(Re)introducing Conscription in the Gulf: From Soft Power to Nation-Building - Arab Reform Initiative - 0 views

  • In the Middle East, the US invasion of Iraq, the Arab Spring of 2011, and the subsequent foreign interventions in Yemen, Syria, and Libya, brought military preparedness and competence to the surface again. This led to a return of compulsory military service not only in countries that are at war and/or under the threat of military intervention but also in other countries. This was the case of certain Gulf countries including Kuwait, Qatar, and the United Arab Emirates (UAE) which historically seldom resorted to conscription.
  • Qatar introduced conscription in 2013, followed by the UAE in 2014. Kuwait, on the other hand, reintroduced it in 2014, having practiced conscription between 1961 and 2001. Until recently, these countries’ militaries were formed by a national officer corps, foreign - mostly Western- expert non-commissioned officers (NCOs), and foreign contract soldiers coming from different countries (Jordan, Yemen, Pakistan, Bangladesh, and Oman)
  • In 2018, not long after Saudi Arabia, the UAE, Bahrain, and Egypt imposed a blockade on Qatar, the Qatari government amended the National Service Law, introducing national service for women and extending its duration for men. While the national service remains voluntary for women over the age of 18, men are now expected to serve a year instead of three or four months. The new law gives eligible men only 60 days after they come of age to apply to the military and stipulates harsher punishment (up to three years in jail plus a fine) for those who fail to do so.

The security problems originating from Iran and Yemen, the willingness to exercise soft power in the region along with the volatile energy sector, and the ruptures within the rentier state model are put forward as the main justifications behind the Gulf countries’ developing defense industries and growing their armies. In this context, compulsory military service does play an important role, be it to increase the size of the army, cause deterrence in the region or create new job opportunities and a qualified workforce out of young citizens.
  • can also create intangible moral advantages, and thus have significant effects on these countries’ civil-military relations. First, like their Gulf neighbors, neither Qatar, Kuwait, nor the UAE is populated enough to sustain a competent standing army. Most of their populations are made of ex-pats who are not subject to conscription laws. Second, their current system of outsourcing military needs has proven to be efficient in the long run, with all three countries continuing to invest in contracting foreign soldiers to efficiently populate their armies. Therefore, the new conscription laws should be seen as a symbolic move to strengthen nationalistic bonds and ambitions.
  • paradoxically, the exact nationalistic sentiment and loyalty that the Gulf countries try to channel among their citizens can backfire if the people (including the conscripts) were to ever resent the rulers and their policies. This is rather contrary to the long-established coup-proofing strategies25After gaining their independence, most countries in the region (or rather individual leaders) have engaged in various coup-proofing measures to keep their militaries in check. There were different types of coup-measuring strategies. For example, until 2011, Hosni Mubarak, a military man himself, tried to keep the Egyptian military at bay by giving officers and the military institution economic benefits and providing an unfair competition. In Tunisia, Zine El Abidine Ben Ali took a different approach and choose to ouster the military as an institution completely and empowered the police force. In Sudan and Libya, former presidents Bashar and Gaddafi took a more social approach and tried to counterbalance different groups of society, especially the tribal establishments, as a buffer against the military. In the Gulf, the ruling monarchs resorted to using foreign soldiers to keep the military away from social and political affairs as much as possible. that Arab countries followed over the years. However, given the low numbers of citizens that will be drafted each year, the risk of such revolts taking place remains low.
  • In Kuwait, UAE, and Qatar, there are legal sanctions in place against anyone who fails to enlist when they become eligible and conscientious objection is not recognized. This could cause or further the feeling of oppression and resentment and trigger protests and turmoil in these countries. How Many Guns Did the U.S. Lose Track of in Iraq and Afghanistan? Hundreds of Thousands. - The New York Times - 0 views

  • In all, Overton found, the Pentagon provided more than 1.45 million firearms to various security forces in Afghanistan and Iraq, including more than 978,000 assault rifles, 266,000 pistols and almost 112,000 machine guns. These transfers formed a collage of firearms of mixed vintage and type: Kalashnikov assault rifles left over from the Cold War; recently manufactured NATO-standard M16s and M4s from American factories; machine guns of Russian and Western lineage; and sniper rifles, shotguns and pistols of varied provenance and caliber, including a large order of Glock semiautomatic pistols, a type of weapon also regularly offered for sale online in Iraq. Taken together, the weapons were part of a vast and sometimes minimally supervised flow of arms from a superpower to armies and militias often compromised by poor training, desertion, corruption and patterns of human rights abuses. Knowing what we know about many of these forces, it would have been remarkable for them to retain custody of many of their weapons. It is not surprising that they did not.

In 2014 the inspector general reported that after the United States decided to replace the Afghan Army’s Kalashnikovs with NATO-standard weapons (a boon for the rifles’ manufacturer with a much less obvious value for an already amply armed Afghan force), the Afghan Army ended up with a surplus of more than 83,000 Kalashnikovs. The United States never tried to recover the excess it had created, giving the inspector general’s office grounds for long-term worry. “Without confidence in the Afghan government’s ability to account for or properly dispose of these weapons,” it noted, “Sigar is concerned that they could be obtained by insurgents and pose additional risks to civilians.” Write A Comment

Debate Gaffes, Platitudes and Absurdities On National Security | Foreign Policy - 0 views

Within months of taking office, the new president will have to work through a latticework of constantly shifting local alliances to keep some sort of peace in those sprawling cities while keeping Russian and Turkish forces — and political complexities — at bay.    Yet more mental energy was spent Monday  debating police tactics in New York City and 1990s-era beauty pageant contestants than how to close out 15 years of Washington’s wars — in which approximately 13,000 U.S. troops remain on the ground in Iraq and Afghanistan. Clinton stuck to the points she has long advocated: ramping up airstrikes on ISIS fighters, launching an “intelligence surge” to pinpoint targets while hitting extremists before they can attack Americans, and doubling down on eliminating the Islamic State’s leadership.   In short, continuing what President Barack Obama has been doing, just more of it. And Clinton made no mention of imposing a “no-fly-zone” in Syria, a proposal she has advocated during the political campaign, and gave no indication whether she would take a tougher line with the regime in Damascus. Trump, as always, wouldn’t reveal his so-called secret plan to win the war against ISIS, while complaining that “we should have taken the oil” before leaving Iraq, an idea he has never explained. Apart from being illegal and physically impossible, as some senior officers have pointed out, it would require thousands of U.S. troops to stay behind to guard the oil facilities.

IS fails to establish emirate in Tunisia - Al-Monitor: the Pulse of the Middle East - 0 views

  • Must Arabs really embrace Zionism before Israel can cease expansion and accept peace?
  • a longstanding American habit of treating Arab concerns about Israel as a form of anti-Semitism and tuning them out. Instead of hearing out and addressing Arab views, U.S. peace processors have repeatedly focused on soliciting Arab acts of kindness toward Israel. They argue that gestures of acceptance can help Israelis overcome their Holocaust-inspired political neuroses and take risks for peace.
  • Arabic has two quite different words that are both translated as “negotiation,” making a distinction that doesn’t exist in either English or Hebrew. To move a negotiating partner in a desired direction, one must understand how that partner understands things and help him to see a way forward that will bring him to an end he has been persuaded to want. The essential militarism of U.S. policies in the Middle East adds to our difficulties. We have become skilled at killing Arabs. We have forgotten how to listen to them or persuade them.
  • In foreign affairs, interests are the measure of all things. My assumption is that Americans and Norwegians, indeed Europeans in general, share common interests that require peace in the Holy Land. To my mind, these interests include — but are, of course, not limited to — gaining security and acceptance for a democratic state of Israel; eliminating the gross injustices and daily humiliations that foster Arab terrorism against Israel and its foreign allies and supporters, as well as friendly Arab regimes; and reversing the global spread of religious strife and prejudice, including, very likely, a revival of anti-Semitism in the West if current trends are not arrested. His first interview with the international media was with Arab satellite television. He reached out publicly and privately to Iran. He addressed the Turkish parliament with persuasive empathy. He traveled to a great center of Islamic learning in Cairo to deliver a remarkably eloquent message of conciliation to Muslims everywhere. He made it clear that he understood the centrality of injustices in the Holy Land to Muslim estrangement from the West. He promised a responsible withdrawal from Iraq and a judicious recrafting of strategy in Afghanistan.  Few doubt Mr. Obama’s sincerity. Yet none of his initiatives has led to policy change anyone can detect, let alone believe in.

UAE Says It Can't Control Yemeni Forces - Even as It Hands Them Bags of Cash - 0 views

Time spent with the fighters on the front lines makes it clear that they depend on air power from the Saudi-formed coalition, as well as UAE ground support.   • To date, more than 300 defendants have been prosecuted following FBI terrorism stings. These stings are often preposterous when examined closely. Derrick Shareef was arrested after buying grenades from an undercover agent; since Shareef didn’t have any money and was living with the government’s informant, the FBI set it up so that the undercover agent, posing as an arms dealer, would accept ratty old stereo speakers as payment. Emanuel L. Lutchman, a mentally ill and broke homeless man, planned to attack a New Year’s Eve celebration with a machete — a weapon he was able to buy only because the FBI gave him $40. The absurdities go on and on and on. Human Rights Watch criticized these types of FBI stings in a 2014 report for having “created terrorists out of law-abiding individuals by conducting sting operations that facilitated or invented the target’s willingness to act.”
