RoMEO Studies 2: How academics wish to protect their open-access research paper - E-LIS - 0 views

    Abstract from the Website: "This paper is the second in a series of studies (see Gadd, E., C. Oppenheim, and S. Probets. RoMEO Studies 1: The impact of copyright ownership on author-self-archiving. Journal of Documentation. 59(3) 243-277) emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving). It considers the protection for research papers afforded by UK copyright law, and by e-journal licences. It compares this with the protection required by academic authors for open-access research papers as discovered by the RoMEO academic author survey. The survey used the Open Digital Rights Language (ODRL) as a framework for collecting views from 542 academics as to the permissions, restrictions, and conditions they wanted to assert over their works. Responses from self-archivers and non-archivers are compared. Concludes that most academic authors are primarily interested in preserving their moral rights, and that the protection offered research papers by copyright law is way in excess of that required by most academics. It also raises concerns about the level of protection enforced by e-journal licence agreements"

    Abstract from the Website: "This paper is the third in a series of studies emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open-archiving). It considers previous studies of the usage of electronic journal articles through a literature survey. It then reports on the results of a survey of 542 academic authors as to how they expected to use open-access research papers. This data is compared with results from the second of the RoMEO Studies series as to how academics wished to protect their open-access research papers. The ways in which academics expect to use open-access works (including activities, restrictions and conditions) are described. It concludes that academics-as-users do not expect to perform all the activities with open-access research papers that academics-as-authors would allow. Thus the rights metadata proposed by the RoMEO Project would appear to meet the usage requirements of most academics."

    Abstract of 1999 study on hybrid library: "The hybrid library is a term that has entered the parlance of the library and information profession in the past three years. It is viewed as a halfway step towards the fully digital library. In this paper, the history of the concept is outlined, together with the important influence the Electronic Libraries Programme (eLib) has had in funding hybrid library projects. A proposed model of the hybrid library was developed and was shown to the eLib hybrid library projects. Reactions to the model were obtained. In addition, the paper reports the results of in-depth discussions with the project staff regarding how the hybrid library will evolve. It is clear that the development of the hybrid library depends more upon cultural shift than technological development. There are differences in view of what can be achieved in the short term and how to go about achieving the aims. There is a clear consensus that the library in a location will remain. The hybrid library is a useful model for how the library will evolve. Although currently confined to higher education, the principles are likely to spread to other types of library and information service."

    "The digitization of millions of books under programs such as Google Book Search and Microsoft Live Search Books is dramatically expanding our ability to search and find information. The aim of these large-scale projects-to make content accessible-is interwoven with the question of how one keeps that content, whether digital or print, fit for use over time. This report by Oya Y. Rieger examines large-scale digital initiatives (LSDIs) to identify issues that will influence the availability and usability, over time, of the digital books these projects create. Ms. Rieger is interim assistant university librarian for digital library and information technologies at the Cornell University Library." The paper describes four large-scale projects-Google Book Search, Microsoft Live Search Books, Open Content Alliance, and the Million Book Project-and their digitization strategies. It then discusses a range of issues affecting the stewardship of the digital collections they create: selection, quality in content creation, technical infrastructure, and organizational infrastructure. The paper also attempts to foresee the likely impacts of large-scale digitization on book collections.

    As digital libraries move from demonstration projects to the real world of working libraries, it is critical to assess and to document the impact of the shift. This paper reports the methodology and initial results of an Institute for Library and Information Studies (IMLS) funded research study of the operational and economic impact of an academic library's migration to an all-electronic journal collection. Drexel Library's entire print and electronic journal collections and associated staff are the test bed to study three key research questions: (1) What is the impact on library staffing needs? (2) How have library costs been reduced, increased and/or re-allocated? (3) What other library resources have been affected? We are using quantitative and qualitative methods to answer the research questions operationalized in the following tasks: (1) Measure the staff time, subscriptions costs and other costs related to each activity required to acquire and maintain print and electronic journals. (2) Compute the per-volume, per-title, and per-use costs of acquiring and maintaining print and electronic subscriptions. (3) Study all impacted library services, including changes in reference service, document delivery, and instructional programs. Initial results of measuring staff time indicate Information Services and Systems Operation departments constitute the majority of personnel costs for electronic journals. Technical Services and Circulation account for the majority of staff costs for print journals. Per title subscription costs appear to be substantially lower for electronic titles obtained through aggregator collections.

    This is the ICOLC Statement of Current Perspective and Preferred Practices for Selection and Purchase of Electronic Information. The statement says, "Preferred Pricing Practices - Reaffirmed A. Non-disclosure language should not be required for any licensing agreement, particularly language that would preclude library consortia from sharing pricing and other significant terms and conditions with other consortia. B. Providers should not expect libraries to pay the entire cost of their research and development to bring new electronic products to market. These costs should be shared by the company shareholders and amortized by the provider so current prices for electronic information are sufficiently affordable to encourage experimentation and ultimately widespread use. This strategy will offer providers a better long-term revenue stream from which to recover their research and development costs. C. Libraries should have the option to purchase the electronic product without the paper subscription, and the electronic product should cost substantially less than the printed subscription price. See Section A. below for more detail. D. Bundling electronic and print subscriptions in non-flexible multi-year packages must not be the sole pricing option for purchasing electronic information.     Abstract\n\nUniversity administrators are asking library directors to demonstrate their library's value to the institution in easily articulated quantitative terms that focus on outputs rather than on traditionally reported input measures. This paper reports on a study undertaken at the University of Illinois at Urbana-Champaign that sought to measure the return on the university's investment in its library. The study sought to develop a quantitative measure that recognizes the library's value in supporting the university's strategic goals, using grant income generated by faculty using library materials. It also sought to confirm the benefits of using electronic resources and the resulting impact on productivity over a 10-year period. The results of this study, which is believed to be the first of its kind, represent only one piece of the answer to the challenge of representing the university's total return from its investment in its library.\n

It considers the motivation for the research and the methodologies adopted, including Contextual Design and Cultural Probes. The article describes the preliminary studies conducted to test the approach, highlighting the strengths and limitations of the techniques applied. Finally, it outlines proposals for refinement in subsequent iterations and the future research activities planned. The research is carried out as part of the Planets (Preservation and Long-term Access through NETworked Services) project.

    his research will evaluate the potential of a new generation of electronic document readers that present information across multiple displays - a design that anticipates the future availability of fast, bi-stable, display technology. Despite the fact that e-book readers have been available to the general public for several years, paper remains far more popular as a medium for reading and annotating documents. Although electronic devices for reading can provide unique affordances such as a large storage capacity, keyword search, indexing, and some interactivity, they remain unpopular probably because they fail to offer several core affordances of paper such as efficient page-to-page navigation, quick access to multiple documents, and efficient handling of annotations. Starting from an existing proof of concept, this project will design a fully functional prototype that addresses a large spectrum of reading activities that include: reading a book or magazine, lateral reading, and active reading. A set of deployable prototypes will be used to evaluate the potential of the design through a series of longitudinal studies. In producing prototypes of a next generation electronic document reader, this project will systematically study the design parameters that might enhance the reading experience on such devices in a wide variety of scenarios encompassing a diversity of reading activities. It is possible that digital displays will become the predominant technology for consuming text information. However, digital reading devices will be used only if they combine physical design, software infrastructure, and interface features that support a wide variety of reading patterns. Increasing amounts of reading material (both classic and modern) are available through digital distribution. By making it convenient and enjoyable to access this wealth of digital content, this project will spur new interest in reading both for work and pleasure.

    Traditional journals, even those available electronically, are changing slowly. However, there is rapid evolution in scholarly communication. Usage is moving to electronic formats. In some areas, it appears that electronic versions of papers are being read about as often as the printed journal versions. Although there are serious difficulties in comparing figures from different media, the growth rates in usage of electronic scholarly information are sufficiently high that if they continue for a few years, there will be no doubt that print versions will be eclipsed. Further, much of the electronic information that is accessed is outside the formal scholarly publication process. There is also vigorous growth in forms of electronic communication that take advantage of the unique capabilities of the Web, and which simply do not fit into the traditional journal publishing format.

    Princeton is partnering with Amazon.com, Inc. to pilot the use of an e-reader in a small number of classes during the Fall term of 2009. The project is sponsored by the Princeton University Library, the Office of Information Technology at Princeton, and the High Meadows Foundation, whose mission is "to support environmental sustainability; and to support a community of human interest through collaboration, inclusiveness and common values." A major aim of the pilot is to help determine if e-readers can cut down on the use of paper at Princeton, without adversely affecting the classroom experience.

    Abstract "Commercial publishing interests are presenting the future of the book in the digital world through the promotion of e-book reading appliances and software. Implicit in this is a very complex and problematic agenda that re-establishes the book as a digital cultural artifact within a context of intellectual property rights management enforced by hardware and software systems. With the convergence of different types of content into a common digital bit-stream, developments in industries such as music are establishing precedents that may define our view of digital books. At the same time we find scholars exploring the ways in which the digital medium can enhance the traditional communication functions of the printed work, moving far beyond literal translations of the pages of printed books into the digital world. This paper examines competing visions for the future of the book in the digital environment, with particular attention to questions about the social implications of controls over intellectual property, such as continuity of cultural memory."
