Do Fights Over Climate Communication Reflect the End of 'Scientism'? - NYTimes.com - 0 views

  • climate (mis)communication. Two sessions explored a focal point of this blog, the interface of climate science and policy, and the roles of scientists and the media in fostering productive discourse. Both discussions homed in on an uncomfortable reality — the erosion of a longstanding presumption that scientific information, if communicated more effectively, will end up framing policy choices.
  • First I sat in on a symposium on the  future of climate communication in a world where traditional science journalism is a shrinking wedge of a growing pie of communication options. The discussion didn’t really provide many answers, but did reveal the persistent frustrations of some scientists with the way the media cover their field.
  • Sparks flew between Kerry Emanuel, a climatologist long focused on hurricanes and warming, and Seth Borenstein, who covers climate and other science for the Associated Press. Borenstein spoke highly of a Boston Globe dual profile of Emanuel and his colleague at the Massachusetts Institute of Technology,  Richard Lindzen. To Emanuel, the piece was a great example of what he described as “he said, he said” coverage of science. Borenstein replied that this particular piece was not centered on the science, but on the men — in the context of their relationship, research and worldviews. (It’s worth noting that Emanuel, whom I’ve been interviewing on hurricanes and climate since 1988, describes himself as  a conservative and, mainly, Republican voter.)

  • Keith Kloor, blogging on the session  at Collide-a-Scape, included a sobering assessment of the scientist-journalist tensions over global warming from Tom Rosensteil, a panelist and long-time journalist who now heads up Pew’s Project for Excellence in Journalism: If you’re waiting for the press to persuade the public, you’re going to lose. The press doesn’t see that as its job.

  • I focused on two words in the title of the session — diversity and denial. The diversity of lines of inquiry in climate science has a two-pronged impact. It helps build a robust overall picture of a growing human influence on a complex system. But for many of the most important  pixel points in that picture, there is robust, durable and un-manufactured debate. That debate can then be exploited by naysayers eager to cast doubt on the enterprise, when in fact — as I’ve written here before — it’s simply the (sometimes ugly) way that science progresses.
  • My denial, I said, lay in my longstanding presumption, like that of many scientists and journalists, that better communication of information will tend to change people’s perceptions, priorities and behavior. This attitude, in my view, crested for climate scientists in the wake of the 2007 report from the Intergovernmental Panel on Climate Change.
  • In his talk, Thomas Lessl said much of this attitude is rooted in what he and some other social science scholars call “scientism,” the idea — rooted in the 19th century — that scientific inquiry is a “distinctive mode of inquiry that promises to bring clarity to all human endeavors.” [5:45 p.m. | Updated Chris Mooney sent an e-mail noting how the discussion below resonates with "Do Scientists Understand the Public," a report he wrote last year for the American Academy of Arts and Sciences and explored here.]
  • Scientism, though it is good at promoting the recognition that scientific knowledge is the only kind of knowledge, also promotes communication behavior that is bad for the scientific ethos. By this I mean that it turns such communication into combat. By presuming that scientific understanding is the only criterion that matters, scientism inclines public actors to treat resistant audiences as an enemy: If the public doesn’t get the science, shame on the public. If the public rejects a scientific claim, it is either because they don’t get it or because they operate upon some sinister motive.
  • Scientific knowledge cannot take the place of prudence in public affairs.
  • Prudence, according to Robert Harriman, “is the mode of reasoning about contingent matters in order to select the best course of action. Contingent events cannot be known with certainty, and actions are intelligible only with regard to some idea of what is good.”
  • Scientism tends to suppose a one-size-fits-all notion of truth telling. But in the public sphere, people don’t think that way. They bring to the table a variety of truth standards: moral judgment, common-sense judgment, a variety of metaphysical perspectives, and ideological frameworks. The scientists who communicate about climate change may regard these standards as wrong-headed or at best irrelevant, but scientists don’t get to decide this in a democratic debate. When scientists become public actors, they have stepped outside of science, and they are obliged to honor the rules of communication and thought that govern the rest of the world. This might be different, if climate change was just about determining the causes of climate change, but it never is. Getting from the acceptance of ACC to acceptance of the kinds of emissions-reducing policies that are being advocated takes us from one domain of knowing into another.
  • One might object by saying that the formation of public policy depends upon first establishing the scientific bases of ACC, and that the first question can be considered independently of the second. Of course that is right, but that is an abstract academic distinction that does not hold in public debates. In public debates a different set of norms and assumptions apply: motive is not to be casually set aside as a nonfactor. Just because scientists customarily bracket off scientific topics from their policy implications does not mean that lay people do this—or even that they should be compelled to do so. When scientists talk about one thing, they seem to imply the other. But which is the motive force? Are they advocating for ACC because they subscribe to a political worldview that supports legal curtailments upon free enterprise? Or do they support such a political worldview because they are convinced of ACC? The fact that they speak as scientists may mean to other scientists that they reason from evidence alone. But the public does not necessarily share this assumption. If scientists don’t respect this fact about their audiences, they are bound to get in trouble. [Read the rest.]

The Breakthrough Institute: New Report: How Efficiency Can Increase Energy Consumption - 0 views

  • There is a large expert consensus and strong evidence that below-cost energy efficiency measures drive a rebound in energy consumption that erodes much and in some cases all of the expected energy savings, concludes a new report by the Breakthrough Institute. "Energy Emergence: Rebound and Backfire as Emergent Phenomena" covers over 96 published journal articles and is one of the largest reviews of the peer-reviewed journal literature to date.   • In a statement accompanying the report, Breakthrough Institute founders Ted Nordhaus and Michael Shellenberger wrote, "Below-cost energy efficiency is critical for economic growth and should thus be aggressively pursued by governments and firms. However, it should no longer be considered a direct and easy way to reduce energy consumption or greenhouse gas emissions." The lead author of the new report is Jesse Jenkins, Breakthrough's Director of Energy and Climate Policy; Nordhaus and Shellenberger are co-authors.
  • The findings of the new report are significant because governments have in recent years relied heavily on energy efficiency measures as a means to cut greenhouse gases. "I think we have to have a strong push toward energy efficiency," said President Obama recently. "We know that's the low-hanging fruit, we can save as much as 30 percent of our current energy usage without changing our quality of life." While there is robust evidence for rebound in academic peer-reviewed journals, it has largely been ignored by major analyses, including the widely cited 2009 McKinsey and Co. study on the cost of reducing greenhouse gases.

  • The idea that increased energy efficiency can increase energy consumption at the macro-economic level strikes many as a new idea, or paradoxical, but it was first observed in 1865 by British economist William Stanley Jevons, who pointed out that Watt's more efficient steam engine and other technical improvements that increased the efficiency of coal consumption actually increased rather than decreased demand for coal. More efficient engines, Jevons argued, would increase future coal consumption by lowering the effective price of energy, thus spurring greater demand and opening up useful and profitable new ways to utilize coal. Jevons was proven right, and the reality of what is today known as "Jevons Paradox" has long been uncontroversial among economists.
  • Economists have long observed that increasing the productivity of any single factor of production -- whether labor, capital, or energy -- increases demand for all of those factors. This is one of the basic dynamics of economic growth. Luddites who feared there would be fewer jobs with the emergence of weaving looms were proved wrong by lower price for woven clothing and demand that has skyrocketed (and continued to increase) ever since. And today, no economist would posit that an X% improvement in labor productivity would lead directly to an X% reduction in employment. In fact, the opposite is widely expected: labor productivity is a chief driver of economic growth and thus increases in employment overall. There is no evidence, the report points out, that energy is any different, as per capita energy consumption everywhere on earth continues to rise, even as economies become more efficient each year.

Hiding the Decline | Climate Etc. - 0 views

  • we need to understand the magnitude and characteristics and causes of natural climate variability over the current interglacial, particularly the last 2000 years.  I’m more interested in the handle than the blade of the hockey stick.  I also view understanding regional climate variations as much more important than trying to use some statistical model to create global average anomalies (which I personally regard as pointless, given the sampling issue).
  • I am really hoping that the AR5 will do a better job of providing a useful analysis and assessment of the paleodata for the last millennium.  However I am not too optimistic. There was another Workshop in Lisbon this past year (Sept 2010), on the Medieval Warm Period.  The abstracts for the presentations are found here.  No surprises, many of the usual people doing the usual things.
  • This raises the issue as to whether there is any value at all in the tree ring analyses for this application, and whether these paleoreconstructions can tell us anything.  Apart from the issue of the proxies not matching the observations from the current period of warming (which is also the period of best historical data), there is the further issue as to whether these hemispheric or global temperature analyses make any sense at all because of the sampling issue.  I am personally having a difficult time in seeing how this stuff has any credibility at the level of “likely” confidence levels reported in the TAR and AR4.

  • There is no question that the diagrams and accompanying text in the IPCC TAR, AR4 and WMO 1999 are misleading.  I was misled.  Upon considering the material presented in these reports, it did not occur to me that recent paleo data was not consistent with the historical record.  The one statement in AR4 (put in after McIntyre’s insistence as a reviewer) that mentions the divergence problem is weak tea.
  • It is obvious that there has been deletion of adverse data in figures shown IPCC AR3 and AR4, and the 1999 WMO document.  Not only is this misleading, but it is dishonest (I agree with Muller on this one).  The authors defend themselves by stating that there has been no attempt to hide the divergence problem in the literature, and that the relevant paper was referenced.  I infer then that there is something in the IPCC process or the authors’ interpretation of the IPCC process  (i.e. don’t dilute the message) that corrupted the scientists into deleting the adverse data in these diagrams.
  • McIntyre’s analysis is sufficiently well documented that it is difficult to imagine that his analysis is incorrect in any significant way.  If his analysis is incorrect, it should be refuted.  I would like to know what the heck Mann, Briffa, Jones et al. were thinking when they did this and why they did this, and how they can defend this, although the emails provide pretty strong clues.  Does the IPCC regard this as acceptable?  I sure don’t.
  • paleoproxies are outside the arena of my personal research expertise, and I find my eyes glaze over when I start reading about bristlecones, etc.  However, two things this week have changed my mind, and I have decided to take on one aspect of this issue: the infamous “hide the decline.” The first thing that contributed to my mind change was this post at Bishop Hill entitled “Will Sir John condemn hide the decline?”, related to Sir John Beddington’s statement:  It is time the scientific community became proactive in challenging misuse of scientific evidence.
  • The second thing was this youtube clip of physicist Richard Muller (Director of the Berkeley Earth Project), where he discusses “hide the decline” and vehemently refers to this as “dishonest,” and says “you are not allowed to do this,” and further states that he intends not to read further papers by these authors (note “hide the decline” appears around minute 31 into the clip).  While most of his research is in physics, Muller has also published important papers on paleoclimate, including a controversial paper that supported McIntyre and McKitrick’s analysis.

After Egypt, now with tsunami news, CNA again a disgrace « Yawning Bread on W... - 0 views

  • icking from one channel to another, I often had to go past Channel NewsAsia (CNA). On two occasions, I stopped for a while to see for myself how they were reporting the Egyptian uprising compared to the others. It was pathetic.  Their reports were not timely, nor had they depth. Where Al Jazeera and the BBC had leading figures like Mohamed El Baradei and Amr Moussa on camera, together with regular on-scene interviews or phone interviews with the protestors themselves, and even CNN had the Facebook organiser Wael Ghonim, all CNA had was an unknown lecturer in Middle Eastern Studies from some institute or other in Singapore giving a thoroughly theoretical take, not on unfolding events, but on the background. And in a stiff studio setting.
  • This weekend, the bad news is the Richter 8.9 earthquake off the coast of Miyagi prefecture of Japan that produced a tsunami that was 10 metres high in places.
  • when I was at my father’s place, I wanted an update. All we had was CNA an so I turned to it for the eleven o’clock news. They had a reporter reporting from Tokyo about how transport systems in the capital city was paralysed last night and people walked for hours to get home. This topic was already covered on last night’s news; it is being covered again tonight. No other news agency with any self-respect is making “walking home” such a big news story (or any news story at all) when people are dying. CNA then followed that up with reports from Changi airport about flights cancelled and how passengers were inconvenienced. Thirdly, they had an earth scientist on air to explain what causes tsunamis. To soak up the time, he then had to field about four questions from the host repeatedly asking him whether tsunamis could be predicted — as if this was the burning issue at the moment.

  • In the entire news bulletin, almost nothing was mentioned about the areas where the earthquake was most severe and the tsunami most devastating (i.e. the Sendai area). There was hardly any footage, no on-the-spot reporting, no casualty figures, nothing about how victims are putting up. OK, to be fair there were a few seconds showing people queuing up to get food and drinking water at one shop. Not a word about 10,000 people missing from Minamisanriku. Not even about rescue teams struggling to get to the worst areas. Amazingly, not a word too was said about the nuclear plants with overheating cores, or the hurried evacuations (that I learnt about online), at first 3 km radius, then 10 km, and now 20 km. . .  suggesting that the situation is probably out of control and may be becoming critical. To CNA, it is apparently not news. What was news was how horrid it was that middle-class Singaporeans were stuck at the airport unable to go on holiday.

The Ashtray: The Ultimatum (Part 1) - NYTimes.com - 0 views

  • “Under no circumstances are you to go to those lectures. Do you hear me?” Kuhn, the head of the Program in the History and Philosophy of Science at Princeton where I was a graduate student, had issued an ultimatum. It concerned the philosopher Saul Kripke’s lectures — later to be called “Naming and Necessity” — which he had originally given at Princeton in 1970 and planned to give again in the Fall, 1972.
  • Whiggishness — in history of science, the tendency to evaluate and interpret past scientific theories not on their own terms, but in the context of current knowledge. The term comes from Herbert Butterfield’s “The Whig Interpretation of History,” written when Butterfield, a future Regius professor of history at Cambridge, was only 31 years old. Butterfield had complained about Whiggishness, describing it as “…the study of the past with direct and perpetual reference to the present” – the tendency to see all history as progressive, and in an extreme form, as an inexorable march to greater liberty and enlightenment. [3] For Butterfield, on the other hand, “…real historical understanding” can be achieved only by “attempting to see life with the eyes of another century than our own.” [4][5].

  • That's the problem with relativism: Who's to say who's right and who's wrong? Somehow I'm not surprised to hear Kuhn was an ashtray-hurler. In the end, what other argument could he make?
  • For us to have a conversation and come to an agreement about the meaning of some word without having to refer to some outside authority like a dictionary, we would of necessity have to be satisfied that our agreement was genuine and not just a polite acknowledgement of each others' right to their opinion, can you agree with that? If so, then let's see if we can agree on the meaning of the word 'know' because that may be the crux of the matter. When I use the word 'know' I mean more than the capacity to apprehend some aspect of the world through language or some other represenational symbolism. Included in the word 'know' is the direct sensorial perception of some aspect of the world. For example, I sense the floor that my feet are now resting upon. I 'know' the floor is really there, I can sense it. Perhaps I don't 'know' what the floor is made of, who put it there, and other incidental facts one could know through the usual symbolism such as language as in a story someone tells me. Nevertheless, the reality I need to 'know' is that the floor, or whatever you may wish to call the solid - relative to my body - flat and level surface supported by more structure then the earth, is really there and reliably capable of supporting me. This is true and useful knowledge that goes directly from the floor itself to my knowing about it - via sensation - that has nothing to do with my interpretive system.
  • Now I am interested in 'knowing' my feet in the same way that my feet and the whole body they are connected to 'know' the floor. I sense my feet sensing the floor. My feet are as real as the floor and I know they are there, sensing the floor because I can sense them. Furthermore, now I 'know' that it is 'I' sensing my feet, sensing the floor. Do you see where I am going with this line of thought? I am including in the word 'know' more meaning than it is commonly given by everyday language. Perhaps it sounds as if I want to expand on the Cartesian formula of cogito ergo sum, and in truth I prefer to say I sense therefore I am. It is my sensations of the world first and foremost that my awareness, such as it is, is actively engaged with reality. Now, any healthy normal animal senses the world but we can't 'know' if they experience reality as we do since we can't have a conversation with them to arrive at agreement. But we humans can have this conversation and possibly agree that we can 'know' the world through sensation. We can even know what is 'I' through sensation. In fact, there is no other way to know 'I' except through sensation. Thought is symbolic representation, not direct sensing, so even though the thoughtful modality of regarding the world may be a far more reliable modality than sensation in predicting what might happen next, its very capacity for such accurate prediction is its biggest weakness, which is its capacity for error
  • Sensation cannot be 'wrong' unless it is used to predict outcomes. Thought can be wrong for both predicting outcomes and for 'knowing' reality. Sensation alone can 'know' reality even though it is relatively unreliable, useless even, for making predictions.
  • If we prioritize our interests by placing predictability over pure knowing through sensation, then of course we will not value the 'knowledge' to be gained through sensation. But if we can switch the priorities - out of sheer curiosity perhaps - then we can enter a realm of knowledge through sensation that is unbelievably spectacular. Our bodies are 'made of' reality, and by methodically exercising our nascent capacity for self sensing, we can connect our knowing 'I' to reality directly. We will not be able to 'know' what it is that we are experiencing in the way we might wish, which is to be able to predict what will happen next or to represent to ourselves symbolically what we might experience when we turn our attention to that sensation. But we can arrive at a depth and breadth of 'knowing' that is utterly unprecedented in our lives by operating that modality.
  • One of the impressions that comes from a sustained practice of self sensing is a clearer feeling for what "I" is and why we have a word for that self referential phenomenon, seemingly located somewhere behind our eyes and between our ears. The thing we call "I" or "me" depending on the context, turns out to be a moving point, a convergence vector for a variety of images, feelings and sensations. It is a reference point into which certain impressions flow and out of which certain impulses to act diverge and which may or may not animate certain muscle groups into action. Following this tricky exercize in attention and sensation, we can quickly see for ourselves that attention is more like a focused beam and awareness is more like a diffuse cloud, but both are composed of energy, and like all energy they vibrate, they oscillate with a certain frequency. That's it for now.

Roger Pielke Jr.'s Blog: The Guardian on Difficult Energy Choices - 0 views

  • For all the emotive force of events in Japan, though, this is one issue where there is a pressing need to listen to what our heads say about the needs of the future, as opposed to subjecting ourselves to jittery whims of the heart. One of the few solid lessons to emerge from the aged Fukushima plant is that the tendency in Britain and elsewhere to postpone politically painful choices about building new nuclear stations by extending the life-spans of existing ones is dangerous. Beyond that, with or without Fukushima, the undisputed nastiness of nuclear – the costs, the risks and the waste – still need to be carefully weighed in the balance against the different poisons pumped out by coal, which remains the chief economic alternative. Most of the easy third ways are illusions. Energy efficiency has been improving for over 200 years, but it has worked to increase not curb demand. Off-shore wind remains so costly that market forces would simply push pollution overseas if it were taken up in a big way. A massive expansion of shale gas may yet pave the way to a plausible non-nuclear future, and it certainly warrants close examination. The fundamentals of the difficult decisions ahead, however, have not moved with the Earth.

Scientists to be Tried Over Earthquake Deaths | The Utopianist - Think Bigger - 0 views

  • An earthquake hit L’Aquila, Italy on April 6th, 2009, killing 309 people. Prior to this event, six scientists and one government official were assembled into a task force charged with deciding whether recent “increases in seismic activity in the area” were putting citizens in any danger. The events are a little muddled, but the gist is this: the task force relaid some potentially positive feelings to the “deputy technical head of Italy’s Civil Protection Agency” who then made a statement to the press. The statement was “The scientific community tells me there is no danger because there is an ongoing discharge of energy. The situation looks favourable.”
  • The official felt this positive outlook was the message the committee wanted to relay, yet the committee obviously states that they didn’t say anything conclusive — after all, earthquake science isn’t exact. In general, the whole affair sounds pretty confusing, with the lawyers “in some cases implicitly blaming each other’s clients.”
  • is building codes that should be re-examined, but perhaps the best thing to do is to combine both solutions: consider better building practices while at the same time urging those in the lab to err on the side of caution — heavily — when human lives are at stake.

UNICEF - India - Children map their community using innovative technology in India - 0 views

  • After data were collected, the children drew the map’s first draft on a big sheet of paper. It clearly labelled and colour-coded each detail, from houses to street lamps. Now, the map and survey – which identified 71 sources of water but not one clean enough for drinking – can also be used as a powerful advocacy tool.
  • Ms. Das says improvements have already been made. Pointing to a lamp post in her crowded alley, she observes, “Things are already better. We have more light here.” The children also use survey data to target households during polio immunization campaigns. In teams armed with handmade paper megaphones and signs, they regularly march about shouting: “Shunun, shunun (listen),” imploring neighbours to bring children for polio drops. They also take toddlers to polio booths themselves. The children also mobilize for malaria information drives, to check on children who drop out of school, or to teach proper hand washing techniques. They tackle tough topics, like child marriage and human trafficking, with puppets and street plays at each community festival.

Children Create High-Tech Map of Their Slum in India | The Utopianist - Think Bigger - 0 views

  • The children used mobile phone technology developed by Matt Berg at Columbia University’s Earth Institute. With their phones, they enter demographic info like age, sex and health into a database and take pictures of things like water pumps and power sources. How exactly does this help? By providing concrete information for advocacy. The children’s survey turned up 71 water sources–but not one with water clean enough for drinking. They’ve already gotten some results too, like streetlights put in formerly dark alleys.

Roger Pielke Jr.'s Blog: Richard Muller on NPR: Don't Play With the Peer Review System - 0 views

  • CONAN: Do you find that, though, there is a lot of ideology in this business? Prof. MULLER: Well, I think what's happened is that many scientists have gotten so concerned about global warming, correctly concerned I mean they look at it and they draw a conclusion, and then they're worried that the public has not been concerned, and so they become advocates. And at that point, it's unfortunate, I feel that they're not trusting the public. They're not presenting the science to the public. They're presenting only that aspect to the science that will convince the public. That's not the way science works. And because they don't trust the public, in the end the public doesn't trust them. Their willingness to believe in the prophecy had saved Earth from the prophecy!

  • The theory of motivated reasoning builds on a key insight of modern neuroscience (PDF): Reasoning is actually suffused with emotion (or what researchers often call "affect"). Not only are the two inseparable, but our positive or negative feelings about people, things, and ideas arise much more rapidly than our conscious thoughts, in a matter of milliseconds—fast enough to detect with an EEG device, but long before we're aware of it. That shouldn't be surprising: Evolution required us to react very quickly to stimuli in our environment. It's a "basic human survival skill," explains political scientist Arthur Lupia of the University of Michigan. We push threatening information away; we pull friendly information close. We apply fight-or-flight reflexes not only to predators, but to data itself.
  • We're not driven only by emotions, of course—we also reason, deliberate. But reasoning comes later, works slower—and even then, it doesn't take place in an emotional vacuum. Rather, our quick-fire emotions can set us on a course of thinking that's highly biased, especially on topics we care a great deal about.

Politics and self-confidence trump education on climate change - 0 views

  • One set of polls, conducted by the University of New Hampshire, focused on a set of rural areas, including Alaska, the Gulf Coast, and Appalachia. These probably don't reflect the US as a whole, but the pollsters had about 9,500 respondents. The second, published in the The Sociological Quarterly, took advantage of a decade's worth of Earth Day polls conducted by Gallup.
  • Both surveys asked similar questions, however, including whether climate change has occurred and whether humans were likely to be the primary cause. The scientific community, including all the major scientific organizations that have issued statements on the matter, has said yes to both of these questions, and the authors interpret their findings in light of that.
  • The UNH poll shows that a strong majority—in the 80-90 percent range—accepts that climate change is happening. The Gallup polls explicitly asked about global warming and got lower percentages, although it still found that a majority of the US thinks the climate is changing.   • Jeffrey Sachs, an advisor to the United Nations and director of Columbia University's Earth Institute, is one such expert. In books and countless speeches and television appearances, he has argued that poor countries are poor because they are hot, infertile, malaria-infested, and often landlocked; these factors, however, make it hard for them to be productive without an initial large investment to help them deal with such endemic problems. But they cannot pay for the investments precisely because they are poor -- they are in what economists call a "poverty trap." Until something is done about these problems, neither free markets nor democracy will do very much for them.
  • But then there are others, equally vocal, who believe that all of Sachs's answers are wrong. William Easterly, who battles Sachs from New York University at the other end of Manhattan, has become one of the most influential aid critics in his books, The Elusive Quest for Growth and The White Man's Burden. Dambisa Moyo, an economist who worked at Goldman Sachs and the World Bank, has joined her voice to Easterly's with her recent book, Dead Aid. Both argue that aid does more bad than good. It prevents people from searching for their own solutions, while corrupting and undermining local institutions and creating a self-perpetuating lobby of aid agencies.

In 2003, we founded what became the Abdul Latif Jameel Poverty Action Lab, or J-PAL. A key part of our mission is to research by using randomized control trials -- similar to experiments used in medicine to test the effectiveness of a drug -- to understand what works and what doesn't in the real-world fight against poverty. In practical terms, that meant we'd have to start understanding how the poor really live their lives.
  • Take, for example, Pak Solhin, who lives in a small village in West Java, Indonesia. He once explained to us exactly how a poverty trap worked. His parents used to have a bit of land, but they also had 13 children and had to build so many houses for each of them and their families that there was no land left for cultivation. Pak Solhin had been working as a casual agricultural worker, which paid up to 10,000 rupiah per day (about $2) for work in the fields. A recent hike in fertilizer and fuel prices, however, had forced farmers to economize. The local farmers decided not to cut wages, Pak Solhin told us, but to stop hiring workers instead. As a result, in the two months before we met him in 2008, he had not found a single day of agricultural labor. He was too weak for the most physical work, too inexperienced for more skilled labor, and, at 40, too old to be an apprentice. No one would hire him.
  • Pak Solhin, his wife, and their three children took drastic steps to survive. His wife left for Jakarta, some 80 miles away, where she found a job as a maid. But she did not earn enough to feed the children. The oldest son, a good student, dropped out of school at 12 and started as an apprentice on a construction site. The two younger children were sent to live with their grandparents. Pak Solhin himself survived on the roughly 9 pounds of subsidized rice he got every week from the government and on fish he caught at a nearby lake. His brother fed him once in a while. In the week before we last spoke with him, he had eaten two meals a day for four days, and just one for the other three.
  • Pak Solhin appeared to be out of options, and he clearly attributed his problem to a lack of food. As he saw it, farmers weren't interested in hiring him because they feared they couldn't pay him enough to avoid starvation; and if he was starving, he would be useless in the field. What he described was the classic nutrition-based poverty trap, as it is known in the academic world. The idea is simple: The human body needs a certain number of calories just to survive. So when someone is very poor, all the food he or she can afford is barely enough to allow for going through the motions of living and earning the meager income used to buy that food. But as people get richer, they can buy more food and that extra food goes into building strength, allowing people to produce much more than they need to eat merely to stay alive. This creates a link between income today and income tomorrow: The very poor earn less than they need to be able to do significant work, but those who have enough to eat can work even more. There's the poverty trap: The poor get poorer, and the rich get richer and eat even better, and get stronger and even richer, and the gap keeps increasing.
  • But though Pak Solhin's explanation of how someone might get trapped in starvation was perfectly logical, there was something vaguely troubling about his narrative. We met him not in war-infested Sudan or in a flooded area of Bangladesh, but in a village in prosperous Java, where, even after the increase in food prices in 2007 and 2008, there was clearly plenty of food available and a basic meal did not cost much. He was still eating enough to survive; why wouldn't someone be willing to offer him the extra bit of nutrition that would make him productive in return for a full day's work? More generally, although a hunger-based poverty trap is certainly a logical possibility, is it really relevant for most poor people today? What's the best way, if any, for the world to help?

Office of Science & Technology - Democracy's Open Secret - 0 views

  • there is a deeper issue here that spans political parties across nations:  a lack of recognition among policy makers of their dependence on experts in making wise decisions.  Experts do not, of course, determine how policy decisions ought to be made but they do add considerable value to wise decision making.
  • The deeper issue at work here is an open secret in the practice of democracy, and that is the fact that our elected leaders are chosen from among us, the people.  As such, politicians tend to reflect the views of the general public on many subjects - not just those subjects governed solely by political passions, but also those that are traditionally the province of experts.  Elected officials are not just a lot like us, they are us.
  • For example, perhaps foreshadowing contemporary US politics, in 1996 a freshman member of the US Congress proposed eliminating the US government's National Weather Service , declaring that the agency was not needed because "I get my weather from The Weather Channel."  Of course the weather informaton found on The Weather Channel comes from a sophisticated scientific and technological infrastructure built by the federal government over many decades which supports a wide range of economic activity, from agriculture to airlines, as well as from the private sector weather services.

  • European politicians have their own blind spots at the interface of science and policy.  For instance, several years ago former German environment minister Sigmar Gabriel claimed rather implausibly that: "You can build 100 coal-fired power plants and don't have to have higher CO2 emissions."  His explanation was that Germany participates in emissions trading and this would necessarily limit carbon dioxide no matter how much was produced. Obviously, emissions trading cannot make the impossible possible.
  • We should expect policy makers to face difficulties when it comes to governance when it involves considerations of science, technology, and innovation for the simple reason that they are just like everyone else -- mostly ignorant about mostly everything.
