For centuries Europe had a rough equality between major states that is often referred to as the balance-of-power system. And that led to frequent wars

  • Columbia University's Kenneth Waltz, arguably America's pre-eminent realist, says that the opposite of "anarchy" is not stability, but "hierarchy."
  • Hierarchy eviscerates equality; hierarchy implies that some are frankly "more equal" than others, and it is this formal inequality -- where someone, or some state or group, has more authority and power than others -- that prevents chaos. For it is inequality itself that often creates the conditions for peace.

  • It is a government that monopolizes the use of violence in a given geographical space, thereby preventing anarchy.       I call BULLSHIT on the Rome thing. There is some strong evidence that they were quite lacking in human rights relative their northern Gaulish neighbors (which they smashed to claim their gold mines).
  • There are exceptions, of course, like Hapsburg Spain, with its combination of inquisition and conquest. But the point is that hegemony does not require tyrannical or absolutist rule.

      I'll buy it. I remember how John Green noted that the Greek city states won a war against the Persians - who had abolished slavery and had greater rights of expression for the multiplicity of ethnicities within their borders.

  • The collapse of the Hapsburgs, of the Ottoman Turks, of the Soviet Empire and the British Empire in Asia and Africa led to chronic wars and upheavals. Some uncomprehending commentators remind us that all empires end badly. Of course they do, but that is only after they have provided decades and centuries of relative peace.

  • Nevertheless, in the case of the Middle East, do not conflate chaos with democracy. Democracy itself implies an unequal, hierarchal order, albeit one determined by voters. What we have in the Middle East cannot be democracy because almost nowhere is there a new and sufficiently formalized hierarchy. No, what we have in many places in the Middle East is the weakening of central authority with no new hierarchy to adequately replace it.
  • Unless some force can, against considerable odds, reinstitute hierarchy -- be it an American hegemon acting globally, or an international organization acting regionally or, say, an Egyptian military acting internally -- we will have more fluidity, more equality and therefore more anarchy to look forward to.

Ukraine: On the Edge of Empires - 0 views

  • Uzhgorod today is on the Slovakian border, about 30 miles from Poland, 15 miles from Hungary and 50 miles from Romania. When my father was growing up, the borders moved constantly, and knowing these languages mattered. You were never sure what you'd be a citizen or subject of next or who would be aiming a rifle at you.

Centripetal and Centrifugal Forces at Work in the Nation-State - 0 views

  • The very existence of the Tibetan issue bespeaks several overlapping themes of Chinese geopolitics. Most fundamentally, it must be understood in the context of China's struggle to integrate and extend control over the often impassable but strategically significant borderlands militarily and demographically.

  • More concretely, the Dalai Lama has split the role of spiritual and political leadership of the Tibetan movement, nominally giving up the latter while retaining the former.
  • In doing so, he is attempting to create a sense of continuity to the Tibetan movement even though his spiritual successor has not been identified. However, it also separates the Dalai Lama from any Tibetan political movement, theoretically making it easier for the spiritual leader and Beijing to come to an accord about his possible return as a spiritual -- but not political -- leader.
  • But the maneuvering by the Dalai Lama reflects a deeper reality. The Tibetan movement is not homogenous. Tibetan Buddhism has several schools that remain in fragile coordination out of respect for the Dalai Lama. The Tibetan political movement is also fragmented, with the younger foreign-born Tibetans often more strongly pressing for independence for Tibet, while the older exiles take a more moderate tone and call for more autonomy. The peaceful path promoted by the Dalai Lama is respected, but not guaranteed forever, by the younger and more radical elements of the Tibetan movement, which have only temporarily renounced the use of violence to achieve their political goals.
  • At a minimum, the spiritual leader's fame means no successor will be able to exercise the same degree of influence or maintain internal coherence as he has done.

Russian Modernization, Part 1: Laying the Groundwork - 0 views

  • Russia is launching a massive modernization program that involves seriously upgrading — if not building from scratch — many key economic sectors, including space, energy, telecommunications, transportation, nanotechnology, military industry and information technology.

  • First, Russia is suffering from an extreme demographic crisis that could lead to a further decline of Russian society as a whole, much like the decline seen in the 1990s.
  • Second, Russia’s indigenous capital resources are insufficient to maintain its current economic structure — much less the economic power of the former Soviet Union.
  • Russia is now looking to extend its economic lifespan in hopes that the country can remain strong for another generation.
  • Russia has traditionally lagged behind Western nations in the fields of military, transportation, industry and technology but has employed periodic breakneck modernization programs, which have destabilized the country during their enactment while also bringing it into the modern era.
  • The main unifying theme of each modernization period in Russia was that it required the import of Western technology, information, planning or expertise.

Furthermore, Europe is fractured (and becoming more so) and the United States is occupied in the Middle East. This is a very opportune time for Russia to undertake another grand modernization.
  • First, Russia will have to change its restrictive laws against foreign investment and businesses, which the Kremlin implemented from 2000 to 2008 in order to contain foreign influence in the country.
  • Second, Russia has to moderate anti-Western elements of its foreign policy implemented from 2005 to 2008, to show that the country is pragmatic when it comes to foreigners.
  • Third, Russia will have to decide which investors and businesses to invite into the country.
  • The fourth part of the process is the most difficult and the most important. The Kremlin must calculate how far it can modernize without compromising the core of Russia, which depends on domestic consolidation and national security above everything else.
  • Russia remembers all too well what happened during the last modernization process — Perestroika — when too much modern and Western influence flooded the country, collapsing the Soviet Union’s social structure and political control.
  • First, there are those in the Kremlin — like Medvedev — who want full modernization, with sweeping reforms.
  • Second, there are the conservatives — who form the majority in the Kremlin — who are terrified that the chaos and collapse which followed Perestroika will recur.
  • That is why Russia is heading down the path of the third group within the Kremlin. This group is led by Putin, who is attempting to implement modernization in an incredibly careful step-by-step process in order to lead the country into the future while controlling foreign forces, to prevent them from shaking Russia’s foundation.

France in Turmoil | STRATFOR - 0 views

  • The two groups have different economic and social interests, but they are coming together in their angst toward the government and in their anger toward President Nicolas Sarkozy. This presents a dangerous situation for Paris, as it has the potential to spark wider societal unrest unless the government moves to satisfy one of the groups.
  • The origins of the French welfare state go back to the 60-year period of nearly constant turmoil following the 1789 French Revolution. The revolution was followed by the 1793-94 Reign of Terror; the White Terror of 1794; Napoleon Bonaparte’s rule from 1804 to 1814, which included an almost uninterrupted period of pan-European warfare; another White Terror in 1815; and two more revolutions, in 1830 and 1848. The 1848 Revolution took on a particularly socialist tinge, as a nascent working class that was growing amid the country’s industrialization united with the peasantry in protest of their conditions.
  • Under Napoleon III, social order was largely restored for the next 20 years — to be disrupted by the war against Prussia in 1870 — but more importantly, the French social welfare state became a crucial part of the government’s social contract with its citizens. In order to pacify and unite its restive population, the state vowed that it would take care of its citizens from cradle to grave.

  • The French, in other words, are neither lazy nor illogical. The protesters see the reforms as a threshold that, if crossed by the government, could undermine the foundation of the last 150 years of French society. Thus, while only 7-8 percent of the working population belongs to a labor union — the lowest percentage in the EU and even lower than that in the United States — nearly 70 percent of the population supports the ongoing strikes and believes they should continue if the proposed reforms pass, which they likely will by Oct. 23.
  • The context of the 2010 unrest is therefore not very different from 1995. The French budget deficit is forecast to hit 8.2 percent of GDP, and Paris is being forced by Germany to rein in spending to conform to the EU’s fiscal rules. Germany is making EU-wide fiscal discipline an essential condition of its continued support for EU institutions, a message that was elucidated during the Greek sovereign debt crisis but understood to apply to everyone.
  • In addition to protests from the French middle classes and workers demanding a continuation of the established social contract, there are protests from French citizens who feel they were never offered that social contract in the first place.
  • The protests of the last couple of days in France have seen both groups pour out onto the streets. The rioting and violence are still not in any way at a level that could be construed as threatening to the government; both the 2005 and 2007 riots were more intense. However, the protesters are using more strategic tactics, targeting the country’s energy infrastructure, and hence are less reliant on drawing out the masses to the streets.
  • The youth need a flexible labor market and thus would need substantial portions of the French welfare state to be eroded if their employment situation were to be remedied. Therefore, Paris will have a hard time satisfying both groups.
  • Ultimately, the commitments Paris has made to its people over the last 150 years are incompatible with the commitments it has made to Berlin in the last 20 years.
  • However, the French state has a very clear history of conceding to its population’s demands. At the very least, it is inevitable that Paris will have to give in to one of the groups, either by admitting that the social contract cannot be changed or by offering it in an amended form to the disaffected youth and citizens of immigrant descent.
  • It is likely that it will give in to the more established group — the workers and middle classes — since they have shown with their tactics that they have the ability to seriously threaten the French state’s efforts to function by targeting its energy infrastructure. Simply moving forward with a policy that three-quarters of the population rejects is unsustainable. Germany: Creating Economic Governance - 0 views

  • Berlin has written some very large checks to ameliorate the economic crisis — Germany’s combined contributions to the Greek bailout and the eurozone rescue fund are about 151 billion euros ($192 billion), not counting the German portions of the International Monetary Fund (IMF) contributions — but in return, Germany wants to redefine how the eurozone is run.
  • The EU project has its roots in the end of World War II and the beginning of the Cold War. As originally conceived it had two purposes. The first was to lock Germany into an economic alliance with its neighbors that would make future wars between Western Europeans not only politically unpalatable but also economically disastrous. The second was to provide a politico-economic foundation for a Western Europe already unified under NATO in a military/security alliance led by the United States against the Soviet Union. The memory of World War II provided the moral impetus for European integration, while the Cold War largely provided the geopolitical context.

  • The Greek narrative, which is less noted, was that the Germans rigged the European Union in their favor. Germany is the world’s third-largest exporter, after China and the United States (and closing rapidly on the No. 2 spot). By forming a free trade zone, the Germans created captive markets for their goods.
  • Moreover, the regulations generated by Brussels so enhanced the German position that Greece was helpless.
  • Which narrative is true is not the point.
  • The point is that Europe is facing two political crises generated by economics. One crisis is similar to the American one, which is the belief that Europe’s political elite protected the financial elite. The other is a distinctly European one, a regional crisis in which parts of Europe have come to distrust each other rather vocally. This could become an existential crisis for the European Union.
  • The American and European crises struck hard at China, which, as the world’s largest export economy, is a hostage to external demand, particularly from the United States and Europe.
  • The Chinese government had two responses.
  • The first was to keep factories going by encouraging price reductions to the point where profit margins on exports evaporated.
  • The second was to provide unprecedented amounts of credit to enterprises facing default on debts in order to keep them in business.
  • This led to a second crisis, where workers faced the contraction of already small incomes.
  • The response was to increase incomes, which in turn increased the cost of goods exported once again, making China’s wage rates less competitive, for example, than Mexico’s.
  • China had previously encouraged entrepreneurs. This was easy when Europe and the United States were booming. Now, the rational move by entrepreneurs was to go offshore or lay off workers, or both.
  • In the United States, the first impulse was to regulate the financial sector, stimulate the economy and increase control over sectors of the economy.
  • In Europe, where there were already substantial controls over the economy, the political elite started to parse how those controls would work and who would benefit more.
  • In China, where the political elite always retained implicit power over the economy, that power was increased.
  • In all three cases, the first impulse was to use political controls.
  • In the United States, the Tea Party was simply the most active and effective manifestation of that resistance.
  • In Europe, the resistance came from anti-Europeanists
  • It also came from political elites of countries like Ireland who were confronting the political elites of other countries.
  • In China, the resistance has come from those being hurt by inflation
  • Russia went through this crisis years ago and had already tilted toward the political elite’s control over the economy.
  • Brazil and India have not experienced the extremes of China, but then they haven’t had the extreme growth rates of China.
  • But when the United States, Europe and China go into a crisis of this sort, it can reasonably be said that the center of gravity of the world’s economy and most of its military power is in crisis. It is not a trivial moment.
  • Crisis does not mean collapse. The United States has substantial political legitimacy to draw on.
  • Europe has less but its constituent nations are strong.
  • China’s Communist Party is a formidable entity but it is no longer dealing with a financial crisis.
  • It is vital to understand that this is not an ideological challenge.
  • Left-wingers opposing globalization and right-wingers opposing immigration are engaged in the same process — challenging the legitimacy of the elites.

      This is why so much of American life seems like that proverbial puppet show. Politicians, at their basest, have a vested interest in portraying this as a problem between us-vs-them. It reflects heat.
  • The real problem is that, while the challenge to the elites goes on, the profound differences in the challengers make an alternative political elite difficult to imagine.
  • This, then, is the third crisis that can emerge: that the elites become delegitimized and all that there is to replace them is a deeply divided and hostile force, united in hostility to the elites but without any coherent ideology of its own.
  • In the United States this would lead to paralysis. In Europe it would lead to a devolution to the nation-state. In China it would lead to regional fragmentation and conflict.
  • These are all extreme outcomes and there are many arrestors.
  • But we cannot understand what is going on without understanding two things.
  • The first is that the political economic crisis, if not global, is at least widespread, and uprisings elsewhere have their own roots but are linked in some ways to this crisis.
  • The second is that the crisis is an economic problem that has triggered a political problem, which in turn is making the economic problem worse.
  • The followers of Adam Smith may believe in an autonomous economic sphere disengaged from politics, but Adam Smith was far more subtle. That’s why he called his greatest book the Wealth of Nations. It was about wealth, but it was also about nations. It was a work of political economy that teaches us a great deal about the moment we are in.

Hundreds of shipping containers and fuel trucks must enter the country every day from Pakistan and from the north to sustain the nearly 150,000 U.S. and allied forces stationed in Afghanistan, about half the total number of Afghan security forces. Supplying a single gallon of gasoline in Afghanistan reportedly costs the U.S. military an average of $400, while sustaining a single U.S. soldier runs around $1 million a year (by contrast, sustaining an Afghan soldier costs about $12,000 a year).

  • Abuja, to no one's surprise, is less the capital city than the point of arbitration for a weak and sprawling empire otherwise known as the state of Nigeria. Abuja is where the economic spoils are distributed -- the benefit of upwards of 2.5 million barrels of oil pumped daily.
  • Ignored for decades and violently intimidated during the 1990s, the Ijaw in the 2000s waged an increasingly militant campaign to assert their presence. Pipeline sabotage and bombings of oil facilities effectively held the country's economy for ransom. The Ijaw were accommodated in 2007 and were rewarded with the vice presidency, in exchange for curtailing the sponsorship of militant groups like the Movement for the Emancipation of the Niger Delta, or MEND.
  • Indeed, Nigeria attests to the triumph of naked power and geography over the realm of ideas. Nigeria's strength is evinced in the fact that its peacekeepers have successfully led intervention forces in Sierra Leone and Liberia, and in the fact that Nigerian businessmen are all over West Africa playing pivotal roles in local economies.
  • Nigerians can be found as captains of continental and even global industry, if the black market sectors of business scams and drug, human, car and crude oil smuggling rackets are included. But Nigeria is weak in the sense that its own condition of semi-anarchy makes it impossible for Nigeria to police the region the way a great regional power should.
  • Nigeria and South Africa both should be imperial powers in West Africa and southern African respectively, helping to stabilize places like Mali and the Congo. But they clearly are not due to their own internal weaknesses.
  • Nigeria will totter onwards. It will not descend into civil war because all the regional and ethnic groups understand limits -- and how they can all, at one point or another, benefit from a flagrant system of spoils and kickbacks. Corruption, make no mistake, while it contributes to misrule, is also a pacifying force in Nigeria. But neither will there be the emergence of a strong state.

  • It is a maxim of Western elites that economic development and global integration will lead to civil societies in places like Nigeria. There is an important element of truth in that, but such a truth has severe limits. Economic growth also leads to wider disparities as well as more spoils to fight over.
  • In the case of Nigeria, there is effectively one spoil: those 2.5 million barrels of crude oil per day. And global society has sunk roots mainly among the elites, not among the tens of millions of people in a place like Nigeria for whom life is a constant, predatory struggle. Nigeria should keep us humble about the human condition and the persistence of national characteristics.

      THIS is probably the best argument for our using Google Analytics and Google Search to collect data instead of paying large costs to firms that will offer questionable results.
  • That is also a way to get people to sync the data analysis (not data puking, sorry I meant data reporting) with the speed at which the company actually makes decisions (data > analyst > manager > director > VP > question back to manager > yells at the analyst > back to director> VP = 6 days).

  • Universal search for example means that personalized results will not only look for information from web pages, they also look for YouTube/Vimoe videos, social listings, images of course, and so on and so forth.
  • Then let's not forget that proportionaly there are very few head searches, your long tail searches will be huge.
  • Oh and remember that no one types a word or two, people use long phrases.
  • There are a ton more reasons obsessing about the rank of a handful of words on the search engine results page (SERP) is a very poor decision.
  • So check your keyword ranking if it pleases you.
  • But don't make it your KPI.
  • For purely SEO, you can use Crawl Rate/Depth, Inbound Links (just good ones) and growth (or lack there of) in your target key phrases as decent starting points.

Each region has its own hubs -- Chengdu and Chongqing for the Upper Yangtze; Wuhan, Changsha and Nanchang for the Middle Yangtze; and Suzhou, Hangzhou and Shanghai for the Lower Yangtze.
  • In many ways, China was more deeply united under Mao Zedong than under any emperor since Kangxi in the 18th century. After 1978, the foundations of internal cohesion began to shift and crack as the reform and opening process directed central government attention and investment away from the interior (Mao's power base) and toward the coast.

  • Thirty years of export-oriented manufacturing centered in a handful of coastal cities generated huge wealth and created hundreds of millions of jobs. But it also created an economy characterized by deep discrepancies in the geographic allocation of resources and by very little internal cohesion.
  • By 2001, the economies of Shanghai and Shenzhen, for instance, were in many ways more connected to those of Tokyo, Seoul and Los Angeles than of the hinterlands of Sichuan and Shaanxi provinces.
  • The foundation of this model was an unending supply of cheap labor. In the 1980s, such workers came primarily from the coast. In the 1990s, when coastal labor pools had been largely exhausted, factories welcomed the influx of migrants from the interior. Soon, labor came to replace coal, iron ore and other raw materials as the interior's most important export to coastal industrial hubs. By the mid-2000s, between 250 million and 300 million migrant workers had fled from provinces like Henan, Anhui and Sichuan (where most people still lived on near-subsistence farming) in search of work in coastal cities.
  • This continual supply of cheap labor from the interior kept Chinese manufacturing cost-competitive throughout the 2000s -- far longer than if Chinese factories had only had the existing coastal labor pool to rely on.
  • But in doing so, it kept wages artificially low and, in turn, systematically undermined the development of a domestic consumer base. This was compounded by the fact that very little of the wealth generated by coastal manufacturing went to the workers.
  • Instead, it went to the state in the form of savings deposits into state-owned banks, revenue from taxes and land sales, or profits for the state-owned and state-affiliated enterprises
  • This dual process -- accumulation of wealth by the state and systematic wage repression in low-end coastal manufacturing -- significantly hampered the development of China's domestic consumer base. But even more troubling was the effect of labor migration, coupled with the relative lack of central government attention to enhancing inland industry throughout the 1990s and early 2000s, on the economies of interior provinces.
  • In trying to urbanize and industrialize the interior, Beijing is going against the grain of Chinese history -- a multimillennia saga of failed attempts to overcome the radical constraints of geography, population, food supply and culture through ambitious central government development programs.
  • Though its efforts thus far have yielded notable successes, such as rapid expansion of the country's railway system and soaring economic growth rates among inland provinces, they have not yet addressed a number of pivotal questions. Before it can move forward, Beijing must address the reform of the hukou (or household registration) system and the continued reliance on centrally allocated investment, as opposed to consumption, as a driver of growth.

In Dispute Over Islands, a Chance for Beijing | Stratfor - 0 views

  • . Chinese pilots are more actively shadowing U.S. military aircraft flying through the airspace between China and Japan. Chinese aircraft have also reportedly violated Japanese airspace near the disputed Senkaku/Diaoyu islands several times since mid-December, prompting Japan to send its aircraft, including F-15Js, to monitor Chinese actions. 

  • Tokyo has identified several gaps in its ability to address Chinese actions. Japan will depend on the United States to fill these gaps as its military purchases new systems, shifts its existing forces and adjusts its rules of engagement.
  • Until 2012, the dispute over the islands was only an occasional source of tension between China and Japan. The two sides had operated under a tacit agreement: China would not push its claims if Japan did not develop the islands. In April 2012, then-Tokyo Governor Shintaro Ishihara, in a speech at the Heritage Foundation, announced the city's plans to purchase the Senkaku Islands from their Japanese private owner. This action forced the Japanese central government to purchase the islands outright rather than continue to rent them from the private owners or allow Ishihara to buy the islands and possibly begin to build facilities on them.

  • What took place was effectively a change in the deeds to the islands, which in reality were already under Japanese control.
  • Beijing, however, exploited the move to set in motion a nationalist campaign against Japanese businesses and products and to justify the new pace of Chinese maritime and air activity around the islands.
  • In the first case, Japan does not acknowledge China's claim to the islands, and thus it does not recognize a dispute, instead characterizing Beijing's moves as Chinese aggression.

Beijing sees the evidence of this in Washington's pivot to Asia, in the expansion of its political and defense relations with Southeast Asian states and in its strengthened military posture throughout the region, particularly in Australia and the Philippines.
  • The involvement of the United States, then, may not suffice to alter China's actions around the disputed islands.
  • In 2001, after a collision between a Chinese Jian-8 and a U.S. EP-3E, China held the plane on Hainan Island and demanded a U.S. apology. But more than just seeking an apology or trying to pry secrets from the plane's airframe, China used the opportunity to try to show other Asian states that the United States and its military could be countered in Asia.
  • Beijing's ability to resist U.S. demands and Washington's unwillingness to intervene militarily were, for China, a victory. The 9/11 attacks on the United States shifted U.S. attention and the stresses of U.S.-China relations were quickly deprioritized. But those tensions are rising once again, and at a time when more military flights and ships are moving near the disputed area, Beijing may be on the lookout for another opportunity to reshape regional perceptions of Washington's military commitment to Asia. And with the United States engaged for more than a decade in a war in Afghanistan, Beijing is calculating that Washington will continue to seek to avoid new conflict in Asia, giving China a short window of opportunity to make its point.

  • Thucydides chronicles how the Peloponnesian War began in the latter part of the late fifth century B.C. with disputes over the island of Corcyra in northwestern Greece and Potidaea in northeastern Greece. These places were not very strategically crucial in and of themselves. To think that wars must start over important places is to misread Thucydides.
  • Corcyra and Potidaea, among other locales, were only where the Peloponnesian War started; not what caused it. What caused it, he writes in the first book of his eight-book history, was the growth of perceived maritime power in Athens and the alarm that it inspired in Sparta and among Sparta's allies.
  • Hobbes writes that a pretext for war over some worthless place "is always an injury received, or pretended to be received." Whereas the "inward motive to hostility is but conjectural; and not of the evidence." In other words, the historian or journalist might find it hard to find literal documentation for the real reasons states go to war; thus, he often must infer them. He often must tease them out of the pattern of events, and still in many cases be forced to speculate.

  • The South China Sea conflict, for example, becomes understandable. Here are geographical features which, in their own right, are valuable because of the measureable energy deposits in surrounding waters. They also fall in the path of sea lines of communications vital for access to the Indian Ocean in one direction, and the East China Sea and Sea of Japan in the other, making the South China Sea part of the word's global energy interstate.
  • Indeed, nobody would prefer to say they are provoking a conflict because of rising Chinese sea power; rather, they would say they are doing so because of this or that infringement of maritime sovereignty over this or that islet. All the rest might have to be conjectured.
  • Even if one argues that these islets are worthless, he or she would miss the point. Rather, the dispute over these islets is a pretext for the rise of Chinese sea power and the fear that it inspires in Japan, helping to ease Japan out of its quasi-pacifistic shell and rediscover nationalism and military power.
  • Then there is North Korea. With a gross domestic product of only that of Latvia or Turkmenistan, it might be assumed to be another worthless piece of real estate. Geography tells a different story.   • India and China have territorial tripwires in the Himalayan foothills, an area which, again, might be judged by some as worthless. It is doing so because the advance of technology has created a new and claustrophobic strategic geography uniting India and China, with warships, fighter jets and space satellites allowing each country to infringe on the other's battlespace. If a conflict ever does erupt between these two demographic and economic behemoths, it probably will not be because of the specific reasons stated but because of these deeper geographical and technological causes.
  • Israel has other fears that are less frequently expressed. For example, a nuclear Iran would make every crisis between Israel and Hezbollah, between Israel and Hamas, and between Israel and the West Bank Palestinians more fraught with risk. Israel cannot accept such augmentation of Iranian power. That could signal the real cause of a conflict, were Israel ever able to drag the United States into a war with Iran.
  • In all these cases, and others, the most profound lesson of Thucydides and Hobbes is to concentrate on what goes unstated in crises, on what can only be deduced. For the genius of analysis lies in quiet deductions, not in the mere parroting of public statements. What starts conflicts is public, and therefore much less interesting -- and less crucial -- than the causes of conflicts, which are not often public.
