the center will focus which shall be; health issues, long-term care, including in-home care; elder abuse; and other problems and issues facing Native communities. Each Center is expected to incorporate the concepts and principles and cultural competencies into all aspects of their staffing, program, and activities. Additionally, each Center's activities will promote one or more of the AoA priority areas. These priority areas are; 1) make it easier for older people to access an integrated array of health and long-term care services, 2) help older people stay active and healthy, 3) support families in their efforts to care for their loved ones at home and in the community, 4) ensure the rights of older people and prevent their abuse, neglect and exploitation, 5) training and technical assistance, and 6) coordination within the university structure. The mission of the Administration for Community Living (ACL) Senior Medicare Patrol (SMP) program is to empower and assist Medicare beneficiaries, their families, and caregivers to prevent, detect, and report health care fraud, errors, and abuse. Through outreach, counseling, and education, the SMP program increases awareness and understanding of health care programs to protect Medicare beneficiaries from the economic and health-related consequences associated with Medicare fraud, errors, and abuse. ACL currently provides grant funding to support 53 SMP projects, including grantees in all 50 states, the District of Columbia, Puerto Rico, and Guam. The SMP projects use this funding to provide local outreach, education, and assistance to Medicare beneficiaries through a trained volunteer workforce. SMP projects teach Medicare beneficiaries to protect their Medicare numbers, to detect billing discrepancies on their quarterly Medicare Summary Notice statements, and to report suspicious activity for further investigation. In addition, SMP projects actively disseminate fraud prevention and identification information through the media, outreach campaigns, and community events.

The purpose of the Elder Justice Innovation Grants program is to support the development and advancement of new and emerging issues related to elder justice. Funded projects will contribute to the improvement of the field of elder abuse prevention and intervention at large, such as by developing materials, programs, etc. that can be widely disseminated and/or replicated, or by establishing and/or contributing to the evidence-base of knowledge. For FY 2017, funded projects will continue to build the evidence-base on successful approaches to reduce and ameliorate the harm people experience as a result of abuse, neglect, and financial exploitation, and to better understand what adult protective services practices produce the best outcomes.

This funding opportunity announcement (FOA) invites applications for basic research to better characterize the affective, cognitive, social, and motivational parameters of impaired and intact decision making in both normal aging and Alzheimer's disease (AD). Research is sought that will characterize the extent to which basic behavioral and neural processes involved in decision-making are differentially impacted in normal aging and AD, investigate the influence of social factors on decision-making, and investigate the decision-making factors that render older adults (with or without cognitive impairment) vulnerable to financial exploitation and other forms of mistreatment and abuse. The FOA also invites applications to apply basic research on the processes involved in decision-making to the design of decision-supportive interventions for midlife and older adults with and without AD. Specific opportunities include the development of decision-supportive interventions to leverage cognitive, emotional and motivational strengths of these populations; tools to assess decisional capacity; strategies for simplifying choices and offering better defaults; and the promotion of timely adoption of optimal delegation practices (e.g., power of attorney, living wells, etc.).

NIJ is seeking proposals for research and evaluation related to the abuse, neglect, and exploitation of elderly individuals. Research that includes residents of residential care facilities also will be considered. Research proposed may be focused at the state, local, tribal, federal, juvenile justice policy and/or practice level.

OVC is seeking applications to implement projects intended to improve outcomes, minimize additional trauma, and restore safety and security to older adult victims of abuse and financial exploitation.
