    ABSTRACT Introduction/Main Objectives: This study aims to analyze the relationship between education financing management and effectiveness and efficiency in the learning process. Background Problems: The issue of education financing must be an essential part of education development. Educational financing management planning in fulfilling educational facilities and infrastructure must bring about an effective and efficient nature. Novelty: This study of the literature study approach is a differentiator from the results of other people's research. Research Methods: This research was prepared using qualitative methods and a literature research approach to obtain information from various references relevant to the subject matter and the purpose of this research. Finding/Results: This study shows that financing planning is essential in realizing national education. Conclusion: One of the supporting factors is the planning of adequate facilities and infrastructure through an effective and efficient education financing plan. The process of planning and managing the financing of educational institutions is excellent and appropriate, and it will impact the provision of school facilities and infrastructure to the maximum. Finally, the process will also significantly affect the quality of education globally.

    ABSTRACT Objective: Describe factors that influence the implementation of a new learning paradigm. This study used Edward's policy implementation theory. According to Edward, there are four factors of policy implementation: communication, resources, disposition, and bureaucracy structure. Methods: The study used a descriptive qualitative method. The researcher applied depth interviews to collect the primary data from Kepala Sekolah Penggerak of high school and shared the google forms with teachers and school supervisors based on self-experience as a Kepala Sekolah Penggerak consultant. The sources of secondary data are school reports and literature. Results: The implementation of the new learning paradigm faced some problems. The main obstacles are forming an operational curriculum for the education unit (OCfEU), diagnostic assessment, studying the report, and framing the Pancasila student profile.

    ABSTRACT Introduction/Main Objectives: This study aims to determine the principal's strategy in improving teacher performance and the supporting and inhibiting factors of principals in improving teacher performance in educational institutions. Background Problems: indicators of problems in academic institutions such as the rare collection of lesson plans (RPP) in carrying out the teaching and learning process and teachers who lack discipline in punctuality in arriving and opening lessons and ending lessons. Novelty: Principal strategy concept in improving teacher performance in educational institutions. Research Methods: The type of field research means that the researchers used a qualitative method in which the data were in the form of words (not numbers) derived from data collection techniques, namely interviews, observation, and documentation. Finding/Results: The data analysis technique used is data reduction, data presentation, and conclusion drawing. Conclusion: The results of the research on the principal's strategy to improve teacher performance by 1) fostering teacher performance in seminars and training, 2) supervision or supervision of performance in the form of class visits every week and once a month, 3) fostering discipline of education staff by supervising the presence of teachers directly, 4 ) provide motivation 5) award. Supporting factors for principals to improve teacher performance are 1) completeness of facilities and infrastructure and 2) teacher enthusiasm to improve teaching performance. While the inhibiting factors are: 1) the lack of discipline of the teacher, 2) the mastery of the material and references, causing the teacher to be less mature in teaching preparation.

    ABSTRACT The basis of the state for a nation is very important as the goal of living as a nation and state. Indonesia has a state basis called Pancasila. In today's era, the noble values ​​of Pancasila have begun to fade and are practiced by citizens. Therefore, this paper describes the understanding of Pancasila as the purpose of life for the State. This paper is a collection of various books as a reference for citizens in fulfilling their independence. The discussion can be concluded that as the basis of the state, Pancasila acts as a source of all sources of state law and a source of value for the entire Indonesian nation. As the basis of the state, Pancasila is an important guideline in regulating the administration of the state, a source of inspiration, motivation, a source of law, and also the moral ideals of a country, and is a source for the preparation of the constitution in the Indonesian state. The ideals of the state law of the Republic of Indonesia in the four main ideas of the 1945 Constitution are essentially the same as Pancasila, namely God and Humanity, Unity State, Social Justice, and People's Sovereignty. Pancasila is the basis of the state of the Republic of Indonesia, therefore Pancasila is the source of all sources of state law of the Republic of Indonesia. The objectives of the State of Indonesia are stated in the fourth paragraph of the Preamble to the 1945 Constitution of Indonesia, namely: 1) Protecting every nation and the entire homeland of Indonesia: 2) Promoting public welfare. 3) To educate the nation's life, and 4) to Participate in carrying out a world order based on eternal peace and social justice.

    ABSTRACT Introduction/Main Objectives: This study aims to analyze the ratio of regional dependence and independence in measuring the financial capacity of the Jambi Provincial Government for the 2016 - 2020 Fiscal Year. Background Problems: How big is the ratio of the contribution of Regional Original Revenue (PAD) to transfer funds from the center in the Jambi Provincial Government APBD in funding development financing for 2016-2020?. Research Methods: The research is quantitative using secondary data in the form of Regional Original Income and transfers funds from the Jambi Province Government Budget Realization Report for the 2016 - 2020 Fiscal Year. Finding/Results: Based on the results of the ratio analysis, the degree of financial dependence of the Jambi Provincial Government in the 2016 - 2020 fiscal year is classified as moderate, with an average overall ratio of 63.60%, meaning that the Jambi Provincial Government in carrying out development financing is still dependent on transfer funds from the center. Meanwhile, the degree of regional financial independence is also classified as moderate/participatory, with an average overall ratio of 57.13%. Conclusion: The contribution of regional Original Revenue in funding development financing cannot be entirely relied upon and still relies on transfer funds from the center.

    ABSTRACT Introduction/Main Objectives: This study aims to reveal the competence of prospective science teachers in reflecting on science teaching and learning activities at SMP/MTs. Background Problems: The ability to reflect on students' behaviour, providing an overview of the knowledge of prospective teachers to prepare a series of activities, methods or learning models that help students get a pleasant learning experience. Novelty: Observations and reflections use observation and reflection sheets which include the following components: (1) Activities carried out by students in gaining knowledge; (2) the efforts of students to understand the learning material; (3) the activities of students in communicating the results of their thoughts; and (4) reflective thinking skills of students. Research Methods: The type of survey research with the subject is 21 prospective science teachers who take internship course two at the Tadris IPA study program IAIN Bengkulu. The activity design provides opportunities for future teachers to observe and reflect on learning activities at several schools in Bengkulu City. Finding/Results: The results of this reflection are given a quality score and categorized under conditions of (1) Very Good; (2) Good; (3) Fairly Good; and (4) Not Good. The results showed that the competence of prospective science teachers in reflecting on students' learning activities in science subjects was in the excellent category. Conclusion: The ability of future science teachers who are very good at remembering students' learning activities has implications for the ability to prepare appropriate learning activities for students so that they can provide a fun learning for students.

    ABSTRACT Introduction/Main Objectives: Aims to find, study, and describe the implementation of basic training for prospective civil servants using a blended learning pattern from the aspects of communication, resources, and infrastructure. Background Problems: Find factors that become obstacles and supports in implementing basic training for prospective civil servants. (CPNS) Blended Learning pattern in Kerinci District in. Research Methods: Qualitative method, analyzing the activities of CPNS Basic Training in Kerinci Regency. Data mining is sourced from primary data and secondary data. Preliminary data in words, attitudes, or actions were obtained through interviews, and direct and indirect observations were obtained from the primary source, the organizing team, widyaiswara, and Latsar participants. Secondary data is obtained through documents, previous studies, books, meeting agendas, and those related to the problem being researched. Finding/Results: Research shows that implementing blended learning CPNS basic training in Kerinci Regency is effective. Communication and coordination of the performance of the latsar are pretty good. Human resources (organizers, teaching staff, and participants) can carry out their respective duties well. Facilities and infrastructure to support the smooth running of CPNS latsar activities, both when distance learning and classical learning, are exemplary. The output in the Latsar CPNS activity in Kerinci Regency, all participants (109 people) successfully passed. Conclusion: The internet network is not evenly distributed, so distance learning activities are less effective. Meanwhile, supporters of the smooth implementation of the Kerinci CPNS latsar include budget support, competent teaching staff (WI), and excellent cooperation.

    ABSTRACT Introduction/Main Objectives: The productivity of online learning media for implementing learning has increased intensely since the corona lockdown. This presents a challenge to improve knowledge by developing media so that students have more time to study independently during the lockdown period.: Background Problems: Researchers compared the productivity of various learning media such as text, video, and video-text combinations.: Novelty: Statistical analysis using Mann Whitney showed significant differences in knowledge retention between the text and video groups and between the video and text-video combination groups. Research Methods: This study was conducted using a quasi-experimental post-test method by comparing participants' retention before the intervention. Finding/Results: The study involved 60 participants who were randomly divided into three groups, text (guidebook), audiovisual (video), and text-video combination. Video and text prepared by Widyaiswara. The results showed that the average scores were 35.1 (text group), 58.1 (video group), and 85.2 (text-video combination group). Conclusion: use of multimedia can increase knowledge retention in the absorption of the material.
