The Technium: Bootstrapping the Industrial Age - 0 views

  • In February 1942, R. Bradley,  a British Officer in the Royal artillery in World War II was captured and then held prisoner by Japanese in Singapore. Their camp was remote, supplies were almost non-existent, and they were treated roughly as POWs; when they rebelled they were locked in a confinement shed without food.
  • But they were tinkerers, too. Together with some other POWs in his camp, Bradley stole hand tools from the Japanese soldiers and from these bits and pieces he transformed scrap metal into a miniature lathe.

  • The lathe was a tool-making egg; it was used to manufacture more sophisticated items.
  • During the two years of their interment the lathe remade the tools -- like taps and dies -- which were first used to create it. A lather has those self-reproductive qualities.
  • Over years of tinkering, Gingery was able to bootstrap a full-bore machine shop from alley scraps. He made rough tools that made better tools, which then made tools good enough to make real stuff.
  • Gingery began with a simple backyard foundry. This was a small 5-gallon bucket packed with sand.
  • In its center was a coffee can of smoldering BBQ charcoal. Inside the can of charcoal was a small ceramic crucible into which he threw scrap aluminum – cans, etc. Gingery forced air into this crude furnace via a fan, burning the charcoal with enough heat to melt the aluminum. He poured the molten metal into a mold of wet sand carved out in the shape he wanted. When the cast was cool he had a workable metal holding plate, which became the heart of a homemade lathe. Other lathe parts were cast. He finished these rough parts with hand tools. His one “cheat” was adding a used electric motor – although it is not impossible to imagine a wind or water powered version.
  • When the rough lathe was up and running he used it to turn out the parts for a drill press. With the drill press and lathe operating he constantly reworked pieces of the lathe itself, replacing parts with improved versions. In this way, his tiny machine shop was an upcreation device, capable of generating higher a machine of precision than itself.
  • Gingery recapitulated the evolution of technology, the great pattern by which simple tools create more complex tools and so on infinitum. This expansion of upcreation power is the means by which an entire culture lifts itself out of mud by pulling up on its bootstraps.
  • Yet is it obvious this little demonstration is not pure. As a way to make your own machine tools, Gingerys’ plans are fine and dandy. He uses cast off washing machine motors and other junkyard scrap parts to grow a fairly robust machine shop. But as an example of relaunching a technological society in a kind of Robinson Crusoe maneuver – landing somewhere and starting civilization up -- it’s a cheat because in this latter game you don’t get to start with discarded aluminum cans, scavenged nuts and bolts, old electric motors and waste sheet metal.
  • To really navigate the minimum bootstrap path through the industrial web, you’d have to start with finding your own ore, mining and refining it with primitive tools, firing up bricks, rolling out sheet metal, developing screws and bolts by hand – all just to get you to the point where you’d have enough tools and materials to make the simple 5-gallon bucket foundry that Dave Gingery started with.
  • Select at random any one of the many thousands items within the reach of where you now sit. None of them could exist without many of the others around it. No technology is an island.
  • Let’s take a very sophisticated item: one web page. A web page relies on perhaps a hundred thousand other inventions, all needed for its birth and continued existence. There is no web page anywhere without the inventions of HTML code, without computer programming, without LEDs or cathode ray tubes, without solid state computer chips, without telephone lines, without long-distance signal repeaters, without electrical generators, without high-speed turbines, without stainless steel, iron smelters, and control of fire. None of these concrete inventions would exist without the elemental inventions of writing, of an alphabet, of hypertext links, of indexes, catalogs, archives, libraries and the scientific method itself. To recapitulate a web page you have to re-create all these other functions. You might as well remake modern society.
  • This is why restarting a sophisticated society after a devastating setback is so hard. Without all the adjacent items in a given ecological bundle, a single technology can have no effect

  • The conundrum of disaster relief is a testimony to this deep interdependency: one needs roads to bring petrol but petrol to clear roads, medicines to heal people, but healthy people to dispense medicines, communications to enable organization but organization to restore communications. We see the interdependent platform of technology primarily when it breaks down.
  • This is also the explanation of why we should not confuse a good clear view of the future with a short distance. We can see the perfect outlines of where technology is going, but we tend to overestimate how soon it will come. Usually the delay (in our eager eyes) is due to the invisible ecology of other needed technologies that aren’t ready yet.

      Classic example that's relatable to nerds: Virtual Reality. In the '90's, the graphics tech wasn't close to where it needed to be. Also, ram prices and other hardware limitations (speed) made implementing it in any serious way a joke. Now, of course, the Oculus Rift is a consumer good. We don't call stuff "VR" anymore (as a buzzword), we just know we can buy a cool attachment that makes everything 3D.
  • The invention will hang suspended in the future for many years, not coming any closer the now. Then when the ignored co-technologies are in place it will appear in our lives in a sudden, with much surprise and applause for its unexpected appearance.

  • The genius of modern mass production was the machine's ability to make cheap identical copies of any invention -- unlike the uneven creations of mortal craftsmen.

  • This relic magic operates at full throttle in the world of modern celebrity collectors. The $3 hockey puck used in the 2010 gold medal Olympics championship game later sold for $13,000 because of the unique properties it acquired during the game.
  • Provenance is a key notion in relics and collectables.
  • It establishes a chain of claims about previous ownership.
  • But provenance itself does not explain why we assign any special meaning to the artifact, or to the clone.
  • Yet as we approach the tenth anniversary of the disasters of 9/11, there is an official campaign to assign supernatural potency to the remains of the World Trade Center. The twisted bits of steel salvaged from the site of the fallen towers are being treated as holy relics, taken on a long processions for public viewing, while the disaster site itself is being described as a "sacred place."
  • There is certainly value in keeping old things. Museums that collect artifacts, like say the Computer History Museum, contain both original prototypes and arbitrary production-run units, and these contain great historical information and lessons. But it doesn't (or shouldn't) matter who touched or used them previously. Manufactured artifacts can't be relics. They are all clones.
  • Of course, there is no difference, which is why we place so much emphasis on provenance ("it's been in our family forever!"). In the end, a historical technological artifact is one of the reservoirs in the modern world where superstition still flows freely.

The Virtue of Subtlety: A U.S. Strategy Against the Islamic State - 0 views

  • Given the situation, the United States has an unavoidable strategy.
  • The United States has been concerned about the status of Russia ever since U.S. President Theodore Roosevelt negotiated the end of the Russo-Japanese war in 1905. The United States has been concerned about the Middle East since U.S. President Dwight D. Eisenhower forced the British to retreat from Suez in 1956. As a result, the United States inherited -- or seized -- the British position.
  • A national strategy emerges over the decades and centuries. It becomes a set of national interests into which a great deal has been invested, upon which a great deal depends and upon which many are counting. Presidents inherit national strategies, and they can modify them to some extent. But the idea that a president has the power to craft a new national strategy both overstates his power and understates the power of realities crafted by all those who came before him.
  • The American strategy is fixed: Allow powers in the region to compete and balance against each other. When that fails, intervene with as little force and risk as possible.
  • For example, the conflict between Iran and Iraq canceled out two rising powers until the war ended. Then Iraq invaded Kuwait and threatened to overturn the balance of power in the region. The result was Desert Storm.
  • This strategy provides a model. In the Syria-Iraq region, the initial strategy is to allow the regional powers to balance each other, while providing as little support as possible to maintain the balance of power.
  • For the United States, there is no threat to sovereignty, but that makes the process harder: Great powers can tend to be casual because the situation is not existential. This increases the cost of doing what is necessary.
  • The American experience in Iraq highlighted the problems with counterinsurgency or being caught in a local civil war. The idea of major intervention assumes that this time it will be different. This fits one famous definition of insanity.
  • There is then the special case of the Islamic State. It is special because its emergence triggered the current crisis. It is special because the brutal murder of two prisoners on video showed a particular cruelty. And it is different because its ideology is similar to that of al Qaeda, which attacked the United States. It has excited particular American passions.

  • The Turks are emerging as a regional power. Their economy has grown dramatically in the past decade, their military is the largest in the region, and they are part of the Islamic world. Their government is Islamist but in no way similar to the Islamic State, which concerns Ankara.
  • The United States must turn this from a balance of power between Syria and Iraq to a balance of power among this trio of regional powers. They have far more at stake and, absent the United States, they have no choice but to involve themselves. They cannot stand by and watch a chaos that could spread to them.
  • It is impossible to forecast how the game is played out. What is important is that the game begins.
  • The Turks do not trust the Iranians, and neither is comfortable with the Saudis. They will cooperate, compete, manipulate and betray, just as the United States or any country might do in such a circumstance.
  • The point is that there is a tactic that will fail: American re-involvement. There is a tactic that will succeed: the United States making it clear that while it might aid the pacification in some way, the responsibility is on regional powers. The inevitable outcome will be a regional competition that the United States can manage far better than the current chaos.
  • It is not clear why he thinks those NATO countries -- with the exception of Turkey -- will spend their national treasures and lives to contain the Islamic State, or why the Islamic State alone is the issue.
  • U.S. strategy is sound. It is to allow the balance of power to play out, to come in only when it absolutely must -- with overwhelming force, as in Kuwait -- and to avoid intervention where it cannot succeed.
  • In this case the tactic is not direct intervention by the United States, save as a satisfying gesture to avenge murdered Americans. But the solution rests in doing as little as possible and forcing regional powers into the fray, then in maintaining the balance of power in this coalition.

Americans Voting Smarter About Crime, Justice At Polls - 0 views

  • Just 15 or 20 years ago, headlines like these were unimaginable. But marijuana legalization didn't just win in Washington and Coloardo, it won big.
  • In Colorado, it outpolled President Barack Obama. In Washington, Obama beat pot by less than half a percentage point. Medical marijuana also won in Massachusetts, and nearly won in Arkansas. (Legalization of pot lost in Oregon, but drug law reformers contend that was due to a poorly written ballot initiative that would basically have made the state a vendor.)
  • But it wasn't just pot. In California, voters reined in the state's infamous "Three Strikes and You're Out" law, passing a measure that now requires the third offense to be a serious or violent felony before the automatic life sentence kicks in. The results don't negate the law, but they do take some of the teeth out of it. And the margin -- the reform passed by more than a 2-to-1 margin -- has significant symbolic value. Three Strikes was arguably the most high-profile and highly touted of the get-tough-on-crime policies of the 1980s and 1990s. It epitomized the slogan-based approach to criminal justice policy that politicians tended to take during the prison boom.

I think they really don't know what to do right now. But when medical marijuana first passed in California 16 years ago, you saw (Clinton Drug Czar) Barry McCaffrey preparing his counterattack within hours. I haven't heard of anything like that in the works this time around. I think that's a good sign."

Why Americans Are the Weirdest People in the World - 0 views

  • For instance, the different ways people perceive the Müller-Lyer illusion likely reflects lifetimes spent in different physical environments. American children, for the most part, grow up in box-shaped rooms of varying dimensions. Surrounded by carpentered corners, visual perception adapts to this strange new environment (strange and new in terms of human history, that is) by learning to perceive converging lines in three dimensions.
  • As the three continued their work, they noticed something else that was remarkable: again and again one group of people appeared to be particularly unusual when compared to other populations—with perceptions, behaviors, and motivations that were almost always sliding down one end of the human bell curve.
  • In the end they titled their paper “The Weirdest People in the World?” (pdf) By “weird” they meant both unusual and Western, Educated, Industrialized, Rich, and Democratic. It is not just our Western habits and cultural preferences that are different from the rest of the world, it appears. The very way we think about ourselves and others—and even the way we perceive reality—makes us distinct from other humans on the planet, not to mention from the vast majority of our ancestors. Among Westerners, the data showed that Americans were often the most unusual, leading the researchers to conclude that “American participants are exceptional even within the unusual population of Westerners—outliers among outliers.”

  • The trio of researchers are young—as professors go—good-humored family men. They recalled that they were nervous as the publication time approached. The paper basically suggested that much of what social scientists thought they knew about fundamental aspects of human cognition was likely only true of one small slice of humanity. They were making such a broadside challenge to whole libraries of research that they steeled themselves to the possibility of becoming outcasts in their own fields.
  • “We were scared,” admitted Henrich. “We were warned that a lot of people were going to be upset.” “We were told we were going to get spit on,” interjected Norenzayan. “Yes,” Henrich said. “That we’d go to conferences and no one was going to sit next to us at lunchtime.”
  • Still, I had to wonder whether describing the Western mind, and the American mind in particular, as weird suggested that our cognition is not just different but somehow malformed or twisted. In their paper the trio pointed out cross-cultural studies that suggest that the “weird” Western mind is the most self-aggrandizing and egotistical on the planet: we are more likely to promote ourselves as individuals versus advancing as a group. WEIRD minds are also more analytic, possessing the tendency to telescope in on an object of interest rather than understanding that object in the context of what is around it.
  • The WEIRD mind also appears to be unique in terms of how it comes to understand and interact with the natural world. Studies show that Western urban children grow up so closed off in man-made environments that their brains never form a deep or complex connection to the natural world.

      I did a shit ton of this. I was very internal, didn't have many friends, and came to identify with 'things' as though they were people.
  • Given that people living in WEIRD societies don’t routinely encounter or interact with animals other than humans or pets, it’s not surprising that they end up with a rather cartoonish understanding of the natural world. “Indeed,” the report concluded, “studying the cognitive development of folkbiology in urban children would seem the equivalent of studying ‘normal’ physical growth in malnourished children.”
  • The three insisted that their goal was not to say that one culturally shaped psychology was better or worse than another—only that we’ll never truly understand human behavior and cognition until we expand the sample pool beyond its current small slice of humanity.
  • Despite these assurances, however, I found it hard not to read a message between the lines of their research. When they write, for example, that weird children develop their understanding of the natural world in a “culturally and experientially impoverished environment” and that they are in this way the equivalent of “malnourished children,” it’s difficult to see this as a good thing.
  • THE TURN THAT HENRICH, Heine, and Norenzayan are asking social scientists to make is not an easy one: accounting for the influence of culture on cognition will be a herculean task. Cultures are not monolithic; they can be endlessly parsed. Ethnic backgrounds, religious beliefs, economic status, parenting styles, rural upbringing versus urban or suburban—there are hundreds of cultural differences that individually and in endless combinations influence our conceptions of fairness, how we categorize things, our method of judging and decision making, and our deeply held beliefs about the nature of the self, among other aspects of our psychological makeup.

      This is another place where my love of long-term thinking rears its head. So modern as we imagine ourselves, with all our fancy machines, we are still bareinfants when it comes to reckoning about ourselves.
  • Recent research has shown that people in “tight” cultures, those with strong norms and low tolerance for deviant behavior (think India, Malaysia, and Pakistan), develop higher impulse control and more self-monitoring abilities than those from other places.
  • Men raised in the honor culture of the American South have been shown to experience much larger surges of testosterone after insults than do Northerners.
  • As Norenzayan sees it, the last few generations of psychologists have suffered from “physics envy,” and they need to get over it.
  • The job, experimental psychologists often assumed, was to push past the content of people’s thoughts and see the underlying universal hardware at work. “This is a deeply flawed way of studying human nature,” Norenzayan told me, “because the content of our thoughts and their process are intertwined.” In other words, if human cognition is shaped by cultural ideas and behavior, it can’t be studied without taking into account what those ideas and behaviors are and how they are different from place to place.
  • This new approach suggests the possibility of reverse-engineering psychological research: look at cultural content first; cognition and behavior second. Norenzayan’s recent work on religious belief is perhaps the best example of the intellectual landscape that is now open for study.
  • “I remember opening textbook after textbook and turning to the index and looking for the word ‘religion,’ ” he told me, “Again and again the very word wouldn’t be listed. This was shocking. How could psychology be the science of human behavior and have nothing to say about religion? Where I grew up you’d have to be in a coma not to notice the importance of religion on how people perceive themselves and the world around them.”
  • He has suggested that there may be a connection between the growth of religions that believe in “morally concerned deities”—that is, a god or gods who care if people are good or bad—and the evolution of large cities and nations.
  • If religion was necessary in the development of large-scale societies, can large-scale societies survive without religion? Norenzayan points to parts of Scandinavia with atheist majorities that seem to be doing just fine. They may have climbed the ladder of religion and effectively kicked it away. Or perhaps, after a thousand years of religious belief, the idea of an unseen entity always watching your behavior remains in our culturally shaped thinking even after the belief in God dissipates or disappears.
  • almost every major theorist on human behavior in the last 100 years predicted that it was just a matter of time before religion was a vestige of the past. But the world persists in being a very religious place.
  • HENRICH, HEINE, AND NORENZAYAN’S FEAR of being ostracized after the publication of the WEIRD paper turned out to be misplaced. Response to the paper, both published and otherwise, has been nearly universally positive, with more than a few of their colleagues suggesting that the work will spark fundamental changes. “I have no doubt that this paper is going to change the social sciences,” said Richard Nisbett, an eminent psychologist at the University of Michigan. “It just puts it all in one place and makes such a bold statement.”
  • At its heart, the challenge of the WEIRD paper is not simply to the field of experimental human research (do more cross-cultural studies!); it is a challenge to our Western conception of human nature. For some time now, the most widely accepted answer to the question of why humans, among all animals, have so successfully adapted to environments across the globe is that we have big brains with the ability to learn, improvise, and problem-solve.
  • Henrich has challenged this “cognitive niche” hypothesis with the “cultural niche” hypothesis. He notes that the amount of knowledge in any culture is far greater than the capacity of individuals to learn or figure it all out on their own.
  • He suggests that individuals tap that cultural storehouse of knowledge simply by mimicking (often unconsciously) the behavior and ways of thinking of those around them. We shape a tool in a certain manner, adhere to a food taboo, or think about fairness in a particular way, not because we individually have figured out that behavior’s adaptive value, but because we instinctively trust our culture to show us the way.

  • The unique trick of human psychology, these researchers suggest, might be this: our big brains are evolved to let local culture lead us in life’s dance.
  • People are not “plug and play,” as he puts it, and you cannot expect to drop a Western court system or form of government into another culture and expect it to work as it does back home.
  • Because of our peculiarly Western way of thinking of ourselves as independent of others, this idea of the culturally shaped mind doesn’t go down very easily.
  • That we in the West develop brains that are wired to see ourselves as separate from others may also be connected to differences in how we reason, Heine argues. Unlike the vast majority of the world, Westerners (and Americans in particular) tend to reason analytically as opposed to holistically.
  • That is, the American mind strives to figure out the world by taking it apart and examining its pieces.
  • Shown another way, in a different test analytic Americans will do better on something called the “rod and frame” task, where one has to judge whether a line is vertical even though the frame around it is skewed. Americans see the line as apart from the frame, just as they see themselves as apart from the group.
  • Heine and others suggest that such differences may be the echoes of cultural activities and trends going back thousands of years. Whether you think of yourself as interdependent or independent may depend on whether your distant ancestors farmed rice (which required a great deal of shared labor and group cooperation) or herded animals (which rewarded individualism and aggression).
  • These psychological trends and tendencies may echo down generations, hundreds of years after the activity or situation that brought them into existence has disappeared or fundamentally changed.
  • And here is the rub: the culturally shaped analytic/individualistic mind-sets may partly explain why Western researchers have so dramatically failed to take into account the interplay between culture and cognition. In the end, the goal of boiling down human psychology to hardwiring is not surprising given the type of mind that has been designing the studies. Taking an object (in this case the human mind) out of its context is, after all, what distinguishes the analytic reasoning style prevalent in the West.   • North Korea has been using the threat of tests and the tests themselves as weapons against its neighbors and the United States for years. On the surface, threatening to test weapons does not appear particularly sensible. If the test fails, you look weak. If it succeeds, you look dangerous without actually having a deliverable weapon. And the closer you come to having a weapon, the more likely someone is to attack you so you don't succeed in actually getting one.
  • Developing a weapon in absolute secret would seem to make more sense. When the weapon is ready, you display it, and you have something solid to threaten enemies with.

  • This reminds me of something writer Robert Heinlein once said: "Any government will work if authority and responsibility are equal and coordinate. This does not ensure 'good' government, it simply ensures that it will work. But such governments are rare — most people want to run things, but want no part of the blame. This used to be called the 'backseat driver' syndrome."
  • Government officials are happy making and executing plans that affect the lives of millions, but when things go wrong, well ... they're willing to accept the responsibility, but they're not willing to take the blame. What's the difference? People who are to blame lose their jobs. People who are "responsible," do not. The blame, such as it is, winds up deflected on to The System, or something else suitably abstract.
  • The problem is that they don't have, in President Obama's words, "skin in the game." When it comes to actual wrongdoing, they're shielded by doctrines of "absolute immunity" (for the president) and "qualified immunity" (for lesser officials). This means that the president can't be sued for anything he does as president, while lower-ranking officials can't be sued so long as they can show that they were acting in a "good faith" belief that they were following the law.

America's Pacific Logic - 1 views

  • When the Berlin Wall fell in 1989, signaling communism's defeat in Europe, security experts talked about a shift in diplomatic and military energies to the Pacific. But Saddam Hussein's invasion of Kuwait in 1990 led to a decadelong preoccupation with the Middle East, with the U.S. Army leading a land war against Iraq in 1991 and the Navy and Air Force operating no-fly zones for years thereafter. Then came 9/11, and the Bush administration's initiation of wars in Afghanistan and Iraq as a response. Finally, the ending of both those conflicts is in sight, and the United States, rather than return to quasi-isolationism as it has done with deleterious effect after other ground wars in its history, is attempting to pivot its focus to the geographical heart of the global economy: the Indian and Pacific oceans.

  • The Chinese are simply unable to psychologically divorce their claims on the nearby South China Sea from the territorial depredations directed against China by the West in the 19th and early 20th centuries. To Chinese officials, the South China Sea represents blue national soil.
  • Of course, American diplomacy has been active on these matters for years, but U.S. diplomats would lack credibility if they were not backed by a robust military presence in the future. This is what the pivot is all about: The United States does not intend to desert maritime Asia in its hour of need. As one high-ranking diplomat of a South China Sea country told me, if the United States were to withdraw an aircraft carrier strike group from the region it would be a "game-changer," ushering the region toward Finlandization.
  • A profound socio-economic crisis in China itself -- something that by no means can be ruled out -- might have the effect of slowing this quasi-imperial rise. New Dimensions of U.S. Foreign Policy Toward Russia - 0 views

  • This is a new twist not because it makes clear that the United States is not the only country intercepting phone calls, but because it puts U.S. policy in Ukraine in a new light and forces us to reconsider U.S. strategy toward Russia and Germany.

  • The strategy was successful when its goal was to destroy an enemy military force. It proved far more difficult to use in occupying countries and shaping their internal and foreign policies. Military force has intrinsic limits.
  • The alternative has been a shift to a balance-of-power strategy in which the United States relies on the natural schisms that exist in every region to block the emergence of regional hegemons and contain unrest and groups that could threaten U.S. interests.
  • The new strategy can be seen in Syria, where rather than directly intervening the United States has stood back and allowed the warring factions to expend their energy on each other, preventing either side from diverting resources to activities that might challenge U.S. interests.

  • Berlin's statements indicating that it is prepared to take a more assertive role in the world appeared to be a historic shift in German foreign policy.
  • Although Germany's move should not be dismissed, its meaning was not as clear as it seemed. In her cell phone call, Nuland is clearly dismissing the Germans, Klitschko and all their efforts in Ukraine.
  • This could mean that the strategy was too feeble for American tastes (Berlin cannot, after all, risk too big a confrontation with Moscow). Or it could mean that when the Germans said they were planning to be more assertive, their new boldness was meant to head off U.S. efforts. Looking at this week's events, it is not clear what the Germans meant.
  • What is clear is that the United States was not satisfied with Germany and the European Union.
  • This is a touchy issue for human rights advocates, or should be. Yanukovich is the elected president of Ukraine, winner of an election that is generally agreed to have been honest (even though his constitutional amendments and subsequent parliamentary elections may not have been). He was acting within his authority in rejecting the deal with the European Union. If demonstrators can unseat an elected president because they disagree with his actions, they have set a precedent that undermines constitutionalism. Even if he was rough in suppressing the demonstrators, it does not nullify his election.
  • From a balance of power strategy, however, it makes great sense.
  • A pro-Western, even ambiguous, Ukraine poses a profound strategic problem for Russia.
  • Using the demonstrations to create a massive problem for Russia does two things.
  • It creates a real strategic challenge for the Russians and forces them on the defensive. Second, it reminds Russia that Washington has capabilities and options that make challenging the United States difficult.
  • And it can be framed in a way that human rights advocates will applaud in spite of the constitutional issues, enemies of the Iranian talks will appreciate and Central Europeans from Poland to Romania will see as a sign of U.S. commitment to the region.
  • The United States will re-emerge as an alternative to Germany and Russia. It is a brilliant stroke.
  • Its one weakness, if we can call it that, is that it is hard to see how it can work.

China's Geopolitical Fallout - 0 views

  • China's leaders will likely survive this trial. But what if they don't? What if China faces a severe socio-economic crisis and attendant political one of an unforeseen magnitude? What would be the second-order geopolitical effects? If Syria explodes, it does so regionally. If China explodes, it does so globally.
  • Such a crisis could lead to an upsurge in nationalism, an emotion that can be easily dialed upwards by Communist party leaders as a means of clinging to power.
  • China's defense budget has already increased eight-fold since 2001, and might continue to do so under a more nationalist-style regime (even amid slowing growth), enabling China to further implement an anti-access area-denial strategy in the East and South China seas, emphasizing submarine, ballistic missile, and cyber warfare capabilities.

  • The aim would not be to go to war with the U.S. Navy and Air Force (quite the opposite, in fact), but to establish a force ratio more favorable to the continued, perceived growth of Chinese maritime power. But none of this would alter the current state of play in the Indian and Western Pacific oceans -- defined by a slowly diminishing unipolar American air and naval environment.

  • Such a bleak scenario for China overall would leave the United States and its allies -- both de facto like India and Vietnam, and de jure like Japan and Australia -- in a commanding position around Eurasia's navigable southern rimland.
  • But such a scenario is unlikely, even if the Chinese economy significantly slows and domestic unrest follows. More likely will be a tumultuous period of consolidation and readjustment within China, with China's strategic and military planners able to weather the storm with adjustments of their own for the long term.
  • But there is a larger point: geopolitics, while ostensibly about the geographically-constrained interactions of states, rests also on the internal conditions of states themselves, in which the actions of individuals are crucial and so much hangs on a thread.
  • While both the United States and China face epochal budgetary and economic crises -- which in both countries bleed over into the political realm -- the crisis in China is far more profound than in the United States. After all, the system of governance in Washington simply enjoys so much more legitimacy than the one in Beijing, with the American public institutionally better equipped to vent its frustrations than the Chinese one. Such internal realities will remain the overriding geopolitical facts in Asia.

Afghanistan: A Meeting Between Karzai and the Haqqanis? - 0 views

  • The Taliban were quick to deny a June 27 Al Jazeera report that Afghan President Hamid Karzai had met personally with Sirajuddin Haqqani, the son of Jalaluddin Haqqani, who with his father forms the leadership of the Haqqani network (Karzai’s government also denied the report). The Haqqani network, which straddles the Afghan-Pakistani border, is part of the Taliban under Mullah Omar, but it remains the most distinct individual entity within the diffuse and multifaceted Taliban movement.
  • The Taliban perceive themselves to be winning the war, leaving little motivation for meaningful negotiation on their part. Kabul also has long been dominated by elements skeptical of — if not downright hostile to — Pakistani intentions in Afghanistan, and these elements remain intent on keeping the Taliban from power.
  • The report of Karzai’s meeting with the younger Haqqani, however unlikely, does reflect the fact that movement and discussions are taking place at some significant level and that geopolitical shifts are starting to occur in the region. The outcome is far from certain, but the game is undoubtedly under way.

Russian Spies and Strategic Intelligence - 0 views

  • The way the media has reported on the issue falls into three groups: That the Cold War is back, That, given that the Cold War is over, the point of such outmoded intelligence operations is questionable, And that the Russian spy ring was spending its time aimlessly nosing around in think tanks and open meetings in an archaic and incompetent effort.

  • The more powerful a nation is, the more important it is to understand what it is doing.
  • Knowing what the United States will do, and shifting policy based on that, can save countries from difficulties and even disaster.
  • What they excelled at, however, was placing undetectable operatives in key positions. Soviet talent scouts would range around left-wing meetings to discover potential recruits. These would be young people with impeccable backgrounds and only limited contact with the left. They would be recruited based on ideology, and less often via money, sex or blackmail. They would never again be in contact with communists or fellow travelers.
  • Recruiting people who were not yet agents, creating psychological and material bonds over long years of management and allowing them to mature into senior intelligence or ministry officials allowed ample time for testing loyalty and positioning. The Soviets not only got more reliable information this way but also the ability to influence the other country’s decision-making.
  • There were four phases: Identifying likely candidates, Evaluating and recruiting them, Placing them and managing their rise in the organization, And exploiting them.
  • It is difficult to know what the Russian team was up to in the United States from news reports, but there are two things we know about the Russians: They are not stupid, and they are extremely patient.
  • If we were to guess — and we are guessing — this was a team of talent scouts.
  • One of the Russian operatives, Don Heathfield, once approached a STRATFOR employee in a series of five meetings.

  • In many ways, this provides better and faster intelligence than the placement of agents, except that this does not provide influence.

  • The people being spied on and penetrated simply didn’t understand their own capabilities — i.e., the reality on the ground in their respective countries — and therefore their intentions about what to do were irrelevant and actually misleading.

  • We started with three classes of intelligence: capabilities, intentions and what will actually happen.
  • The first is an objective measure that can sometimes be seen directly but more frequently is obtained through data held by someone in the target country. The most important issue is not what this data says but how accurate it is.
  • For example, George W. Bush did not intend to get bogged down in a guerrilla war in Iraq. What he intended and what happened were two different things because his view of American and Iraqi capabilities were not tied to reality.
  • But in the end, the most important question to ask is whether the most highly placed source has any clue as to what is going to happen.
  • Knowledge of what is being thought is essential. But gaming out how the objective and impersonal forces will interact and play out it is the most important thing of all.
  • The events of the past few weeks show intelligence doing the necessary work of recruiting and rescuing agents. The measure of all of this activity is not whether one has penetrated the other side, but in the end, whether your intelligence organization knew what was going to happen and told you regardless of what well-placed sources believed. Sometimes sources are indispensable. Sometimes they are misleading. And sometimes they are the way an intelligence organization justifies being wrong.

A Brief History of the Corporation: 1600 to 2100 - 1 views

  • In its 400+ year history, the corporation has achieved extraordinary things, cutting around-the-world travel time from years to less than a day, putting a computer on every desk, a toilet in every home (nearly) and a cellphone within reach of every human.  It even put a man on the Moon and kinda-sorta cured AIDS.
  • The Age of Corporations is coming to an end. The traditional corporation won’t vanish, but it will cease to be the center of gravity of economic life in another generation or two.  They will live on as religious institutions do today, as weakened ghosts of more vital institutions from centuries ago.

  • For a long time, I was misled by the fact that 90% of the available books frame globalization and the emergence of modernity in terms of the nation-state as the fundamental unit of analysis, with politics as the fundamental area of human activity that shapes things.
  • But the more I’ve thought about it, the more I’ve been pulled towards a business-first perspective on modernity and globalization.
  • The human world, like physics, can be reduced to four fundamental forces: culture, politics, war and business.
  • Culture is the most mysterious, illegible and powerful force.
  • But one quality makes gravity dominate at large space-time scales: gravity affects all masses and is always attractive, never repulsive.  So despite its weakness, it dominates things at sufficiently large scales. I don’t want to stretch the metaphor too far, but something similar holds true of business.
  • On the scale of days or weeks, culture, politics and war matter a lot more in shaping our daily lives.
  • Business though, as an expression of the force of unidirectional technological evolution, has a destabilizing unidirectional effect. It is technology, acting through business and Schumpeterian creative-destruction, that drives monotonic, historicist change, for good or bad. Business is the locus where the non-human force of technological change sneaks into the human sphere.
  • Culture is suspicious of technology. Politics is mostly indifferent to and above it. War-making uses it, but maintains an arms-length separation.
  • Business? It gets into bed with it. It is sort of vaguely plausible that you could switch artists, politicians and generals around with their peers from another age and still expect them to function. But there is no meaningful way for a businessman from (say) 2000 BC to comprehend what Mark Zuckerberg does, let alone take over for him. Too much magical technological water has flowed under the bridge.
  • It is business that creates the world of magic, not technology itself. And the story of business in the last 400 years is the story of the corporate form.
  • There are some who treat corporate forms as yet another technology (in this case a technology of people-management), but despite the trappings of scientific foundations (usually in psychology) and engineering synthesis (we speak of organizational “design”), the corporate form is not a technology.  It is the consequence of a social contract like the one that anchors nationhood. It is a codified bundle of quasi-religious beliefs externalized into an animate form that seeks to preserve itself like any other living creature.
  • What was new was the idea of a publicly traded joint-stock corporation, an entity with rights similar to those of states and individuals, with limited liability and significant autonomy

  • The first point is that the corporate form was born in the era of Mercantilism, the economic ideology that (zero-sum) control of land is the foundation of all economic power.
  • In politics, Mercantilism led to balance-of-power models.
  • In business, once the Age of Exploration (the 16th century) opened up the world, it led to mercantilist corporations focused on trade
  • The forces of radical technological change — the Industrial Revolution — did not seriously kick until after nearly 200 years of corporate evolution (1600-1800) in a mercantilist mold.
  • Smith was both the prophet of doom for the Mercantilist corporation, and the herald of what came to replace it: the Scumpeterian corporation.
  • The corporate form therefore spent almost 200 years — nearly half of its life to date — being shaped by Mercantilist thinking, a fundamentally zero-sum way of viewing the world.
  • It was not until after the American Civil War and the Gilded Age that businesses fundamentally reorganized around (as we will see) time instead of space, which led, as we will see, to a central role for ideas and therefore the innovation function.
  • The Black Hills Gold Rush of the 1870s, the focus of the Deadwood saga, was in a way the last hurrah of Mercantilist thinking. William Randolph Hearst, the son of gold mining mogul George Hearst who took over Deadwood in the 1870s, made his name with newspapers. The baton had formally been passed from mercantilists to schumpeterians.

      So, Mercantilism was about colonizing space. Corporatism is about colonizing time. This is a pretty useful (though arguably too-reductionist) way to latch on to the underpinning of later thoughts.
  • This divide between the two models can be placed at around 1800, the nominal start date of the Industrial Revolution, as the ideas of Renaissance Science met the energy of coal to create a cocktail that would allow corporations to colonize time.
  • The second thing to understand about the evolution of the corporation is that the apogee of power did not coincide with the apogee of reach.

The former was a failed attempt to rein in the EIC, which cost Britain the American Colonies.  The latter created the British Raj as Britain doubled down in the east to recover from its losses in the west. An invisible thread connects the histories of India and America at this point. Lord Cornwallis, the loser at the Siege of Yorktown in 1781 during the revolutionary war, became the second Governor General of India in 1786.
  • But these events were set in motion over 30 years earlier, in the 1750s. There was no need for backroom subterfuge.  It was all out in the open because the corporation was such a new beast, nobody really understood the dangers it represented.

  • The 16th century makes a vague sort of sense as the “Age of Exploration,” but it really makes a lot more sense as the startup/first-mover/early-adopter phase of the corporate mercantilism. The period was dominated by the daring pioneer spirit of Spain and Portugal, which together served as the Silicon Valley of Mercantilism. But the maritime business operations of Spain and Portugal turned out to be the MySpace and Friendster of Mercantilism: pioneers who could not capitalize on their early lead.
  • Conventionally, it is understood that the British and the Dutch were the ones who truly took over. But in reality, it was two corporations that took over: the EIC and the VOC (the Dutch East India Company,  Vereenigde Oost-Indische Compagnie, founded one year after the EIC) the Facebook and LinkedIn of Mercantile economics respectively. Both were fundamentally more independent of the nation states that had given birth to them than any business entities in history. The EIC more so than the VOC.  Both eventually became complex multi-national beasts.

  • A new idea began to take its place in the early 19th century: the Schumpeterian corporation that controlled, not trade routes, but time. It added the second of the two essential Druckerian functions to the corporation: innovation.

  • corporations and nations may have been running on Mercantilist logic, but the undercurrent of Schumpeterian growth was taking off in Europe as early as 1500 in the less organized sectors like agriculture. It was only formally recognized and tamed in the early 1800s, but the technology genie had escaped.
  • The action shifted to two huge wildcards in world affairs of the 1800s: the newly-born nation of America and the awakening giant in the east, Russia. Per capita productivity is about efficient use of human time. But time, unlike space, is not a collective and objective dimension of human experience. It is a private and subjective one. Two people cannot own the same piece of land, but they can own the same piece of time.  To own space, you control it by force of arms. To own time is to own attention. To own attention, it must first be freed up, one individual stream of consciousness at a time.
  • The Schumpeterian corporation was about colonizing individual minds. Ideas powered by essentially limitless fossil-fuel energy allowed it to actually pull it off.

  • In many ways the railroads solved a vastly speeded up version of the problem solved by the EIC: complex coordination across a large area.  Unlike the EIC though, the railroads were built around the telegraph, rather than postal mail, as the communication system. The difference was like the difference between the nervous systems of invertebrates and vertebrates.
  • If the ship sailing the Indian Ocean ferrying tea, textiles, opium and spices was the star of the mercantilist era, the steam engine and steamboat opening up America were the stars of the Schumpeterian era.
  • The primary effect of steam was not that it helped colonize a new land, but that it started the colonization of time. First, social time was colonized. The anarchy of time zones across the vast expanse of America was first tamed by the railroads for the narrow purpose of maintaining train schedules, but ultimately, the tools that served to coordinate train schedules: the mechanical clock and time zones, served to colonize human minds.  An exhibit I saw recently at the Union Pacific Railroad Museum in Omaha clearly illustrates this crucial fragment of history:
  • For all its sophistication, the technology of sail was mostly a very-refined craft, not an engineering discipline based on science.
  • Steam power though was a scientific and engineering invention.
  • Scientific principles about gases, heat, thermodynamics and energy applied to practical ends, resulting in new artifacts. The disempowerment of craftsmen would continue through the Schumpeterian age, until Fredrick Taylor found ways to completely strip mine all craft out of the minds of craftsmen, and put it into machines and the minds of managers.
  • It sounds awful when I put it that way, and it was, in human terms, but there is no denying that the process was mostly inevitable and that the result was vastly better products.
  • The Schumpeterian corporation did to business what the doctrine of Blitzkrieg would do to warfare in 1939: move humans at the speed of technology instead of moving technology at the speed of humans.
  • Blitzeconomics allowed the global economy to roar ahead at 8% annual growth rates instead of the theoretical 0% average across the world for Mercantilist zero-sum economics. “Progress” had begun.
  • Two phrases were invented to name the phenomenon: productivity meant shrinking autonomously-owned time. Increased standard of living through time-saving devices became code for the fact that the “freed up” time through “labor saving” devices was actually the de facto property of corporations. It was a Faustian bargain.
  • Many people misunderstood the fundamental nature of Schumpeterian growth as being fueled by ideas rather than time. Ideas fueled by energy can free up time which can then partly be used to create more ideas to free up more time. It is a positive feedback cycle,  but with a limit. The fundamental scarce resource is time. There is only one Earth worth of space to colonize. Only one fossil-fuel store of energy to dig out. Only 24 hours per person per day to turn into capitive attention.
  • Then the Internet happened, and we discovered the ability to mine time as fast as it could be discovered in hidden pockets of attention. And we discovered limits. And suddenly a new peak started to loom: Peak Attention.
  • There is certainly plenty of energy all around (the Sun and the wind, to name two sources), but oil represents a particularly high-value kind. Attention behaves the same way.
  • Take an average housewife, the target of much time mining early in the 20th century. It was clear where her attention was directed. Laundry, cooking, walking to the well for water, cleaning, were all obvious attention sinks. Washing machines, kitchen appliances, plumbing and vacuum cleaners helped free up a lot of that attention, which was then immediately directed (as corporate-captive attention) to magazines and television.
  • The point isn’t that we are running out of attention. We are running out of the equivalent of oil: high-energy-concentration pockets of easily mined fuel.
  • There is a lot more money to be made in replacing hand-washing time with washing-machine plus magazine time, than there is to be found in replacing one hour of TV with a different hour of TV.
  • . To get to Clay Shirky’s hypothetical notion of cognitive surplus, we need Alternative Attention sources. To put it in terms of per-capita productivity gains, we hit a plateau.
  • When Asia hits Peak Attention (America is already past it, I believe), absolute size, rather than big productivity differentials, will again define the game, and the center of gravity of economic activity will shift to Asia.
  • Once again, it is the oceans, rather than land, that will become the theater for the next act of the human drama. While American lifestyle designers are fleeing to Bali, much bigger things are afoot in the region. And when that shift happens, the Schumpeterian corporation, the oil rig of human attention, will start to decline at an accelerating rate. Lifestyle businesses and other oddball contraptions — the solar panels and wind farms of attention economics — will start to take over.
  • It will be the dawn of the age of Coasean growth.
  • Coasean growth is not measured in terms of national GDP growth. That’s a Smithian/Mercantilist measure of growth. It is also not measured in terms of 8% returns on the global stock market.  That is a Schumpeterian growth measure. For that model of growth to continue would be a case of civilizational cancer (“growth for the sake of growth is the ideology of the cancer cell” as Edward Abbey put it).
  • Coasean growth is fundamentally not measured in aggregate terms at all. It is measured in individual terms. An individual’s income and productivity may both actually decline, with net growth in a Coasean sense.
  • How do we measure Coasean growth? I have no idea. I am open to suggestions. All I know is that the metric will need to be hyper-personalized and relative to individuals rather than countries, corporations or the global economy. There will be a meaningful notion of Venkat’s rate of Coasean growth, but no equivalent for larger entities.
  • The fundamental scarce resource that Coasean growth discovers and colonizes is neither space, nor time. It is perspective.

Borderlands: Hungary Maneuvers - 0 views

  • For me, Hungarian was my native language. Stickball was my culture. For my parents, Hungarian was their culture. Hungary was the place where they were young, and their youth was torn away from them.
  • For them, it was always the Germans who were guilty for unleashing the brutishness in the Hungarians.
  • This was my parents' view: Except for the Germans, the vastness of evil could not have existed. I was in no position to debate them.

  • This debate has re-entered history through Hungarian politics.
  • Some have accused Prime Minister Viktor Orban of trying to emulate a man named Miklos Horthy, who ruled Hungary before and during World War II.
  • It has become a metaphor for the country today, and Hungarians are divided with earnest passion on an old man long dead.
  • Adm. Miklos Horthy, a regent to a non-existent king and an admiral in the forgotten Austro-Hungarian navy, governed Hungary between 1920 and 1944.
  • Horthy ruled a country that was small and weak. Its population was 9.3 million in 1940. Horthy's goal was to preserve its sovereignty in the face of the rising power of Adolf Hitler and Josef Stalin. Caught between the two -- and by this I mean that both prized Hungary for its strategic position in the Carpathian Basin -- Hungary had few options.
  • Horthy's strategy meant a great deal to the Jews. He was likely no more anti-Semitic than any member of his class had to be. He might not hire a Jew, but he wasn't going to kill one. This was different from the new style of anti-Semitism introduced by Hitler, which required mass murder.
  • Thousands were killed early on, and anti-Jewish laws were passed. But thousands are not hundreds of thousands or millions, and in that time and place it was a huge distinction.
  • Horthy conceded no more than he had to, but what he had to do he did. Some say it was opportunism, others mere cowardice of chance. Whatever it was, while it lasted, Hungary was not like Poland or even France. The Jews were not handed over to the Germans.
  • Horthy fell from his tightrope on March 19, 1944. Realizing Germany was losing the war, Horthy made peace overtures to the Soviets. They were coming anyway, so he might as well welcome them.
  • Hitler, of course, discovered this and occupied Hungary
  • Horthy signed off on this. But that signature, as he pointed out, was meaningless. The Germans were there, they could do as they wanted, and his signature was a meaningless act that spared his sons' lives.
  • My parents were grateful to Horthy. For them, without him, the Holocaust would have come to Hungary years earlier. He did not crush the Hungarian Nazis, but he kept them at bay. He did not turn on Hitler, but he kept him at bay.
  • What Horthy did was the dirty work of decency.
  • He made deals with devils to keep the worst things from happening.
  • Hungary is in a very different position today, but its circumstances still bear similarities to Horthy's time.
  • This is the old argument about Horthy, and in fact, in Hungary there is a raging argument about Horthy's role that is really about Orban. Is Orban, like Horthy, doing the least he can to avoid a worse catastrophe, or is he secretly encouraging Jobbik and hastening disaster?
  • This discussion, like all discussions regarding Budapest, is framed by the tenuous position of Hungary in the world.
  • Orban sees the European Union as a massive failure. The great depression in Mediterranean Europe, contrasted with German prosperity, is simply the repeat of an old game.
  • Hungary is in the east, in the borderland between the European Peninsula and Russia. The Ukrainian crisis indicates that the tension in the region is nearing a flashpoint. He must guide Hungary somewhere.
  • There is little support from Hungary's west, other than mostly hollow warnings. He knows that the Germans will not risk their prosperity to help stabilize the Hungarian economy or its strategic position.
  • Nor does he expect the Americans to arrive suddenly and save the day.
  • The Ukrainian crisis can only be understood in terms of the failure of the European Union. Germany is doing well, but it isn't particularly willing to take risks. The rest of northern Europe has experienced significant unemployment, but it is Mediterranean Europe that has been devastated by unemployment. The European financial crisis has morphed into the European social crisis, and that social crisis has political consequences.
  • The middle class, and those who thought they would rise to the middle class, have been most affected.
  • The contrast between the euphoric promises of the European Union and the more meager realities has created movements that are challenging not only membership in the European Union but also the principle of the bloc
  • Compound this with the re-emergence of a Russian threat to the east, and everyone on Ukraine's border begins asking who is coming to help them. The fragmentation of Europe nationally and socially weakens Europe to the point of irrelevance. This is where the failure of the European Union and the hollowing out of NATO become important. Europe has failed economically. If it also fails militarily, then what does it all matter? Europe is back where it started, and so is Hungary.
  • Orban is a rare political leader in Europe. He is quite popular, but he is in a balancing act.
  • To his left are the Europeanists, who see all his actions as a repudiation of liberal democracy. On the right is a fascist party that won 20 percent in the last election. Between these two forces, Hungary could tear itself apart. It is in precisely this situation that Weimar Germany failed.
  • Orban knows what Horthy did as well. Hungary, going up against both Germany and Russia, needs to be very subtle. Hungary is already facing Germany's policy toward liberal integration within the European Union, which fundamentally contradicts Hungary's concept of an independent state economy.
  • Orban's strategy is to create an economy with maximum distance from Europe without breaking with it, and one in which the state exerts its power.
  • This is not what the Germans want to see.
  • I think Orban anticipated this as he saw the European Union flounder earlier in the decade. He saw the fragmentation and the rise of bitterness on all sides. He constructed a regime that appalled the left, which thought that without Orban, it would all return to the way it was before, rather than realizing that it might open the door to the further right. He constructed a regime that would limit the right's sense of exclusion without giving it real power.
  • if the United States enters the fray, it will not happen soon, and it will be even later before its role is decisive.
  • For Horthy, the international pressure finally overwhelmed him, and the German occupation led to a catastrophe that unleashed the right, devastated the Jews and led to a Russian invasion and occupation that lasted half a century. But how many lives did Horthy save by collaborating with Germany? He bought time, if nothing else.
  • Orban isn't Horthy by any means, but their situations are similar. Hungary is a country of enormous cultivation and fury. It is surrounded by disappointments that can become dangers. Europe is not what it promised it would be. Russia is not what Europeans expected it to be. Within and without the country, the best Orban can do is balance, and those who balance survive but are frequently reviled.

I went to the United States so young that all my memories of Hungary were acquired later in life or through my family, whose memories bridged both world wars and the Cold War, all with their attendant horrors. My own deepest memory of Hungary comes from my parents' living room in the Bronx. My older sister was married in November 1956. There was an uprising against the Soviets at the same time, and many of our family members were still there. After the wedding, we returned home and saw the early newspapers and reports on television. My parents discovered that some of the heaviest fighting between the revolutionaries and Soviets had taken place on the street where my aunts lived. A joyous marriage, followed by another catastrophe -- the contrast between America and Hungary. That night, my father asked no one in particular, "Does it ever end?" The answer is no, not here. Which is why I am back in Budapest."
