The Breakthrough Institute: ANALYSIS: Nuclear Moratorium in Germany Could Cause Spike i... - 0 views

  • The German government announced today that it will shut down seven of the country's seventeen nuclear power plants for an indefinite period, a decision taken in response to widespread protests and a German public increasingly fearful of nuclear power after a nuclear emergency in Japan. The decision places a moratorium on a law that would extend the lifespan of these plants, and is uncharacteristic of Angela Merkel, whose government previously overturned its predecessor's decision to phase nuclear out of Germany's energy supply.
  • The seven plants, each built before 1980, represent 30% of Germany's nuclear electricity generation and 24% of its gross installed nuclear capacity. Shutting down these plants, or even just placing an indefinite hold on their operation, would be a major loss of zero-emissions generation capacity for Germany. The country currently relies on nuclear power from its seventeen nuclear power plants for about a quarter of its electricity supply.
  • The long-term closure of these plants would therefore seriously challenge Germany's carbon emissions efforts, as they try to meet the goal of 40% reduction below 1990 carbon emissions rates by 2020.

Breakthrough Europe: Emerging Economies Reassert Commitment to Nuclear Power - 0 views

  • Nearly half a billion of India's 1.2 billion citizens continue to live in energy poverty. According to the Chairman of the Indian Atomic Energy Commission, Srikumar Banerjee, "ours is a very power-hungry country. It is essential for us to have further electricity generation." The Chinese have cited similar concerns in sticking to their major expansion plans of its nuclear energy sector. At its current GDP growth, China's electricity demands rise an average of 12 percent per year.

For the emerging economies, overcoming poverty and insecurity of supply remain the overriding priorities of energy policy.

    The environmental movement has a strange historical relationship with nuclear power. In many countries, opposition to nuclear reactors in the wake of Chernobyl gave rise to major Green political parties. Many environmentalists still oppose nuclear power--Greenpeace, for example, still calls for the phase out of all reactors. But as climate change has taken over the Green agenda, other environmentalists have come to favor nuclear  as part of a low-carbon energy mix.  It was this confluence of factors-fading memories of Chernobyl and increased concern about greenhouse gases--that gave the nuclear industry such confidence just a few years ago. That confidence will have been deeply shaken by events in Japan.

  • Japan's part-natural, part-human disaster is an extraordinary event. As well as dealing with the consequences of an earthquake and tsunami, rescuers are having to evacuate thousands of people from the danger zone around Fukushima. In addition, the country is blighted by blackouts from the shutting of 10 or more nuclear plants. It is a textbook case of how technology can increase our vulnerability through unintended side-effects.
  • Yet there had been early warnings from scientists. In 2006, Professor Katsuhiko Ishibashi resigned from a Japanese nuclear power advisory panel, saying the policy of building in earthquake zones could lead to catastrophe, and that design standards for proofing them against damage were too lax. Further back, the seminal study of accidents in complex technologies was Professor Charles Perrow's Normal Accidents, published in 1984

This "dread factor" is why the nuclear aspect of Japan's ordeal has come to dominate headlines, even though the tsunami has had much greater immediate impact on lives.
  • It is simply too early to say what precisely went wrong at Fukushima, and it has been surprising to see commentators speak with such speed and certainty. Steve Sawyer, who contributed a chapter to an upcoming Intergovernmental Panel on Climate Change (IPCC) special report on managing climate disasters, which will be published in May. . . According to Sawyer, the forthcoming IPCC report will reveal that carbon emissions from nuclear power facilities clock up between 100 and 200 grams of carbon emissions per kilowatt hour (kWh). 'Clean' gas emits around 350 grams of carbon per kilowatt hour.    But wind turbines emit no carbon when producing electricity. One life-cycle assessment of the Vestas V90-3.0MW onshore turbine – which includes the manufacture of components – found that even here, only 4.64 grams of CO2 per kWh were created. "Nuclear power is generally the most expensive, complicated and dangerous means ever devised by human beings to boil water," Sawyer said, summing up the anti-nuclear argument. "Why anyone would want to use it to generate electricity is beyond me, unless they were interested - as most European states were in the early days of nuclear history - in what comes out the other end, which is fissionable material for nuclear weapons," he added.Who is this IPCC author Steve Sawyer you might wonder?  He is the Secretary General of the Global Wind Energy Council, an advocacy group for wind energy with a strong anti-nuclear stance, as Sawyer's comments indicate. He also spent 30 years as a top official for Greenpeace.
  • the spectacle of an IPCC author with a clear conflict of interest writing part of the report and then using that same report in his political advocacy just does not look good. If the IPCC were recommending drug safety standards and an author happened to be a top official at a company benefitting from the recommendations, the issues here would be obvious and unacceptable. The IPCC however plays by different rules.

Roger Pielke Jr.'s Blog: Japan's New Emissions Math - 0 views

  • Japan currently gets 24% of it energy needs from nuclear power.  To replace that additional 26% that was supposed to come from nuclear (to get to 50%) implies 78,000 (!) 2.5 MW wind turbines (see TCF, p. 144, Table 4.4). The Japanese Wind Energy Association optimistically foresees 11.1 GW of capacity by 2020, or less than half that would have been needed to reach the 5% reduction target.  Abandoning nuclear does not make the emissions reduction targets easier, but far, far more difficult. 
  • I have argued that Japan's 2020 emissions reduction target of a 25% reduction was always far out of reach.  I don't think that the phrase "even more impossible" makes much sense, but perhaps Japan's new political context will at least make its emissions reductions commitments "even more obviously impossible."

    Earlier this week the Japanese Prime Minister Naoto Kan announced that Japan was no longer seeking to source 50% of its energy needs from nuclear power and terminated plans for 14 new nuclear facilities.  What might this decision mean for Japan's ability to meet its current carbon dioxide emissions reduction target of 25% below 1990 levels?

  • From Der Spiegel: Germany has been importing nuclear power from France and the Czech Republic since it switched off its seven oldest nuclear power stations last month in the wake of the Fukushima accident, power company RWE said on Monday. A spokesman for RWE confirmed a report in Bild newspaper that Germany had become a net importer of power since March 16. Previously, Germany had been a net electricity exporter because of its rising output of power from renewable energy sources. RWE said the country's power imports from France and Czech have been amounting up to 3,000 megawatts and up to 2,000 megawatts respectively. Three quarters of France's power supply comes from nuclear energy while the Czech Republic relies on reactors for 34 percent of its energy needs. Hildegard Müller, head of the German Association of Energy and Water Industries also said on Monday that power imports were up. "Since March 17, there has been an increase in imports. Flows from France and the Czech Republic have doubled," she said.

Breakthrough Europe: "Coal Kills 4,000 Times More People Per Unit of Energy than Nuclear" - 0 views

  • Last year, for example, coal mining accidents killed 4,233 in China alone, while coal pollutants killed an estimated 13,200 Americans. And while you may remember a few of the 25 worst energy-related disasters of 2010, most went unnoticed by Western media and the public.
  • When you actually do the math, coal kills somewhere on the order of 4,000 times more people per unit of energy produced than nuclear power. Or to put it another way, outdoor air pollution, caused principally by the combustion of fossil fuels, kills as many people every 29 hours as will eventually die due to radiation exposure from the Chernobyl nuclear disaster, according to World Health Organization figures (Source: nuclear; air pollution).
  • Yet since coal-related deaths have a much lower profile than nuclear disasters, and because they largely occur in the conveniently far-away obscurity of the developing world, they tend to be severely underreported by the mainstream media in the West.

  • The INES scale is an internationally agreed-upon standard. Signatory nations are themselves responsible for interpreting the scale and assigning numbers to their own incidents. There is not a single international body that does this. Indeed, from the INES web site: What the Scale is Not For It is not appropriate to use INES to compare safety performance between facilities, organizations or countries. The statistically small numbers of events at Level 2 and above and the differences between countries for reporting more minor events to the public make it inappropriate to draw international comparisons.
  • the INES number is not a “threat level”. It’s a rough assessment of the scale of a mess that has been created. It does not portend coming danger, it characterizes an incident.

  • Within Japan, it’s the NSC (Nuclear Safety Commission) that has responsibility for classifying its incidents. When they say Fukushima is a 7, it doesn’t necessarily mean the same thing as what the USSR considered to be a 7 in 1986. Why not? Because there are many different aspects to a nuclear incident. There are health effects, potential health effects, environmental effects, measurements of radiation released, and so on.
  • The scale boils all these factors down to a single number, which to me, is a misguided effort: 0 – No safety significance 1 – Anomaly 2 – Incident 3 – Serious incident 4 – Accident with local consequences 5 – Accident with wider consequences 6 – Serious accident 7 – Major accident I certainly agree that Fukushima is a 7, a major accident, considering its type of reactor. Chernobyl was a Generation 0 atomic pile, not really what you’d call a nuclear reactor, and I’m surprised it didn’t blow up half the continent.  For a proper nuclear reactor, I think Fukushima is about as bad as things can get.
  • But notice, it does not fulfill some of the qualifications of a 7, or even of a 4. For example, people start dying from radiation as early as 4 on the scale. Nobody has died from radiation at Fukushima (three were killed by the tsunami), and nobody was hurt at all at Three Mile Island which was a 5. The grimmest rational estimates of Chernobyl put its eventual death toll from cancer at 4,000. But it does fulfill the other qualifications of a 7; notably: Major release of radioactive material with widespread health and environmental effects requiring implementation of planned and extended countermeasures.

  • For all the emotive force of events in Japan, though, this is one issue where there is a pressing need to listen to what our heads say about the needs of the future, as opposed to subjecting ourselves to jittery whims of the heart. One of the few solid lessons to emerge from the aged Fukushima plant is that the tendency in Britain and elsewhere to postpone politically painful choices about building new nuclear stations by extending the life-spans of existing ones is dangerous. Beyond that, with or without Fukushima, the undisputed nastiness of nuclear – the costs, the risks and the waste – still need to be carefully weighed in the balance against the different poisons pumped out by coal, which remains the chief economic alternative. Most of the easy third ways are illusions. Energy efficiency has been improving for over 200 years, but it has worked to increase not curb demand. Off-shore wind remains so costly that market forces would simply push pollution overseas if it were taken up in a big way. A massive expansion of shale gas may yet pave the way to a plausible non-nuclear future, and it certainly warrants close examination. The fundamentals of the difficult decisions ahead, however, have not moved with the Earth.

  • the media and pundits stepped on the "fear creation accelerator" focussing on the possibility of disastrous outcomes while ignoring possible solutions and options.
  • Nobody can say for sure how this crisis is headed. As of today, the risk of a total meltdown has been reduced. However, if one was listening to some segments of the media earlier this week, disaster was the only possible outcome. Fear and panic itself would have caused a disaster Imagine the mess created by millions fleeing Tokyo in a haphazard manner - the sick, old and invalid left behind, food & water distribution disrupted - would have led to more deaths much worse than the worst case meltdown that would have led to reactors being entombed. It also shows us the importance of leadership we can trust - the Japanese Minister Yukio Edano held 5 press conference every day[Link] to update the nation on the dynamic situation (compare that with the initial handling of SARS outbreak).
  • I hope the Japanese succeed in getting the nuclear reactors under control. Extraordinary crisis requires extraordinary leadership, extraordinary sacrifice and extraordinary courage. In the confusion and fear, it is hard for people not to panic and flee but most of the Japanese in Tokyo stayed calm despite all sorts of scares.   • there is a tendency to conclude that govts with the best expert advice have made this decision because there is a real danger of something sinister happening. But remember govts are also under pressure to act because they are made up of politicians - also they may be making precautionary moves because they have little to lose and have to be seen as being pro-active. How real is the danger of harmful radiation reaching Tokyo and should you leave if you're in Tokyo? There were many people doing a "wait and see" before Wednesday but once the US & UK govt called for a pull-out, the fear factor rose several notches and if you're a Japanese in Tokyo watching all the foreigners "abandoning" your city, you start to feel some anxiety and later panic. One EU official used the word "apocalypse"[Link] to describe the situation in Japan and the fear index hit the roof....then a whole herd of experts came out to paint more dire scenarios saying the Japanese have lost all control of the nuclear plants. All this lead the public to think that calamity is the most likely outcome of the unfolding saga and if make a decision from all this, you will just run for the exits if you're in Tokyo. All this is happening while the Japanese govt is trying to calm the people and prevent a pandemonium after the triple disaster hit the country. In China, people have emptied the supermarket shelves of iodized salt because of media reports that the consumption of iodine can block radioactive iodine from being absorbed by thyroid glands causing thyroid cancer. There are also reports of people getting ill after ingesting iodine pills out of fear of radiation.

Roger Pielke Jr.'s Blog: How to Get to 80% "Clean Energy" by 2035 - 0 views

  • I have put together a quick spreadsheet to allow me to do a bit of sensitivity analysis of what it would take for the US to get to 80% "clean energy" in its electricity supply by 2035, as proposed by President Obama in his State of the Union Speech
  • 1. I started with the projections from the EIA to 2035 available here in XLS. 2. I then calculated the share of clean energy in 2011, assuming that natural gas gets a 50% credit for being clean.  That share is just under 44% (Nukes 21%, Renewable 13%, Gas 10%). 3. I then calculated how that share could be increased to 80% by 2035.
  • Here is what I found: 1. Coal pretty much has to go away.  Specifically, about 90% or more of coal energy would have to be replaced. 2. I first looked at replacing all the coal with gas, all else equal.  That gets the share of clean energy up to about 68%, a ways off of the target. 3. I then fiddled with the numbers to arrive at 80%.  One way to get there would be to increase the share of nukes to 43%, gas to 31% and renewables to 22% (Note that the EIA reference scenario -- BAU -- to 2035 has these shares at 17%, 21% and 17% respectively, for a share of 45% just about like today.)

  • Increasing nuclear power in the EIA reference scenario from a 17% to 43% share of electricity implies, in round numbers, about 300 new nuclear power plants by 2035.***  If you do not like nuclear you can substitute wind turbines or solar thermal plants (or even reductions in electricity consumption) according to the data provided in The Climate Fix, Table 4.4.  The magnitude of the task is the same size, just expressed differently.
  • One nuclear plant worth of carbon-free energy every 30 days between now and 2035.  This does not even consider electrification of some fraction of the vehicle fleet -- another of President Obama's goals -- which presumably would add a not-insignificant amount to electricity demand. Thus, I'd suggest that the President's clean energy goal is much more of the aspirational variety than a actual policy target expected to be hit precisely.

For months, it was consistently at or near the top in searches for “skinny jeans,” “home decor,” “comforter sets,” “furniture” and dozens of other words and phrases, from the blandly generic (“tablecloths”) to the strangely specific (“grommet top curtains”).

  • Those students who argue for No Platform seem to be in two camps. The first suffer from some sort of Kim Jong Il-esque paranoia that the BNP or Islamofascists are at the gates of our university campuses just awaiting the opportunity to turn the nation’s students racist. This patronisingly assumes that students are an uncritically receptive bunch capable of being whipped into a crazed mob at the merest hint of BNP or Islamist rhetoric. 
  • The other camp of students in favour of No Platform, while less obviously hysterical than their fellow no-platformers, is in fact far more insidious. This group talks of creating a safe space to ensure that people do not feel intimidated or feel unable to make their voices heard. They point out that if ‘dangerous radicals’, in this case Hizb ut-Tahrir, are allowed to debate on the same platform, many people might not be able to ‘access’ the events. They’ll feel excluded, picked on. The types of student that need protection from such radical views range from the traditional, such as black students or women, right through to the absurd, such as socialist or ‘nervous’.
  • Yet I have seen black, women and even nervous students take the stand, as I have myself at the NUS annual conference, and say ‘I don’t want or need your “protection”’. And they have argued this for a good reason. The idea of ‘protection’ assumes that people have a right not to be offended, that they have a right not to hear students with views influenced by Hizb ut-Tahrir. But there is no right not to be offended. Why should there be? These are students after all; they are at university to experience new and often offensive ideas.

  • Students are supposed to be engaging with the big ideas in society. It might be how to make a nuclear bomb in physics, or it might be the rationale for using the nuclear bomb against Japan in history. If university is not about these difficult and challenging ideas, then it really is nothing more than a finishing school to equip us with the correct skills for the workplace. If free education, an issue close to the heart of many students, is about anything, it should be about the freedom to explore ideas. The truth is that the greatest impediment to getting a free education is not the fees but the NUS’s policies which effectively keep students wrapped in cotton wool.

  • Merchant of Doubt is exactly what its subtitle says: a historical view of how a handful of scientists have obscured the truth on matters of scientific fact.
  • it was a very small group who were responsible for creating a great deal of doubt on a variety of issues. The book opens in 1953, where the tobacco industry began to take action to obscure the truth about smoking’s harmful effects, when its relationship to cancer first received widespread media attention.
  • The tobacco industry exploited scientific tendency to be conservative in drawing conclusions, to throw up a handful of cherry-picked data and misleading statistics and to “spin unreasonable doubt.” This tactic, combined with the media’s adherence to the “fairness doctrine” which was interpreted as giving equal time “to both sides [of an issue], rather than giving accurate weight to both sides” allowed the tobacco industry to delay regulation for decades.
