U.S. Midterm Elections, Obama and Iran - 0 views

  • Obama now has two options in terms of domestic strategy.
  • The first is to continue to press his agenda, knowing that it will be voted down.
  • The second option is to abandon his agenda, cooperate with the Republicans and re-establish his image as a centrist.

  • Obama also has a third option, which is to shift his focus from domestic policy to foreign policy.
  • There are two problems with Obama becoming a foreign policy president.
  • The first is that the country is focused on the economy and on domestic issues.
  • The second problem is that his presidency and campaign have been based on the general principle of accommodation rather than confrontation in foreign affairs
  • There are many actions that would satisfy Obama’s accomodationist inclinations, but those would not serve well in portraying him as decisive in foreign policy.
  • This leaves the obvious choice: Iran.
  • So far, Obama’s policy toward Iran has been to incrementally increase sanctions by building a weak coalition and allow the sanctions to create shifts in Iran’s domestic political situation. The idea is to weaken President Mahmoud Ahmadinejad and strengthen his enemies, who are assumed to be more moderate and less inclined to pursue nuclear weapons. Obama has avoided overt military action against Iran, so a confrontation with Iran would require a deliberate shift in the U.S. stance, which would require a justification.
  • The most obvious justification would be to claim that Iran is about to construct a nuclear device. Whether or not this is true would be immaterial.
  • First, no one would be in a position to challenge the claim, and, second, Obama’s credibility in making the assertion would be much greater than George W. Bush’s, given that Obama does not have the 2003 weapons-of-mass-destruction debacle to deal with and has the advantage of not having made such a claim before.
  • Defining what it means to almost possess nuclear weapons is nearly a metaphysical discussion. It requires merely a shift in definitions and assumptions. This is cynical scenario, but it can be aligned with reasonable concerns.
  • As STRATFOR has argued in the past, destroying Iran’s nuclear capability does not involve a one-day raid, nor is Iran without the ability to retaliate. Its nuclear facilities are in a number of places and Iran has had years to harden those facilities. Destroying the facilities might take an extended air campaign and might even require the use of special operations units to verify battle damage and complete the mission. In addition, military action against Iran’s naval forces would be needed to protect the oil routes through the Persian Gulf from small boat swarms and mines, anti-ship missile launchers would have to be attacked and Iranian air force and air defenses taken out. This would not solve the problem of the rest of Iran’s conventional forces, which would represent a threat to the region, so these forces would have to be attacked and reduced as well.
  • An attack on Iran would not be an invasion, nor would it be a short war. Like Yugoslavia in 1999, it would be an extended air war lasting an unknown number of months.
  • It would be a war based on American strengths in aerial warfare and technology, not on American weaknesses in counterinsurgency.
  • It would strengthen the Iranian regime (as aerial bombing usually does) by rallying the Iranian public to its side against the aggression. If the campaign were successful, the Iranian regime would be stronger politically, at least for a while, but eviscerated militarily.
  • A campaign against Iran would have its risks.
  • Iran could launch a terrorist campaign and attempt to close the Strait of Hormuz
  • We have argued that a negotiation with Iran in the order of President Richard Nixon’s reversal on China would be a lower-risk solution to the nuclear problem than the military option. But for Obama, this is politically difficult to do. Had Bush done this, he would have had the ideological credentials to deal with Iran, as Nixon had the ideological credentials to deal with China. But Obama does not. Negotiating an agreement with Iran in the wake of an electoral rout would open the floodgates to condemnation of Obama as an appeaser. In losing power, he loses the option for negotiation unless he is content to be a one-term president.
  • I am arguing the following.
  • First, Obama will be paralyzed on domestic policies by this election. He can craft a re-election campaign blaming the Republicans for gridlock.
  • The other option for Obama is to look for triumph in foreign policy where he has a weak hand.
  • I am not claiming that Obama will decide to do this based on politics, although no U.S. president has ever engaged in foreign involvement without political considerations, nor should he. I am saying that, at this moment in history, given the domestic gridlock that appears to be in the offing, a shift to a foreign policy emphasis makes sense, Obama needs to be seen as an effective commander in chief and Iran is the logical target.
  • This is not a prediction. Obama does not share his thoughts with me. It is merely speculation on the options Obama will have after the midterm elections, not what he will choose to do.

The Geopolitics of the Yangtze River: Developing the Interior - 0 views

  • As the competitive advantage of low-cost, export-oriented manufacturing in China's coastal industrial hubs wanes, Beijing will rely more heavily on the cities along the western and central stretches of the Yangtze River to drive the development of a supplemental industrial base throughout the country's interior.
  • Managing the migration of industrial activity from the coast to the interior -- and the social, political and economic strains that migration will create -- is a necessary precondition for the Communist Party's long-term goal of rebalancing toward a more stable and sustainable growth model based on higher domestic consumption. In other words, it is critical to ensuring long-term regime security.

Each region has its own hubs -- Chengdu and Chongqing for the Upper Yangtze; Wuhan, Changsha and Nanchang for the Middle Yangtze; and Suzhou, Hangzhou and Shanghai for the Lower Yangtze.
  • In many ways, China was more deeply united under Mao Zedong than under any emperor since Kangxi in the 18th century. After 1978, the foundations of internal cohesion began to shift and crack as the reform and opening process directed central government attention and investment away from the interior (Mao's power base) and toward the coast.
  • Today, faced with the political and social consequences of that process, the Party is once again working to reintegrate and recentralize -- both in the sense of slowly reconsolidating central government control over key sectors of the economy and, more fundamentally, forcibly shifting the economy's productive core inland.

  • First, there is a clear shift in central government policy away from intensive focus on coastal manufacturing at the expense of the interior (the dominant approach throughout the 1990s and early 2000s) and toward better integrating China's diverse regions into a coherent national economy.
  • Thirty years of export-oriented manufacturing centered in a handful of coastal cities generated huge wealth and created hundreds of millions of jobs. But it also created an economy characterized by deep discrepancies in the geographic allocation of resources and by very little internal cohesion.
  • By 2001, the economies of Shanghai and Shenzhen, for instance, were in many ways more connected to those of Tokyo, Seoul and Los Angeles than of the hinterlands of Sichuan and Shaanxi provinces.
  • The foundation of this model was an unending supply of cheap labor. In the 1980s, such workers came primarily from the coast. In the 1990s, when coastal labor pools had been largely exhausted, factories welcomed the influx of migrants from the interior. Soon, labor came to replace coal, iron ore and other raw materials as the interior's most important export to coastal industrial hubs. By the mid-2000s, between 250 million and 300 million migrant workers had fled from provinces like Henan, Anhui and Sichuan (where most people still lived on near-subsistence farming) in search of work in coastal cities.
  • This continual supply of cheap labor from the interior kept Chinese manufacturing cost-competitive throughout the 2000s -- far longer than if Chinese factories had only had the existing coastal labor pool to rely on.
  • But in doing so, it kept wages artificially low and, in turn, systematically undermined the development of a domestic consumer base. This was compounded by the fact that very little of the wealth generated by coastal manufacturing went to the workers.
  • Instead, it went to the state in the form of savings deposits into state-owned banks, revenue from taxes and land sales, or profits for the state-owned and state-affiliated enterprises
  • This dual process -- accumulation of wealth by the state and systematic wage repression in low-end coastal manufacturing -- significantly hampered the development of China's domestic consumer base. But even more troubling was the effect of labor migration, coupled with the relative lack of central government attention to enhancing inland industry throughout the 1990s and early 2000s, on the economies of interior provinces.
  • In trying to urbanize and industrialize the interior, Beijing is going against the grain of Chinese history -- a multimillennia saga of failed attempts to overcome the radical constraints of geography, population, food supply and culture through ambitious central government development programs.
  • Though its efforts thus far have yielded notable successes, such as rapid expansion of the country's railway system and soaring economic growth rates among inland provinces, they have not yet addressed a number of pivotal questions. Before it can move forward, Beijing must address the reform of the hukou (or household registration) system and the continued reliance on centrally allocated investment, as opposed to consumption, as a driver of growth.

Obama: After the Election - 0 views

  • That means it is entirely possible that a slew of miscalculations are being made today. One of the most widespread misconceptions about the U.S. political system is that a president who is weak at home is by default weak abroad. This is a belief primarily promulgated by Americans themselves. After all, if one cannot get behind one’s leader, what business does that leader have engaging in global affairs? But in reality, a president who is weak at home often wields remarkable power abroad. The U.S. Constitution forces the American president to share domestic power with Congress, so a split government leads to domestic policy gridlock. However, the Constitution also expressly reserves all foreign policy — particularly military policy — for the presidency. In fact, a weak president often has no options before him except foreign policy. This is something that the rest of the world repeatedly has failed to grasp. Domestically weakened American presidents have often done more than engage in foreign policy: They have overturned entire international orders. Former U.S. President George W. Bush defied expectations after his 2006 midterm electoral defeat and launched the surge in Iraq, utterly changing the calculus of that war. Clinton launched the Kosovo War, which undid what remained of the Cold War security architecture. Most famously, John Kennedy, whom the Soviets had written off as a weak and naive dilettante who had surrounded himself with incompetent advisers (sound familiar?), gave the Russians their biggest Cold War diplomatic defeat in the Cuban Missile Crisis. The United States might be distracted and its president domestically weakened, and undoubtedly most of the world will assume that they know what this means. But history tells a very different story, and this president — like his predecessors — is not done just yet.

A New Reality in U.S.-Israeli Relations - 0 views

  • In the United States, the political crisis over the federal budget and the struggle to grow the economy and reduce unemployment has dominated the president's and the country's attention.
  • The Israeli elections turned on domestic issues, ranging from whether the ultra-Orthodox would be required to serve in Israel Defense Forces, as other citizens are, to a growing controversy over economic inequality in Israel. 
  • What is interesting is at this point, while Israelis continue to express concern about foreign policy, they are most passionate on divisive internal social issues. Similarly, although there continues to be a war in Afghanistan, the American public is heavily focused on economic issues. Under these circumstances the interesting question is not what Obama and Netanyahu will talk about but whether what they discuss will matter much.

  • After more than a decade of being focused on the Islamic world and moving aggressively to try to control threats in the region militarily, the United States is moving toward a different stance. The bar for military intervention has been raised.
  • Therefore, the United States has, in spite of recent statements, not militarily committed itself to the Syrian crisis, and when the French intervened in Mali the United States played a supporting role. The intervention in Libya, where France and the United Kingdom drew the United States into the action, was the first manifestation of Washington's strategic re-evaluation.
  • That desire was there from the U.S. experience in Iraq and was the realization that the disposal of an unsavory regime does not necessarily -- or even very often -- result in a better regime.
  • The United States' new stance ought to frighten the Israelis. In Israel's grand strategy, the United States is the ultimate guarantor of its national security and underwrites a portion of its national defense. If the United States becomes less inclined to involve itself in regional adventures, the question is whether the guarantees implicit in the relationship still stand.
  • The issue is not whether the United States would intervene to protect Israel's existence; save from a nuclear-armed Iran, there is no existential threat to Israel's national interest. Rather, the question is whether the United States is prepared to continue shaping the dynamics of the region in areas where Israel lacks political influence and is not able to exert military control.
  • To put it differently, the Israelis' understanding of the American role is to control events that endanger Israel and American interests under the assumption that Israeli and American interests are identical. The idea that they are always identical has never been as true as politicians on both sides have claimed, but more important, the difficulties of controlling the environment have increased dramatically for both sides.
  • The problem for Israel at this point is that it is not able to do very much in the area that is its responsibility.
  • But the most shocking thing to Israel was how little control it actually had over events in Egypt and the future of its ties to Egypt.
  • But the power of the military will not be the sole factor in the long-term sustainability of the treaty. Whether it survives or not ultimately is not a matter that Israel has much control over.
  • The Israelis have always assumed that the United States can control areas where they lack control. And some Israelis have condemned the United States for not doing more to manage events in Egypt. But the fact is that the United States also has few tools to control the evolution of Egypt, apart from some aid to Egypt and its own relationship with the Egyptian military.
  • It may or may not be in the American interest to do something in any particular case, but the problem in this case is that although a hostile Egypt is not in the Americans' interest, there is actually little the United States can do to control events in Egypt.
  • Syrian President Bashar al Assad is a known quantity to Israel. He is by no means a friend, but his actions and his father's have always been in the pursuit of their own interest and therefore have been predictable. The opposition is an amorphous entity whose ability to govern is questionable and that is shot through with Islamists who are at least organized and know what they want.
  • Indeed, the hints of American weapons shipments to the rebels at some point concern Israel as much as no weapons shipments.
  • The Iranian situation is equally complex. It is clear that the Israelis, despite rhetoric to the contrary, will not act unilaterally against Iran's nuclear weapons. The risks of failure are too high, and the consequences of Iranian retaliation against fundamental American interests, such as the flow of oil through the Strait of Hormuz, are too substantial.
  • The American view is that an Iranian nuclear weapon is not imminent and Iran's ultimate ability to build a deliverable weapon is questionable. Therefore, regardless of what Israel wants, and given the American doctrine of military involvement as a last resort when it significantly affects U.S. interests, the Israelis will not be able to move the United States to play its traditional role of assuming military burdens to shape the region.
  • There has therefore been a very real if somewhat subtle shift in the U.S.-Israeli relationship. Israel has lost the ability, if it ever had it, to shape the behavior of countries on its frontier. Egypt and Syria will do what they will do. At the same time, the United States has lost the inclination to intervene militarily in the broader regional conflict and has limited political tools. Countries like Saudi Arabia, which might be inclined to align with U.S. strategy, find themselves in a position of creating their own strategy and assuming the risks. 
  • For the United States, there are now more important issues than the Middle East, such as the domestic economy.
  • It will continue to get aid that it no longer needs and will continue to have military relations with the United States, particularly in developing military technology. But for reasons having little to do with Israel, Washington's attention is not focused on the region or at least not as obsessively as it had been since 2001. 
  • Like Israel, the United States has realized the limits and costs of such a strategy, and Israel will not talk the United States out of it, as the case of Iran shows. In addition, there is no immediate threat to Israel that it must respond to. It is, by default, in a position of watching and waiting without being clear as to what it wants to see. Therefore it should be no surprise that Israel, like the United States, is focused on domestic affairs.
  • It also puts Israel in a reactive position. The question of the Palestinians is always there. Israel's policy, like most of its strategic policy, is to watch and wait. It has no inclination to find a political solution because it cannot predict what the consequences of either a solution or an attempt to find one would be.
  •  Israel has lost the initiative and, more important, it now knows it has lost the initiative. It has looked to the United States to take the initiative, but on a much broader scale Washington faces the same reality as Israel with less at stake and therefore less urgency.
  • This is not a strain in the U.S.-Israeli relationship in the sense of anger and resentment, although those exist on both sides. Rather it is like a marriage that continues out of habit but whose foundation has withered.
  • In private I expect a sullen courtesy and in public an enthusiastic friendship, much as an old, bored married couple, not near a divorce, but far from where they were when they were young. Neither party is what it once was; each suspects that it is the other's fault. In the end, each has its own fate, linked by history to each other but no longer united.

Drought, Fire and Grain in Russia - 0 views

  • The crises threaten the wheat harvest in Russia, which is one of the world’s largest wheat exporters. Russia is no stranger to having drought affect its wheat crop, a commodity of critical importance to Moscow’s domestic tranquility and foreign policy. Despite the severity of the heat, drought, and wildfires, Moscow’s wheat output will cover Russia’s domestic needs. Russia will also use the situation to merge its neighbors into a grain cartel.
  • Russia is one of the largest grain producers and exporters in the world, normally producing around 100 million tons of wheat a year, or 10 percent of total global output. It exports 20 percent of this total to markets in Europe, the Middle East and North Africa.
  • This year, the Kremlin announced Aug. 5 that it would temporarily ban grain exports from Aug. 15 to Dec 31. Two reasons prompted the move.

  • The first is the desire to prevent domestic grain prices from skyrocketing due to feared shortages.
  • The second reason is that the Kremlin wants to ensure that its supplies and production will hold up should the winter wheat harvest decline as well.
  • Russia’s conservatism when it comes to ensuring supplies and price stability arises from the reality that adequate grain supplies long have been equated with social stability in Russia.
  • Domestically, Russians enjoy access to the necessities of life. Kremlin ownership over the majority of the country’s economy and resources gives the government leverage in controlling the country on every level — socially, politically, economically and financially. Thus, a grain crisis is more than just about feeding the people; it strikes at part of Russia’s overall domestic economic security.
  • If Russia is going to exert its political power over the region via grain, it must have Ukraine on board. If Russia can control all of these states’ wheat exports, then Moscow will control 15 percent of global production and 16 percent of global exports. Kiev has recently turned its political orientation to lock step with Moscow, as seen in matters of politics, military and regional spats. But this most recent crisis hits at a major national economic piece for Ukraine. Whether Kiev bends its own national will to continue its further entwinement with Moscow remains to be seen.

Elections and Obama's Foreign Policy Choices - 0 views

  • While we normally do not concern ourselves with domestic political affairs in the United States, when the only global power is undergoing substantial political uncertainty, that inevitably affects its behavior and therefore the dynamics of the international system.

  • Second, he entered the presidency off balance.
  • Third, while in office, Obama tilted his focus away from the foreign affairs plank he ran on to one of domestic politics. In doing so, he shifted from the area where the president is institutionally strong to the place where the president is institutionally weak.
  • This is not because of the prospect of midterm reversals — that has happened any number of times. It is because Obama, like Bush, was off balance from the beginning.
  • This would indicate that Obama’s best strategy is to go into opposition, government against Congress. But there are two problems with this.
  • One of the underlying themes of the Obama presidency is that he is ineffective in getting his economic agenda implemented. That’s not really true, given the successes he has had with health-care reform and banking regulation, but it is still a theme. The other problem he has is the sense that he has surged in Afghanistan while setting a deadline for withdrawal and that his Afghan policy is merely a political gesture.
  • We come back to foreign policy as a place where Obama will have to focus whether he likes it or not. He takes his bearings from Franklin Roosevelt, and the fact is that Roosevelt had two presidencies. One was entirely about domestic politics and the other about foreign policy, or the Depression and then World War II
  • Obama will come out of the November election having to turn over his cards on the only area where he can have traction — Iraq, Iran and Afghanistan. The question is what he might do.

  • The Republicans would be appalled, but Obama can’t win them over anyway so it doesn’t matter. Indeed, he can use their hostility to strengthen his own base.
  • I wouldn’t be so bold as to predict his actions, but I would argue that he faces some unappetizing choices that he could solve with a very bold move in foreign policy. His options on the domestic side will disappear if the polls are right.

  • The East China Sea is a semi-closed sea bordered by the Yellow Sea to the north, the South China Sea and Taiwan to the South, Japan's Ryukyu and Kyushu islands to the East and the Chinese mainland to the West. Evidence pointing to potentially abundant oil and natural gas deposits has made the sea a source of contention between Japan and China, the two largest energy consumers in Asia.
  • The sea has a total area of approximately 482,000 square miles, consisting mostly of the continental shelf and the Xihu/Okinawa (Chinese name/Japanese name) trough, a back-arc basin formed about 300 miles southeast of Shanghai between the two countries. The disputed eight Daioyu/Senkaku (Chinese/Japanese name) islands lie to the northeast of Taiwan, with the largest of them two miles long and less than a mile wide. Though barren, the islands are important for strategic and political reasons, as ownership can be used to bolster claims to the surrounding sea and its resources under the United Nations Convention on the Law of the Sea. To date, China and Japan have not resolved their ownership dispute, preventing wide-scale exploration and development of East China Sea hydrocarbons.

The Elections, Gridlock and Foreign Policy - 0 views

  • The national political dynamic has resulted in an extended immobilization of the government. With the House -- a body where party discipline is the norm -- under Republican control, passing legislation will be difficult and require compromise. Since the Senate is in Democratic hands, the probability of it overriding any unilateral administrative actions is small. Nevertheless, Obama does not have enough congressional support for dramatic new initiatives, and getting appointments through the Senate that Republicans oppose will be difficult.
  • I am not sure that the current political climate is what was meant by the people disciplining themselves, but it is clear that the people have imposed profound limits on this government. Its ability to continue what is already being done has not been curbed, but its ability to do much that is new has been blocked.
  • The gridlock sets the stage for a shift in foreign policy that has been under way since the U.S.-led intervention in Libya in 2011. I have argued that presidents do not make strategies but that those strategies are imposed on them by reality. Nevertheless, it is always helpful that the subjective wishes of a president and necessity coincide, even if the intent is not the same.

The point that neither Romney nor Obama articulated is what you do instead in the Middle East -- and elsewhere.

And war therefore must be rare because overwhelming force is hard to come by and enemies are not always easy to beat. But the subjective intentions of a leader are not as important as the realities he is responding to, however thoughtfully or thoughtlessly. It was clear that the United States could not continue to intervene with insufficient forces to achieve unclear goals in countries it could not subdue.
  • Nor could the United States withdraw from the world. It produces almost one-quarter of the world's GDP; how could it?
  • One of the hardest things for a young empire to master is the principle that, for the most part, there is nothing to be done. That is the phase in which the United States finds itself at the moment.
  • It is coming to terms not so much with the limits of power as the nature of power. Great power derives from the understanding of the difference between those things that matter and those that don't, and a ruthless indifference to those that don't. It is a hard thing to learn, but history is teaching it to the United States.
  • The gridlock which this election has given the U.S. government is a suitable frame for this lesson. While Obama might want to launch major initiatives in domestic policy, he can't. At the same time, he seems not to have the appetite for foreign adventures. It is not clear whether this is simply a response to miscalculation or a genuine strategic understanding, but in either case, adopting a more cautious foreign policy will come naturally to him.
  • This will create a framework that begins to institutionalize two lessons: First, it is rarely necessary to go to war, and second, when you do go to war, go with everything you have. Obama will follow the first lesson, and there is time for the second to be learned by others. He will practice the studied indifference that most foreign problems pose to the United States.

  • Syria poses a problem because the United States is about to call his bluff
  • The tensions showcased at the G-20 between Washington and Moscow rekindled memories of the Cold War, a time when Russia was a global power. And that is precisely the mood Putin wanted to create. That's where Putin's bluff begins.
  • With China focused on its domestic issues and with Europe in disarray, the United States and Russia are the two major -- if not comparable -- global players, and the deterioration in relations can be significant. We need to understand what is going on here before we think about Syria.
  • Twenty years ago, the United States had little interest in relations with Russia, and certainly not with resetting them.
  • In their view, under the guise of teaching the Russians how to create a constitutional democracy and fostering human rights, the United States and Europe had engaged in exploitative business practices and supported non-governmental organizations that wanted to destabilize Russia.
  • First, the Russians denied that there was a massacre of Albanians in Kosovo.
  • Second, the Russians did not want European borders to change.
  • Third, and most important, they felt that an attack without U.N. approval and without Russian support should not be undertaken both under international law and out of respect for Russia.
  • Russia felt it deserved more deference on Kosovo, but it couldn't have expected much more given its weak geopolitical position at the time. However, the incident served as a catalyst for Russia's leadership to try to halt the country's decline and regain its respect.
  • The United States has supported, financially and otherwise, the proliferation of human rights groups in the former Soviet Union. When many former Soviet countries experienced revolutions in the 1990s that created governments that were somewhat more democratic but certainly more pro-Western and pro-American, Russia saw the West closing in.
  • To Putin, the actions in Ukraine indicated that the United States in particular was committed to extending the collapse of the Soviet Union to a collapse of the Russian Federation.
  • Putin began a process of suppressing all dissent in Russia, both from foreign-supported non-governmental organizations and from purely domestic groups. He saw Russia as under attack, and he saw these groups as subversive organizations. There was an argument to be made for this. But the truth was that Russia was returning to its historical roots as an authoritarian government, with the state controlling the direction of the economy and where dissent is treated as if it were meant to destroy the state.
  • Precisely how the Russo-Georgian war began is another story, but it resulted in Russian tanks entering a U.S. client state, defeating its army and remaining there until they were ready to leave.
  • The Russians took this as an opportunity to deliver two messages to Kiev and other former Soviet states. First, Russia, conventional wisdom aside, could and would use military power when it chose. Second, he invited Ukraine and other countries to consider what an American guarantee meant.
  • The United States became more cautious in funding non-governmental organizations. The Russians became more repressive by the year in their treatment of dissident groups.
  • In fact, Russia remains a shadow of what the Soviet Union was. Its economy is heavily focused on energy exports and depends on high prices it cannot control. Outside Moscow and St. Petersburg, life remains hard and life expectancy short. Militarily, it cannot possibly match the United States. But at this moment in history, with the United States withdrawing from deep involvement in the Muslim world, and with the Europeans in institutional disarray, it exerts a level of power in excess of its real capacity.
  • The Russians have been playing their own bluff, and this bluff helps domestically by creating a sense that, despite its problems, Russia has returned to greatness.
  • In this game, taking on and besting the United States at something, regardless of its importance, is critical.
  • The Snowden matter was perfect for the Russians. Whether they were involved in the Snowden affair from the beginning or entered later is unimportant. It has created two important impressions.
  • The first is that Russia is still capable of wounding the United States
  • The second impression was that the United States was being hypocritical.
  • The United States had often accused the Russians of violating human rights, but with Snowden, the Russians were in a position where they protected the man who had revealed what many saw as a massive violation of human rights. It humiliated the Americans in terms of their own lax security and furthermore weakened the ability of the United States to reproach Russia for human rights violations. 
  • now that the United States is considering a strike on the Syrian regime following its suspected use of chemical weapons, Washington may be in a position to deal a setback to a Russia client state, and by extension, Moscow itself.

  • In the past, the U.S. distraction with Iraq and Afghanistan served Russia's interests. But the United States is not very likely to get as deeply involved in Syria as it did in those countries.
  • The impact inside Russia will be interesting. There is some evidence of weakness in Putin's position. His greatest strength has been to create the illusion of Russia as an emerging global power. This will deal that a blow, and how it resonates through the Russian system is unclear. But in any event, it could change the view of Russia being on the offensive and the United States being on the defensive.
  • History will not turn on this event, and Putin's future, let alone Russia's, does not depend on his ability to protect Russia's Syrian ally.

Information Consumerism: The Price of Hypocrisy - 0 views

  • let us not pass over America’s surveillance addiction in silence. It is real; it has consequences; and the world would do itself a service by sending America to a Big Data rehab. But there’s more to learn from the Snowden affair.

  • Second, ideas that once looked silly suddenly look wise. Just a few months ago, it was customary to make fun of Iranians, Russians and Chinese who, with their automatic distrust of all things American, spoke the bizarre language of “information sovereignty.”
  • Look who’s laughing now: Iran’s national email system launched a few weeks ago. Granted the Iranians want their own national email system, in part, so that they can shut it down during protests and spy on their own people AT other times. Still, they got the geopolitics exactly right: over-reliance on foreign communications infrastructure is no way to boost one’s sovereignty.   • Third, the sense of unconditional victory that civil society in both Europe and America felt over the defeat of the Total Information Awareness program – a much earlier effort to establish comprehensive surveillance – was premature.
  • The problem with Total Information Awareness was that it was too big, too flashy, too dependent on government bureaucracy. What we got instead, a decade later, is a much nimbler, leaner, more decentralized system, run by the private sector and enabled by a social contract between Silicon Valley and Washington
  • This is today’s America in full splendor: what cannot be accomplished through controversial legislation will be accomplished through privatization, only with far less oversight and public control.
  • From privately-run healthcare providers to privately-run prisons to privately-run militias dispatched to war zones, this is the public-private partnership model on which much of American infrastructure operates these days.
  • Communications is no exception. Decentralization is liberating only if there’s no powerful actor that can rip off the benefits after the network has been put in place.
  • Fourth, the idea that digitization has ushered in a new world, where the good old rules of realpolitik no longer apply, has proved to be bunk. There’s no separate realm that gives rise to a new brand of “digital” power; it’s one world, one power, with America at the helm.

  • The sheer naivete of statements like this – predicated on the assumption that somehow one can “live” online the way one lives in the physical world and that virtual politics works on a logic different from regular politics – is illustrated by the sad case of Edward Snowden, a man with a noble mission and awful trip-planning skills.
  • Fifth, the once powerful myth that there exists a separate, virtual space where one can have more privacy and independence from social and political institutions is dead.
  • Microsoft’s general counsel wrote that “looking forward, as Internet-based voice and video communications increase, it is clear that governments will have an interest in using (or establishing) legal powers to secure access to this kind of content to investigate crimes or tackle terrorism. We therefore assume that all calls, whether over the Internet or by fixed line or mobile phone, will offer similar levels of privacy and security.”
  • Read this again: here’s a senior Microsoft executive arguing that making new forms of communication less secure is inevitable – and probably a good thing.
  • Convergence did happen – we weren’t fooled! – but, miraculously, technologies converged on the least secure and most wiretap-friendly option available.
  • This has disastrous implications for anyone living in dictatorships. Once Microsoft and its peers start building software that is insecure by design, it turbocharges the already comprehensive spying schemes of authoritarian governments. What neither NSA nor elected officials seem to grasp is that, on matters of digital infrastructure, domestic policy is also foreign policy; it’s futile to address them in isolation.
  • This brings us to the most problematic consequence of Snowden’s revelations. As bad as the situation is for Europeans, it’s the users in authoritarian states who will suffer the most.
  • And not from American surveillance, but from domestic censorship. How so? The already mentioned push towards “information sovereignty” by Russia, China or Iran would involve much more than protecting their citizens from American surveillance. It would also trigger an aggressive push to shift public communication among these citizens – which, to a large extent, still happens on Facebook and Twitter – to domestic equivalents of such services.
  • It’s probably not a coincidence that LiveJournal, Russia’s favorite platform, suddenly had maintenance issues – and was thus unavailable for general use – at the very same time that a Russian court announced its verdict to the popular blogger-activist Alexei Navalny.
  • For all the concerns about Americanization and surveillance, US-based services like Facebook or Twitter still offer better protection for freedom of expression than their Russian, Chinese or Iranian counterparts.
  • This is the real tragedy of America’s “Internet freedom agenda”: it’s going to be the dissidents in China and Iran who will pay for the hypocrisy that drove it from the very beginning.
  • On matters of “Internet freedom” – democracy promotion rebranded under a sexier name – America enjoyed some legitimacy as it claimed that it didn’t engage in the kinds of surveillance that it itself condemned in China or Iran. Likewise, on matters of cyberattacks, it could go after China’s cyber-espionage or Iran’s cyber-attacks because it assured the world that it engaged in neither.
  • Both statements were demonstrably false but lack of specific evidence has allowed America to buy some time and influence.
  • What is to be done? Let’s start with surveillance. So far, most European politicians have reached for the low-hanging fruit – law – thinking that if only they can better regulate American companies – for example, by forcing them to disclose how much data and when they share with NSA – this problem will go away.
  • This is a rather short-sighted, naïve view that reduces a gigantic philosophical problem – the future of privacy – to seemingly manageable size of data retention directives.
  • Our current predicaments start at the level of ideology, not bad policies or their poor implementation.
  • As our gadgets and previously analog objects become “smart,” this Gmail model will spread everywhere. One set of business models will supply us with gadgets and objects that will either be free or be priced at a fraction of their real cost.
  • In other words, you get your smart toothbrush for free – but, in exchange, you allow it to collect data on how you use the toothbrush.
  • If this is, indeed, the future that we are heading towards, it’s obvious that laws won’t be of much help, as citizens would voluntarily opt for such transactions – the way we already opt for free (but monitorable) email and cheaper (but advertising-funded) ereaders.
  • In short, what is now collected through subpoenas and court orders could be collected entirely through commercial transactions alone.
  • Policymakers who think that laws can stop this commodificaton of information are deluding themselves. Such commodification is not happening against the wishes of ordinary citizens but because this is what ordinary citizen-consumer want.
  • Look no further than Google’s email and Amazon’s Kindle to see that no one is forced to use them: people do it willingly. Forget laws: it’s only through political activism and a robust intellectual critique of the very ideology of “information consumerism” that underpins such aspirations that we would be able to avert the inevitable disaster.
  • Where could such critique begin? Consider what might, initially, seem like a bizarre parallel: climate change.
  • For much of the 20th century, we assumed that our energy use was priced correctly and that it existed solely in the consumer paradigm of “I can use as much energy as I can pay for.” Under that paradigm, there was no ethics attached to our energy use: market logic has replaced morality – which is precisely what has enabled fast rates of economic growth and the proliferation of consumer devices that have made our households electronic paradises free from tiresome household work.
  • But as we have discovered in the last decade, such thinking rested on a powerful illusion that our energy use was priced correctly – that we in fact paid our fair share.
  • But of course we had never priced our energy use correctly because we never factored in the possibility that life on Earth might end even if we balance all of our financial statements.
  • The point is that, partly due to successful campaigns by the environmental movement, a set of purely rational, market-based decisions have suddenly acquired political latency, which has given us differently designed cars, lights that go off if no one is in the room, and so forth.
  • It has also produced citizens who – at least in theory – are encouraged to think of implications that extend far beyond the ability to pay their electricity bill.
  • Right now, your decision to buy a smart toothbrush with a sensor in it – and then to sell the data that it generates – is presented to us as just a purely commercial decision that affects no one but us.
  • But this is so only because we cannot imagine an information disaster as easily as we can imagine an environmental disaster.
  • there are profound political and moral consequences to information consumerism– and they are comparable to energy consumerism in scope and importance.

  • What struck me about this chart, though, is the amount of blue in two of the world's emerging great powers (China and India). The next three to four decades seem likely to witness challenges to the political status quo by at least two rising powers just as those nations are experiencing extreme domestic socio-economic volatility caused by the compounding effects of climate change. To me, this is extremely worrying, because it means that the ruling regimes of those nations will be under intense domestic pressure, leading to potentially volatile and risky foreign policy behavior in order to either preserve domestic unity or seek the resources and geostrategic position to mitigate internal difficulties. Doesn't bode well for those who hope for those states to rise in non-disruptive ways.

  • Despite claims that China's investment drive was and is irresponsible -- and certainly there are myriad anecdotal cases of gross misallocation of capital -- it nonetheless fulfills the essential role of jumpstarting the country's effort to "rebalance" to a new, more urban and more consumption-based economic model.
  • This means that in the next few years, China faces inexorable and potentially very rapid decline in the two sectors that have underpinned economic growth and social and political stability for the past two or more decades: exports and construction.
  • And it does so in an environment of rapidly mounting local government and corporate debt, rising wages and input costs, rising cost of capital and falling return on investment (exacerbated by new environmental controls and efforts to combat corruption) and more.

  • The pressures stemming from China's economy -- and emanating upward through Chinese society and politics -- will remain paramount over the next 5-10 years.

It completely neglects public anger over pollution, the myriad economic and industrial constraints posed by both pollution and pervasive low-level corruption, the impact of changes in Chinese labor flows and dynamics, rising education levels and much more. It completely neglects the ambivalence with which many ordinary Chinese regard the Communist Party government.

  • But how does one determine what the prevalence of cardiovascular disease was in the ancient past?
  • there have been indications that the idea that ancient humans didn’t suffer from atherosclerosis is a comforting myth, the most recent of which is a study published a week ago online in The Lancet by Prof. Randall C. Thompson of Saint Luke’s Mid America Heart Institute and an international team of investigators entitled Atherosclerosis across 4000 years of human history: the Horus study of four ancient populations.
  • Basically, it was a study of 137 different mummies from four different geographic locations spanning 4,000 years.
  • So, although there was a fair amount of evidence from studies of Egyptian mummies that atherosclerosis was not uncommon, in Egypt it was mainly the wealthy and powerful who were mummified after their deaths. Conceivably, they could have lived a very different lifestyle and consumed a very different diet than the average Egyptian living around that time.
  • So the authors obtained whole-body CT scans of the 137 mummies, either pre-existing scans or scans prospectively done, and analyzed them for calcifications.
  • The mummies to be included in the study were chosen primarily based on two factors, being in a good state of preservation with identifiable vascular tissue, and being adults.
  • The authors obtained identifying information from an extensive search of museum and other databases by a team of archeologists and experts in mummy restoration, and sex was determined by either analysis of the genitals and reproductive organs when present and by pelvic morphology when they were not present.
  • Age was estimated by standard analysis of architectural changes in the clavicle, femur, and humerus.
  • Finally, multiple anthropological and archeological sources were used in an attempt to estimate likely risk factors for the mummies.
  • Figure 2 summarizes the findings nicely: There’s also this video featured in a Nature report on the study showing the reconstructed scan of one of the mummies with atherosclerotic plaques in the coronary arteries.
  • As expected, more atherosclerosis correlates with advanced age, and the amount of atherosclerosis in the young and middle-aged (although the times in which the people who became these mummies after death lived age 50 was old) was less.
  • Although the sample number was far too small to draw definitive conclusions (as is often the case in archeological research), the prevalence of atherosclerotic disease in these mummies did not appear to correlate with the cultures in which the mummies lived.
  • As is noted in Thompson’s article, ancient Egyptians and Peruvians were agricultural cultures with farms and domesticated animals, Ancestral Puebloans were forager-farmers, and the Unangans were hunter-gatherers without agriculture. Indeed, the Peruvians and Ancestral Puebloans predated the written word and were thus prehistoric cultures.
  • One notes that no one, including the authors of this study, is saying that lifestyle and diet are not important factors for the development of atherosclerotic heart disease.
  • What they are saying is that atherosclerosis appears to be associated with aging and that the claims that mimicking paleolithic diets (which, one notes, were definitely not vegan) are overblown. In other words, there is a certain inherent risk of atherosclerosis that is related to aging that is likely not possible to lower further
  • I actually think that the authors probably went too far with that last statement in that, while they might be correct that atherosclerosis is an inherent component of human aging, it is quite well established that this inherent component of aging can at least be worsened by sedentary lifestyle and probably certain diets.
  • One notes that, although the Paleo Diet is not, strictly speaking, always sold as CAM/IM, the ideas behind it are popular among CAM advocates, and the diet is frequently included as part of “integrative medicine,” for example, here at the University of Connecticut website, where it’s under integrative nutrition.
  • In particular, the appeal to ancient wisdom and ancient civilizations as yet untouched by the evil of modernity is the same sort of arguments that are made in favor of various CAM modalities ranging from herbalism to vegan diets rebranded as being somehow CAM to the appeal to “natural” cures.
  • Indeed, the fetish for the “natural” in CAM is such that even a treatment like Stanislaw Burzynski’s antineoplaston therapy is represented as “natural” when in fact, if it were ever shown to work against cancer, it would be chemotherapy and has toxicities greater than that of some of our current chemotherapy drugs.
  • The book is by Marlene Zuk and entitled Paleofantasy: What Evolution Really Tells Us About Sex, Diet, and How We Live. Zuk is an evolutionary biologist, and in particular she points out how the evolutionary arguments favored by advocates of the Paleo diet don’t stand up to scrutiny.
  • The interview begins with Zuk confronting Cordain at a conference on evolution and diseases of modern environments. At his lecture, Cordain pronounced several foods to be the cause of fatal conditions in people carrying certain genes.
  • These foods included, predictably, cultivated foods such as bread (made from grain), rice, and potatoes. Zuk couldn’t resist asking a question, namely why the inability to digest so many common foods would persist in the population, observing, “Surely it would have been selected out of the population.” Cordain’s response? That humans had not had time to adapt to these foods, to which Zuk retorted, “Plenty of time.” Apparently, in her book, Zuk produces numerous examples of evolution in humans occurring in a time frame of less than 10,000 years, including:
  • Blue eyes arose 6,000 to 10,000 years ago
  • Rapid selection for the CCR5-D gene variant that makes some people immune to HIV
  • Lactase persistence (production past the age of weening of the lactase enzyme that digests lactose in milk) probably dates back only around 7,500 to 10,000 years, around the time that cattle were domesticated
  • there is no one diet or climate that predominated among our Paleolithic ancestors:
  • Zuk detects an unspoken, barely formed assumption that humanity essentially stopped evolving in the Stone Age and that our bodies are “stuck” in a state that was perfectly adapted to survive in the paleolithic environment. Sometimes you hear that the intervention of “culture” has halted the process of natural selection. This, “Paleofantasy” points out, flies in the face of facts. Living things are always and continuously in the process of adapting to the changing conditions of their environment, and the emergence of lactase persistence indicates that culture (in this case, the practice of keeping livestock for meat and hides) simply becomes another one of those conditions.
  • For this reason, generalizations about the typical hunter-gatherer lifestyle are spurious; it doesn’t exist. With respect to what people ate (especially how much meat), the only safe assumption was “whatever they could get,” something that to this day varies greatly depending on where they live. Recently, researchers discovered evidence that people in Europe were grinding and cooking grain (a paleo-diet bugaboo) as far back as 30,000 years ago, even if they weren’t actually cultivating it. “A strong body of evidence,” Zuk writes, “points to many changes in our genome since humans spread across the planet and developed agriculture, making it difficult at best to point to a single way of eating to which we were, and remain, best suited.”
  • Oh, and, as Zuk tells us, paleolithic people got cancer, too.

  • The extent and effect of climate change is still unknown, but it has the potential to make significant changes to what we think of as immovable geographic realities.

Rather, we would like to use this opportunity to discuss how climate change could impact geopolitics. Agriculture remains a key piece to this new puzzle; changes in the location of water and of land suited for food production could alter traditional geopolitical dynamics. Geography and climate shape regions and countries. If we accept that there will be changes to temperature, climate and perhaps weather, then there will also likely be variations in the availability of arable land that can support large populations and agriculture.

  • The initial phase of the post-Cold War world was built on two assumptions.
  • The first assumption was that the United States was the dominant political and military power but that such power was less significant than before, since economics was the new focus. The second phase still revolved around the three Great Powers -- the United States, China and Europe -- but involved a major shift in the worldview of the United States, which then assumed that pre-eminence included the power to reshape the Islamic world through military action while China and Europe single-mindedly focused on economic matters.

  • Europe primarily defined itself as an economic power, with sovereignty largely retained by its members but shaped by the rule of the European Union. Europe tried to have it all: economic integration and individual states. But now this untenable idea has reached its end and Europe is fragmenting.
  • Germany wants to retain the European Union to protect German trade interests and because Berlin properly fears the political consequences of a fragmented Europe.
  • But as the creditor of last resort, Germany also wants to control the economic behavior of the EU nation-states.
  • In the indebted peripheral region, Cyprus has been treated with particular economic savagery as part of the bailout process. Certainly, the Cypriots acted irresponsibly. But that label applies to all of the EU members, including Germany, who created an economic plant so vast that it could not begin to consume what it produces -- making the country utterly dependent on the willingness of others to buy German goods.
  • There are thus many kinds of irresponsibility.
  • Europe can no longer afford pride, and it is every nation for itself. Cyprus set the precedent that the weak will be crushed. It serves as a lesson to other weakening nations, a lesson that over time will transform the European idea of integration and sovereignty.
  • In such an environment, sovereignty becomes sanctuary.
  • Authoritarian nationalism is an old European cure-all, one that is re-emerging, since no one wants to be the next Cyprus.
  • Leaving aside all the specific arguments, extraordinarily rapid growth in an export-oriented economy requires economic health among its customers.
  • It is nice to imagine expanded domestic demand, but in a country as impoverished as China, increasing demand requires revolutionizing life in the interior. China has tried this many times. It has never worked, and in any case China certainly couldn't make it work in the time needed.
  • Instead, Beijing is maintaining growth by slashing profit margins on exports.
  • It is interesting to recall the extravagant claims about the future of Japan in the 1980s. Awestruck by growth rates, Westerners did not see the hollowing out of the financial system as growth rates were sustained by cutting prices and profits. Japan's miracle seemed to be eternal. It wasn't, and neither is China's. And China has a problem that Japan didn't: a billion impoverished people. Japan exists, but behaves differently than it did before; the same is happening to China.
  • Both Europe and China thought about the world in the post-Cold War period similarly. Each believed that geopolitical questions and even questions of domestic politics could be suppressed and sometimes even ignored.
  • They believed this because they both thought they had entered a period of permanent prosperity.

      This is where I start to sound like a broken record: American civic perception is wildly at odds with MANY of the realities of international relations.
  • The United States has emerged into the new period with what is still the largest economy in the world with the fewest economic problems of the three pillars of the post-Cold War world. It has also emerged with the greatest military power.
  • But it has emerged far more mature and cautious than it entered the period. There are new phases in history, but not new world orders.
  • Eras unfold in strange ways until you suddenly realize they are over.

  • Now, we are at a point where the post-Cold War model no longer explains the behavior of the world. We are thus entering a new era. I don't have a good buzzword for the phase we're entering, since most periods are given a label in hindsight.
  • But already there are several defining characteristics to this era we can identify.
  • First, the United States remains the world's dominant power in all dimensions. It will act with caution, however, recognizing the crucial difference between pre-eminence and omnipotence.
  • Second, Europe is returning to its normal condition of multiple competing nation-states. While Germany will dream of a Europe in which it can write the budgets of lesser states, the EU nation-states will look at Cyprus and choose default before losing sovereignty.
  • Third, Russia is re-emerging. As the European Peninsula fragments, the Russians will do what they always do: fish in muddy waters.
  • The deals they are making, of which this is a small sample, are not in their economic interests, but they increase Moscow's political influence substantially. 
  • Fourth, China is becoming self-absorbed in trying to manage its new economic realities.
  • And fifth, a host of new countries will emerge to supplement China as the world's low-wage, high-growth epicenter. Latin America, Africa and less-developed parts of Southeast Asia are all emerging as contenders
  • There is a paradox in all of this. While the United States has committed many errors, the fragmentation of Europe and the weakening of China mean the United States emerges more powerful, since power is relative.
  • It was said that the post-Cold War world was America's time of dominance. I would argue that it was the preface of U.S. dominance.

      This is a hard sell to many Americans (and others) that don't have the benefit of hindsight to guide their judgements. Of course, I'm a bit of StratFor buff and so trust George & company on this, but there are plenty of aspects to explore and debate. I hope to do both with my readers in the coming years.
  • Its two great counterbalances are losing their ability to counter U.S. power because they mistakenly believed that real power was economic power. The United States had combined power -- economic, political and military -- and that allowed it to maintain its overall power when economic power faltered. 
  • A fragmented Europe has no chance at balancing the United States.
  • And while China is reaching for military power, it will take many years to produce the kind of power that is global, and it can do so only if its economy allows it to. The United States defeated the Soviet Union in the Cold War because of its balanced power. Europe and China defeated themselves because they placed all their chips on economics. And now we enter the new era.

  • Though the term "Arabist" has been used far more broadly, during the Cold War in Washington it often came to refer to people at the State Department.
  • They tended to have come of age during World War II, were educated at the best private schools in New England, were in some cases descendants of American missionary families in the Middle East in the 19th and early 20th centuries, and by mastering Arabic in their twenties and thirties, spent their entire foreign service careers in one Arab country after another.

  • Syria was the throbbing heart of Arabism, the most steadfast country in its refusal to compromise with what, in Syrian eyes, was the post-colonial monstrosity known as Israel.
  • For a U.S. State Department Arabist, a posting to Syria was, in a thematic sense, fundamental to a successful career.
  • Given the fact of almost two dozen Arabic-speaking countries and only one Hebrew-speaking country to which one could be posted, an American diplomat's professional lifetime might be spent among Arabs much more easily than among Israelis. Not to develop sympathies would be inhuman.

  • The Arabists were in Syria and other countries not to plan American grand strategy or to tell dictators how to behave in the midst of a titanic struggle with the Soviet Union (in which America, perforce, supported many dictatorships) but to report perceptively on what was going on in their parcel of the world.
  • The Middle East, wracked by clan, tribal, ethnic and sectarian unrest, will always require area specialists with years of experience living in the region to help Washington make sense of it all.

U.S. Restraint in the Syrian Crisis - 0 views

  • The Syrian civil war is complicated and offers no easy solution to the United States. Currently, the situation is being managed as indirectly as possible, but this strategy might become untenable for Obama.
  • As the war progresses, there are real reasons for U.S. restraint, but the aforementioned actions cover the basic spectrum that Obama is examining as pressure on the United States increases.
