    In Indonesia, Pancasila is the national ideology of the Republic of Indonesia. Pancasila is a five-part philosophy that includes the following principles: Belief in God Belief in the unity of mankind Belief in human dignity Belief in freedom Belief in social justice Pancasila is indispensable as an ethical system to provide guidance and direction so that every action taken by the Indonesian people is guided by a moral attitude based on Pancasila. Every action taken by the Indonesian people is a reflection of the implementation of Pancasila. Pancasila as an ethical system can be practiced by carrying out every practice in every item of Pancasila. In the life of the nation and state, of course, there will be many challenges, as well as the challenges of Pancasila as an ethical system. Challenges are faced to be won, as are the challenges of Pancasila as an ethical system. If the Indonesian nation has implemented ethics in every item of Pancasila, then the challenge of Pancasila as an ethical system can be resolved.

    ABSTRACT The basis of the state for a nation is very important as the goal of living as a nation and state. Indonesia has a state basis called Pancasila. In today's era, the noble values ​​of Pancasila have begun to fade and are practiced by citizens. Therefore, this paper describes the understanding of Pancasila as the purpose of life for the State. This paper is a collection of various books as a reference for citizens in fulfilling their independence. The discussion can be concluded that as the basis of the state, Pancasila acts as a source of all sources of state law and a source of value for the entire Indonesian nation. As the basis of the state, Pancasila is an important guideline in regulating the administration of the state, a source of inspiration, motivation, a source of law, and also the moral ideals of a country, and is a source for the preparation of the constitution in the Indonesian state. The ideals of the state law of the Republic of Indonesia in the four main ideas of the 1945 Constitution are essentially the same as Pancasila, namely God and Humanity, Unity State, Social Justice, and People's Sovereignty. Pancasila is the basis of the state of the Republic of Indonesia, therefore Pancasila is the source of all sources of state law of the Republic of Indonesia. The objectives of the State of Indonesia are stated in the fourth paragraph of the Preamble to the 1945 Constitution of Indonesia, namely: 1) Protecting every nation and the entire homeland of Indonesia: 2) Promoting public welfare. 3) To educate the nation's life, and 4) to Participate in carrying out a world order based on eternal peace and social justice.

The gap between rich and poor groups still marks the lives of Indonesian people, 5) legal injustice that still colors the judicial process in Indonesia and 6) Many rich people are not willing to pay taxes properly. The strategy for implementing Pancasila as an ethical system in the life of the nation and state for the Indonesian people is carried out as follows: 1) Character education. 2) Reference Criteria for State Administrators, 3) Raising Awareness of Taxpayers, 4) Manifestation of the Pancasila Value in the Human Rights Law and 5) Manifestation of the Pancasila Value in the Environmental Law.

Action for Change is a working paper for PKP participants whose assessment weight reaches 50 (fifty) percent of the total final score of the participants. In order for participants to get the expected results when participating in the training, the coach is expected to be able to carry out his role to the maximum, starting from the preparation of the change action plan, the implementation process in the workplace, and during the preparation of the change action report. Seeing the importance of this, in this study, the author will try to describe how the coaching process is carried out by coaches and analyze it by comparing it with theories about coaching and regulations issued by LAN regarding morning coaching for PKP participants. Field findings show that the coaching process is in accordance with LAN requirements, the coaches have carried out their role as coaches to explore the potential of participants and provide guidance, motivating participants from the beginning of the mentoring process and when they face obstacles in the field, but when compared with theory-based -The specific skills needed to become a reliable coach, still need development efforts through activities, workshops/training to improve the coaching skills of Widyaiwaras in Jambi Province, which are expected to have an impact on improving the quality of action results changes in PKP participants at BPSDM Jambi Province.

Background Problems: How big is the ratio of the contribution of Regional Original Revenue (PAD) to transfer funds from the center in the Jambi Provincial Government APBD in funding development financing for 2016-2020?. Research Methods: The research is quantitative using secondary data in the form of Regional Original Income and transfers funds from the Jambi Province Government Budget Realization Report for the 2016 - 2020 Fiscal Year. Finding/Results: Based on the results of the ratio analysis, the degree of financial dependence of the Jambi Provincial Government in the 2016 - 2020 fiscal year is classified as moderate, with an average overall ratio of 63.60%, meaning that the Jambi Provincial Government in carrying out development financing is still dependent on transfer funds from the center. Meanwhile, the degree of regional financial independence is also classified as moderate/participatory, with an average overall ratio of 57.13%. Conclusion: The contribution of regional Original Revenue in funding development financing cannot be entirely relied upon and still relies on transfer funds from the center.

    By all rights, there should be a revolt at this week's Republican convention against John McCain's selection of Sarah Palin as his running mate--for the very same reasons so many Republicans opposed President Bush's selection of Harriet Miers for the Supreme Court. Palin is, if anything, less qualified for the vice presidency (and the presidency) than Miers was for the court. But there is one big difference: Palin passes all the right-wing litmus tests, which means she is unlikely to suffer Miers' fate. It's amusing to watch Republicans play gender politics. At the time Bush chose Miers, he was under pressure to pick a woman to replace retiring Justice Sandra Day O'Connor. But most of the plausible women jurists were either too moderate to satisfy conservatives or so right wing that they faced serious confirmation problems.

    For months, the magic that once surrounded Barack Obama's presidential candidacy was lost in a fog of petty politics: the negative ads, the Clinton dramas, the degrading of Obama to the status of a mere "celebrity," the back-and-forth with John McCain over who is an elitist and who is a flip-flopper. The recent direction of the campaign reflects a basic political fact: If this contest turns out to be a big election, Obama will almost certainly win. But if it is converted into a small election, Obama could well lose. And the McCain campaign has done all it could to bring Obama back to earth and to dissipate the sense of possibility he once inspired. If it did nothing else, this week's Democratic National Convention served as a reminder of the historical import of Obama's nomination and the astonishing transformation of the country in just three generations.
