China's Inevitable Changes - 0 views

  • China's current economic model, and by extension its political and social model, is reaching its limits just as it had prior to Deng's administration.
  • It is worth recalling just how extraordinary Deng's 1978 meeting was. Mao Zedong had died only two years earlier, taking with him what little remained of the old pillars of Communist Party legitimacy. China was a mess, ravaged by years of economic mismanagement and uncontrolled population growth and only beginning to recover from the trauma of the Cultural Revolution.

  • This should add efficiency to the system (its stated goal), but it may also confer greater central oversight and control by cutting through the webs of vested interests that have taken hold in many of China's most powerful institutions.

  • They will introduce more market and competitive mechanisms while giving Beijing greater control over the overall structure.

The 9/11 Anniversary and What Didn't Happen - 0 views

  • Yet in spite of the failed attack in Denmark and all the 9/11 retrospection, perhaps the most interesting thing about the 9/11 anniversary in 2010, at least from an analytical perspective, was what did not happen. For the first time, the al Qaeda core leadership did not issue a flurry of slick, media-savvy statements to mark the anniversary of the 9/11 attacks. And the single statement they did release was not nearly as polished or pointed as past anniversary messages. This has caused us to pause, reflect and wonder if the al Qaeda leadership is losing its place at the ideological forefront of the jihadist cause.
  • When it comes to anniversaries, al Qaeda has not always seized upon them as opportunities for attacks, but it has long seen them as tempting propaganda opportunities.
  • Another consideration is topical relevance. Al-Zawahiri’s 2010 message was actually rather bland, uninspiring and little more than a rehash of several points the group has made in the past. There were no stirring and inspirational calls to action, no new threats to the West, and no real meaningful discussion of the 9/11 anniversary beyond the message title.

  • The first could be that the group is observing a period of radio silence in expectation of a large attack.
  • It is also possible that the floods that have ravaged Pakistan this summer could have displaced the al Qaeda leadership or the As-Sahab crew.
  • The best explanation for the decline in As-Sahab’s propaganda efforts may be the increase in the number of strikes by U.S. unmanned aerial vehicles (UAVs) inside Pakistan in areas along the Afghan border since August 2008.

The Expanding Role of Russia's Youth Groups - 3 views

  • Over the past two years, the Kremlin has been steadily shifting its focus from consolidation within Russia and in Moscow’s former Soviet territory to planning for Russia’s future. Part of that planning involves launching a series of massive economic projects involving modernization and privatization. A more controversial component of Moscow’s plans is the use of the government’s nationalist youth groups, like Nashi and the Young Guard, to create the next generation of leadership.

  • The concept of Nashi is nothing new. Aspects of it have been widely compared to the Soviet Komsomol and even the Hitler Youth. Throughout the years, Nashi inspired and incorporated many other groups (both officially and unofficially).

  • Although these pro-Kremlin groups are not officially part of the government, they all receive a great deal of funding from the government. According to STRATFOR sources, the Russian government spent approximately $250 million on Nashi in the organization’s first year.
  • Nashi’s activities typically are nonviolent, but the group does have a government-trained paramilitary branch that has been used to ensure security and to incite riots. Nashi also took part in protests in Finland and riots in Estonia and is thought to have been responsible for the 2007 cyberattacks against Estonia.
  • Nashi and the other youth organizations have taken on a large social role in the country by organizing large programs with goals ranging from promoting education to discouraging drinking. These programs, plus the unifying element of the youth groups, are preparing the new generation for leadership roles in the government, business and civil society. Second Quarter Forecast 2011 - 0 views

  • When the Tunisian leadership began to fall, we were surprised at the speed with which similar unrest spread to Egypt. Once in Egypt, however, it quickly became apparent that what we were seeing was not simply a spontaneous uprising of democracy-minded youth (though there was certainly an element of that), but rather a move by the military to exploit the protests to remove Egyptian President Hosni Mubarak, whose succession plans were causing rifts within the establishment and opening up opportunities for groups like the Muslim Brotherhood.
  • We are entering a very dynamic quarter. The Persian Gulf region is the center of gravity, and the center of a rising regional power competition. A war in or with Israel is a major wild card that could destabilize the area further. Amid this, the United States continues to seek ways to disengage while not leaving the region significantly unbalanced. Off to the side is China, more intensely focused on domestic instability and facing rising economic pressures from high oil prices and inflation. Russia, perhaps, is in the best position this quarter, as Europe and Japan look for additional sources of energy, and Moscow can pack away some cash for later days.

Russia's Evolving Leadership - 4 views

  • In the past decade, one person has consolidated and run Russia’s political system: former president and current Prime Minister Vladimir Putin.
  • Under Putin’s presidential predecessor, Boris Yeltsin, Russia’s strategic economic assets were pillaged, the core strength of the country — the KGB, now known as the Federal Security Service (FSB), and the military — fell into decay, and the political system was in disarray. Though Russia was considered a democracy and a new friend to the West, this was only because Russia had no other option — it was a broken country.
  • While an autocrat and KGB agent (we use the present tense, as Putin has said that no one is a former KGB or FSB agent), he hails from St. Petersburg, Russia’s most pro-Western city, and during his Soviet-era KGB service he was tasked with stealing Western technology. Putin fully understands the strength of the West and what Western expertise is needed to keep Russia relatively modern and strong. At the same time, his time with the KGB convinced him that Russia can never truly be integrated into the West and that it can be strong only with a consolidated government, economy and security service and a single, autocratic leader.

  • The first weakness is that Russia was dealt a poor geographic hand.
  • The second is that its population is comprised of numerous ethnic groups, not all of which are happy with centralized Kremlin rule.

The attacks on the United States shifted Washington’s focus, tying it down in the Islamic world for the next decade. This gave Russia a window of opportunity with which to accelerate its crackdown inside (and later outside) Russia without fear of a Western response.
  • During this time, the Kremlin ejected foreign firms, nationalized strategic economic assets, shut down nongovernmental organizations, purged anti-Kremlin journalists, banned many anti-Kremlin political parties and launched a second intense war in Chechnya.
  • Western perceptions of Putin’s friendship and standing as a democratic leader simultaneously evaporated.
  • When Medvedev entered office, his current reputation for compliance and pragmatism did not exist. Instead, he continued on Russia’s roll forward with one of the boldest moves to date — the Russia-Georgia war.
  • By 2009, Russia had proven its power in its direct sphere and so began to ease into a new foreign and domestic policy of duality.
  • Only when Russia is strong and consolidated can it drop being wholly aggressive and adopt such a stance of hostility and friendliness.

Moscow has also struck deals with select countries — Germany, France, Finland, Norway, South Korea and even the United States — for each sector to use the economic deals for political means.

  • At the same time, the Kremlin knows that it cannot lessen its hold inside of Russia without risking losing control over its first imperative of securing Russia.

  • While these new political parties appear to operate outside the Kremlin’s clutches, this is just for show. The most important new party is Russia’s Right Cause launched by Russian oligarch Mikhail Prokhorov.

  • The Popular Front is not exactly a political party but an umbrella organization meant to unite the country. Popular Front members include Russia’s labor unions, prominent social organizations, economic lobbying sectors, big business, individuals and political parties. In short, anything or anyone that wants to be seen as pro-Russian is a part of the Popular Front.
  • It creates a system in which power in the country does not lie in a political office — such as the presidency or premiership — but with the person overseeing the Popular Front: Putin.
  • The new system is designed to have a dual foreign policy, to attract non-Russian groups back into the country and to look more democratic overall while all the while being carefully managed behind the scenes.
  • In theory, the new system is meant to allow the Kremlin to maintain control of both its grand strategies of needing to reach out abroad to keep Russia modern and strong and trying to ensure that the country is also under firm control and secure for years to come.

      I would imagine that it seems that way to most Americans, but then we're tech-focused. We have a very hard time understanding that the only time Russia has ever felt geographically secure is *when* they're aggressive. This means upgrading tech, infrastructure, and social-glue all at the same time. Add: There are all those quotes from past leaders about feeling as though they had to expand their borders or influence just to feel secure at home. We Americans may as well be from Mars: We have two giant oceans and we culturally dominate our few neighbors with trade. This is why I agree with StratFor (read as: resignedly fear) that a confrontation with Russia is in the offing two decades hence. If they dominate central Asia and hold levers in Europe, as they are quite obviously trying to do, they will be perceived as a threat, and the U.S. is all too willing to help those who are afraid of Russia. All this strikes me as a prelude that we'll gloss over in future readings of the 'past'. But then, it's another case where I'm *begging* to be wrong.

He was killed because of his membership in an army and not because of any specific action he might have carried out.

Given their political intentions and resources, sparse forces dispersed without regard to national boundaries use their isolation as the equivalent of technological stealth to make them survivable and able to carefully mount military operations against the enemy at unpredictable times and in unpredictable ways.
  • The argument for using strikes from unmanned aerial vehicles is that it is not an attack on an individual any more than an artillery barrage that kills a hundred is an attack on each individual. Rather, the jihadist movement presents a unique case in which the individual jihadist is the military unit.
  • The argument in favor of using unmanned aerial vehicle strikes is, therefore, that the act of killing the individual is a military necessity dictated by the enemy's strategy and that it is carried out with the understanding that both intelligence and precision might fail, no matter how much care is taken.

So do operations to destroy enemy units -- individuals. If a country harbors such individuals knowingly, it is an enemy. If it is incapable of destroying the enemy units, it forfeits its right to claim sovereignty since part of sovereignty is a responsibility to prevent attacks on other countries.
  • If we simply follow the logic we laid out here, then the critics of unmanned aerial vehicle strikes have a weak case. It is not illegitimate to target individuals in a military force like the jihadist movement, and international law holds them responsible for collateral damage, not the United States.

  • The enemy strategy is to draw the United States into an extended conflict that validates its narrative that the United States is permanently at war with Islam. It wants to force the United States to engage in as many countries as possible. From the U.S. point of view, unmanned aerial vehicles are the perfect weapon because they can attack the jihadist command structure without risk to ground forces. From the jihadist point of view as well, unmanned aerial vehicles are the perfect weapon because their efficiency allows the jihadists to lure the United States into other countries and, with sufficient manipulation, can increase the number of innocents who are killed.
  • In this sort of war, the problem of killing innocents is practical. It undermines the strategic effort. The argument that it is illegal is dubious, and to my mind, so is the argument that it is immoral. The argument that it is ineffective in achieving U.S. strategic goals of eliminating the threat of terrorist actions by jihadists is my point.
  • The broader the engagement, the greater the perception of U.S. hostility to Islam, the easier the recruitment until the jihadist forces reach a size that can't be dealt with by isolated airstrikes.
  • In warfare, enemies will try to get you to strike at what they least mind losing. The case against strikes by unmanned aerial vehicles is not that they are ineffective against specific targets but that the targets are not as vital as the United States thinks. The United States believes that the destruction of the leadership is the most efficient way to destroy the threat of the jihadist movement. In fact it only mitigates the threat while new leadership emerges. The strength of the jihadist movement is that it is global, sparse and dispersed. It does not provide a target whose destruction weakens the movement. However, the jihadist movement's weakness derives from its strength: It is limited in what it can do and where.     
  • In the long run, it is not clear that the cost is so little. A military strategy to defeat the jihadists is impossible. At its root, the real struggle against the jihadists is ideological, and that struggle simply cannot be won with Hellfire missiles.

    I don't think that answers the question of coercion and entrapment, though. Certainly a federal official was able to convince a few bumblers to commit to fake terrorist plots, but there can be no certainty that those "caught" in this fashion would have otherwise committed a real terrorist act.

    The article focuses on actual Al Qaeda supported terrorists, but when I started reading I was put in mind of what you're referring to. Which is quite real and very annoying The FBI and DHS appear to handhold lone-wolf bumblers, entrap them, and then point and say "see, we're catching terrorists!" which is, of course, bullshit. Those people couldn't catch a cold. The DEA is noted for doing the same thing and tricking people that are either small time or aren't even drug abusers into becoming easy prey for the institutional-justification-machine.

  • Over the last 90 days, Iraqi and U.S. forces have eliminated more than 80 percent of the Islamic State of Iraq’s (ISI’s) top leadership, including its Egyptian chief of military operations and its Iraqi figurehead, according to the top U.S. commander in Iraq. These personnel losses are compounded by the fact that the al Qaeda-inspired jihadist group has been struggling financially and is reportedly having problems getting foreign fighters into the country. These setbacks will invariably complicate the ISI’s efforts to continue its campaign. While it is unlikely that the ISI’s propensity for violent attacks will wane, the group’s diminished leadership, operational capacity and logistics infrastructure make the militant organization’s future seem bleak.

  • So far, Obama’s policy toward Iran has been to incrementally increase sanctions by building a weak coalition and allow the sanctions to create shifts in Iran’s domestic political situation. The idea is to weaken President Mahmoud Ahmadinejad and strengthen his enemies, who are assumed to be more moderate and less inclined to pursue nuclear weapons. Obama has avoided overt military action against Iran, so a confrontation with Iran would require a deliberate shift in the U.S. stance, which would require a justification.
  • The most obvious justification would be to claim that Iran is about to construct a nuclear device. Whether or not this is true would be immaterial.
  • First, no one would be in a position to challenge the claim, and, second, Obama’s credibility in making the assertion would be much greater than George W. Bush’s, given that Obama does not have the 2003 weapons-of-mass-destruction debacle to deal with and has the advantage of not having made such a claim before.
  • Defining what it means to almost possess nuclear weapons is nearly a metaphysical discussion. It requires merely a shift in definitions and assumptions. This is cynical scenario, but it can be aligned with reasonable concerns.
  • As STRATFOR has argued in the past, destroying Iran’s nuclear capability does not involve a one-day raid, nor is Iran without the ability to retaliate. Its nuclear facilities are in a number of places and Iran has had years to harden those facilities. Destroying the facilities might take an extended air campaign and might even require the use of special operations units to verify battle damage and complete the mission. In addition, military action against Iran’s naval forces would be needed to protect the oil routes through the Persian Gulf from small boat swarms and mines, anti-ship missile launchers would have to be attacked and Iranian air force and air defenses taken out. This would not solve the problem of the rest of Iran’s conventional forces, which would represent a threat to the region, so these forces would have to be attacked and reduced as well.
  • An attack on Iran would not be an invasion, nor would it be a short war. Like Yugoslavia in 1999, it would be an extended air war lasting an unknown number of months.
  • It would be a war based on American strengths in aerial warfare and technology, not on American weaknesses in counterinsurgency.
  • It would strengthen the Iranian regime (as aerial bombing usually does) by rallying the Iranian public to its side against the aggression. If the campaign were successful, the Iranian regime would be stronger politically, at least for a while, but eviscerated militarily.

  • Iran could launch a terrorist campaign and attempt to close the Strait of Hormuz
  • We have argued that a negotiation with Iran in the order of President Richard Nixon’s reversal on China would be a lower-risk solution to the nuclear problem than the military option. But for Obama, this is politically difficult to do. Had Bush done this, he would have had the ideological credentials to deal with Iran, as Nixon had the ideological credentials to deal with China. But Obama does not. Negotiating an agreement with Iran in the wake of an electoral rout would open the floodgates to condemnation of Obama as an appeaser. In losing power, he loses the option for negotiation unless he is content to be a one-term president.
  • I am arguing the following.
  • First, Obama will be paralyzed on domestic policies by this election. He can craft a re-election campaign blaming the Republicans for gridlock.
  • The other option for Obama is to look for triumph in foreign policy where he has a weak hand.
  • I am not claiming that Obama will decide to do this based on politics, although no U.S. president has ever engaged in foreign involvement without political considerations, nor should he. I am saying that, at this moment in history, given the domestic gridlock that appears to be in the offing, a shift to a foreign policy emphasis makes sense, Obama needs to be seen as an effective commander in chief and Iran is the logical target.

The American people, mired in debt, with one in six lacking full-time employment, are not spending; and businesses, uncertain of demand for their products, are not investing no matter how low interest rates fall. With the Fed virtually powerless, the only way to stimulate private demand and investment is through public spending. Obama tried to do this with his initial stimulus program, but it was watered down by tax cuts, and undermined by decreases in state spending. By this summer, its effect had dissipated.
