The American Public's Indifference to Foreign Affairs - 0 views

  • At different times, lesser events have transfixed Americans. This week, Americans seemed to be indifferent to all of them. This may be part of a cycle that shapes American interest in public affairs.
  • The United States was founded as a place where private affairs were intended to supersede public life.
  • Public service was intended less as a profession than as a burden to be assumed as a matter of duty -- hence the word "service."

  • In many European countries, the state is at the center of many of the activities that shape private life, but that is less true in the United States.
  • The American public is often most active in public affairs when resisting the state's attempts to increase its presence, as we saw with health care reform. When such matters appear settled, Americans tend to focus their energy on their private lives, pleasures and pains. 
  • Of course, there are times when Americans are aroused not only to public affairs but also to foreign affairs. That is shaped by the degree to which these events are seen as affecting Americans' own lives.
  • There is nothing particularly American in this. People everywhere care more about things that affect them than things that don't.
  • People in European or Middle Eastern countries, where another country is just a two-hour drive away, are going to be more aware of foreign affairs. Still, they will be most concerned about the things that affect them.
  • The United States' geography, obviously, shapes American thinking about the world. The European Peninsula is crowded with peoples and nation-states. In a matter of hours you can find yourself in a country with a different language and religion and a history of recent war with your own. Americans can travel thousands of miles using their own language, experiencing the same culture and rarely a memory of war. Northwestern Europe is packed with countries. The northeastern United States is packed with states.
  • Passing from the Netherlands to Germany is a linguistic, cultural change with historical memories. Traveling from Connecticut to New York is not.
  • American interest is cyclical, heavily influenced by whether they are affected by what goes on. After 9/11, what happened in the Islamic world mattered a great deal. But even then, it went in cycles.
  • It's not that Americans are disinterested in foreign affairs, it's that their interest is finely calibrated. The issues must matter to Americans, so most issues must carry with them a potential threat.
  • The outcome must be uncertain, and the issues must have a sufficient degree of clarity so that they can be understood and dealt with. Americans may turn out to have been wrong about these things in the long run, but at the time, an issue must fit these criteria
  • Context is everything. During times of oil shortage, events in Venezuela might well have interested Americans much more than they did last week. During the Cold War, the left-wing government in Venezuela might have concerned Americans. But advancements in technology have increased oil and natural gas production in the United States. A left-wing government in Venezuela is simply another odd Latin government, and the events of last week are not worth worrying about. The context renders Venezuela a Venezuelan problem.
  • It is not that Americans are disengaged from the world, but rather that the world appears disengaged from them. At the heart of the matter is geography.
  • The American reality is that most important issues, aside from Canada and Mexico, take place across the ocean, and the ocean reasonably is seen as a barrier that renders these events part of a faraway realm.
  • During the Cold War, Americans had a different mindset. They saw themselves in an existential struggle for survival with the communists.
  • One thing that the end of the Cold War and the subsequent 20 years taught the United States was that the world mattered -- a mindset that was as habitual as it was reflective of new realities.
  • Starting in the late 1980s, the United States sent troops to Panama, Somalia, Bosnia, Kosovo and Kuwait. The American public was engaged in all of these for a variety of reasons, some of them good, some bad. Whatever the reasoning, there was a sense of clarity that demanded that something be done.
  • After 9/11, the conviction that something be done turned into an obsession. But over the past 10 years, Americans' sense of clarity has become much more murky, and their appetite for involvement has declined accordingly.
  • More recently, the standards for justifying either type of intervention have become more exacting to policymakers. Syria was not a matter of indifference, but the situation lacked the clarity that justified intervention.
  • The United States seemed poised to intervene and then declined. The American public saw it as avoiding another overseas entanglement with an outcome that could not be shaped by American power.
  • We see the same thing in Ukraine. The United States cannot abide a single power like Russia dominating Eurasia. That would create a power that could challenge the United States. There were times that the Ukrainian crisis would have immediately piqued American interest. While some elements of the U.S. government, particularly in the State Department, did get deeply involved, the American public remained generally indifferent.
  • From a geopolitical point of view, the future of Ukraine as European or Russian helps shape the future of Eurasia. But from the standpoint of the American public, the future is far off and susceptible to interference.

  • This is disconcerting from the standpoint of those who live outside the United States. They experienced the United States through the Cold War, the Clinton years and the post-9/11 era. The United States was deeply involved in everything. The world got used to that.
  • I spoke to a foreign diplomat who insisted the United States was weakening. I tried to explain that it is not weakness that dictates disengagement but indifference. He couldn't accept the idea that the United States has entered a period in which it really doesn't care what happens to his country.
  • The diplomat had lived in a time when everything mattered and all problems required an American position. American indifference is the most startling thing in the world for him.
  • This was the position of American isolationists of the early 20th century.
  • The isolationist period was followed, of course, by the war and the willingness of the United States to "pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty," in the words of John F. Kennedy. Until very recently, that sweeping statement was emblematic of U.S. foreign policy since 1941.
  • The current public indifference to foreign policy reflects that shift. But Washington's emerging foreign policy is not the systematic foreign policy of the pre-World War II period. It is an instrumental position, which can adapt to new circumstances and will likely be changed not over the course of decades but over the course of years or months.
  • The sense that private life matters more than public is intense, and that means that Americans are concerned with things that are deemed frivolous by foreigners, academics and others who make their living in public and foreign policy.
  • They care about some things, but are not prepared to care about all things.
  • Whether this sentiment is good or bad is debatable. To me, it is simply becoming a fact to be borne in mind. I would argue that it is a luxury, albeit a temporary one, conferred on Americans by geography.
  • Americans might not be interested in the world, but the world is interested in Americans. Until this luxury comes to an end, the United States has ample assistant secretaries to give the impression that it cares.

The Geopolitics of the United States, Part 1: The Inevitable Empire - 0 views

  • All of the New World entities struggled to carve a modern nation and state out of the American continents. Brazil is an excellent case of how that struggle can be a difficult one. The United States falls on the opposite end of the spectrum.
  • The Greater Mississippi Basin together with the Intracoastal Waterway has more kilometers of navigable internal waterways than the rest of the world combined. The American Midwest is both overlaid by this waterway, and is the world’s largest contiguous piece of farmland. The U.S. Atlantic Coast possesses more major ports than the rest of the Western Hemisphere combined.

  • The United States has capital, food surpluses and physical insulation in excess of every other country in the world by an exceedingly large margin. So like the Turks, the Americans are not important because of who they are, but because of where they live.

  • There are three other features — all maritime in nature — that further leverage the raw power that the Greater Mississippi Basin provides.
  • First are the severe indentations of North America’s coastline, granting the region a wealth of sheltered bays and natural, deep-water ports.
  • Second, there are the Great Lakes.
  • Third and most important are the lines of barrier islands that parallel the continent’s East and Gulf coasts.
  • Thus, the Greater Mississippi Basin is the continent’s core, and whoever controls that core not only is certain to dominate the East Coast and Great Lakes regions but will also have the agricultural, transport, trade and political unification capacity to be a world power — even without having to interact with the rest of the global system.
  • There are many secondary stretches of agricultural land as well
  • The rivers of the American Atlantic coastal plain — flowing down the eastern side of the Appalachians — are neither particularly long nor interconnected. This makes them much more like the rivers of Northern Europe in that their separation localizes economic existence and fosters distinct political identities, dividing the region rather than uniting it. The formation of such local — as opposed to national — identities in many ways contributed to the American Civil War.
  • What is now Mexico lacks even a single navigable river of any size. Its agricultural zones are disconnected and it boasts few good natural ports.
  • Canada’s maritime transport zones
  • Its first, the Great Lakes, not only requires engineering but is shared with the United States.
  • The second, the St. Lawrence Seaway, is a solid option (again with sufficient engineering), but it services a region too cold to develop many dense population centers.
  • So long as the United States has uninterrupted control of the continental core — which itself enjoys independent and interconnected ocean access — the specific locations of the country’s northern and southern boundaries are somewhat immaterial to continental politics.
  • The eastern end of the border could be anywhere within 300 kilometers north or south of its current location (at present the border region’s southernmost ports — Brownsville and Corpus Christi — lie on the U.S. side of the border). As one moves westward to the barren lands of New Mexico, Arizona, Chihuahua and Sonora, the possible variance increases considerably. Even controlling the mouth of the Colorado River where it empties into the Gulf of California is not a critical issue, since hydroelectric development in the United States prevents the river from reaching the Gulf in most years, making it useless for transport.

      As a fun project, I'd love to create a map that depicts what could be the outer edges of the American political map without changing its core strategic position.
  • In the north, the Great Lakes are obviously an ideal break point in the middle of the border region, but the specific location of the line along the rest of the border is largely irrelevant. East of the lakes, low mountains and thick forests dominate the landscape — not the sort of terrain to generate a power that could challenge the U.S. East Coast.
  • The border here could theoretically lie anywhere between the St. Lawrence Seaway and Massachusetts without compromising the American population centers on the East Coast
  • So long as the border lies north of the bulk of the Missouri River’s expansive watershed, the border’s specific location is somewhat academic, and it becomes even more so when one reaches the Rockies.
  • On the far western end of the U.S.-Canada border is the only location where there could be some border friction. The entrance to Puget Sound — one of the world’s best natural harbors — is commanded by Vancouver Island.
  • Most of the former is United States territory, but the latter is Canadian — in fact, the capital of British Columbia, Victoria, sits on the southern tip of that strategic island for precisely that reason.

  • Most of the original 13 colonies were lightly populated by European standards — only Philadelphia could be considered a true city in the European sense — and were linked by only the most basic of physical infrastructure. Additionally, rivers flowed west to east across the coastal plain, tending to sequester regional identities rather than unify them.
  • But the young United States held two advantages.
  • First, without exception, all of the European empires saw their New World holdings as secondary concerns.
  • With European attentions diverted elsewhere, the young United States had an opportunity to carve out a future for itself relatively free of European entanglements.
  • Second, the early United States did not face any severe geographic challenges. The barrier island system and local rivers provided a number of options that allowed for rapid cultural and economic expansion up and down the East Coast.
  • This was not England, an island that forced the early state into the expense of a navy. This was not France, a country with three coasts and two land borders that forced Paris to constantly deal with threats from multiple directions. This was not Russia, a massive country suffering from short growing seasons that was forced to expend inordinate sums of capital on infrastructure simply to attempt to feed itself.
  • Instead, the United States could exist in relative peace for its first few decades without needing to worry about any large-scale, omnipresent military or economic challenges, so it did not have to garrison a large military.

      Maybe our obsession with some mythical, truly free market stems from these early roots and is nourished by continued favorable geographic conditions. I wonder if that's one reason we're incredulous that other nations don't adopt our various policies. We have unique circumstances and are oblivious to the fact.

      In classic StratFor fashion, the monograph extensively lays out the geographic (and some brief historical relevance) situation without reference to founding fathers or 'sacred' mentalities. On a very personal note, this is a reason that I prefer this style. On the left and right, there's a strong desire to steer perceptions. Surely, StratFor is no different, but it steers perceptions to a particular frame of scale.
  • The United States’ strategic imperatives are presented here in five parts. Normally imperatives are pursued in order, but there is considerable time overlap between the first two and the second two.
  • 1. Dominate the Greater Mississippi Basin
  • The early nation was particularly vulnerable to its former colonial master.
  • There are only two ways to protect a coastal community from sea power. The first is to counter with another navy.
  • The second method of protecting a coastal community is to develop territories that are not utterly dependent upon the sea.
  • Achieving such strategic depth was both an economic and a military imperative.
  • The United States was entirely dependent upon the English imperial system not just for finished goods and markets but also for the bulk of its non-agricultural raw materials, in particular coal and iron ore.
  • The Appalachians may not be the Swiss Alps, but they were sufficiently rugged to put a check on any deep and rapid inland expansion.
  • The Ohio River faced the additional problem of draining into the Mississippi, the western shore of which was the French territory of Louisiana
  • The United States solved this problem in three phases.
  • First, there was the direct purchase of the Louisiana Territory from France in 1803.
  • At the time, Napoleon was girding for a major series of wars that would bear his name. France not only needed cash but also to be relieved of the security burden of defending a large but lightly populated territory in a different hemisphere.
  • The Louisiana Purchase not only doubled the size of the United States but also gave it direct ownership of almost all of the Mississippi and Missouri river basins.
  • The inclusion of the city of New Orleans in the purchase granted the United States full control over the entire watershed.
  • The second phase of the strategic-depth strategy was the construction of that different route: the National Road (aka the Cumberland Road).
  • This single road (known in modern times as Interstate 40 or Interstate 70 for most of its length) allowed American pioneers to directly settle Ohio, Indiana, Illinois and Missouri and granted them initial access to Michigan, Wisconsin, Iowa and Minnesota.
  • For the better part of a century, it was the most heavily trafficked route in the country

  • That project’s completion reduced East Coast-West Coast travel time from six months to eight days and slashed the cost by 90 percent (to about $1,100 in 2011 dollars).

  • The first land threat to the young United States was in essence the second phase of the Revolutionary War

  • Geopolitically, the most critical part of the war was the participation of semi-independent British Canada.
  • Canadian forces, unlike the British, did not have a supply line that stretched across the Atlantic.
  • Canada is far enough north that its climate is far harsher than that of the United States, with all of the negative complications one would expect for population, agriculture and infrastructure.
  • What few rivers Canada has neither interconnect nor remain usable year round.
  • Most of these river connections also have rapids and falls, greatly limiting their utility as a transport network.
  • the St. Lawrence Seaway — a series of locks that link the St. Lawrence River to the Great Lakes and allow full ocean access — was not completed until 1959.

      Here's a key fact that I have never read anywhere else. I would love to learn more about this. It's surely plausible; I just find it funny that it's been omitted from view.
  • The British were exhausted from the Napoleonic Wars in Europe and, with the French Empire having essentially imploded, were more interested in reshaping the European balance of power than re-engaging the Americans in distant North America.
  • the Americans were mobilized, angry and — remembering vividly the Canadian/British sacking of Washington — mulling revenge.
  • This left a geographically and culturally fractured Canada dreading a long-term, solitary confrontation with a hostile and strengthening local power. During the following decades, the Canadians had little choice but to downgrade their ties to the increasingly disinterested British Empire, adopt political neutrality vis-a-vis Washington, and begin formal economic integration with the United States. Any other choice would have put the Canadians on the path to another war with the Americans (this time likely without the British), and that war could have had only one outcome.

  • The House has proposed cutting food stamp benefits by $40 billion over 10 years — that’s on top of $5 billion in cuts that already came into effect this month with the expiration of increases to the food stamp program that were included in the 2009 stimulus law.
  • Meanwhile, House Republicans appear satisfied to allow farm subsidies, which totaled some $14.9 billion last year, to continue apace.
  • The proposal is a perfect example of how growing inequality has been fed by what economists call rent-seeking. As small numbers of Americans have grown extremely wealthy, their political power has also ballooned to a disproportionate size.

  • While the money that they’ve picked from each individual American’s pocket is small, the aggregate is huge for the rent-seeker. And this in turn deepens inequality.
  • FARM subsidies were much more sensible when they began eight decades ago, in 1933, at a time when more than 40 percent of Americans lived in rural areas. Farm incomes had fallen by about a half in the first three years of the Great Depression. In that context, the subsidies were an anti-poverty program.

  • It is also vital to consider not the difference between 1990 and 2011, but the difference between the 1950s and 1960s and the 21st century. This is where the difference in the meaning of middle class becomes most apparent.
  • In the 1950s and 1960s, the median income allowed you to live with a single earner -- normally the husband, with the wife typically working as homemaker -- and roughly three children. It permitted the purchase of modest tract housing, one late model car and an older one. It allowed a driving vacation somewhere and, with care, some savings as well. I know this because my family was lower-middle class, and this is how we lived, and I know many others in my generation who had the same background. It was not an easy life and many luxuries were denied us, but it wasn't a bad life at all.
  • Someone earning the median income today might just pull this off, but it wouldn't be easy. Assuming that he did not have college loans to pay off but did have two car loans to pay totaling $700 a month, and that he could buy food, clothing and cover his utilities for $1,200 a month, he would have $1,400 a month for mortgage, real estate taxes and insurance, plus some funds for fixing the air conditioner and dishwasher.
  • At a 5 percent mortgage rate, that would allow him to buy a house in the $200,000 range. He would get a refund back on his taxes from deductions but that would go to pay credit card bills he had from Christmas presents and emergencies. It could be done, but not easily and with great difficulty in major metropolitan areas. And if his employer didn't cover health insurance, that $4,000-5,000 for three or four people would severely limit his expenses. And of course, he would have to have $20,000-40,000 for a down payment and closing costs on his home. There would be little else left over for a week at the seashore with the kids.
  • And this is for the median. Those below him -- half of all households -- would be shut out of what is considered middle-class life, with the house, the car and the other associated amenities.
  • I should pause and mention that this was one of the fundamental causes of the 2007-2008 subprime lending crisis. People below the median took out loans with deferred interest with the expectation that their incomes would continue the rise that was traditional since World War II.
  • The caricature of the borrower as irresponsible misses the point. The expectation of rising real incomes was built into the American culture, and many assumed based on that that the rise would resume in five years. When it didn't they were trapped, but given history, they were not making an irresponsible assumption.
  • American history was always filled with the assumption that upward mobility was possible. The Midwest and West opened land that could be exploited, and the massive industrialization in the late 19th and early 20th centuries opened opportunities. There was a systemic expectation of upward mobility built into American culture and reality.
  • The Great Depression was a shock to the system, and it wasn't solved by the New Deal, nor even by World War II alone. The next drive for upward mobility came from post-war programs for veterans, of whom there were more than 10 million. These programs were instrumental in creating post-industrial America, by creating a class of suburban professionals. There were three programs that were critical:
  • The GI Bill, which allowed veterans to go to college after the war, becoming professionals frequently several notches above their parents.
  • The part of the GI Bill that provided federally guaranteed mortgages to veterans, allowing low and no down payment mortgages and low interest rates to graduates of publicly funded universities.
  • The federally funded Interstate Highway System, which made access to land close to but outside of cities easier, enabling both the dispersal of populations on inexpensive land (which made single-family houses possible) and, later, the dispersal of business to the suburbs.
  • There were undoubtedly many other things that contributed to this, but these three not only reshaped America but also created a new dimension to the upward mobility that was built into American life from the beginning.

  • From the view of the economy, it meant the creation of value whether through breaking up companies, closing some of them or sending jobs overseas. It was designed to increase the total efficiency, and it worked for the most part.
  • This is where the disjuncture occurred. From the point of view of the investor, they had saved the corporation from total meltdown by redesigning it. From the point of view of the workers, some retained the jobs that they would have lost, while others lost the jobs they would have lost anyway. But the important thing is not the subjective bitterness of those who lost their jobs, but something more complex.
  • As the permanent corporate jobs declined, more people were starting over. Some of them were starting over every few years as the agile corporation grew more efficient and needed fewer employees. That meant that if they got new jobs it would not be at the munificent corporate pay rate but at near entry-level rates in the small companies that were now the growth engine.
  • As these companies failed, were bought or shifted direction, they would lose their jobs and start over again. Wages didn't rise for them and for long periods they might be unemployed, never to get a job again in their now obsolete fields, and certainly not working at a company for the next 20 years.
  • The restructuring of inefficient companies did create substantial value, but that value did not flow to the now laid-off workers. Some might flow to the remaining workers, but much of it went to the engineers who restructured the companies and the investors they represented.
  • Statistics reveal that, since 1947 (when the data was first compiled), corporate profits as a percentage of gross domestic product are now at their highest level, while wages as a percentage of GDP are now at their lowest level.
  • It was not a question of making the economy more efficient -- it did do that -- it was a question of where the value accumulated. The upper segment of the wage curve and the investors continued to make money. The middle class divided into a segment that entered the upper-middle class, while another faction sank into the lower-middle class.
  • American society on the whole was never egalitarian. It always accepted that there would be substantial differences in wages and wealth. Indeed, progress was in some ways driven by a desire to emulate the wealthy. There was also the expectation that while others received far more, the entire wealth structure would rise in tandem. It was also understood that, because of skill or luck, others would lose.
  • What we are facing now is a structural shift, in which the middle class' center, not because of laziness or stupidity, is shifting downward in terms of standard of living. It is a structural shift that is rooted in social change (the breakdown of the conventional family) and economic change (the decline of traditional corporations and the creation of corporate agility that places individual workers at a massive disadvantage).

      I would revise: "(breakdown of the contentional family) is too unclear. The 'conventional family' that Friedman notes was very much outlier behavior for most Americans. Having enough money for a wife to stay home was an unprecedented situation in American history.
  • The inherent crisis rests in an increasingly efficient economy and a population that can't consume what is produced because it can't afford the products. This has happened numerous times in history, but the United States, excepting the Great Depression, was the counterexample.
  • In political debates, someone must be blamed. In reality, these processes are beyond even the government's ability to control. On one hand, the traditional corporation was beneficial to the workers until it collapsed under the burden of its costs. On the other hand, the efficiencies created threaten to undermine consumption by weakening the effective demand among half of society.

  • The United States was built on the assumption that a rising tide lifts all ships. That has not been the case for the past generation, and there is no indication that this socio-economic reality will change any time soon.
  • That means that a core assumption is at risk. The problem is that social stability has been built around this assumption -- not on the assumption that everyone is owed a living, but the assumption that on the whole, all benefit from growing productivity and efficiency.

  • Other superpowers such as Britain or Rome did not have the idea of a perpetually improving condition of the middle class as a core value. The United States does. If it loses that, it loses one of the pillars of its geopolitical power.
  • The left would argue that the solution is for laws to transfer wealth from the rich to the middle class. That would increase consumption but, depending on the scope, would threaten the amount of capital available to investment by the transfer itself and by eliminating incentives to invest. You can't invest what you don't have, and you won't accept the risk of investment if the payoff is transferred away from you.
  • The right will argue that allowing the free market to function will fix the problem.
  • The free market doesn't guarantee social outcomes, merely economic ones.
  • In other words, it may give more efficiency on the whole and grow the economy as a whole, but by itself it doesn't guarantee how wealth is distributed.

  • The Americans retain their dread even though World War II was in many ways good to the United States. It ended the Great Depression, and in the aftermath, between the G.I.   • But it’s futile to insist on nuances of history and law when we’re speaking the language of “offense.” The mythical heartland Sarah Palin speaks from, or for, is full of these voiceless, downtrodden plain folk who are constantly being offended, for whom there is no end to the offenses, real or imagined, perpetrated against them: the Mexican immigrant speaking his native tongue, the Muslim at his prayers, the black man drinking from a public water fountain (oh wait, that one’s not offensive anymore . . .). One of the more charming stories in Budiansky’s history of Reconstruction concerns a Southern gentleman who wanted a freed slave whipped because he had the temerity to wish him “good morning” without being spoken to first. These offended people see with such dreadful clarity things that don’t exist, and so remake reality to suit their grievances.
  • Of course, the majority of white Americans, like the majority of all other kinds of Americans, have good reason to feel aggrieved. They are the victims of bad economic and foreign policies; their state budgets are crippled by debts, their federal legislature is paralyzed, environmental catastrophe stalks their shores, oceans, and atmosphere. But when they go to the polls in November, if they go at all, a fair number of them will cast their vote on the basis of who stood up for them against imaginary Muslim hordes invading lower Manhattan to pray to their terrorist God.
  • In a late interview by turns confessional and triumphant, Lee Atwater, author of the strategy that turned the solidly Democratic, racist South into the solidly Republican, racist South, described the Southern Strategy’s metamorphosis over the years, “You start out in 1954 by saying, ‘Nigger, nigger, nigger.’ By 1968 you can’t say ‘nigger’ — that hurts you. Backfires. So you say stuff like forced busing, states’ rights and all that stuff. You’re getting so abstract now [that] you’re talking about cutting taxes, and all these things you’re talking about are totally economic things and a byproduct of them is blacks get hurt worse than whites.” Partly through Atwater, Republicans developed a kind of reverse means test, an economic version of the old “one-drop rule.” Policies that were likely to help blacks, even if they were also likely to help poor whites, because they were policies largely designed to help the poor, regardless of color, became issues to campaign against: welfare, health care, federal education funding, progressive taxation, clean air regulations, funding for public transportation, just about any “progressive policy” you can think of. Some whites would be hurt, but blacks would be hurt worse. This has proved true.   • The ideology of states’ rights against federal enforcement, the metastasized right to bear arms, the fear of “big government” intervention — these were the pillars on which the Confederate and later segregationist South sought to erect a white plantation nation.
  • As of right now, there exists no serious strategy to combat this new bigotry. The Democratic leadership appears content to hope that once these radical Republican race-baiters take control of Congress after the midterm elections, the ordinary responsibilities and realities of power will force them to abandon the strategies they used to obtain power.

  • Even though we’ve mostly done away with outright racial violence, the memory of violence survives in the symbolism of  the Shirley Sherrod affair, the signs at Tea Party protests that say “the zoo has an African Lion and the White House has a Lyin’ African,” and the “open carry” demonstrations sponsored by the NRA, descendant of the Confederate gun clubs, at the town hall meetings for national health care.
  • Even so we have not yet achieved a more intriguing benchmark of progress: the election to the presidency of the descendant of an actual slave.
  • The most enduring behaviors of nations, like the hardest-to-break habits of individuals, are those we are least aware of. The new racists — that is to say, “concerned citizens” of Caucasian descent — seem only dimly conscious of past American racism, an ignorance no doubt unconsciously maintained, but more potent for that. Journalists for supposedly liberal publications like the Times and the New Republic have sought “actual racists” in the Tea Party movement and, because no one would say the N-word on the record, duly exonerated the Tea Partiers of racist intent. In exchange, Tea Party spokespeople acknowledge that the odd unreconstructed crank might turn up at one of their rallies. It’s a free country. All the reporters could find was that self-identified Tea Partiers were more likely than most Americans to pick a poll option asserting that “too much attention has been paid to problems facing Black Americans.”
  • Ostensibly, then, all the Tea Partiers want are the same contradictory things that most real Americans want: Medicare benefits, disproportionate federal spending on rural districts, and no taxes. As a T-shirt puts it, “I’ll keep my guns, money, and freedom, you can keep the ‘Change.’” But the summer’s events show that the defense of unthreatened freedoms counts for less than an apparently widespread white wish to make more out of their difficulties than other people. This is no longer a culture war, a revolt of stoics against the “culture of complaint,” but something deeper and older that precedes the identity politics movements it aims to subvert. Forty-two years after the Civil Rights Act, white people who still think of themselves predominantly as “white people” want to air their grievances with the aid of a social movement. One half of what passes for American two-party discourse calls now for another rebirth of a nation: the Caucasian States of America, a postmodern ethno-nationalist republic.
  • The Confederacy provided us with our own native opposition to classical 19th-century Liberalism, both economic and political, and it shouldn’t really be that surprising that contemporary antiliberalism with strong support in the former slave and border states borrows its language and gestures.
  • The robust case for dominating other people sounds awful to most American ears today. So the contemporary idea of ethnocracy relies instead on an opposite rhetoric of victimization. The simple-minded mantra we’re taught in grade school goes like this: blacks good because oppressed, whites bad because oppressors. So if whites suddenly became oppressed, even while remaining the majority, they would magically become good again. Many Americans are now being taught to think this way.
  • There is no dispute that both American common-law traditions of liberty of conscience and the First Amendment protect the construction of the center, regardless of its popularity. It shouldn’t be a big deal. And yet: “Ground Zero Mosque supporters: doesn’t it stab you in the heart, as it does ours throughout the heartland? Peaceful Muslims, pls refudiate,” tweeted Sarah Palin, white goddess of the victimization movement. This opening salvo was later amended, with little more grammatical success, to “Peaceful New Yorkers, pls refute the Ground Zero mosque plan if you believe catastrophic pain caused @ Twin Towers site is too raw, too real.” The idea that 9/11 somehow taints all of Islam, so that all Muslims should be honor-bound not to practice their religion within an unspecified radius of Ground Zero for fear of hurting other people’s feelings — this is like the blood libel meets Oprah.

  • After more than a decade of being focused on the Islamic world and moving aggressively to try to control threats in the region militarily, the United States is moving toward a different stance. The bar for military intervention has been raised.
  • Therefore, the United States has, in spite of recent statements, not militarily committed itself to the Syrian crisis, and when the French intervened in Mali the United States played a supporting role. The intervention in Libya, where France and the United Kingdom drew the United States into the action, was the first manifestation of Washington's strategic re-evaluation.
  • That desire was there from the U.S. experience in Iraq and was the realization that the disposal of an unsavory regime does not necessarily -- or even very often -- result in a better regime.
  • The United States' new stance ought to frighten the Israelis. In Israel's grand strategy, the United States is the ultimate guarantor of its national security and underwrites a portion of its national defense. If the United States becomes less inclined to involve itself in regional adventures, the question is whether the guarantees implicit in the relationship still stand.
  • The issue is not whether the United States would intervene to protect Israel's existence; save from a nuclear-armed Iran, there is no existential threat to Israel's national interest. Rather, the question is whether the United States is prepared to continue shaping the dynamics of the region in areas where Israel lacks political influence and is not able to exert military control.
  • To put it differently, the Israelis' understanding of the American role is to control events that endanger Israel and American interests under the assumption that Israeli and American interests are identical. The idea that they are always identical has never been as true as politicians on both sides have claimed, but more important, the difficulties of controlling the environment have increased dramatically for both sides.
  • The problem for Israel at this point is that it is not able to do very much in the area that is its responsibility.
  • But the most shocking thing to Israel was how little control it actually had over events in Egypt and the future of its ties to Egypt.
  • But the power of the military will not be the sole factor in the long-term sustainability of the treaty. Whether it survives or not ultimately is not a matter that Israel has much control over.
  • The Israelis have always assumed that the United States can control areas where they lack control. And some Israelis have condemned the United States for not doing more to manage events in Egypt. But the fact is that the United States also has few tools to control the evolution of Egypt, apart from some aid to Egypt and its own relationship with the Egyptian military.
  • It may or may not be in the American interest to do something in any particular case, but the problem in this case is that although a hostile Egypt is not in the Americans' interest, there is actually little the United States can do to control events in Egypt.
  • Syrian President Bashar al Assad is a known quantity to Israel. He is by no means a friend, but his actions and his father's have always been in the pursuit of their own interest and therefore have been predictable. The opposition is an amorphous entity whose ability to govern is questionable and that is shot through with Islamists who are at least organized and know what they want.
  • Indeed, the hints of American weapons shipments to the rebels at some point concern Israel as much as no weapons shipments.
  • The Iranian situation is equally complex. It is clear that the Israelis, despite rhetoric to the contrary, will not act unilaterally against Iran's nuclear weapons. The risks of failure are too high, and the consequences of Iranian retaliation against fundamental American interests, such as the flow of oil through the Strait of Hormuz, are too substantial.
  • The American view is that an Iranian nuclear weapon is not imminent and Iran's ultimate ability to build a deliverable weapon is questionable. Therefore, regardless of what Israel wants, and given the American doctrine of military involvement as a last resort when it significantly affects U.S. interests, the Israelis will not be able to move the United States to play its traditional role of assuming military burdens to shape the region.
  • There has therefore been a very real if somewhat subtle shift in the U.S.-Israeli relationship. Israel has lost the ability, if it ever had it, to shape the behavior of countries on its frontier. Egypt and Syria will do what they will do. At the same time, the United States has lost the inclination to intervene militarily in the broader regional conflict and has limited political tools. Countries like Saudi Arabia, which might be inclined to align with U.S. strategy, find themselves in a position of creating their own strategy and assuming the risks. 
  • For the United States, there are now more important issues than the Middle East, such as the domestic economy.
  • It will continue to get aid that it no longer needs and will continue to have military relations with the United States, particularly in developing military technology. But for reasons having little to do with Israel, Washington's attention is not focused on the region or at least not as obsessively as it had been since 2001. 
  • Like Israel, the United States has realized the limits and costs of such a strategy, and Israel will not talk the United States out of it, as the case of Iran shows. In addition, there is no immediate threat to Israel that it must respond to. It is, by default, in a position of watching and waiting without being clear as to what it wants to see. Therefore it should be no surprise that Israel, like the United States, is focused on domestic affairs.
  • It also puts Israel in a reactive position. The question of the Palestinians is always there. Israel's policy, like most of its strategic policy, is to watch and wait. It has no inclination to find a political solution because it cannot predict what the consequences of either a solution or an attempt to find one would be.
  •  Israel has lost the initiative and, more important, it now knows it has lost the initiative. It has looked to the United States to take the initiative, but on a much broader scale Washington faces the same reality as Israel with less at stake and therefore less urgency.
  • This is not a strain in the U.S.-Israeli relationship in the sense of anger and resentment, although those exist on both sides. Rather it is like a marriage that continues out of habit but whose foundation has withered.
  • In private I expect a sullen courtesy and in public an enthusiastic friendship, much as an old, bored married couple, not near a divorce, but far from where they were when they were young. Neither party is what it once was; each suspects that it is the other's fault. In the end, each has its own fate, linked by history to each other but no longer united.

  • All that said, income inequality does matter—for both politics and the economy.
  • To see how, we must distinguish between inequality itself and what causes it. But first let’s review the trends in more detail.
  • Income inequality has been rising in the United States, especially at the very top.
  • The data show a big difference between two quite separate issues

  • When it comes to the first trend, the share of pre-tax income earned by the richest 1 percent of earners has increased from about 8 percent in 1974 to more than 18 percent in 2007. Furthermore, the richest 0.01 percent (the 15,000 or so richest families) had a share of less than 1 percent in 1974 but more than 6 percent of national income in 2007. As noted, those figures are from pre-tax income, so don’t look to the George W. Bush tax cuts to explain the pattern. Furthermore, these gains have been sustained and have evolved over many years, rather than coming in one or two small bursts between 1974 and today.1
  • Caution is in order, but the overall trend seems robust. Similar broad patterns are indicated by different sources, such as studies of executive compensation. Anecdotal observation suggests extreme and unprecedented returns earned by investment bankers, fired CEOs, J.K. Rowling and Tiger Woods.
  • At the same time, wage growth for the median earner has slowed since 1973.
  • But that slower wage growth has afflicted large numbers of Americans, and it is conceptually distinct from the higher relative share of top income earners. For instance, if you take the 1979–2005 period, the average incomes of the bottom fifth of households increased only 6 percent while the incomes of the middle quintile rose by 21 percent. That’s a widening of the spread of incomes, but it’s not so drastic compared to the explosive gains at the very top.
  • The broader change in income distribution, the one occurring beneath the very top earners, can be deconstructed in a manner that makes nearly all of it look harmless. For instance, there is usually greater inequality of income among both older people and the more highly educated, if only because there is more time and more room for fortunes to vary.
  • Since America is becoming both older and more highly educated, our measured income inequality will increase pretty much by demographic fiat.
  • Economist Thomas Lemieux at the University of British Columbia estimates that these demographic effects explain three-quarters of the observed rise in income inequality for men, and even more for women.2
  • Attacking the problem from a different angle, other economists are challenging whether there is much growth in inequality at all below the super-rich. For instance, real incomes are measured using a common price index, yet poorer people are more likely to shop at discount outlets like Wal-Mart, which have seen big price drops over the past twenty years.3 Once we take this behavior into account, it is unclear whether the real income gaps between the poor and middle class have been widening much at all.
  • And so we come again to the gains of the top earners, clearly the big story told by the data.
  • It’s worth noting that over this same period of time, inequality of work hours increased too. The top earners worked a lot more and most other Americans worked somewhat less. That’s another reason why high earners don’t occasion more resentment: Many people understand how hard they have to work to get there.
  • A threshold earner is someone who seeks to earn a certain amount of money and no more.
  • If wages go up, that person will respond by seeking less work or by working less hard or less often. That person simply wants to “get by” in terms of absolute earning power in order to experience other gains in the form of leisure—whether spending time with friends and family, walking in the woods and so on. Luck aside, that person’s income will never rise much above the threshold.
  • It’s not obvious what causes the percentage of threshold earners to rise or fall, but it seems reasonable to suppose that the more single-occupancy households there are, the more threshold earners there will be, since a major incentive for earning money is to use it to take care of other people with whom one lives.
  • For a variety of reasons, single-occupancy households in the United States are at an all-time high.
  • The funny thing is this: For years, many cultural critics in and of the United States have been telling us that Americans should behave more like threshold earners. We should be less harried, more interested in nurturing friendships, and more interested in the non-commercial sphere of life. That may well be good advice.
  • Many studies suggest that above a certain level more money brings only marginal increments of happiness.
  • What isn’t so widely advertised is that those same critics have basically been telling us, without realizing it, that we should be acting in such a manner as to increase measured income inequality.
  • Why is the top 1 percent doing so well?
  • Their data do not comprise the entire U.S. population, but from partial financial records they find a very strong role for the financial sector in driving the trend toward income concentration at the top.
  • The number of Wall Street investors earning more than $100 million a year was nine times higher than the public company executives earning that amount.

  • There is more purchasing power to spend on children’s books and, indeed, on culture and celebrities more generally. For high-earning celebrities, hardly anyone finds these earnings so morally objectionable as to suggest that they be politically actionable.
  • We may or may not wish to tax the wealthy, including wealthy celebrities, at higher rates, but there is no need to “cure” the structural causes of higher celebrity incomes.
  • If we are looking for objectionable problems in the top 1 percent of income earners, much of it boils down to finance and activities related to financial markets. And to be sure, the high incomes in finance should give us all pause.

  • Most of the time investors will do well by this strategy, since big, unexpected moves are outliers by definition. Traders will earn above-average returns in good times. In bad times they won’t suffer fully when catastrophic returns come in, as sooner or later is bound to happen, because the downside of these bets is partly socialized onto the Treasury, the Federal Reserve and, of course, the taxpayers and the unemployed.
  • To understand how this strategy works, consider an example from sports betting.
  • if you bet against unlikely events, most of the time you will look smart and have the money to validate the appearance. Periodically, however, you will look very bad
  • Does that kind of pattern sound familiar? It happens in finance, too. Betting against a big decline in home prices is analogous to betting against the Wizards. Every now and then such a bet will blow up in your face, though in most years that trading activity will generate above-average profits and big bonuses for the traders and CEOs. To this mix we can add the fact that many money managers are investing other people’s money.
  • If you plan to stay with an investment bank for ten years or less, most of the people playing this investing strategy will make out very well most of the time. Everyone’s time horizon is a bit limited and you will bring in some nice years of extra returns and reap nice bonuses.
  • And let’s say the whole thing does blow up in your face? What’s the worst that can happen? Your bosses fire you, but you will still have millions in the bank and that MBA from Harvard or Wharton.
  • For the people actually investing the money, there’s barely any downside risk other than having to quit the party early.
  • Moreover, smart shareholders will acquiesce to or even encourage these gambles.
  • They gain on the upside, while the downside, past the point of bankruptcy, is borne by the firm’s creditors.
  • Perhaps more important, government bailouts minimize the damage to creditors on the downside.
  • Neither the Treasury nor the Fed allowed creditors to take any losses from the collapse of the major banks during the financial crisis. The U.S. government guaranteed these loans, either explicitly or implicitly.
  • For better or worse, we’re handing out free options on recovery, and that encourages banks to take more risk in the first place.
  • In short, there is an unholy dynamic of short-term trading and investing, backed up by bailouts and risk reduction from the government and the Federal Reserve. This is not good.
  • But more immediate and more important, it means that banks take far too many risks and go way out on a limb, often in correlated fashion. When their bets turn sour, as they did in 2007–09, everyone else pays the price.
  • And it’s not just the taxpayer cost of the bailout that stings. The financial disruption ends up throwing a lot of people out of work down the economic food chain, often for long periods.
  • In essence, we’re allowing banks to earn their way back by arbitraging interest rate spreads against the U.S. government. This is rarely called a bailout and it doesn’t count as a normal budget item, but it is a bailout nonetheless. This type of implicit bailout brings high social costs by slowing down economic recovery (the interest rate spreads require tight monetary policy) and by redistributing income from the Treasury to the major banks.
  • The more one studies financial theory, the more one realizes how many different ways there are to construct a “going short on volatility” investment position.
  • In some cases, traders may not even know they are going short on volatility. They just do what they have seen others do. Their peers who try such strategies very often have Jaguars and homes in the Hamptons. What’s not to like?
  • The upshot of all this for our purposes is that the “going short on volatility” strategy increases income inequality.
  • In normal years the financial sector is flush with cash and high earnings. In implosion years a lot of the losses are borne by other sectors of society. In other words, financial crisis begets income inequality. Despite being conceptually distinct phenomena, the political economy of income inequality is, in part, the political economy of finance.
  • If you’re wondering, right before the Great Depression of the 1930s, bank profits and finance-related earnings were also especially high.8
  • There’s a second reason why the financial sector abets income inequality: the “moving first” issue.
  • The moving-first phenomenon sums to a “winner-take-all” market. Only some relatively small number of traders, sometimes just one trader, can be first. Those who are first will make far more than those who are fourth or fifth.
  • Since gains are concentrated among the early winners, and the closeness of the runner-ups doesn’t so much matter for income distribution, asset-market trading thus encourages the ongoing concentration of wealth. Many investors make lots of mistakes and lose their money, but each year brings a new bunch of projects that can turn the early investors and traders into very wealthy individuals.
  • These two features of the problem—“going short on volatility” and “getting there first”—are related.
  • Still, every now and then Goldman will go bust, or would go bust if not for government bailouts. But the odds are in any given year that it won’t because of the advantages it and other big banks have.
  • It’s as if the major banks have tapped a hole in the social till and they are drinking from it with a straw.
  • In any given year, this practice may seem tolerable—didn’t the bank earn the money fair and square by a series of fairly normal looking trades?
  • Yet over time this situation will corrode productivity, because what the banks do bears almost no resemblance to a process of getting capital into the hands of those who can make most efficient use of it.
  • And it leads to periodic financial explosions. That, in short, is the real problem of income inequality we face today. It’s what causes the inequality at the very top of the earning pyramid that has dangerous implications for the economy as a whole.
  • A key lesson to take from all of this is that simply railing against income inequality doesn’t get us very far.
  • We have to find a way to prevent or limit major banks from repeatedly going short on volatility at social expense. No one has figured out how to do that yet.
  • It remains to be seen whether the new financial regulation bill signed into law this past summer will help.
  • The bill does have positive features.
  • First, it forces banks to put up more of their own capital, and thus shareholders will have more skin in the game, inducing them to curtail their risky investments.
  • Second, it also limits the trading activities of banks, although to a currently undetermined extent (many key decisions were kicked into the hands of future regulators).
  • Third, the new “resolution authority” allows financial regulators to impose selective losses, for instance, to punish bondholders if they wish.
  • We’ll see if these reforms constrain excess risk-taking in the long run. There are reasons for skepticism.
  • Most of all, the required capital cushions simply aren’t that high, so a big enough bet against unexpected outcomes still will yield more financial upside than downside
  • What about controlling bank risk-taking directly with tight government oversight? That is not practical. There are more ways for banks to take risks than even knowledgeable regulators can possibly control
  • It’s also not clear how well regulators can identify risky assets.
  • Some of the worst excesses of the financial crisis were grounded in mortgage-backed assets—a very traditional function of banks—not exotic derivatives trading strategies.
  • Virtually any asset position can be used to bet long odds, one way or another. It is naive to think that underpaid, undertrained regulators can keep up with financial traders, especially when the latter stand to earn billions by circumventing the intent of regulations while remaining within the letter of the law.
  • For the time being, we need to accept the possibility that the financial sector has learned how to game the American (and UK-based) system of state capitalism.
  • It’s no longer obvious that the system is stable at a macro level, and extreme income inequality at the top has been one result of that imbalance. Income inequality is a symptom, however, rather than a cause of the real problem.
  • The root cause of income inequality, viewed in the most general terms, is extreme human ingenuity, albeit of a perverse kind. That is why it is so hard to control.
  • Another root cause of growing inequality is that the modern world, by so limiting our downside risk, makes extreme risk-taking all too comfortable and easy.
  • More risk-taking will mean more inequality, sooner or later, because winners always emerge from risk-taking.
  • Yet bankers who take bad risks (provided those risks are legal) simply do not end up with bad outcomes in any absolute sense.
  • We’re not going to bring back torture, trial by ordeal or debtors’ prisons, nor should we. Yet the threat of impoverishment and disgrace no longer looms the way it once did, so we no longer can constrain excess financial risk-taking. It’s too soft and cushy a world.
  • That’s an underappreciated way to think about our modern, wealthy economy: Smart people have greater reach than ever before, and nothing really can go so wrong for them.
  • How about a world with no bailouts? Why don’t we simply eliminate the safety net for clueless or unlucky risk-takers so that losses equal gains overall? That’s a good idea in principle, but it is hard to put into practice.
  • Once a financial crisis arrives, politicians will seek to limit the damage, and that means they will bail out major financial institutions.
  • Had we not passed TARP and related policies, the United States probably would have faced unemployment rates of 25 percent of higher, as in the Great Depression. The political consequences would not have been pretty.
  • Bank bailouts may sound quite interventionist, and indeed they are, but in relative terms they probably were the most libertarian policy we had on tap. It meant big one-time expenses, but, for the most part, it kept government out of the real economy (the General Motors bailout aside).
  • So what will happen next?
  • One worry is that banks are currently undercapitalized and will seek out or create a new bubble within the next few years, again pursuing the upside risk without so much equity to lose.
  • A second perspective is that banks are sufficiently chastened for the time being but that economic turmoil in Europe and China has not yet played itself out, so perhaps we still have seen only the early stages of what will prove to be an even bigger international financial crisis.
  • A third view is perhaps most likely. We probably don’t have any solution to the hazards created by our financial sector, not because plutocrats are preventing our political system from adopting appropriate remedies, but because we don’t know what those remedies are.
  • Yet neither is another crisis immediately upon us. The underlying dynamic favors excess risk-taking, but banks at the current moment fear the scrutiny of regulators and the public and so are playing it fairly safe.
  • They are sitting on money rather than lending it out. The biggest risk today is how few parties will take risks, and, in part, the caution of banks is driving our current protracted economic slowdown. According to this view, the long run will bring another financial crisis once moods pick up and external scrutiny weakens, but that day of reckoning is still some ways off.
  • Is the overall picture a shame? Yes. Is it distorting resource distribution and productivity in the meantime? Yes. Will it again bring our economy to its knees? Probably. Maybe that’s simply the price of modern society. Income inequality will likely continue to rise and we will search in vain for the appropriate political remedies for our underlying problems.

  • Two events shaped modern French strategy. The first, of course, was the defeat of Napoleon in 1815 and the emergence of Britain as the world's dominant naval power and Europe's leading imperial power.

  • First, it allied with Britain, less for its land capabilities than for the fact that Britain's navy could blockade Germany and therefore deter it from going to war. The second ally was Russia, the sheer size of which could threaten Germany with a two-front war if one began.
  • The combination of forces facing Germany convinced Berlin that it had to strike first, eliminating one enemy so that it would not be faced with a two-front war. In both the first and second world wars, Germany attempted to eliminate France first.
  • Charles de Gaulle recognized that France was incapable of competing with the United States and the Soviet Union on the global stage. At the same time, he wanted France to retain its ability to act independently of the two major powers if necessary. Part of the motivation was nationalism. Part of it was a distrust of the Americans. The foundation of post-war American and European defense policy was the containment of the Soviet Union.
  • De Gaulle was not convinced of the American guarantees, in part because he simply didn't see them as rational. The United States had an interest in Europe, but it was not an existential interest. De Gaulle did not believe that an American president would risk a nuclear counterattack on the United States to save Germany or France.

  • This was not because he was pro-Soviet. Quite the contrary, one of his priorities upon taking power in 1945 was blocking the Communists.
  • De Gaulle, above all others, understood national self-interest. But he did not believe that American national self-interest was identical to France's.
  • De Gaulle settled on the next best strategy, which was developing independent military capabilities sufficient to deter a Soviet attack on French territory without coming to the Americans for help.
  • But at the core of de Gaulle's thinking was a deeper idea. Caught between the Americans and the Soviets, with a fragmented Europe in between, half dominated by the Soviets and the other half part of an American-dominated NATO, he saw the fate of France as being in the hands of the two superpowers, and he trusted neither. Nor did he particularly trust the other Europeans, but he was convinced that in order to secure France there had to be a third force in Europe that would limit the power of both Americans and Soviets.
  • De Gaulle objected to NATO's structure because it effectively limited France's sovereignty. NATO's Military Committee was effectively in command of the military forces of the constituent nations, and at a time of war, NATO's supreme allied commander in Europe -- always an American -- would automatically take command.
  • De Gaulle understood the weakness in what would become the European Union, which was that national interests always dominated. No matter how embedded nations became in a wider system, so long as national leaders were answerable to their people, integration would never work in time of crisis and would compound the crisis by turning it from what it originally concerned into a crisis of mixed sovereignty. 
  • The foundation of this alliance had to be economic and military. But with the collapse of the Soviet Union, the urgency of the military threat dissolved. France's presidents since the end of the Cold War, Jacques Chirac and Nicolas Sarkozy, believed that the Gaullist vision could be achieved solely through economic ties.
  • It is in this context that Hollande is going to Germany. Although Sarkozy went as a committed ally of Germany, Hollande will not necessarily be predisposed to German solutions for Europe's problems. This is somewhat startling in post-Cold War Franco-German relations, but it is very much what de Gaulle would have accepted. France's economic needs are different from those of Germany.

On Tuesday, Francois Hollande will be inaugurated as France's president, and soon after taking the oath of office, he will visit German Chancellor Angela Merkel in Berlin. Its economy is still slightly larger than the United States', and its military is weak, though unlike Russia this is partly by design.

  • at an early meeting, when Secretary of State Alexander Haig suggested that achieving this goal might require bombing Cuba, the suggestion "scared the shit out of Ronald Reagan," according to White House aide Michael Deaver. Haig was marginalized, then resigned, and Reagan never seriously considered sending U.S. troops south of the border, despite demands from conservative intellectuals like Norman Podhoretz and William F. Buckley.
  • Reagan's political genius lay in recognizing that what Americans wanted was a president who exorcised the ghost of the Vietnam War without fighting another Vietnam. Why Americans Are the Weirdest People in the World - 0 views

  • For instance, the different ways people perceive the Müller-Lyer illusion likely reflects lifetimes spent in different physical environments. American children, for the most part, grow up in box-shaped rooms of varying dimensions. Surrounded by carpentered corners, visual perception adapts to this strange new environment (strange and new in terms of human history, that is) by learning to perceive converging lines in three dimensions.
  • As the three continued their work, they noticed something else that was remarkable: again and again one group of people appeared to be particularly unusual when compared to other populations—with perceptions, behaviors, and motivations that were almost always sliding down one end of the human bell curve.
  • In the end they titled their paper “The Weirdest People in the World?” (pdf) By “weird” they meant both unusual and Western, Educated, Industrialized, Rich, and Democratic. It is not just our Western habits and cultural preferences that are different from the rest of the world, it appears.   • The trio of researchers are young—as professors go—good-humored family men. They recalled that they were nervous as the publication time approached. The paper basically suggested that much of what social scientists thought they knew about fundamental aspects of human cognition was likely only true of one small slice of humanity. They were making such a broadside challenge to whole libraries of research that they steeled themselves to the possibility of becoming outcasts in their own fields.
  • “We were scared,” admitted Henrich. “We were warned that a lot of people were going to be upset.” “We were told we were going to get spit on,” interjected Norenzayan. “Yes,” Henrich said. “That we’d go to conferences and no one was going to sit next to us at lunchtime.”
  • Still, I had to wonder whether describing the Western mind, and the American mind in particular, as weird suggested that our cognition is not just different but somehow malformed or twisted. In their paper the trio pointed out cross-cultural studies that suggest that the “weird” Western mind is the most self-aggrandizing and egotistical on the planet: we are more likely to promote ourselves as individuals versus advancing as a group. WEIRD minds are also more analytic, possessing the tendency to telescope in on an object of interest rather than understanding that object in the context of what is around it.
  • The WEIRD mind also appears to be unique in terms of how it comes to understand and interact with the natural world. Studies show that Western urban children grow up so closed off in man-made environments that their brains never form a deep or complex connection to the natural world.

  • Given that people living in WEIRD societies don’t routinely encounter or interact with animals other than humans or pets, it’s not surprising that they end up with a rather cartoonish understanding of the natural world. “Indeed,” the report concluded, “studying the cognitive development of folkbiology in urban children would seem the equivalent of studying ‘normal’ physical growth in malnourished children.”
  • The three insisted that their goal was not to say that one culturally shaped psychology was better or worse than another—only that we’ll never truly understand human behavior and cognition until we expand the sample pool beyond its current small slice of humanity.
  • Despite these assurances, however, I found it hard not to read a message between the lines of their research. When they write, for example, that weird children develop their understanding of the natural world in a “culturally and experientially impoverished environment” and that they are in this way the equivalent of “malnourished children,” it’s difficult to see this as a good thing.

  • Recent research has shown that people in “tight” cultures, those with strong norms and low tolerance for deviant behavior (think India, Malaysia, and Pakistan), develop higher impulse control and more self-monitoring abilities than those from other places.

  • As Norenzayan sees it, the last few generations of psychologists have suffered from “physics envy,” and they need to get over it.
  • The job, experimental psychologists often assumed, was to push past the content of people’s thoughts and see the underlying universal hardware at work. “This is a deeply flawed way of studying human nature,” Norenzayan told me, “because the content of our thoughts and their process are intertwined.” In other words, if human cognition is shaped by cultural ideas and behavior, it can’t be studied without taking into account what those ideas and behaviors are and how they are different from place to place.
  • This new approach suggests the possibility of reverse-engineering psychological research: look at cultural content first; cognition and behavior second. Norenzayan’s recent work on religious belief is perhaps the best example of the intellectual landscape that is now open for study.

For some time now, the most widely accepted answer to the question of why humans, among all animals, have so successfully adapted to environments across the globe is that we have big brains with the ability to learn, improvise, and problem-solve.
  • Henrich has challenged this “cognitive niche” hypothesis with the “cultural niche” hypothesis. He notes that the amount of knowledge in any culture is far greater than the capacity of individuals to learn or figure it all out on their own.
  • He suggests that individuals tap that cultural storehouse of knowledge simply by mimicking (often unconsciously) the behavior and ways of thinking of those around them. We shape a tool in a certain manner, adhere to a food taboo, or think about fairness in a particular way, not because we individually have figured out that behavior’s adaptive value, but because we instinctively trust our culture to show us the way.

  • The unique trick of human psychology, these researchers suggest, might be this: our big brains are evolved to let local culture lead us in life’s dance.
  • People are not “plug and play,” as he puts it, and you cannot expect to drop a Western court system or form of government into another culture and expect it to work as it does back home.
  • Because of our peculiarly Western way of thinking of ourselves as independent of others, this idea of the culturally shaped mind doesn’t go down very easily.

Whether you think of yourself as interdependent or independent may depend on whether your distant ancestors farmed rice (which required a great deal of shared labor and group cooperation) or herded animals (which rewarded individualism and aggression).
  • These psychological trends and tendencies may echo down generations, hundreds of years after the activity or situation that brought them into existence has disappeared or fundamentally changed.
  • And here is the rub: the culturally shaped analytic/individualistic mind-sets may partly explain why Western researchers have so dramatically failed to take into account the interplay between culture and cognition. In the end, the goal of boiling down human psychology to hardwiring is not surprising given the type of mind that has been designing the studies. Taking an object (in this case the human mind) out of its context is, after all, what distinguishes the analytic reasoning style prevalent in the West. Similarly, we may have underestimated the impact of culture because the very ideas of being subject to the will of larger historical currents and of unconsciously mimicking the cognition of those around us challenges our Western conception of the self as independent and self-determined. The historical missteps of Western researchers, in other words, have been the predictable consequences of the WEIRD mind doing the thinking.

  • “Bible-believing” Christians, also called “biblical literalists,” believe the Bible is the literally perfect word of God, essentially dictated by God to the writers. Thanks to the determined work of historical revisionists like David Barton, many of them also believe (very, very wrongly) that America’s Constitution and legal system also were founded on principles and laws drawn from the Bible. 
  • Not all Christians share this view. Biblical literalists are at the opposite end of the theological spectrum from modernist Christians, who see the Bible as the record of our imperfect spiritual ancestors who struggled to understand what is good and what is God and how to live in moral community with each other.

  • Let me tell you a secret about Bible believers that I know because I was one. Most of them don’t read their Bibles. If they did, they would know that the biblical model of sex and marriage has little to do with the one they so loudly defend.

      That's the easy explanation, but not necessarily the right one. I've sat in Bible-study groups of fairly wealthy Christians as they spent an hour convincing themselves that Jesus doesn't really want them to sell their stuff and give the proceeds to the church and the poor, even if there are multiple instances of what I take to be fairly clear language saying that Christians should do precisely that. It's that "Modernist" stuff again-our brains aren't that rational.

      That's a fair point. Whether you read the Bible or not, that lack-of-rationality thing is surely in play. As you implicitly note, though, this is not the fault of religion - it's our damned species.

      Theologically speaking, it's almost as if God didn't set us up to be able to have Godlike understanding of everything. Like we're limited and mortal or something.
  • Stories depicted in the Bible include rape, incest, master-slave sexual relations, captive virgins, and more. Now, just because a story is told in the Bible doesn’t mean it is intended as a model for devout behavior. Other factors have to be considered, like whether God commands or forbids the behavior, if the behavior is punished, and if Jesus subsequently indicates the rules have changed, come the New Testament. 
  • Through this lens, you find that the God of the Bible still endorses polygamy and sexual slavery and coerced marriage of young virgins along with monogamy. In fact, he endorses all three to the point of providing detailed regulations.
  • Polygamy is a norm in the Old Testament and accepted in the New Testament.
  • Concubines are sex slaves, and the Bible gives instructions on acquisition of several types of sex slaves, although the line between biblical marriage and sexual slavery is blurry.

Americans Want to Live in a Much More Equal Country (They Just Don't Realize It) - 0 views

  • The inequality of wealth and income in the U.S. has become an increasingly prevalent issue in recent years. One reason for this is that the visibility of this inequality has been increasing gradually for a long time--as society has become less segregated, people can now see more clearly how much other people make and consume.
  • imagine that we took all Americans and sorted them by wealth along a line with the poorest on the left and continuing as wealth increases until on the right we have the richest. Now, imagine that we divide them into five buckets with an equal number of citizens in each. The first bucket contains the poorest 20% of the population, the next contains the second wealthiest tier, and so on down to the wealthiest 20% (see Figure 1).
  • With this in mind, from the total pie of wealth (100%) what percent do you think the bottom 40% (that is, the first two buckets together) of Americans possess? And what about the top 20%? If you guessed around 9% for the bottom and 59% for the top, you're pretty much in line with the average response we got when we asked this question of thousands of Americans.

  • The reality is quite different. Based on Wolff (2010), the bottom 40% of the population combined has only 0.3% of wealth while the top 20% possesses 84% (see Figure 2). These differences between levels of wealth in society comprise what's called the Gini coefficient, which is one way to quantify inequality.
  • When economists consider the desirable level of inequality, they usually define the ideal inequality from the perspective of economic efficiency: What level of inequality will motivate people to be the most productive and move up the wealth ladder? What level of inequality will allow those at the top to lift up society as a whole (say, by having the resources to invent new technologies)? What level of wealth will keep salaries low and competition high?
  • inequality is not just about economic efficiency. It's also about our day-to-day experience as citizens, the influence of envy, our social mobility, the importance of equal opportunity, our mutual dependency on each other, etc.
  • We took a step back and examined social inequality based on the definition that the philosopher John Rawls gave in his book A Theory of Justice. In Rawls' terms, a society is just if a person understands all the conditions within that society and is willing to enter it in a random place (in terms of socio-economic status, gender, race, and so on).

Rawls called this idea the "veil of ignorance" because the decision of whether to enter a particular society is disconnected from the particular knowledge that the individual has about the level of wealth that he or she will have after making the decision.

  • We discovered that 92% of Americans preferred the distribution of "Equalden" to America's. And if one were to assume that the 8% who preferred America's distribution was made up of wealthy Republican men, he or she would be mistaken. The preference for "Equalden" was slightly different for Republicans and Democrats, and in the expected direction, but the magnitude was very small: 93.5% of Democrats and 90.2% of Republicans preferred the more equal distribution.

  • There are a few lessons that we can learn from this.
  • The first is that we vastly underestimate the level of inequality that we have in America.

  • It is one thing to get people to tell us what kind of society the would want to join, and another to get them part with their money in order to create that society.
  • Social justice and optimal wealth distribution are highly complex topics, and it's hard to imagine that any study could dramatically change opinions about education, welfare, or tax reform. But consider this. When we ran the same basic experiment in Australia, we found Australians did not differ much from Americans in their views of the ideal distribution. When we ran another version of it with NPR listeners, and then readers of Forbes Magazine, the results were still basically the same. And most likely, if you participated in one of our tests, your response too would have fallen in line with these findings.

Iraq, Iran and the Next Move - 0 views

  • What is actually going on is that the United States is urging the Iraqi government to change its mind on U.S. withdrawal, and it would like Iraq to change its mind right now in order to influence some of the events taking place in the Persian Gulf.
  • The American concern, of course, has to do with Iran. The United States has been unable to block Iranian influence in Iraq’s post-Baathist government.
  • Iraq is vulnerable to the influence of any substantial power, and the most important substantial power following the withdrawal of the United States will be Iran.

  • The American assumption in deciding to leave Iraq — and this goes back to George W. Bush as well as Barack Obama — was that over the course of four years, the United States would be able to leave because it would have created a coherent government and military. The United States underestimated the degree to which fragmentation in Iraq would prevent that outcome and the degree to which Iranian influence would undermine the effort. The United States made a pledge to the American public and a treaty with the Iraqi government to withdraw forces, but the conditions that were expected to develop simply did not.
  • The United States previously had an Iraq question. That question is being answered, and not to the American advantage. Instead, what is emerging is a Saudi Arabia question.
  • From the Saudi point of view, the critical element is a clear sign of long-term American commitment to the regime. American support for the Saudis in Bahrain has been limited, and the United States has not been aggressively trying to manage the situation in Yemen, given its limited ability to shape an outcome there.
  • Coupled with the American position on Iraq, which is that it will remain only if asked — and then only with limited forces — the Saudis are clearly not getting the signals they want from the United States.
  • If the United States is seen as unreliable, the Saudis have only two options.
  • One is to hold their position and hope for the best. The other is to reach out and see if some accommodation can be made with Iran.
  • The Obama administration appears to have adopted an increasingly obvious foreign policy. Rather than simply attempt to control events around the world, the administration appears to have selected a policy of careful neglect. This is not, in itself, a bad strategy. Neglect means that allies and regional powers directly affected by the problem will take responsibility for the problem. Most problems resolve themselves without the need of American intervention. If they don’t, the United States can consider its posture later. Given that the world has become accustomed to the United States as first responder, other countries have simply waited for the American response. We have seen this in Libya, where the United States has tried to play a marginal role. Conceptually, this is not unsound.
  • The problem is that this will work only when regional powers have the weight to deal with the problem and where the outcome is not crucial to American interests.
  • The pressure from Iran is becoming palpable. All of the Arab countries feel it, and whatever their feelings about the Persians, the realities of power are what they are. The UAE has been sent to ask the United States for a solution. It is not clear the United States has one. When we ask why the price of oil is surging, the idea of geopolitical risk does come to mind. It is not a foolish speculation.
