Trump administration plans to slash number of refugees for U.S. resettlement - Reuters - 0 views

Extreme Heat, Drought Drive Opposition to AI Data Centers - Bloomberg - 0 views

Meta expects the facility to use about 665 million liters (176 million gallons) of water a year, and up to 195 liters per second during “peak water flow,” according to a technical report. Enthusiasm about the jobs the project is expected to create (1,000 in total, about 250 of which will be permanent) is now being weighed against heightened concerns over water.

Millions in Foreign Aid to China, Iraq, and More In Jeopardy Under Trump Administration - 0 views

  • Tens of millions of dollars in State Department funding to non-profit and humanitarian organizations were not delivered in time, current and former officials say. “They used an administrative process to create a choke in the system … They wanted to muck up and slow down the process with this type of an outcome in sight,” said one official familiar with the matter. “It’s the worst way to cut funding. It’s not surgical, it’s not smart, and it’ll have major ripple effects.”
  • Some current and former officials saw the restrictions as a way for the White House budget office to surreptitiously slash foreign aid funds, even as proposals to do so have drawn widespread and bipartisan Congressional backlash.   • Rather than usher in a new era of Chinese influence, Beijing's missteps have shown why it is unlikely to become the world's leading power. Even if it overtakes the United States to have the biggest economy in the world, which many economists believe could happen over the next decade, China will not dislodge Washington from its central position in global affairs for decades to come.
  • China's assertiveness is generating intense suspicion, if not outright enmity, among its neighbors. Its "peaceful rise" is not taking place in isolation. There may be echoes in today's Asia of the late-nineteenth century in Europe and North America, but this is the one critical difference. The United States came into its own as a great power without any major challenge from its neighbors, while Germany's ascent was aided by the collapsing Austro-Hungarian and Ottoman empires and Russian monarchy on its frontiers. China, on the other hand, is surrounded by vibrant countries with fast-growing economies, from South Korea to India to Vietnam, who all believe that this is their time, as well. Even Japan, after two decades of stagnation, still has one of the most formidable navies in the world, as well as the world's third largest economy. China's strategic misfortune is to be bordered by robust and proud nation-states which expect their own stake in the modern world.
  • On the economic front, Beijing is taking aim at another pillar of U.S. power: the dominance of the dollar. China is putting in place an ambitious long-term plan to turn the renminbi into one of the main international currencies. Chinese leaders often discuss the project in technical terms, about reducing currency risk for their companies, but they also do little to hide their frustration with the dollar's privileged status. One Chinese academic even likens the importance of the project to turn the renminbi into a major reserve currency to China's acquisition of a nuclear weapon in the 1960s. The politics of the currency plan are themselves an interesting sidebar to the over-hyping of Chinese influence. While American politicians have been worrying loudly about the risk of China owning so many Treasury bonds ("How do you deal toughly with your banker?" Hillary Clinton asked at a private lunch with then Australian Prime Minister Kevin Rudd in March 2009) China has been fretting about how little leverage its U.S. bond holdings give it. The desire to dethrone the dollar is partly rooted in China's frustration that it has absolutely no influence over the Federal Reserve. And yet it has few options other than buying American debt, because the U.S. Treasury bond market is the largest and most liquid in the world.

  • The key to Chinese state capitalism is control over a relatively closed financial system, which allows the Communist Party to funnel huge volumes of cheap credit to select projects, industries, and companies. But to have a truly international currency, one that the world's central banks want to hold, China would have to let investors from around the world buy and sell large volumes of Chinese financial assets. As a result, Beijing would have to dismantle that system of controls. It would need to permit capital to flow freely in and out of the country, let the market set interest rates and allow the currency to float. An independent legal system and transparent economic policymaking would also be useful. China has a choice. It can have an international currency that might challenge the U.S. dollar or it can keep its brand of state capitalism that has driven the economy and kept the Communist Party in power. But it cannot have both.

The latter is certainly part of what has widened the gap between the US and Europe

The contrast with the Cold War could not be more striking. The ill-prepared occupation that followed the successful blitzkrieg against Iraq only deepened the splits, with many opponents of the war agreeing with Dana Allin’s assessment that ‘Iraq was probably the war that bin Laden wanted the United States to fi ght’,29and Wilkinson’s that it was ‘a gratuitous propaganda gift to bin Laden’.30 During the 2004 US election, even John Kerry began to argue the point that invasion of Iraq was distracting eff ort away from the GWoT.31 As the political disaster in Iraq continues to unfold, it is hard to avoid the conclusion that it was both a tactical and strategic blunder of epic proportions in relation to the problem of global terrorism represented by Al-Qaeda

Rising sea levels or approaching asteroids, or the spread of a new killer plague, could easily put planetary environmental concerns at the top of the securitiza-tion agenda. Who in the GCC wants a union? - 0 views

  • Citing “security problems, economic challenges and other serious issues confronted by the region,” Bahrain’s Prime Minister Prince Khalifa bin Salman Al Khalifa recently announced that the transformation of the Gulf Cooperation Council (GCC) to a union is an “inevitable goal” of this month’s Manama Dialogue (Dec. 9-11).
  • With absolutely no illusions that Oman — historically the most independent member of the GCC — has changed its position, last month Ghanem al-Buainain, Bahrain’s minister of Parliament Affairs, stated that he sensed “great enthusiasm for the union from the other Gulf members.”

From a regional organization limited to Central Asia and its environs, SCO may well become the leading integration process over the entire Eurasian landmass, of which 40% still stands outside the ambit of the organization. Prior to his arrival in Astana to attend the summit, Chinese President Hu Jintao visited Ukraine. Equally, Belarus has been admitted as a "dialogue partner". Most certainly, SCO realizes that Central Asian and South Asian security are indivisible. Integration of two major South Asian countries - India and Pakistan - is in the cards - the summit finalized their membership norms and negotiations. Indian officials exude optimism.

  • IS  is also gaining momentum in the struggle to control two natural resources that have defined the history of the Middle East – oil and water.
  • If control of oil has driven economic development in the modern Middle East, control of water has been a fundamental component of civilization itself. For decades, both the Syrian and Iraqi governments focused on hydrology in their bids for socioeconomic development, building a bevy of dams, canals and other infrastructure to control floods, improve agricultural irrigation and generate electricity for their populations. Denying or diverting water, though, was also tantamount to war. During the Iran-Iraq War (1980-1988) Saddam Hussein fretted that Iran would destroy dikes and dams on the upper Tigris River in order to cause flooding in Baghdad. In the early 1990s Syria and Iraq nearly went to war with Turkey over plans to divert part of the Euphrates River, and in 1992 Iraq famously cut off the water to the marshes of southern Mesopotamia in order to destroy the terrain where Shiite insurgents were hiding out. Punishing drought conditions in rural Syria may even have caused social unrest that helped precipitate the beginning of the March 2011 uprising.
  • In February 2013, IS took control of the Tabqa Hydroelectric Dam (Syria), once a showcase in Hafez al-Assad’s development plan and a major electricity source for Aleppo. Earlier this spring, IS opened up dikes around Fallujah to impede the Iraqi army as it tried to besiege the stronghold, causing flooding as far away as Najaf and Baghdad. Similarly, oil fields under IS  control continue to pump. Indeed, IS  has shrewdly managed these resources to help ensure a steady and sustainable stream of revenue. As one IS fighter told the New York Times, while Assad’s loyalists chant “Assad or burn the country,” IS retorts “We will burn Assad and keep the country.” Beside revenue from oil and water, IS  collects a variety of commercial taxes, including on trucks and cellphone towers.
