America's Pacific Logic - 1 views

  • When the Berlin Wall fell in 1989, signaling communism's defeat in Europe, security experts talked about a shift in diplomatic and military energies to the Pacific. But Saddam Hussein's invasion of Kuwait in 1990 led to a decadelong preoccupation with the Middle East, with the U.S. Army leading a land war against Iraq in 1991 and the Navy and Air Force operating no-fly zones for years thereafter. Then came 9/11, and the Bush administration's initiation of wars in Afghanistan and Iraq as a response. Finally, the ending of both those conflicts is in sight, and the United States, rather than return to quasi-isolationism as it has done with deleterious effect after other ground wars in its history, is attempting to pivot its focus to the geographical heart of the global economy: the Indian and Pacific oceans.

      I posit that this is a slight misnomer. While it provides the world with a long, reliable trade route, it is still focused around maintaining U.S. global primacy and so serves a national interest. It doesn't befit us to get weepy-eyed at how much we've 'given.' Not that StratFor is DOING that, but I'm just trying to clear my throat on a tiny detail that (I think) matters.

  • Beijing has been buying smart, investing in subs, ballistic missiles, and space and cyber warfare as part of a general defense build-up. China has no intention of going to war with the United States, but it does seek to impede in time of crisis U.S. military access to the South China Sea and the rest of maritime Asia.
  • China, through the combination of its economic and military power, will undermine the sovereignty of countries such as Vietnam, Malaysia, the Philippines and Singapore, all of which are de facto or de jure U.S. allies.
  • The country that is the biggest target for China is Vietnam, whose seaboard forms the western edge of the South China Sea and whose economically dynamic population of 87 million makes it a future maritime Turkey, a midlevel power in its own right

  • The Chinese are simply unable to psychologically divorce their claims on the nearby South China Sea from the territorial depredations directed against China by the West in the 19th and early 20th centuries. To Chinese officials, the South China Sea represents blue national soil.
  • Of course, American diplomacy has been active on these matters for years, but U.S. diplomats would lack credibility if they were not backed by a robust military presence in the future. This is what the pivot is all about: The United States does not intend to desert maritime Asia in its hour of need. As one high-ranking diplomat of a South China Sea country told me, if the United States were to withdraw an aircraft carrier strike group from the region it would be a "game-changer," ushering the region toward Finlandization.
  • A profound socio-economic crisis in China itself -- something that by no means can be ruled out -- might have the effect of slowing this quasi-imperial rise. But that hasn't happened quite yet, and in the meantime, the United States is forced to react to China's growing military and commercial capabilities.
  • But the change in U.S. policy focus is not literally about containing China. "Containment" is a word of Cold War vintage related to holding ground against the Soviet Union, a country with which the United States had a one-dimensional, hostile relationship. The tens of thousands of American students and corporate executives in Beijing attest to the rich, multi-dimensional relationship the United States enjoys with China. China is so much freer than the former Soviet Union that to glibly state that China is "not a democracy" is to miss the point of China's rise entirely.

Multipolar military systems are more unstable than unipolar and bipolar ones because there are more points of interactions and thus more opportunities for miscalculations, as each country seeks to readjust the balance of power in its own favor.

      I buy this, and the relationship fascinates me. I like how U.S. control over the sea lanes tempers hostility. These nations can tolerate U.S. control more than they can their other regional competitors.
  • Australia, a country of only 23 million inhabitants, will spend $279 billion over the next two decades on submarines, fighter jets and other hardware. This is not militarism, but the reasonable response of a nation at the confluence of the Indian and Pacific oceans in order to account for its own defense in the face of rapidly changing power dynamics.

  • Of course, such cat and mouse games are nothing new-and are perfectly legal- provided they occur within international waters or airspace.
  • Unlike the Soviets, however, who could confine the movements of their boomers to the frigid, lonely waters of the Barents and Okhotsk seas, the Chinese have chosen to erect their nuclear submarine base smack-bang in the middle of one of the world’s busiest maritime highways.

  • China’s naval ambitions are simply too broad and grandiose for its constricted maritime geography. This perceived lack of strategic depth provides a partial explanation to Beijing’s increased obduracy over territorial disputes in the South China Sea.
  • Absolute control over the remote Spratly islands, in addition to the more proximate Paracels, would greatly facilitate this concentric defensive configuration.
  • Until not long ago, China’s strategic submarine force wasn’t really taken seriously.
  • China could soon equip its new class of Jin submarines with the JL-2 ballistic missile, which has a range of approximately 4 600 miles. This would enable Beijing, the report adds, to establish a “near-continuous at-sea strategic deterrent”.

Obama's Second Term - 1 views

  • The foreign policy story of U.S. President Barack Obama's first term could be told through three personalities: former Defense Secretary Robert Gates, Secretary of State Hillary Clinton and former Special Representative to Afghanistan and Pakistan Richard Holbrooke.
  • Because of Gates, Obama did not go "soft" as Democrats are supposedly liable to do. Guantanamo Bay prison remained open, there was no initial rush to the exits in Iraq, a robust campaign of assassinations against al Qaeda proceeded apace, and so forth.

  • Such a realist mindset is rejected by the media and academia, even as it is quietly practiced throughout government and, especially, by successful foreign policy administrations. Obama's new appointees will practice realism, even as idealism will infuse their remarks at press conferences.
  • Yes, Obama intervened largely for humanitarian considerations in Libya. But it was a hesitant, unenthusiastic intervention in which no boots were on the ground beyond some Special Operations Forces, ensuring that the United States did not own the security situation of post-Gadhafi Libya.

China's Geopolitical Fallout - 0 views

  • China's leaders will likely survive this trial. But what if they don't? What if China faces a severe socio-economic crisis and attendant political one of an unforeseen magnitude? What would be the second-order geopolitical effects? If Syria explodes, it does so regionally. If China explodes, it does so globally.
  • Such a crisis could lead to an upsurge in nationalism, an emotion that can be easily dialed upwards by Communist party leaders as a means of clinging to power.
  • China's defense budget has already increased eight-fold since 2001, and might continue to do so under a more nationalist-style regime (even amid slowing growth), enabling China to further implement an anti-access area-denial strategy in the East and South China seas, emphasizing submarine, ballistic missile, and cyber warfare capabilities.

  • The aim would not be to go to war with the U.S. Navy and Air Force (quite the opposite, in fact), but to establish a force ratio more favorable to the continued, perceived growth of Chinese maritime power. But none of this would alter the current state of play in the Indian and Western Pacific oceans -- defined by a slowly diminishing unipolar American air and naval environment.
  • But what if the opposite occurred? What if an economic and political crisis ignited a downward trend in Chinese military procurements, or at least a less steep growth curve?
  • This is also quite possible: to assuage public anger at poverty and lack of jobs, China's leaders might, for political reasons, ask the military to make sacrifices of its own. After all, a Chinese Spring might be all about demanding more freedom and not about nationalism. Over time, this could affect the foundations of the Eurasian maritime order, albeit to a lesser extent than the collapse of the Berlin Wall shook the foundations of the European continental order.
  • Stalled Chinese defense budgets would reinvigorate a Pax Americana from the Sea of Japan to the Persian Gulf, despite the debacles of the Iraq and Afghanistan wars, and despite the U.S. military budget crunch.
  • Remember that Japan occupied Korea from 1910 to 1945, and the hostility between Japan and Korea is thus much greater than the hostility between Korea and China.

  • Such a bleak scenario for China overall would leave the United States and its allies -- both de facto like India and Vietnam, and de jure like Japan and Australia -- in a commanding position around Eurasia's navigable southern rimland.
  • But such a scenario is unlikely, even if the Chinese economy significantly slows and domestic unrest follows. More likely will be a tumultuous period of consolidation and readjustment within China, with China's strategic and military planners able to weather the storm with adjustments of their own for the long term.
  • But there is a larger point: geopolitics, while ostensibly about the geographically-constrained interactions of states, rests also on the internal conditions of states themselves, in which the actions of individuals are crucial and so much hangs on a thread.
  • While both the United States and China face epochal budgetary and economic crises -- which in both countries bleed over into the political realm -- the crisis in China is far more profound than in the United States. After all, the system of governance in Washington simply enjoys so much more legitimacy than the one in Beijing, with the American public institutionally better equipped to vent its frustrations than the Chinese one. Such internal realities will remain the overriding geopolitical facts in Asia.

      Really? I had thought that we all assumed a linear-time-frame. Strauss & Howe's cyclical view doesn't strike me as common main-stream thought.
  • Yet what if history is not cyclical and slow-moving but arhythmic, at times almost stationary, but also capable of accelerating suddenly, like a sports car? What if collapse does not arrive over a number of centuries but comes suddenly, like a thief in the night?
  • Complex systems share certain characteristics. A small input to such a system can produce huge, often unanticipated changes, what scientists call the amplifier effect.

  • What are the implications for the US today? The most obvious point is that imperial falls are associated with fiscal crises: sharp imbalances between revenues and expenditures, and the mounting cost of servicing a mountain of public debt.
  • There is a zero-sum game at the heart of the budgetary process: even if rates stay low, recurrent deficits and debt accumulation mean that interest payments consume a rising proportion of tax revenue. And military expenditure is the item most likely to be squeezed to compensate because, unlike mandatory entitlements (social security, Medicaid and Medicare), defence spending is discretionary.

  • We’ve now dodged the bullet of a Mitt Romney White House, so let’s get back to reality. Despite his campaign-trail populism, the president will continue the politics of accommodation to conservatives. Two of the three priorities he has set out for his next term are at the top of the GOP agenda: a “grand bargain” to cut government spending over the next 10 years and corporate tax reform that would cut rates—don’t hold your breath—and close loopholes. The third priority, rationalizing immigration law, is one of the few progressive ideas that also has the support of the Chamber of Commerce and the Business Roundtable.
  • President Obama says his top priority is a deal with House Republicans to reduce the deficit by $4 trillion over the next 10 years. His “liberal” position starts with a ratio of spending cuts to tax increases of 2.5-to-1. The only real dispute between the president and Republicans is whether the rich will have to give back the tax breaks George W. Bush gave them. So when the eventual deal is struck, the federal government will be taking more out of the economy over the next decade than it is putting in.

StratFor Annual Forecast 2013 - 0 views

  • Generational shifts take time to play out and often begin with a period of denial as the forces of the international system struggle to preserve the old order. In 2013, that state of denial will persist in many areas. But we are more than four years into this cyclical transformation, and change is becoming more palpable and much harder to deny with every passing month.
  • In Europe, short-term remedies that are so far preserving the integrity of the European Union are also papering over the deep, structural ailments of the bloc.

  • This dynamic will be particularly visible in the northern Levant region this year as Syria and Lebanon continue coming apart. From Stratfor's perspective, the regime in Syria has already fallen and is giving way to a familiar state of warlordism, where militias and clan interests reign supreme. There is no longer a political entity capable of wielding control over the entirety of Syrian territory, nor will there be for some time.
  • once Syrian President Bashar al Assad is removed from power, whether through a negotiated deal or by force, the Sunni forces will fragment along ideological, ethnic and geographic lines, with Salafist-jihadist forces battling against a more politically minded Muslim Brotherhood and secular Sunnis.
  • As their grip over Aleppo slips, Alawite forces will try to hold Damascus while preparing a mass retreat to their coastal enclave. The battle for Damascus could extend beyond the scope of this forecast.
  • The potential use of chemical weapons by Alawite forces in a state of desperation could accelerate the unraveling of the region; a U.S.-led coalition would have to assemble in haste to contain the chemical weapons threat.
  • To be clear, the United States is not looking for a pretext to intervene militarily in Syria. On the contrary, the United States will make every effort possible to avoid another military campaign in the Islamic world this year.
  • A military conflict between the United States and Iran remains unlikely in 2013.
  • The growing disparity in the U.S. and Iranian negotiating positions will largely relegate Iran to the role of regional spoiler. So long as Iran can create pain for its regional adversaries, it can slow its own descent.
  • Iraq remains Iran's primary regional imperative, however. The momentum building among Sunni forces in Syria will eventually spill into Iraq and challenge Shiite dominance.
  • Iran's presidential elections in June will reveal the declining relevancy of the clerical elite and the populist faction embodied by outgoing President Mahmoud Ahmadinejad. This creates a political void for the Revolutionary Guard to fill. The Supreme Leader Ayatollah Ali Khamenei will try to check the Corps' growing influence by bolstering rival military and security agencies and backing a less controversial and more politically malleable ally from the pragmatic conservative camp for the presidency.
  • In Egypt, the military will adapt to an emerging Islamist political order. The military will remain the ultimate arbiter of the state and will rely on a number of factors -- including a fragmented judiciary, the military's economic leverage, a divided Islamist political landscape and the military's foreign relationships -- to check the Muslim Brotherhood.
  • Egypt's consuming political transition will leave opportunities for flare-ups in the Sinai Peninsula and in Gaza, but we do not expect a significant breach between Israel and Egypt this year.
  • Jordan, the oft-overlooked casualty of the Arab Spring, will continue to destabilize quietly and slowly in 2013
  • Israel and Turkey are both greatly affected by the shifting political dynamics of the Arab world, but both have little means to influence the change. The two former allies will continue exploring ways to restore a quiet working relationship under these new regional stresses, but a public restoration of diplomatic ties is less likely.
  • Israel will struggle internally over how to adapt to a new regional framework in which the reliability of old working partners is called into question.

  • Second, the crisis has a political aspect. The European Union is not a federation but a collection of nation-states bound together by international treaties.

  • In 2013, the two largest economies of the eurozone (Germany and France) will face low growth or even stagnation. This will have negative effects across Europe.
  • In 2013, the crisis will keep damaging economic conditions in the eurozone periphery. Greece, Spain, Portugal and Italy will see their economies shrink and unemployment rates rise. In all these countries, the social unrest will grow and the year will be marked by permanent protests and strikes. 
  • The conspicuous divide between the ruling elite and the populations of the periphery will be a key element in 2013, and some governments could fall. But even if opposition parties take power, they will face the same constraints as the governments that preceded them. In other words, a change in politicians will not bring a substantial change in policies regarding the European Union.

  • The United States and Russia will continue sparring over trade matters, negotiations for a new nuclear arms treaty and Russia's role in Iran and Syria. Stratfor does not expect major changes from Washington or Moscow that would break the gridlock in negotiations on these issues.
  • The low-level violence and instability that occurred throughout Central Asia in 2012 will continue in 2013.
  • Three things will shape events in East Asia in 2013: Beijing's struggle to maintain social and political stability amid lower economic growth rates; China's accelerating military modernization and increasingly aggressive moves to secure its territorial and economic interests in the region; and varied efforts by other regional players, including the United States, to adapt to China's changes. 
  • In 2013, the Chinese economy will continue the gradual, painful process of moving away from high export-driven growth and toward a model that is more sustainable in the long run.

  • For instance, the different ways people perceive the Müller-Lyer illusion likely reflects lifetimes spent in different physical environments. American children, for the most part, grow up in box-shaped rooms of varying dimensions. Surrounded by carpentered corners, visual perception adapts to this strange new environment (strange and new in terms of human history, that is) by learning to perceive converging lines in three dimensions.
  • As the three continued their work, they noticed something else that was remarkable: again and again one group of people appeared to be particularly unusual when compared to other populations—with perceptions, behaviors, and motivations that were almost always sliding down one end of the human bell curve.
  • In the end they titled their paper “The Weirdest People in the World?” (pdf) By “weird” they meant both unusual and Western, Educated, Industrialized, Rich, and Democratic. It is not just our Western habits and cultural preferences that are different from the rest of the world, it appears.   • The trio of researchers are young—as professors go—good-humored family men. They recalled that they were nervous as the publication time approached. The paper basically suggested that much of what social scientists thought they knew about fundamental aspects of human cognition was likely only true of one small slice of humanity. They were making such a broadside challenge to whole libraries of research that they steeled themselves to the possibility of becoming outcasts in their own fields.

WEIRD minds are also more analytic, possessing the tendency to telescope in on an object of interest rather than understanding that object in the context of what is around it.

  • As Norenzayan sees it, the last few generations of psychologists have suffered from “physics envy,” and they need to get over it.
  • The job, experimental psychologists often assumed, was to push past the content of people’s thoughts and see the underlying universal hardware at work. “This is a deeply flawed way of studying human nature,” Norenzayan told me, “because the content of our thoughts and their process are intertwined.” In other words, if human cognition is shaped by cultural ideas and behavior, it can’t be studied without taking into account what those ideas and behaviors are and how they are different from place to place.
  • This new approach suggests the possibility of reverse-engineering psychological research: look at cultural content first; cognition and behavior second. Norenzayan’s recent work on religious belief is perhaps the best example of the intellectual landscape that is now open for study.

  • He suggests that individuals tap that cultural storehouse of knowledge simply by mimicking (often unconsciously) the behavior and ways of thinking of those around them. We shape a tool in a certain manner, adhere to a food taboo, or think about fairness in a particular way, not because we individually have figured out that behavior’s adaptive value, but because we instinctively trust our culture to show us the way.

  • That we in the West develop brains that are wired to see ourselves as separate from others may also be connected to differences in how we reason, Heine argues. Unlike the vast majority of the world, Westerners (and Americans in particular) tend to reason analytically as opposed to holistically.

Whether you think of yourself as interdependent or independent may depend on whether your distant ancestors farmed rice (which required a great deal of shared labor and group cooperation) or herded animals (which rewarded individualism and aggression).
  • These psychological trends and tendencies may echo down generations, hundreds of years after the activity or situation that brought them into existence has disappeared or fundamentally changed.

In the end, the goal of boiling down human psychology to hardwiring is not surprising given the type of mind that has been designing the studies. Taking an object (in this case the human mind) out of its context is, after all, what distinguishes the analytic reasoning style prevalent in the West. Similarly, we may have underestimated the impact of culture because the very ideas of being subject to the will of larger historical currents and of unconsciously mimicking the cognition of those around us challenges our Western conception of the self as independent and self-determined. The historical missteps of Western researchers, in other words, have been the predictable consequences of the WEIRD mind doing the thinking.

U.S.: What the Sequester Will Do to the Military - 0 views

  • The current continuing resolution that Congress is using to fund the entire government until March 27 has already affected U.S. forces.

  • The U.S. military, and particularly the Navy, is the most powerful force projection instrument in the world. When the sequester takes effect, it will immediately reduce military spending by 8 percent, with more than $500 billion in cuts to defense spending over 10 years divided equally among the military branches.

  • It is not the overall amount of the reductions that is damaging, necessarily; it is the way in which the cuts will be implemented. The across-the-board cuts required by the sequestration coupled with the limits set by the continuing resolution are constraining budget planners' options in how to absorb the spending reductions and thus are damaging all the military branches, programs, training, deployments and procurement.
  • Just the threat of continued budget reductions has had an immediate effect on the military's readiness. The Navy decided not to deploy a second carrier to the Persian Gulf, backing down from its standard of two carriers in the region. Instead, the second carrier will serve in a surge capacity for the immediate future. The other branches have extended the deployments of units already in theaters and delayed others from rotating in as replacements since it is relatively less expensive to have units stay in place than move them and their equipment intercontinentally.

  • Any given military platform, from a Stryker armored vehicle to an aircraft carrier, requires a lot of money in order to be ready for use at any time at its intended level of performance. These platforms require consistent use to maintain a certain readiness level because machines cannot sit idle for months to years and then operate effectively, if at all, especially if called on for immediate action.
  • Moreover, the people that operate this equipment need to maintain their working knowledge and operational skill through continued use. This use causes wear and tear on the platform and requires consistent maintenance. All of this is necessary just to maintain the status quo. In the end, there must be a balance between a platform's readiness level and the amount of funding required for operations and maintenance, but if the money is no longer available there is no choice but to reduce readiness.
  • For example, the Navy has said it is considering suspending operations of four of its nine carrier air wings while shutting down four of its carriers in various stages of the operations and maintenance process. This would essentially give the United States one carrier deployed with one on call for years. This will be sufficient if the world remains relatively quiet, but one large emergency or multiple small ones would leave the United States able to project limited force compared to previous levels.
  • Procurement cycles are very slow and take decades to implement; for instance, the Navy that the United States wants to have in 20 years is being planned now.
  • The U.S. military has a global presence, and sequestration would have appreciable effects on this in certain areas. Potentially, the hardest hit region will be the Pacific, which has been the focus of the United States' new strategy.
  • The single biggest capability gap that will develop will be the U.S. military's surge capacity. Thanks to congressional redistricting, Republicans were able to hold on to the House of Representatives, and Cook said that the Party could probably keep it for the foreseeable future, but he warned that the prospects of winning back the Senate, and the White House, would require dramatic change. There are only twenty Republican women in the House, and Kellyanne Conway, a G.O.P. pollster, gave the overwhelmingly white male audience some advice: stop talking about rape.

  • Cantor was one of the most influential political forces in Obama’s first term. In June of 2011, the President and the Speaker began working toward a Grand Bargain of major tax increases and spending cuts to address the government’s long-term budget deficits. Until late June, Boehner had managed to keep these talks secret from Cantor. On July 21st, Boehner paused in his discussions with Obama to talk to Cantor and outline the proposed deal. As Obama waited by the phone for a response from the Speaker, Cantor struck. Cantor told me that it was a “fair assessment” that he talked Boehner out of accepting Obama’s deal. He said he told Boehner that it would be better, instead, to take the issues of taxes and spending to the voters and “have it out” with the Democrats in the election.
  • Why give Obama an enormous political victory, and potentially help him win reëlection, when they might be able to negotiate a more favorable deal with a new Republican President? Boehner told Obama there was no deal. Instead of a Grand Bargain, Cantor and the House Republicans made a grand bet.

His folks clearly weren’t. And so we weren’t even starting from the same premise.”

  • If Democrats vote as a bloc, which they often do, it takes only sixteen dissenting Republicans for the leadership to lose a vote. There is a rump group of some forty or fifty restless Republicans. At its core are two dozen younger members, most of whom have been elected since 2010 and have what generously might be called a dismissive attitude toward their leaders, whom they see as holdovers from the big-spending era of George W. Bush.

  • Britain's rise to its once-extraordinary power represented an unintended gift from Napoleon. It had global ambitions before the Napoleonic Wars, but its defeat in North America and competition with other European navies meant Britain was by no means assured pre-eminence.

  • Napoleon's devastation of continental Europe, the collapse of French power and the underdevelopment of the United States gave Britain an advantage and an opportunity.

  • British strategy at the end of the war was to remain aligned with the United States and try to find a foundation for the United States to underwrite the retention of the empire. But the United States had no interest in this. It saw its primary strategic interest as blocking the Soviet Union in what became known as the Cold War.
  • The U.S. political intervention against the British, French and Israeli attack on Egypt in 1956, which was designed to maintain British control of the Suez Canal, marked the empire's breaking point. Thereafter, the British retreated strategically and psychologically from the empire.

  • The second was the danger of being drawn so deeply into the U.S. orbit that Britain would lose its own freedom of action, effectively becoming, as some warned, the 51st state.
  • Britain has developed a strategy of being enmeshed in Europe without France's enthusiasm, at the same time positioning itself as the single most important ally of the only global power. There are costs on both sides of this, but Britain has been able to retain its options while limiting its dependency on either side.
  • While the United States remains Britain's largest customer for exports if Europe is viewed as individual countries, Europe as a whole is a bigger customer.
  • Britain has positioned itself superbly for a strategy of waiting, watching and retaining options regardless of what happens. If the European Union fails and the European nation-states re-emerge as primary institutions, Britain will be in a position to exploit the fragmentation of Europe to its own economic and political advantage and have the United States available to support its strategy.

  • So yes, Dr. King had many other goals, many other more transcendent, non-racial, policy goals, goals that apply to white people too, like ending poverty, reducing the war like aspects of our foreign policy, promoting the New Deal goal of universal employment, and so on.  But his main accomplishment was ending 200 years of racial terrorism, by getting black people to confront their fears.  So please don't tell me that Martin Luther King's dream has not been achieved, unless you knew what racial terrorism was like back then and can make a convincing case you still feel it today.  If you did not go through that transition, you're not qualified to say that the dream was not accomplished.

Please let this sink in and and take my word and the word of my late father on this.  If you are a white person who has always lived in the U.S. and never under a brutal dictatorship, you probably don't know what my father was talking about.   But this is what the great Dr. Martin Luther King accomplished.  Not that he marched, nor that he gave speeches. He ended the terror of living as a black person, especially in the south.

But he kept pushing, kept dreaming. He pushed for an end of more indirect repression in law, policy, business and the economy. The reverend doctor's stance on Vietnam wasn't just about pacifism, but also about a draft system that let college-bound kids out the back door while upping conscription of minorities and the economically disenfranchised. Because ultimately Dr. King was dreaming of a perfect world--literally. You don't catch that from some of his more political and public speeches, but it's clear in his sermons that he was dreaming of the return of God's "Promised Land," the New Jerusalem.

  • “And it is not even a school in a district that prioritizes cheerleading,” Roza wrote. “In fact, this district’s ‘strategic plan’ has for the past three years claimed that math was the primary focus.”
