Europe: A Shifting Battleground, Part 1 | STRATFOR - 0 views

  • Russia fundamentally opposes the system not because it threatens Moscow’s nuclear deterrent, but because it represents an entrenchment of U.S. forces near its buffer states — Ukraine and Belarus in particular.
  • The Central European corridor, comprising the Baltic states, Poland, the Czech Republic, Slovakia, Hungary, Romania and Bulgaria — the so-called Intermarium Corridor — is emerging as the area of contention between Russia and U.S.-supported states in the region.
  • This transformation is the result of a two-step process.

  • The first step was the end of the Cold War, when Soviet Russia withdrew from its positions established by the Warsaw Pact in Central Europe, and former Communist European states — including the Baltic states, eventually — entered the NATO alliance.
  • The second step was Russia’s resurgence into its former Soviet sphere of influence, a process that gained momentum in 2005 and culminated with the formal reversal of the Orange Revolution in Ukraine at the beginning of 2010 as well as the integration of Belarus further into Russian structures.
  • The first step formally released Central Europe from Soviet control; the second step showed that Moscow’s withdrawal was temporary.
  • The next phase in Europe’s geopolitical evolution was Germany’s response to the first two changes.
  • The end of the Cold War also moved the U.S. focus eastward to the Central European NATO member states.
  • Germany and to a lesser extent other Western European powers, such as France and Italy, have a fundamentally different view of Moscow’s resurgence. Unlike the Intermarium Corridor countries, on which foreign powers are now making geopolitical moves as they were in Germany during the Cold War, Berlin is not troubled by Moscow’s resurgence.
  • “Intermarium” is a term borrowed from inter-war Polish leader Gen. Jozef Pilsudski, who understood that Germany and the Soviet Union would not be permanently weak.
  • His solution was to propose an alliance stretching from the Baltic Sea to the Black Sea, encompassing countries west of the Carpathians.
  • this term is useful as a way to group together countries abutting Russia’s sphere of influence that are wary of Berlin’s relationship with Moscow. This essentially includes the Baltic states, Poland, the Czech Republic, Slovakia, Hungary, Romania and Bulgaria.
  • Although the BMD plan was later reconfigured, that initial trade-off between Washington and Moscow showed the Intermarium that the United States would not hesitate to put its more immediate concerns in the Middle East ahead of long-term strategic reassurances to Central Europe.
  • The Intermarium countries are responding to this situation with two main strategies.
  • The first is to maintain U.S. engagement as much as possible. The second is to create regional political and/or military alliances independent of NATO that can serve as alternatives to the preferred strategy of U.S. engagement in the region.
  • While Washington is extricating its forces from Iraq, it is still heavily engaged in Afghanistan. Given these circumstances, the Intermarium countries are also turning to two regional alliances to build relationships with one another and with other actors similarly concerned with Russia’s resurgence and Germany’s acquiescence: the Visegrad Group (V4)
  • The V4 decided in May to form a Visegrad Battlegroup under Polish command by 2016. The actual capacities of this battlegroup are yet to be determined, but the decision shows very clearly that the V4 is evolving from a primarily political grouping to one that places security at the forefront of its mission.

  • Lately I’ve noticed lots of articles with titles that are variations of “Ten Things You Should Know About X.”
  • 1. We don’t have time to read anymore.
  • 2. Ten is close to the approximate size of our working memory.

  • 3. Since writers can’t make a living any more, we are sliding into an era of bullet point-ism.
  • 4. In many cases, there’s more than ten things that you should know, or fewer than ten things that you should know.
  • 5. It’s a way for pentadactyl animals to feel superior to unidactyl animals.
  • 6. At this point in the list, with four more to go, we enter the fat and boring midsection of the list of top ten things you should know about lists of ten things. It’s basically not remembered, so there’s really no point in putting anything here. Ditto for 7, and 8.
  • 9. Because of the well documented recency effect, it’s time to start having content in our list of ten things again.

What the Norway Attack Could Mean for Europe | STRATFOR - 0 views

  • At least 17 people have died and more have been injured in an explosion in downtown Oslo and a shooting at a Labor Party youth camp outside the Norwegian capital. Norwegian police arrested the shooter at the camp and believe he is connected with the explosion, though others could be involved.
  • The significance of the events in Norway for the rest of Europe will depend largely on who is responsible, and the identity of the culprits is still unclear.
  • The first scenario is that grassroots Islamist militants based in Norway are behind these seemingly connected attacks.

  • If an individual, grassroots or organized domestic group with far-right or neo-Nazi leanings perpetrated the attack, the significance for the rest of Europe will not be large.
  • There is also the possibility that the attacks are the work of a skilled but disturbed individual with grievances against the Labor Party.
  • Another scenario is that the attack was carried out by an international group which may have entered the country some time ago.
  • The attack in Norway, if it involved cross-border movements, could therefore damage or even end the Schengen Agreement. Other European countries, particularly those where the far right is strong or where center-right parties have adopted an anti-immigrant message, could push for further amendments to the pact.
  • The last scenario is that the attack is linked to Norway’s involvement in the campaign in Libya. If the Libyan government is somehow connected to the bombing and/or shooting, the rest of Europe will rally behind Norway and increase their efforts in Libya. This scenario would essentially close off the opening in negotiations prompted by a recent move by Paris and other European governments saying they would be open to Moammar Gadhafi’s remaining in Libya.

    The July 22 explosion and shooting in Norway likely will have political and security ramifications across Europe. However, the significance of the attack will depend largely on who carried it out. Though the culprits have not yet been identified, STRATFOR can extrapolate the effects the attack could have on the rest of Europe based on four scenarios.

Why Rand Never Lost an Argument - 0 views

  • The written evidence, such as it is, demonstrates no very great arguing skill on Rand's part. Quite the contrary, Rand, when she deigns to offer any sort of arguments at all, produces rather poor ones, afflicted with yawning gaps and blistering equivocations.
  • There are several factors which contribue to explaining this anamoly. Rand depended on at least five such factors to provide the varnish of irrefragibility over her otherwise hollow and empirically impoverished arguments.

  • (1) Cognitive science and experimental psychology have uncovered reams of evidence that people are not very good at evaluating arguments when they agree with the conclusions.
  • Devotees of Ayn Rand sincerely believe that the Objectivist metaphysics, although based on little more than empty tautologies and other such empirically vacuous truisms, represents the very acme of logical soundness.

      This was my experience. Though quite intellectual (seeming) from a very young age, the fact of the matter was that binary, reductionist thinking was a very large part of my intellectual adolescence. I moved from fundamentalist Christianity, to strict Libertarianism, to strict Objectivism, before finally understanding it wasn't the *second* part of those labels that was the real problem - it was the first: fundaminalist... strict... strict...
  • Rand's Objectivist philosophy provides an intriguing set of rationalizations defending an extreme form of secular individualism and egoism coupled with common sense view of reality.
  • (2) For Rand, intimidation became central to maintaining her intellectual dominance over disciples.
  • I learned ... that it didn't pay to be confrontational with [Rand]. If I saw or suspected some inconsistency, I would point it out in calm and even tones, as if it were "no big deal." That way, she would often accept the correction and go on. To expose the inconsistency bluntly and nakedly would only infuriate her

      This has been validated by other writings. Those of poorer stills with verbalization would be absolutely savaged by her.
  • Many of my patients used to tell me that they were terrified to ask questions because of the way Miss Rand might respond to them.
  • I remember many occasions when Rand pounced, assuming that a question was motivated by hostility to her or her ideas, or that the questioner was intellectually dishonest or irrational, or had evil motives, or was her "enemy."
  • A young man asked if her brief characterization of Immanuel Kant's philosophy was accurate, and she exploded that she had not come here to be insulted. I was surprised at the heated tone of her response because he was not antagonistic to her and he had, as I watched him, no glimmer of malice or "gotcha" in his eyes.
  • Rand's anger helped shield her from effective criticism. It encouraged her disciples to be extra cautious when asking questions, which led to many important doctrines in Objectivism remaining unchallenged.

  • It is not difficult to understand the attraction Ayn Rand has for the uninstructed. She appears, I suppose, to be the spokesman for freedom, for self-esteem, and other equally noble ideals. However, patient examination reveals her pronouncements to be but a shroud beneath which lies the corpse of illogic.

      And this is from a member of a movement that's been broadly sympathetic to the spirit, if not the letter, of Objectivism.
  • Rand's hostility (and the subsequent Objectivism policy to avoid libertarians because, as Peikoff once put it, Libertarians are worse than communists) gave her a pretext for avoiding the very group which could offer the most well-informed criticism of her Objectivist philosophy
  • Rand kept her distance from them, as she kept her distance from conservative intellectuals. By doing so, Rand was able to protect herself from just the sort of intellectuals who could have conquered her in debate.
  • Rand never lost an argument, not because she was a great debator, but because she never took on any challenging opponents.
  • (4) Many people do not know how to verbalize their basic beliefs.
  • Regardless of how poor Rand's actual arguments might be, the very fact that she could articulate her beliefs would give her a decisive advantage.

  • Let me take mobile phones as an example. They let people talk to one another – that much is obvious. What is less obvious is that for the first time the telephone network connects people, not places
  • For example, we’re currently raising the first generation of kids who won’t know what it means to be lost – everywhere they go, they have GPS service and a moving map that will helpfully show them how to get wherever they want to go.

  • wireless bandwidth appears to be constrained fundamentally by the transparency of air to electromagnetic radiation. I’ve seen some estimates that we may be able to punch as much as 2 tb/sec through air; then we run into problems.

  • One thing you can do trivially with that kind of capacity is full lifelogging for everyone. Lifelogging today is in its infancy, but it’s going to be a major disruptive technology within two decades.

  • A second crisis we face is that of cancer
  • we can expect eventually to see home genome monitoring – both looking for indicators of precancerous conditions or immune disorders within our bodies, and performing metagenomic analysis on our environment.
  • If our metagenomic environment is routinely included in lifelogs, we have the holy grail of epidemiology within reach; the ability to exhaustively track the spread of pathogens and identify how they adapt to their host environment, right down to the level of individual victims.
  • In each of these three examples of situations where personal privacy may be invaded, there exists a strong argument for doing so in the name of the common good – for prevention of epidemics, for prevention of crime, and for prevention of traffic accidents. They differ fundamentally from the currently familiar arguments for invasion of our data privacy by law enforcement – for example, to read our email or to look for evidence of copyright violation. Reading our email involves our public and private speech, and looking for warez involves our public and private assertion of intellectual property rights …. but eavesdropping on our metagenomic environment and our sensory environment impinges directly on the very core of our identities.
  • With lifelogging and other forms of ubiquitous computing mediated by wireless broadband, securing our personal data will become as important to individuals as securing our physical bodies.

The Geopolitics of the United States, Part 1: The Inevitable Empire - 0 views

  • All of the New World entities struggled to carve a modern nation and state out of the American continents. Brazil is an excellent case of how that struggle can be a difficult one. The United States falls on the opposite end of the spectrum.
  • The Greater Mississippi Basin together with the Intracoastal Waterway has more kilometers of navigable internal waterways than the rest of the world combined. The American Midwest is both overlaid by this waterway, and is the world’s largest contiguous piece of farmland. The U.S. Atlantic Coast possesses more major ports than the rest of the Western Hemisphere combined.
  • Two vast oceans insulated the United States from Asian and European powers, deserts separate the United States from Mexico to the south, while lakes and forests separate the population centers in Canada from those in the United States.

  • The United States has capital, food surpluses and physical insulation in excess of every other country in the world by an exceedingly large margin. So like the Turks, the Americans are not important because of who they are, but because of where they live.

  • In the north, the Great Lakes are obviously an ideal break point in the middle of the border region, but the specific location of the line along the rest of the border is largely irrelevant. East of the lakes, low mountains and thick forests dominate the landscape — not the sort of terrain to generate a power that could challenge the U.S. East Coast.
  • The border here could theoretically lie anywhere between the St. Lawrence Seaway and Massachusetts without compromising the American population centers on the East Coast
  • So long as the border lies north of the bulk of the Missouri River’s expansive watershed, the border’s specific location is somewhat academic, and it becomes even more so when one reaches the Rockies.
  • On the far western end of the U.S.-Canada border is the only location where there could be some border friction. The entrance to Puget Sound — one of the world’s best natural harbors — is commanded by Vancouver Island.

I wonder if that's one reason we're incredulous that other nations don't adopt our various policies. We have unique circumstances and are oblivious to the fact.

      In classic StratFor fashion, the monograph extensively lays out the geographic (and some brief historical relevance) situation without reference to founding fathers or 'sacred' mentalities. On a very personal note, this is a reason that I prefer this style. On the left and right, there's a strong desire to steer perceptions. Surely, StratFor is no different, but it steers perceptions to a particular frame of scale.
  • The United States’ strategic imperatives are presented here in five parts. Normally imperatives are pursued in order, but there is considerable time overlap between the first two and the second two.
  • 1. Dominate the Greater Mississippi Basin
  • The early nation was particularly vulnerable to its former colonial master.
  • There are only two ways to protect a coastal community from sea power. The first is to counter with another navy.
  • The second method of protecting a coastal community is to develop territories that are not utterly dependent upon the sea.
  • Achieving such strategic depth was both an economic and a military imperative.

The other is a distinctly European one, a regional crisis in which parts of Europe have come to distrust each other rather vocally. This could become an existential crisis for the European Union.
  • The American and European crises struck hard at China, which, as the world’s largest export economy, is a hostage to external demand, particularly from the United States and Europe.
  • The Chinese government had two responses.
  • The first was to keep factories going by encouraging price reductions to the point where profit margins on exports evaporated.
  • The second was to provide unprecedented amounts of credit to enterprises facing default on debts in order to keep them in business.
  • This led to a second crisis, where workers faced the contraction of already small incomes.
  • The response was to increase incomes, which in turn increased the cost of goods exported once again, making China’s wage rates less competitive, for example, than Mexico’s.
  • China had previously encouraged entrepreneurs. This was easy when Europe and the United States were booming. Now, the rational move by entrepreneurs was to go offshore or lay off workers, or both.
  • In the United States, the first impulse was to regulate the financial sector, stimulate the economy and increase control over sectors of the economy.
  • In Europe, where there were already substantial controls over the economy, the political elite started to parse how those controls would work and who would benefit more.
  • In China, where the political elite always retained implicit power over the economy, that power was increased.
  • In all three cases, the first impulse was to use political controls.
  • In the United States, the Tea Party was simply the most active and effective manifestation of that resistance.
  • In Europe, the resistance came from anti-Europeanists
  • It also came from political elites of countries like Ireland who were confronting the political elites of other countries.
  • In China, the resistance has come from those being hurt by inflation
  • Russia went through this crisis years ago and had already tilted toward the political elite’s control over the economy.
  • Brazil and India have not experienced the extremes of China, but then they haven’t had the extreme growth rates of China.
  • But when the United States, Europe and China go into a crisis of this sort, it can reasonably be said that the center of gravity of the world’s economy and most of its military power is in crisis. It is not a trivial moment.
  • Crisis does not mean collapse. The United States has substantial political legitimacy to draw on.
  • Europe has less but its constituent nations are strong.
  • China’s Communist Party is a formidable entity but it is no longer dealing with a financial crisis.
  • It is vital to understand that this is not an ideological challenge.
  • Left-wingers opposing globalization and right-wingers opposing immigration are engaged in the same process — challenging the legitimacy of the elites.

      This is why so much of American life seems like that proverbial puppet show. Politicians, at their basest, have a vested interest in portraying this as a problem between us-vs-them. It reflects heat.
  • The real problem is that, while the challenge to the elites goes on, the profound differences in the challengers make an alternative political elite difficult to imagine.
  • This, then, is the third crisis that can emerge: that the elites become delegitimized and all that there is to replace them is a deeply divided and hostile force, united in hostility to the elites but without any coherent ideology of its own.
  • In the United States this would lead to paralysis. In Europe it would lead to a devolution to the nation-state. In China it would lead to regional fragmentation and conflict.
  • These are all extreme outcomes and there are many arrestors.
  • But we cannot understand what is going on without understanding two things.
  • The first is that the political economic crisis, if not global, is at least widespread, and uprisings elsewhere have their own roots but are linked in some ways to this crisis.

It was a work of political economy that teaches us a great deal about the moment we are in.

What Happened to the American Declaration of War? - 0 views

  • First, it was not a war in the strict sense, he argued, but a “police action” under the U.N. Charter.
  • Second, the U.N. Charter constituted a treaty, therefore implicitly binding the United States to go to war if the United Nations so ordered.
  • It was understood that if nuclear war occurred, either through an attack by the Soviets or a first strike by the United States, time and secrecy made a prior declaration of war by Congress impossible. In the expected scenario of a Soviet first strike, there would be only minutes for the president to authorize counterstrikes and no time for constitutional niceties.
  • Nuclear war was seen as the most realistic war-fighting scenario, with all other forms of war trivial in comparison. Just as nuclear weapons came to be called “strategic weapons” with other weapons of war occupying a lesser space, nuclear war became identical with war in general.
  • In Vietnam, the issue was not some legal or practical justification for not asking for a declaration. Rather, it was a political consideration.
  • Johnson did not know that he could get a declaration; the public might not be prepared to go to war. In my view, that was the moment the declaration of war as a constitutional imperative collapsed. And in my view, so did the Johnson presidency. In hindsight, he needed a declaration badly, and if he could not get it, Vietnam would have been lost, and so may have been his presidency. Since Vietnam was lost anyway from lack of public consensus, his decision was a mistake. But it set the stage for everything that came after — war by resolution rather than by formal constitutional process.
  • All of this came just before the United States emerged as the world’s single global power — a global empire — that by definition would be waging war at an increased tempo, from Kuwait, to Haiti, to Kosovo, to Afghanistan, to Iraq, and so on in an ever-increasing number of operations. And now in Libya, we have reached the point that even resolutions are no longer needed.
  • The goal in war is to prevent the other side from acting, not to punish the actors.
  • One of the dilemmas that could have been avoided was the massive confusion of whether the United States was engaged in hunting down a criminal conspiracy or waging war on a foreign enemy.   • Third, it gives the president the political and moral authority he needs to wage war on their behalf and forces everyone to share in the moral responsibility of war.
  • And finally, by submitting it to a political process, many wars might be avoided.
  • The declaration of war is precisely the point at which imperial interests can overwhelm republican prerogatives.
  • I am not making the argument that constant accommodation to reality does not have to be made. I am making the argument that the suspension of Section 8 of Article I as if it is possible to amend the Constitution with a wink and nod represents a mortal threat to the republic. If this can be done, what can’t be done?
  • As our international power and interests surge, it would seem reasonable that our commitment to republican principles would surge. These commitments appear inconvenient. They are meant to be. War is a serious matter, and presidents and particularly Congresses should be inconvenienced on the road to war. Members of Congress should not be able to hide behind ambiguous resolutions only to turn on the president during difficult times, claiming that they did not mean what they voted for. A vote on a declaration of war ends that.

Russia's Evolving Leadership - 4 views

  • In the past decade, one person has consolidated and run Russia’s political system: former president and current Prime Minister Vladimir Putin.
  • Under Putin’s presidential predecessor, Boris Yeltsin, Russia’s strategic economic assets were pillaged, the core strength of the country — the KGB, now known as the Federal Security Service (FSB), and the military — fell into decay, and the political system was in disarray. Though Russia was considered a democracy and a new friend to the West, this was only because Russia had no other option — it was a broken country.
  • While an autocrat and KGB agent (we use the present tense, as Putin has said that no one is a former KGB or FSB agent), he hails from St. Petersburg, Russia’s most pro-Western city, and during his Soviet-era KGB service he was tasked with stealing Western technology. Putin fully understands the strength of the West and what Western expertise is needed to keep Russia relatively modern and strong. At the same time, his time with the KGB convinced him that Russia can never truly be integrated into the West and that it can be strong only with a consolidated government, economy and security service and a single, autocratic leader.

      I would imagine that it seems that way to most Americans, but then we're tech-focused. We have a very hard time understanding that the only time Russia has ever felt geographically secure is *when* they're aggressive. This means upgrading tech, infrastructure, and social-glue all at the same time. Add: There are all those quotes from past leaders about feeling as though they had to expand their borders or influence just to feel secure at home. We Americans may as well be from Mars: We have two giant oceans and we culturally dominate our few neighbors with trade. This is why I agree with StratFor (read as: resignedly fear) that a confrontation with Russia is in the offing two decades hence. If they dominate central Asia and hold levers in Europe, as they are quite obviously trying to do, they will be perceived as a threat, and the U.S. is all too willing to help those who are afraid of Russia. All this strikes me as a prelude that we'll gloss over in future readings of the 'past'. But then, it's another case where I'm *begging* to be wrong.

From Estonia to Azerbaijan: American Strategy After Ukraine - 0 views

  • Whatever the origins of the events in Ukraine, the United States is now engaged in a confrontation with Russia.
  • At most, the Russians have reached the conclusion that the United States intends to undermine Russia's power. They will resist. The United States has the option of declining confrontation, engaging in meaningless sanctions against individuals and allowing events to take their course. Alternatively, the United States can choose to engage and confront the Russians. 
  • A failure to engage at this point would cause countries around Russia's periphery, from Estonia to Azerbaijan, to conclude that with the United States withdrawn and Europe fragmented, they must reach an accommodation with Russia.

The United States has fought three wars (World War I, World War II and the Cold War) to prevent hegemonic domination of the region. Failure to engage would be a reversal of a century-old strategy.

  • The United States has been developing, almost by default, a strategy not of disengagement but of indirect engagement. Between 1989 and 2008, the U.S. strategy has been the use of U.S. troops as the default for dealing with foreign issues. From Panama to Somalia, Kosovo, Afghanistan and Iraq, the United States followed a policy of direct and early involvement of U.S. military forces.
  • However, this was not the U.S. strategy from 1914 to 1989. Then, the strategy was to provide political support to allies, followed by economic and military aid, followed by advisers and limited forces, and in some cases pre-positioned forces.

  • Because the current Russian Federation is much weaker than the Soviet Union was at its height and because the general geographic principle in the region remains the same, a somewhat analogous balance of power strategy is likely to emerge after the events in Ukraine.
  • The coalescence of this strategy is a development I forecast in two books, The Next Decade and The Next 100 Years, as a concept I called the Intermarium. The Intermarium was a plan pursued after World War I by Polish leader Jozef Pilsudski for a federation, under Poland's aegis, of Central and Eastern European countries. What is now emerging is not the Intermarium, but it is close. And it is now transforming from an abstract forecast to a concrete, if still emergent, reality.
  • A direct military intervention by the United States in Ukraine is not possible.
  • First, Ukraine is a large country, and the force required to protect it would outstrip U.S. capabilities.
  • Second, supplying such a force would require a logistics system that does not exist and would take a long time to build.
  • Finally, such an intervention would be inconceivable without a strong alliance system extending to the West and around the Black Sea.
  • If the United States chooses to confront Russia with a military component, it must be on a stable perimeter and on as broad a front as possible to extend Russian resources and decrease the probability of Russian attack at any one point out of fear of retaliation elsewhere.
  • The problem is that NATO is not a functional alliance. It was designed to fight the Cold War on a line far to the west of the current line. More important, there was unity on the principle that the Soviet Union represented an existential threat to Western Europe. 
  • That consensus is no longer there. Different countries have different perceptions of Russia and different concerns. For many, a replay of the Cold War, even in the face of Russian actions in Ukraine, is worse than accommodation.
  • The countries that were at risk from 1945 to 1989 are not the same as those at risk today. Many of these countries were part of the Soviet Union then, and the rest were Soviet satellites.
  • The rest of Europe is not in jeopardy, and these countries are not prepared to commit financial and military efforts to a problem they believe can be managed with little risk to them.
  • the Baltics, Moldova and the Caucasus are areas where the Russians could seek to compensate for their defeat. Because of this, and also because of their intrinsic importance, Poland, Romania and Azerbaijan must be the posts around which this alliance is built.

  • The key to the pipeline will be Turkey's willingness to permit transit. I have not included Turkey as a member of this alliance.
  • I view Turkey in this alliance structure as France in the Cold War. It was aligned yet independent, militarily self-sufficient yet dependent on the effective functioning of others.
  • Turkey, inside or outside of the formal structure, will play this role because the future of the Black Sea, the Caucasus and southeastern Europe is essential to Ankara. 
  • These countries, diverse as they are, share a desire not to be dominated by the Russians.
  • This is not an offensive force but a force designed to deter Russian expansion.

America's Epidemic of Enlightened Racism - 0 views

  • The argument that Derbyshire and those like him make is that we are justified in treating an entire population as a threat – in essentially shunning them in the most degrading way – because one’s chances of being harmed by any given member of that population, while very low, is not quite as low as one’s chances of being harmed by the general population.
  • It’s an argument that starts out with sociological data and quickly collapses to reveal the obvious underlying motivation: unenlightened racism of the coarsest variety.
  • Second, there is the issue of character: because this, after all, is what really motivates these attempts at establishing an enlightened racism that gives individuals the benefit of the doubt while acknowledging the truth about general cultural differences.
  • I think it suffices to respond in the following way: people tend to mistake their discomfort with the cultural differences of a group with that group’s inferiority. (They also tend to conflate their political and economic advantages with psychological superiority).
  • If they respond with sociological data about education and birth rates and all the rest, we only have to respond that like crime rates, they’re exactly the sort of consequences one would expect from a history of oppression and even then fail to justify racist stereotypes.
  • The fact is, that where we pick a white person or black person at random, the same truths hold: they very likely have a high school diploma, and probably do not have a bachelor’s degree. They’re probably employed and not on welfare. They’ve probably never been to prison, and they almost certainly are not going to harm you. These are the broad statistical truths that simply do not vary enough between races to justify the usual stereotypes.
  • So here is the hard truth that advocates of enlightened racism need to face: their sociological data and ideas about black character, intelligence and morality are post-hoc rationalizations of their discomfort with average cultural differences between whites and blacks.
  • The fact that they have black friends and political heroes, or give individuals the benefit of the doubt as long as they are “well-socialized” and “intelligent” just means that they can suppress that discomfort if the cultural differences are themselves lessened to a tolerable degree.
  • And so they need to disabuse themselves of the idea that true, unenlightened racism is a term very narrowly defined: that it requires a personal hatred of individual black people based on their skin color despite evidence of redeeming personal qualities.
  • What they think of as redeeming personal qualities are just qualities that tend to make them less uncomfortable. But the hatred of black culture and post-hoc rationalizations of this hatred using sociological data are just what racism is.
  • This is not to say that mere discomfort with cultural difference is the same thing as racism (or xenophobia). Such discomfort is unavoidable: You’d have this sort of discomfort if you tried live in a foreign country for a while, and you’d be tempted by the same sorts of ideas about how stupid and mean people are for not doing things the way you’re used to.

The End of Consensus Politics in China - 0 views

  • And it does so in an environment of rapidly mounting local government and corporate debt, rising wages and input costs, rising cost of capital and falling return on investment (exacerbated by new environmental controls and efforts to combat corruption) and more.
  • Chinese household consumption is extraordinarily weak. In 2013, it was equivalent to only 34 percent of gross domestic product, compared to 69-70 percent in the United States, 61 percent in Japan, 57 percent in Germany and 52 percent in South Korea.
  • Whatever the Chinese government's stated reform goals, it is very difficult to see how economic rebalancing toward a consumption- and services-based economy succeeds within the decade.   • The above has described only a very small selection of the internal social and economic constraints facing China's government today. It completely neglects public anger over pollution, the myriad economic and industrial constraints posed by both pollution and pervasive low-level corruption, the impact of changes in Chinese labor flows and dynamics, rising education levels and much more. It completely neglects the ambivalence with which many ordinary Chinese regard the Communist Party government.
  • It also neglects external pressures and risks, whether economic or military.
  • Xi knows this. He and his advisers know China's virtually insurmountable challenges better than anyone.
  • The anti-corruption campaign is one of those steps. It serves many overlapping functions: to clear out potential opponents, ideological or otherwise
  • Underlying and encompassing these, we see the specter of something else. The consensus-based model of politics that Deng built in order to regularize decision-making and bolster political stability during times of high growth and that effectively guided China throughout the post-Deng era is breaking down.
